INFORMATION EXCHANGENEDAC – Danny Campbell reported that the search for a property to create a local Hub had taken a backward step after the survey report on the latest building to be considered highlighted the poor state of repair. NEDAC’s longest serving member of staff has resigned leaving a big gap in her wake. The project is now training remaining staff in a number of areas – aural acupuncture, first aid and naloxone – to fill that gap.Addaction – 2 service users have been to a peer support conference in Stirling and two more are due to attend a conference in Glasgow. The project is also continuing to run workshops in prisonsTurning Point Scotland – SMART groups are going well – too well in fact with the current two groups running over capacity. A third slot is being sought to enable the numbers in the original groups to be reduced. Short leeting is underway for a level 3 practitioner in Leith and free tickets to Hibs game have proved very popular with dads and kids.

Simpson House – Glen Liddall reported that there are two regular SMART groups every Tuesday and a group going well in the prison too. Interviews are being held for a Befriending Worker and for a Youth worker for “Make it Happen.”CIRCLE – Harbour team is really busy. The Scottish Government may provide temporary funding for the 3 workers facing redundancy if Circle is unsuccessful in obtaining Big Lottery fundingStreetwork - The Crisis Service for homeless people is being funded for a further year – Mark Carter reminded everyone that referrals to this service are welcome. The two youth teams – Outreach and Runaways are to merge.COMAS – Yanni Yannoulis described a new Arts and Recovery Project which will focus on Seasons of Recovery throughout the year. Currently on offer is screen-printing and recovery. The Serenity Cafe is now open Saturdays from 10.00am – 3.00pm and is attracting more members of the public. CREW – Emma Crawshaw reminded everyone that Crew was about to lose a key member of staff when John Arthur leaves at the end of the month. Like other organisations, Crew is struggling with waiting times, acknowledging the importance of not missing that moment of readiness when someone wants to engage with the service. 'My Crew' is an online service which will enable people to access chat and information online as well as highlighting emerging trends in psycho stimulants.

4. PUBLIC SOCIAL PARTNERSHIPS and ADULT TREATMENT SERVICES – NICK SMITH EADP

Nick Smith took SUNE members through a PowerPoint presentation outlining the development of and the principles which would underpin a Public Social Partnership (PSP) for the development of Treatment and Recovery Services. It was recognised that this is likely to be a 3 year process and a letter of comfort will be coming out to those organisations who hadn’t already received them outlining the Council’s thinking on continuing current services. A Shadow Governance Group, whose membership includes Colin Beck (CEC) Ian Burns (Substance Misuse Unit) and John Arthur (SUNE), is already meeting. A more permanent grouping will be established when the Challenge Statement is signed off.

SUNE members could see the potential of the PSP approach but felt there must be a commitment to ensuring potential was realised. Nick was clear that there was a real intention to do things properly, but acknowledged that during the 3 years things will come up which will either help or hinder the process.

Other issues raised included: - Where do Children and Families fit with this model? While all funding may not come

via EADP, a joined up approach is needed How will knowledge and information about outcomes be spread? This needs to be

thought through with things in context What about levels of funding? The third sector have been the “poor cousins” but

the NHS can’t do throughput so we need to a) be funded to do this and b) for there to be a commitment to a partnership approach

Nick ended his input by confirming his intention to attend a future SUNE meeting in May or June to give a progress update.

5. MINUTE OF PREVIOUS MEETINGThis was, with a couple of minor adjustments, agreed as an accurate record of the meeting

6. MATTERS ARISING6.1 SUNE WEB PAGES

Julia Mackintosh joined the meeting at this point and took those present through the pages as currently set up on the website. Julia agreed to explore the possibility of an interactive function which would allow online discussion and debate.

7. REPS REPORT7.1 EADP EXECUTIVE

See attached feedback report from John Arthur who attended the meeting with Carmen McShane. Discussion at the meeting around waiting times and capacity issues prompted a proposal for peripatetic support for discussion at the SUNE meeting. The impact of e.g. the long term illness of a staff member can seriously affect the ability of organisations to meet waiting time targets. Funding for a peripatetic worker would help to ameliorate this problem. There was general support for this proposal and it was agreed there would be further discussion of this at the next SUNE meeting

7.2 CROSS PARTY WORKING GROUPNext meeting will feature alcohol and social media – date and time to be advised

7.3 MANAGED CARE NETWORKDanny Campbell had circulated information prior to the meeting

7.4 TREATMENT AND RECOVERYA lot of crossover with EADP Executive with the same things discussed at both meetings which prompted a discussion around how could SUNE be more proactive; bringing ideas and solutions to the table. This should be a special agenda item at the next meeting. It was felt that SUNE should start small; focussing on one or two quick wins which would make a difference, e.g. the redistribution of funds to make an impact on waiting times. Members to give some thought to this and bring suggestions to the next meeting.

Those present discussed how to use SUNE meetings productively. SUNE meetings should focus on developing a response to key issues so reps are able to deliver a collective opinion. Reps reports should be submitted via the feedback proforma and only key issues which require a SUNE response should be brought to meetings.

8. ISSUES FOR NEXT MEETINGBidding process for quick wins

DATE, TIME AND PLACE OF NEXT MEETINGMeeting dates were changed because some of the SUNE meeting dates clashed with those of the Treatment and Recovery Group meetings of the EADP which many members attended. Coupled with this was the fact that some members couldn’t make Tuesdays or could only make part of the meetings. A decision was taken to move the meetings to Mondays to achieve a compromise. However this issue will be revisited at a later date to see if it’s working for most SUNE members.Meeting dates for the rest of the year are now as follows: -Tuesday 9th April Monday 2nd SeptemberMonday 27th May Monday 4th NovemberMonday 22nd July Meetings will start at 1.00pm and be held at EVOC
