BEREA CITY COUNCIL REGULAR MEETING NOVEMBER 18, 2014 The Berea City Council met in a regular session; Tuesday, November 18, 2014, Mayor Steven Connelly presiding. Mr. Richards presented the annual CSEPP/EMA Report. Concerns of future funding for the program were discussed and it was agreed upon to hold a joint government meeting for further discussion. BEREA CITY COUNCIL REGULAR MEETING NOVEMBER 18, 2014

The Berea City Council met in a regular session; Tuesday, November 18, 2014, Mayor Steven Connelly presiding. A quorum being present; the meeting was called to order at 6:35 p.m.

APPROVAL OF MINUTES; OCT. 21, 2014

Farmer moved, Hembree seconded to approved the minutes of October 21, 2014; all ayes.

PROCLAMATION- WORLD DIABETES DAY

Mayor Connelly read the proclamation that was signed earlier by him, Judge Clark, and Mayor Barnes declaring November 17, 2014 as World Diabetes Day.

PRESENTATION TO THE BEREA POLICE AND FIRE DEPARTMENTS – MADISON COUNTY SPECIAL OLYMPICS BASKETBALL TEAM

Eden Fisher, Director of the Madison County Special Olympics introduced members of the basketball team who came to give a special recognition to the Police and Fire Departments for the chili cook-off fund raising event held in October. The event raised $4500; this along with some other donations helped them to raise $7,700. All the money benefits the Special Olympics group of Madison Co.

HOMELESS VETERANS

Mayor Connelly informed that council that he was visited by the U.S. Department of Housing and Urban Development. The Kentucky Housing Corporation is planning an initiative to supply vouchers to homeless veterans within our city. It would not cost the

city any money; it is funded by each counties HUD program. Burnside moved; Farmer seconded to approve the mayor to write a letter for Berea to partner with HUD to help end veterans homelessness; all ayes.

ORDINANCE #23-2014; AN ORDINANCE OF THE CITY OF BEREA, KENTUCKY, HEREBY ANNEXING CERTAIN REAL PROPERTY LOCATED NEAR BEREA, MADISON COUNTY, KENTUCKY, AND ASSIGNING ZONING CLASSIFICATIONS TO SUCH PROPERTY. – 2ND READING

Corporate Counsel read the ordinance declaring property owned by Farristown Baptist Church, Berea Industrial Authority, Mina Mason Heirs, Edna and Howard White into corporate limits. Hembree moved, Kerby seconded to approve and adopt the ordinance; roll call vote, all ayes.

ORDINANCE #25-2014; AN ORDINANCE OF THE CITY OF BEREA, KENTUCKY, CHANGING THE ZONING CLASSIFICATION OF PROPERTY OWNED BY JAMES AND RUTH LUNSFORD, LOCATED AT 244 MT. VERNON ROAD DESCRIBED HEREIN FROM R-1 (SINGLE FAMILY RESIDENTIAL) TO B-2 (MAJOR BUSINESS DISTRICT). – 2ND READING

Corporate Counsel read the ordinance in its entirety. Farmer moved, Little seconded to approve and adopt the ordinance; roll call vote, call ayes.

CHANGE ORDER #001 – 2014 STREET MILLING/SURFACING

Street Superintendent, Dwayne Brumley informed the city council the amount of the change order is $16,220.49, to cover the base failure repair on Village Drive. Original contract price was $174,499.80; revised contract price is now $190,720.29. Little moved, Powell seconded to approve the change order; all ayes. Little noted that he appreciated Mr. Brumley bringing the information of the possibly of a change order prior to this year’s re-surfacing project to the council.

NOMINATIONS FOR BOARDS

Mayor Connelly passed out a complete list of city boards and terms that will be expiring soon. Please consider the information and refer any nominations when their terms are about to expire. No action will be taking at this time.

FINAL ACTION ON THE RETIREMENT COMMUNITY STUDY

Discussion was held among the council as how to proceed; it was agreed to meet in a work session prior to the next city council meeting.

REQUEST AUTHORIZATION FOR THE MAYOR TO SEND A LETTER TO BECOME A KY TRAIL TOWN

Mayor Connelly informed the council of Peter Hackburt’s presentation and proposal to the Tourism Commission for Berea to become a Trail Town. The Commission voted to

request the mayor to send a letter to Frankfort requesting Berea start the process be designated as a “Trail Town”. We now have a number of biking groups that travel through Berea, this would encourage more people to visit us. Powell moved, Terrill seconded the approval of sending a letter; all ayes.

VISITORS:

Tim Thompson, representing the Berea Youth League requested a solution to transporting elderly or handicapped people from the parking lot to the ball fields. During the summer months Parks and Rec was able to assist with their golf cart but with the fall league taking place, no one in the Parks Dept. is working during the evening hours. Also, the Youth League requested permission to use the concessions building. Is there an agreement of what areas that the Youth League have access too? Stone stated they are not allowed to use the concession areas due to the Health Department requirements and inspections. We prepare the fields and they are allowed to use them. Berea Community School does have first preference on the fields when they need them. Kerby suggested a Memo of Understanding between the city and the organization. Mr. Thompson also noted that none of the water fountains in the park worked the entire season this year, some worked last year, but he heard a lot of complaints from players and parents.

AUDIT & FINANCE COMMITTEE – No report.

Mayor Connelly reminded the council members they will need to decide who they want on council committees soon.

DEPARTMENT HEADS:

Street Superintendent, Dwayne Brumley introduced Jared Patterson, GIS Department; Jared recently completed his certification to become our Flood Plain Manager. Mr. Patterson informed the council and citizens that Mayor Connelly recently signed the letter informing the Federal Emergency Management Agency that Berea is interested in participating in the Community Rating System (CRS), so that our residents will qualify for discounted flood insurance premiums. After the letter is read a representative will visit Berea to assist our citizens with their flood insurance; this system will allow Berea to get a discounted rate.

CITY ADMINISTRATOR’S REPORT – R. STONE

We currently have 1,000 tons of salt in storage at this time, but we do not have a contract to acquire more. We will be conserving our supply and will only salt the intersections and hills, all other areas will be plowed.

are running two machines. The department will be working overtime this week-end for leaf pick-up. There are still free leaf bags for resident who want to bag

their leaves. The brush drop off at the old landfill site will close until spring, usage has dropped since the weather turned cold.

The city is in the final stage of completing the purchase of a new Street Sweeper at a price of $249,000.00. The machine will be equipped to clean all types of drainage areas. We expect delivery late April or early May, 2015.

Phase II of the Water Street Project is nearing completion; all drainage boxes and piping is installed; weather permitting should be complete within the next two weeks.

The Christmas decorations are scheduled to start going up this week and will be on prior to the Thanksgiving Holidays.

Allen Company is scheduled to complete the final punch list and drainage on Bratcher Lane. There will be some additional drainage added on Cope Lane. Akers Fencing will complete the yards that required fence replacement. The city will remove one tree at the end of Bratcher and Scaffold Cane.

The Indian Fort Trail project is nearing completion; there will one change order for additional guardrails and concrete for the drainage.

Paul Schrader has been assigned to work on linking our trails together; we will work with District 7 to complete this project.

The Parks Department will be sponsoring calls to Santa beginning December 9th; call the parks office to schedule.

Two firemen are now certified to instruct CPR and First Aid; Eric Lawson and John Kerns. Jared Rigsby and Eric Whitemore passed their Fire Instructor Level 1 Exam.

Phillip Hurt competed his Mechanical Certification Level 3. The Fire Department received word from the company in Corbin that they have

received the chassis for the pumper truck; it will still about 120 days until it is completed.

IC4 Pick-up Truck is replaced and now in service. We received the contract from the State Department of Transportation for the

traffic study for the 595/Main Street Intersection; contract price is $150,000. It will require a match of 20% and will be part of the Berea College Master Plan. The city will bid out the project.

The final phase of the electric upgrade for Dixie Park/Roselawn will take place this Thursday and Friday, weather permitting. All customers will contacted to inform them when their service will be interrupted.

We will review our internal controls during the work session prior to our next council meeting along with the Spectrum Report discussion.

The city purchased a one acre tract of property at the end of Mayde Road at the Master Commissioner’s sale. There is one more one acre tract that we hope to acquire.

Cash balance in the General Fund as of Monday was one million, thirty nine thousand, and seven dollars and Tourism has five hundred nine thousand and eleven dollars; it was agreed on at their last commission meeting to place one hundred thousand into a CD.

This is Tom McCay’s last council meeting as a city employee; he will be retiring at the end of the month. We wish him the best.

QUESTIONS:

Powell asked how cost effective spraying the roads were instead of salting. Stone stated the spraying materials and equipment is very expensive. Some other counties in the state are using a new type of salt this season on a trial basis.

Terrill asked if the city has advertised for a new Economic Development position. Stone stated we have not advertised.

Kerby moved, Farmer seconded to convene into Executive Session; all ayes. Business meeting adjourned at 7:42 pm, reconvened at 8pm, no action taken.
