A guide to Preparation and planning with the National Disability Insurance Agency What are the NDIS and the NDIA? The NDIS is the National Disability Insurance Scheme. It is responsible for providing the funding and making the rules about the new way of providing disability support in Australia. The NDIA is the National Disability Insurance Agency. They are the people who will work with you to access the support you need if you are eligible for the scheme. This document is to support you to prepare for planning with the NDIA. When should I start planning? You should begin to prepare now so you are ready for transition to the scheme when it becomes available in your area. What are the NDIS and the NDIA?The NDIS is the National Disability Insurance Scheme. It is responsible for providing the funding and making the rules about the new way of providing disability support in Australia.

The NDIA is the National Disability Insurance Agency. They are the people who will work with you to access the support you need if you are eligible for the scheme. This document is to support you to prepare for planning with the NDIA.

When should I start planning?You should begin to prepare now so you are ready for transition to the scheme when it becomes available in your area.

The NDIS is being rolled out across Australia from July 2016 until 2019.

The Commonwealth Government will manage how and when the NDIS will be available. In Victoria, an agreement has been signed that says the NDIS will be available to all Victorians by 30 June 2019. There are different agreements in other states of Australia.

What is an NDIS plan?Your NDIS plan will be all about your personal goals, needs and aspirations.

It is important to be prepared for your plan because you are the expert about your disability and the support that you need.

You should think about: what support you have and what activities you do now whether these are meeting your needs and support the things you want to achieve what is important to you, and how all of these things will be reflected in your plan.

Who will I develop my plan withYou will work with someone allocated and endorsed by the NDIS to develop your plan. This might be a planner, a plan support coordinator or a Local Area Coordinator (LAC).

Your planner will not know you or your circumstances, so starting to think about what’s important for your plan now will help you when you begin the planning process.

The NDIA planning processThere are five steps involved in developing your plan.

What do you do every day?

Where do you do these activities? Who supports you to do them? What support do you need to get ready, to get up in the morning or when you

come home?

At the back of this booklet there are some tables that might help you to remember all the things you need to include in your plan.

What support do you need to do these things?Don’t forget about how you get to activities, what support you might need for the whole or part of the activity, or for specific tasks such as personal care or meal assistance during the activity.

Do you currently use: paid support? family support? peer or volunteer support? a communication device? therapy or behaviour support? aids and equipment or a modified home environment? specialised clothing or orthotics?

Do you get funding for: an Individualised Support Package (ISP) Early Childhood Intervention Support (ECIS) flexible respite or other carers package continence aids nutritional supplements Futures for Young Adults (FYA) travel, either from a service or mobility allowance or other support or services related to your disability?

All of these things will be included in your NDIS plan instead of being funded separately. This means you will know exactly what support you are funded for – and it means you need to know what you get now to make sure you include it when you plan.

There is more information about the transition on the Yooralla and NDIS websites. You will be able to access the scheme when it becomes available in the area where you live.

The NDIS does not fund all support

The NDIS will not replace funding from education, health, transport or other community services but may supplement it with disability support not related to these programs. For example, equipment to participate in classroom activities will be funded by education, but equipment that is not specific to education, like a wheelchair, will be funded by the NDIS.

You can also talk to the NDIA about early intervention services and whether you or your family member are eligible for them.

All children under 6 will be assessed against early intervention criteria to access support.

Early intervention, or capacity building, considers what supports or services will result in outcomes that reduce the level of support required in the future.

You do not have to be a child to access early intervention supports but you do have to meet criteria that can be found on the NDIS website at www.ndis.gov.au.

2. Developing your planOnce you are clear about what you get and what works for you, you can set goals based on what is important to you.

During your planning conversation, the planner will talk to you about the outcomes you want to achieve in many aspects of your life.

Funding could include: Capital funding - purchase of one off items such as equipment, technology or

modifications. Core funding - funding for the ‘usual support’ required to undertake daily

activities. Capacity funding - skill building, training, learning, capacity building, reaching for

full potential.

The planning meetingYour planner will meet with you at a time and place that is right for you. The planner will ask you about the supports you need to live the life you choose, and will work with you to develop a plan that reflects the support that will be funded by the NDIS. Your planner will meet with you as many times as needed to develop a plan. You may only need to meet with your planner once.

You can have a support person with you in your planning meetings. You should think about who you might want to be there well before you have to attend. You might choose one person, several people or a formal group such as a circle of support or a micro-board.

You can use the information you have collected about the things you currently do. You might not want to make many changes or you might want to set new goals.

Don’t forget you have the right to: have a planner you feel comfortable with have the support you need to plan ask questions have information provided in a way that is right for you appeal decisions, and get the right plan!

3. Getting your plan approved and deciding how to manage supportsThe NDIA will work out what funds will be allocated to your plan to meet your needs and achieve your goals.

The planner will write up your plan and have it approved. If you want a draft plan you can request a copy to be sent to you. Your NDIA planner will send you a copy of the finalised plan. It is important that you review your plan very carefully to make sure it has all of the support you think you will need.

If you are not happy with your plan you can contact your planner and discuss the things that you are not happy with.

Reasonable and necessary supportThe NDIA will fund reasonable and necessary support that you need to meet your needs and achieve your goals. Reasonable and necessary support must:

be related to your disability not include day-to-day living costs not related to your disability represent value for money be likely to be effective and beneficial to you, and take into account informal family, carer and community support that is available to

you.

If you are happy with your plan then you will need to decide how your plan will be managed. You can choose who provides the supports in your plan and how your plan is managed.

Managing the fundsThe NDIA will work with you to decide how you manage your plan. Your plan can be managed by:

yourself someone you nominate a plan management provider the NDIA, or a combination of the above options.

Whatever option you choose, the NDIA can support you to make arrangements and set up processes.

Now you need to decide who will implement the plan and deliver the support in your plan.

4. Implementing your planYour NDIA planner will send you a copy of your plan. They will also talk to you about how you would like to implement the supports in your plan. It is your right to make decisions about your plan.

Your planner will ask you about the level of assistance you need to: find providers contact providers (and interview them if you like) decide which provider will deliver your support, and make agreements with the providers about how your support will be delivered,

also known as a service agreement.

It is important that you decide what is best for you. You get to decide what support you will access and who you will purchase your support from.

Some funding for support can be managed flexibly and you can decide how this will be used. You should talk to your NDIA planner about how this works.

You can talk to your planner about when your plan will be reviewed to make sure the support you have identified is right for you. If you include support to implement your plan, it will be designed to build skills so you can manage your own plan in future.

You might ask for: Support connection - short term support to assist you to identify your provider of

choice and develop a service agreement that is fair and meets your needs. Support coordination - if your needs are more complex, and you need some

support to work things out as well as implement your plan. This support is still time limited but provides a broader role than support connection.

Specialist support coordination - if your needs are very complex, and you need someone with specialist qualifications, like a therapist, to work out how to best implement the support in your plan to meet your goals.

5. Reviewing your planYou will have agreed on a review date for your plan when it is developed. Most plans are reviewed every year, but your plan can be reviewed whenever your needs change. This might happen earlier than your agreed review date. You can contact the NDIA and ask for an early review.

Activity plannersThe next section of this booklet can help you to think about your current activities and what support you need to do them. It is useful to start thinking about what you do and what you would like to do early, so you are ready when the NDIS comes to your area.

When filling out the tables think about all of things you do now – not just at a day program, school or work, but things you like to do afterwards, in the evenings and on weekends.

There are also some note spaces. You might want to make notes about things you would like to change, do more of or stop doing.

There are tables for the things you do regularly - they are things that have a routine or schedule. This could be going to school or work or perhaps going to the gym or swimming if you do these at the same time every week. You might also have regular times when you catch up with family or friends or go to clubs or organised activities.

There is another table that you can use to make some notes about things you do sometimes.

These might be: things that happen at certain times of the year like the football or cricket season things that you like to do sometimes, such as going to the movies, markets or the

zoo, and things that you like to do with your family or friends, such as holidays or leave from

your workplace.

Don’t forget to think about how you get to places, what support you need before, during or after an activity, or any specific things you might need support for such as meals or personal care.

If you go to activities you might also ask the people who currently support you to write something that explains the support they provide. This might include some things you cannot see every time you go, such as how they organise the activity that you attend.

The NDIA also have a booklet that they will suggest you use when actual planning happens. The things you have thought about in this booklet will help with that process.
