The proprietor of one of these seven-cent houses was known to me as a man of reputed wealth and respectability. He "ran" three such establishments and made, it was said, $8,000 a year clear profit on his investment. He lived in a handsome house quite near to the stylish precincts of Murray Hill, where the nature of his occupation was not suspected. A notice that was posted on the wall of the lodgers' room suggested at least an effort to maintain his up-town standing in the slums. It read: "No swearing or loud talking after nine o'clock." Before nine no exceptions were taken to the natural vulgarity of the place; but that was the limit. There are no licensed lodging-houses known to me which charge less than seven cents for even such a bed as this canvas strip, though there are unlicensed ones enough where one may sleep on the floor for five cents a spot, or squat in a sheltered hallway for three. The police station lodging-house, where the soft side of a plank is the regulation couch, is next in order. The manner in which this police bed is "made up" is interesting in its simplicity. The loose planks that make the platform are simply turned over, and the job is done, with an occasional coat of whitewash thrown in to sweeten things. I know of only one easier way, but, so far as I am informed, it has never been introduced in this country. It used to be practised, if report spoke truly, in certain old-country towns. The "bed" was represented by clothes-line stretched across the room upon which the sleepers hung by the arm-pits for a penny a night. In the morning the boss woke them up by simply untying the line at one end and letting it go with its load; a labor-saving device

If the tenement is here continually dragged into the eye of public condemnation and scorn, it is because in one way or another it is found directly responsible for, or intimately associated with, three-fourths of the miseries of the poor. In the Bohemian quarter it is made the vehicle for enforcing upon a proud race a slavery as real as any that ever disgraced the South. Not content with simply robbing the tenant, the owner, in the dual capacity of landlord and employer, reduces him to virtual serfdom by making him become his tenant, on such terms as he sees fit to make, the condition of employment at wages likewise of his own making. It does not help the case that this landlord employer, almost always a Jew, is frequently of the thrifty Polish race just described. . . . . . . Probably more than half of all the Bohemians in this city are cigarmakers, and it is the herding of these in great numbers in the so-called tenement factories, where the cheapest grade of work is done at the lowest wages, that constitutes at once their greatest hardship and the chief grudge of other workmen against them. . . .

Men, women and children work together seven days in the week in these cheerless tenements to make a living for the family, from the break of day till far into the night. Often the wife is the original cigarmaker from the old home, the husband having adopted her trade here as a matter of necessity, because, knowing no word of English, he could get no other work. As they

state the cause of the bitter hostility of the trades unions, she was the primary bone of contention in the day of the early Bohemian immigration. The unions refused to admit the women, and, as the support of the family depended upon her to a large extent, such terms as were offered had to be accepted. The manufacturer has ever since industriously fanned the antagonism between the unions and his hands, for his own advantage. The victory rests with him, since the Court of Appeals decided that the law, passed a few years ago, to prohibit cigarmaking in tenements was unconstitutional, and thus put an end to the struggle. . . . . . . I have in mind an alley— inlet rather to a row of rear tenements— is either two or four feet wide according as the wall of the crazy old building that gives on it bulges out or in. I tried to count the children that swarmed there, but could not. Sometimes I have doubted that anybody knows just how many there are about. Bodies of drowned children turn up in the rivers right along in summer whom no one seems to know anything about. When last spring some workmen, while moving a pile of lumber on a North River pier, found under the last plank the body of a little lad crushed to death, no one had missed a boy, though his parents afterward turned up. The truant officer assuredly does not know, though he spends his life trying to find out, somewhat illogically, perhaps, since the department that employs him admits that thousands of poor children are crowded out of the schools year by year for want of room. . . .

It was only when the whole ham was spoiled that it came into the department of Elzbieta. Cut up by the two-thousand-revolutions- a-minute flyers, and mixed with half a ton of other meat, no odor that ever was in a ham could make any difference. There was never the least attention paid to what was cut up for sausage; there would come all the way back from Europe old sausage that had been rejected, and that was moldy and white--it would be dosed with borax and glycerine, and dumped into the hoppers, and made over again for home consumption. There would be meat that had tumbled out on the floor, in the dirt and sawdust, where the workers had tramped and spit uncounted billions of consumption germs. There would be meat stored in great piles in rooms; and the water from leaky roofs would drip over it, and thousands of rats would race about on it. It was too dark in these storage places to see well, but a man could run his hand over these piles of meat and sweep off handfuls of the dried dung of rats. These rats were nuisances, and the packers would put poisoned bread out for them; they would die, and then rats, bread, and meat would go into the hoppers together. This is no fairy story and no joke; the meat would be shoveled into carts, and the man who did the shoveling would not trouble to lift out a rat even when he saw one-- there were things that went into the sausage in comparison with which a poisoned rat was a tidbit. There was no place for the men to wash their hands before they ate their dinner, and so they made a practice of washing them in the water that was to be ladled into the sausage. There were the butt-ends of smoked meat, and the scraps of corned beef, and all the odds and ends of the waste of the plants, that would be dumped into old barrels in the cellar and left there.

Under the system of rigid economy which the packers enforced, there were some jobs that it only paid to do once in a long time, and among these was the cleaning out of the waste barrels. Every spring they did it; and in the barrels would be dirt and rust and old nails and stale water--and cartload after cartload of it would be taken up and dumped into the hoppers with fresh meat, and sent out to the public's breakfast. Some of it they would make into "smoked" sausage--but as the smoking took time, and was therefore expensive, they would call upon their chemistry department, and preserve it with borax and color it with gelatine to make it brown. All of their sausage came out of the same bowl, but when they came to wrap it they would stamp some of it "special," and for this they would charge two cents more a pound.

The combination of bribery and party prejudice is potent everywhere; but there come crises when these fail "the interests" for the moment. No storm of popular rage, however, could unseat the senators from Rhode Island. The people of Rhode Island might, as a people and voting almost unanimously, elect a governor; but not a legislature. Bribery is a weapon forbidden those who stand for right and justice—who "fights the devil with fire" gives him choice of weapons, and must lose to him, though seeming to win. A few thousand dollars put in the experienced hands of the heelers, and the senatorial general agent of "the interests" is secure for another six years.

The Aldrich machine controls the legislature, the election boards, the courts—the entire machinery of the "republican form of government." In 1904, when Aldrich needed a legislature to reelect him for his fifth consecutive term, it is estimated that carrying the state cost about two hundred thousand dollars—a small sum, easily to be got back by a few minutes of industrious pocket-picking in Wall Street. . . .

And the leader, the boss of the Senate for the past twenty years has been—Aldrich! . . .

The greatest single hold of "the interests" is the fact that they are the "campaign contributors"—the men who supply the money for "keeping the party together," and for "getting out the vote." Did you ever think where the millions for watchers, spellbinders, halls, processions, posters, pamphlets, that are spent in national, state and local campaigns come from? Who pays the big election expenses of your congressman, of the men you send to the legislature to elect senators? Do you imagine those who foot those huge bills are fools? Don't you know that they make sure of getting their money back, with interest, compound upon compound? Your candidates get most of the money for their campaigns from the party committees; and the central party committee is the national committee with which congressional and state and local committees are affiliated. The bulk of the money for the "political trust" comes from "the interests." "The interests" will give only to the "political trust." And that means Aldrich and his Democratic (!) lieutenant, Gorman of Maryland, leader of the minority in the Senate. Aldrich, then, is the head of the "political trust" and Gorman is his right-hand man. When you speak of the Republican party, of the Democratic party, of the "good of the party," of the "best interests of the party;" of "wise party policy," you mean what Aldrich and Gorman, acting for their clients, deem wise and proper and "Republican" or "Democratic." .

No railway legislation that was not either helpful to or harmless against "the interests"; no legislation on the subject of corporations that would interfere with "the interests," which use the corporate form to simplify and systematize their stealing; no legislation on the tariff question unless it secured to "the interests" full and free license to loot; no investigations of wholesale robbery or of any of the evils resulting from it—there you have in a few words the whole story of the Senate's treason under Aldrich's leadership, and of why property is concentrating in the hands of the few and the little children of the masses are being sent to toil in the darkness of mines, in the dreariness and unhealthfulness of factories instead of being sent to school; and why the great middle classÑthe old-fashioned Americans, the people with the incomes of from two thousand to fifteen thousand a year—is being swiftly crushed into dependence and the repulsive miseries of "genteel poverty."

Work in the coal breakers is exceedingly hard and dangerous. Crouched over the chutes, the boys sit hour after hour, picking out the pieces of slate and other refuse from the coal as it rushes past to the washers. From the cramped position they have to assume, most of them become more or less deformed and bent-backed like old men. When a boy has been working for some time and begins to get round-shouldered, his fellows say that "He's got his boy to carry around whenever he goes." The coal is hard, and accidents to the hands, such as cut, broken, or crushed fingers, are common among the boys. Sometimes there is a worse accident: a terrified shriek is heard, and a boy is mangled and torn in the machinery, or disappears in the chute to be picked out later smothered and dead. Clouds of dust fill the breakers and are inhaled by the boys, laying the foundations for asthma and miners' consumption. I once stood in a breaker for half an hour and tried to do the work a twelve-year-old boy was doing day after day, for ten hours at a stretch, for sixty cents a day. The gloom of the breaker appalled me. Outside the sun shone brightly, the air was pellucid, and the birds sang in chorus with the trees and the rivers. Within the breaker there was blackness, clouds of deadly dust enfolded everything, the harsh, grinding roar of the machinery and the ceaseless rushing of coal through the chutes filled the ears. I tried to pick out the pieces of slate from the hurrying stream of coal, often missing them; my hands were bruised and cut in a few minutes; I was covered from head to foot with coal dust, and for many hours afterwards I was expectorating some of the small particles of anthracite I had swallowed. I could not do that work and live, but there were boys of ten and twelve years of age doing it for fifty and sixty cents a day. Some of them had never been inside of a school; few of them could read a child's primer. True, some of them attended the night schools, but after working ten hours in the breaker the educational results from attending school were practically nil....

Visiting an English coal mine one day, Owen asked a twelve-year-old if he knew God. The boy stared vacantly at his questioner: "God?" he said, "God? No, I don't. He must work in some other mine." It was hard to realize amid the danger and din and blackness of that Pennsylvania breaker that such a thing as belief in a great All-good God existed. From the breakers the boys graduate to the mine depths, where they become door tenders, switch boys, or mule drivers. Here, far below the surface, work is still more dangerous. At fourteen and fifteen the boys assume the same risks as the men, and are surrounded by the same perils. Nor is it in Pennsylvania only that these conditions exist. In the bituminous mines of West Virginia, boys of nine or ten are frequently employed. I met one little fellow ten years old in Mt. Carbon, W. Va., last year, who was employed as a "trap boy." Think of what it means to be a trap boy at ten years of age. It means to sit alone in a dark mine passage hour after hour, with no human soul near; to see no living creature except the mules as they pass with their loads, or a rat or two seeking to share one's meal; to stand in water or mud that covers the ankles, chilled to the marrow by the cold draughts that rush in when you open the trap door for the mules to pass through; to work for fourteen hours-waiting-opening and shutting a door-then waiting again-for sixty cents; to reach

the surface when all is wrapped in the mantle of night, and to fall to the earth exhausted and have to be carried away to the nearest "shack" to be revived before it is possible to walk to the farther shack called "home." Boys twelve years of age may be legally employed in the mines of West Virginia, by day or by night, and for as many hours as the employers care to make them toil or their bodies will stand the strain. Where the disregard of child life is such that this may be done openly and with legal sanction, it is easy to believe what miners have again and again told me-that there are hundreds of little boys of nine and ten years of age employed in the coal mines of this state.

Last night nine Negroes were arrested and placed in the warehouse near the depot. The Negroes were charged with the burning of the two business blocks here in February.

At 1 o'clock this morning the mob dashed into town while the people slept.

They rushed to the warehouse in which the nine Negroes were guarded by six white men.

The door was burst open and the guards were ordered to hold up their hands.

Then the mob fired two volleys into the line of trembling, wretched and pleading prisoners, and to make sure of their work, placed pistols in the dying men's faces and emptied the chambers.

Citizens who were aroused by the shooting and ran out to investigate the cause were driven to their homes at the point of guns and pistols and then the mob mounted their horses and dashed out of town, back into the woods and home again.

None of the mob was recognized, as their faces were completely concealed by masks. The men did their work orderly and coolly and exhibited a determination seldom equaled under similar circumstances.

The nine Negroes were tied with ropes and were helpless.

The guard was held at the muzzle of guns and threatened with death if a man moved.

Then the firing was deliberately done, volley by volley.

The Negroes now dead are: Tip Hudson, Bud Cotton, Ed Wynn, Henry Bingham.

Fatally shot and now dying: John Bigby.

Shot but will recover: John Jameson.Arm broken: George Tatum.

Escaped without injury: Ison Brown, Clem Watts.

The men who were guarding the Negroes are well known and prominent citizens of Palmetto, and were sworn in only yesterday as a special guard for the night…

The guards threw their hands up above their heads, all except one guard, James Hendricks, who lifted only one hand, while the other firmly grasped his revolver.

"I'll blow hell out of you in a minute if you don't put that hand up," came the warning, and the hand followed the other one…

"Burn the devils," came a suggestion from the crowd.

"No, we'll shoot 'em like dogs," said the mob's leader.

"Stand up, every one of you and get up quick and march to the end of the room."

The Negroes slowly stood up. The mob came closer and pressed about the stacks of furniture that had been stored in the room.

The leader asked if everybody's gun was loaded and the men answered in the affirmative.The Negroes pleaded and prayed for mercy.

They stood, trembling wretches, jerking at the long ropes that held them by the waist and about the wrists.

"Oh, give me a minute longer!" implored Bud Cotton.

"My men, are you ready?" asked the captain, still cool and composed and fearfully determined to execute the bloodiest deed that has ever stained Campbell County.

"Ready," came the unanimous response.

"One, two, three--fire!" was the command, given orderly, but hurriedly.

Every man in the room, and the number is estimated at from seventy-five to one hundred and fifty, fired point blank at the line of trembling and terror-stricken bound wretches.

Wait till you see-at the same time that your family is dying for lack of bread-a hundred thousand acres of wheat-millions of bushels of food-grabbed and gobbled by the Railroad Trust, and then talk of moderation. That talk is just what the Trust wants to hear. It ain't frightened of that. There's one thing only it does listen to, one things it is frightened of-the people with dynamite in their hands,-six inches of plugged gaspipe. That talks.”

Believe this, young man," exclaimed Shelgrim, layinga thick powerful forefinger on the table to emphasize his words, "try to believe this - to begin with - that railroads build themselves. Where there is a demand sooner or later there will be a supply. Mr. Derrick, does he grow his wheat? The Wheat grows itself. What does he count for? Does he supply the force? What do I count for? Do I build the Railroad? You are dealing with forces, young man, when you speak of Wheat and the Railroads, not with men. There is the Wheat, the supply. It must be carried to feed the People. There is the demand. The Wheat is one force, the Railroad, another, and there is the law that governs them - supply and demand. Men have only little to do in the whole business. Complications may arise, conditions that bear hard on the individual - crush him maybe - but the Wheat will be carried to feed the people as inevitably as it will grow. If you want to fasten the blame of the affair at Los Muertos on any one person, you will make a mistake. Blame conditions, not men.”

Rockefeller and his associates did not build the Standard Oil Co. in the board rooms of Wall Street banks. They fought their way to control by rebate and drawback, bribe and blackmail, espionage and price cutting, by ruthless ... efficiency of organization

Perhaps our national ambition to standardize ourselves has behind it the notion that democracy means standardization. But standardization is the surest way to destroy the initiative, to benumb the creative impulse above all else essential to the vitality and growth of democratic ideals.

There is no man more dangerous, in a position of power, than he who refuses to accept as a working truth the idea that all a man does should make for rightness and soundness, that even the fixing of a tariff rate must be moral.

The Republican and Democratic parties are alike capitalist parties — differing only in being committed to different sets of capitalist interests — they have the same principles under varying colors, are equally corrupt and are one in their subservience to capital and their hostility to labor.

…Those who produce should have, but we know that those who produce the most — that is, those who work hardest, and at the most difficult and most menial tasks, have the least.

…There has never been a free people, a civilized nation, a real republic on this earth. Human society has always consisted of masters and slaves, and the slaves have always been and are today, the foundation stones of the social fabric. Wage-labor is but a name; wage-slavery is the fact.

The saloon is the sum of all villanies. It is worse than war or pestilence. It is the crime of crimes. It is the parent of crimes and the mother of sins. It is the appalling source of misery and crime in the land. And to license such an incarnate fiend of hell is the dirtiest, low-down, damnable business on top of this old earth. There is nothing to be compared to it.

The legislature of Illinois appropriated $6,000,000 in 1908 to take care of the insane people in the state, and the whisky business produces seventy-five per cent of the insane. That is what you go down in your pockets for to help support. Do away with the saloons and you will close these institutions. The saloons make them necessary, and they make the poverty and fill the jails and the penitentiaries. Who has to pay the bills? The landlord who doesn't get the rent because the money goes for whisky; the butcher and the grocer and the charitable person who takes pity on the children of drunkards, and the taxpayer who supports the insane asylums and other institutions, " at the whisky business keeps full of human wrecks.

Do away with the cursed business and you will not have to put up to support them. Who gets the money? The saloonkeepers and the brewers, and the distillers, while the whisky fills the land with misery, and poverty, and wretchedness, and disease, and death, and damnation, and it is being authorized by the will of the sovereign people.

You say that "people will drink anyway." Not by my vote. You say, "Men will murder their wives anyway." Not by my vote. "They will steal anyway." Not by my vote. You are the sovereign people, and what are you going to do about it?

Let me assemble before your minds the bodies of the drunken dead, who crawl away "into the jaws of death, into the mouth of hell," and then out of the valley of the shadow of the drink let me call the appertaining motherhood, and wifehood, and childhood, and let their tears rain down upon their purple faces. Do you think that would stop the curse of the liquor traffic? No! No!

In these days when the question of saloon or no saloon is at the fore in almost every community, one hears a good deal about what is called "personal liberty." These are fine, large, mouth-filling

words, and they certainly do sound first rate; but when you get right down and analyze them in the light of common old horse-sense, you will discover that in their application to the present controversy they mean just about this: " Personal liberty" is for the man who, if he has the inclination and the price, can stand up at a bar and fill his hide so full of red liquor that he is transformed for the time being into an irresponsible, dangerous, evil-smelling brute. But "personal liberty" is not for his patient, long-suffering wife, who has to endure with what fortitude she may his blows and curses; nor is it for his children, who, if they escape his insane rage, are yet robbed of every known joy and privilege of childhood, and too often grow up neglected, uncared for and vicious as the result of their surroundings and the example before them. "Personal liberty" is not for the sober, industrious citizen who from the proceeds of honest toil and orderly living, has to pay, willingly or not, the tax bills which pile up as a direct result of drunkenness, disorder and poverty, the items of which are written in the records of every police court and poorhouse in the land; nor is'' personal liberty " for the good woman who goes abroad in the town only at the risk of being shot down by some drink-crazed creature. This rant about "personal liberty" as an argument has no leg to stand upon.

Alice Paul (1885-1977)Early twentieth century leader of the woman suffrage movement, Alice Paul was born in 1885 in New Jersey, to a Quaker family that believed in gender equality, education for women, and working to improve society. Paul gained exposure to the woman suffrage movement at a young age when her mother Tacie Parry Paul took her to woman suffrage meetings.

After graduating at the top of her class at the age of sixteen, Paul attended Swarthmore College, a Quaker college founded by her grandfather. She graduated with a degree in biology in 1905. Through a fellowship, Paul conducted graduate work at the New York School of Philanthropy (now Columbia University) and received a Master of Arts degree in sociology from the University of Pennsylvania in 1907. Through a scholarship, she then went to England to study social work at various British universities. In 1912 she received a Ph.D. in sociology from the University of Pennsylvania and by 1928, had earned three law degrees.

While in England, Paul met Emmeline Pankhurst, the founder of the British suffrage movement, and participated in radical protests for woman suffrage, including hunger strikes. In 1912, back in the United States, Paul and Lucy Burns joined the National American Woman Suffrage Association (NAWSA), leading the Washington, D.C. chapter. While NAWSA had primarily focused on state-by-state campaigns, Paul preferred to lobby Congress for an amendment to the Constitution. Paul and her colleagues went on to found the National Woman's Party to pursue their tactics.

As her first large-scale push for the public’s support of women’s right to vote, Paul organized the largest parade that had ever occurred in Washington, D.C. On March 3, 1913, the day before President-elect Woodrow Wilson’s inauguration, around eight thousand woman marched with banners and floats down Pennsylvania Avenue from the Capitol to the White House. Around half a million people watched the parade, although some were there to verbally harass the marchers. In addition to reducing the number of people who greeted Wilson when he arrived by train that day, the parade created a great deal of publicity for the women’s movement. On March 17, Paul and other suffragists met with President Wilson about their cause but he said it was not yet time for an amendment to the Constitution. They met with him twice more that month without making progress. On April 7, the opening day of Congress, Paul organized a demonstration and later that

month founded the Congressional Union for Woman Suffrage to focus specifically on lobbying Congress.

Trying a new tactic, Paul and other women became the first to picket the White House. Starting in January 1917, they spent eighteen months picketing. Over 1,000 “Silent Sentinels” slowly marched, day and night, in front of the White House gates, displaying suffrage banners with messages such as, “Mr. President, how long must women wait for liberty?" They endured the verbal and physical attacks of spectators which only increased after the United States entered World War I and the women’s signs became more accusatory, asking President Wilson how he could send American men to die in a war for democracy when he denied women the right to vote at home. Instead of protecting the women, the police began arresting them for obstructing traffic. As the women continued picketing, their jail sentences grew longer. Paul was sentence to jail for seven months. In jail, she organized a hunger strike to protest their incarceration. Doctors threatened to send Paul to an insane asylum, but she continued to refuse to eat and so they force fed her. Newspapers printed stories about the women’s treatment in jail, garnering public sympathy and support for the cause. By 1918, President Wilson publicly announced his support for suffrage. It took two more years for the Senate, House, and the required 36 states to approve the amendment.

After the 19th Amendment passed in 1920, Paul and the National Women’s Party focused their attention on the Equal Rights Amendment. This amendment would guarantee women protection from discrimination. Paul spent the rest of her life advocating for this and other women’s issues. She died in 1977.
