Summary

During the early "Twelfth Five-Year Period", with a view to implementing the energy conservation and emission reduction targets set by the State Council, 12 departments including the National Development and Reform Commission (NDRC) jointly issued Notice on Printing and Distributing Top 10,000 Enterprise Energy-Saving and Low-Carbon Action Implementation Plan (Fa Gai Huan Zi (2011) No. 2873) (hereinafter referred to as the "Energy-Saving and Low-Carbon Action") to encourage enterprises in the industrial field, as well as hotels, restaurants, commercial companies, and schools in the transportation and construction field to carry out the Action. However, the Action, as an important part of the energy conservation target set for the "Twelfth Five-Year Period", has never been implemented in the construction field before. Furthermore, the value of the energy consumption and energy management models of the construction field vary significantly with those of the industrial enterprises. So it is quite hard to entirely copy the evaluation plan and energy conservation supervision measures applicable to the industrial field. Consideration should be taken due to the specific situation of enterprises in the construction field, in order to establish appropriate energy conservation and low-carbon measures. Philosophy

Therefore, in order to provide a better implementation to the relevant national policies, this project considered the general requirements of the Action Implementation Plan, and conducted researches on the energy-saving assessment index system and evaluation & scoring standard, completeness of the energy utilization report system, and policies intended to promote the construction of enterprise energy management system of hotels, restaurants, commercial companies, and schools in the construction field according to their energy consumption and energy management features. It also proposed a proper energy-saving assessment index system and evaluation & scoring standard, improved the energy utilization report system, and provided suggestions on policies for the construction of energy management system. The research results can provide a solid basis for relevant national departments to improve the policy system of the Action Implementation Plan.

(1) This Paper analyzed the energy consumption composition and energy consumption requirements of hotels, restaurants, commercial companies and schools, clearly defined basic principles for establishing the energy-saving assessment index system, and established an assessment index framework that contains "quantitative assessment index" and "qualitative assessment index". First of all, this paper analyzed the reasonableness of various forms of energy-saving quantity index for hotels, restaurants, commercial companies and schools from two aspects, namely "focus on the manufacture of social products" and "focus on meeting functional requirement of enterprises" base on the assessment index framework. It considered the requirements of the Action Implementation Plan and identified the form of energy-saving quantity index for hotels, restaurants, commercial companies, and schools, and proposed the method for allocating the energy-saving quantity. Secondly, it considered the specific work requirements, analyzed the assessment methodologies for all energy-saving measures taken by hotels, restaurants, commercial companies and schools, hence established a qualitative assessment index system. The energy-saving assessment index system for hotels, restaurants, commercial companies, and schools has been established by clearly defining the "quantitative assessment index" and "qualitative assessment index".

(2) According to the energy-saving assessment results of top 10,000 enterprises participating in the Action, this Paper compared and analyzed weight analysis methods such as the expert grading method, fuzzy comprehensive evaluation method, hierarchy analysis method, and artificial neural network empowerment method, and proposed the expert scoring method based on the principle of feasibility and operability by considering the assessment index for hotels, restaurants, commercial companies, and schools. On this basis, a score is given to each assessment index by using the expert scoring method. The evaluation and scoring method for assessing the energy-saving performance of hotels, restaurants, commercial companies, and schools is established.

(3) This Paper analyzed the current status of the energy utilization report system and the content-filling, statistics, contents monitored and management system for the civil building energy consumption statistics system and large building energy consumption monitoring system established by the Ministry of Housing and Urban-Rural Development of the Peoples Republic of China. According to the energy utilization reporting requirements for key energy-consuming units as set forth in the Energy Conservation Law of the People's Republic of China and based on the principle of "legality, accuracy, consistency, and operability", this Paper refined contents to be filled in the energy utilization report for hotels, commercial enterprises and schools, and defined the management mechanism for such report, improved the scientific nature and feasibility of the energy utilization report in the construction field, and supported competent energy conservation departments in knowing the energy consumption level and energy utilization efficient of key energy-consuming units in the construction field, devising tailored energy-saving polices and ensuring the smooth implementation of the energy-saving and low-carbon action.

(4) This Paper explained and analyzed the Energy Management System Requirements (GB/T 23331) and proposed a framework to establish the energy management system. Meanwhile, it concluded that the Energy Management System Requirements (GB/T 23331) is quite suitable for the construction field by analyzing and summarizing the energy management model and energy management status. On this basis, this Paper analyzed the energy consumption features, energy management features, as well as key factors to the energy management for hotels, restaurants, commercial companies, and schools, adhered to the standard and requirements, and proposed methods to establish document systems relating to the management responsibilities, planning, implementation, operation, inspection, rectification and management review for hotels, restaurants, commercial companies and schools.

(5) This paper analysed the energy saving working procedures and the basic mode of hotels, restaurants, commercial enterprises and School, and analysed principals for the energy efficiency benefit sharing. Then analysed the technical, executive and recognition obstacles encountered in energy efficiency in the hotels, restaurants, commercial and schools, and build the foundation to put forward solutions corresponding. Finally, based on the analysis of obstacles and benefit sharing principals, surrounding the goal of energy efficiency benefit sharing mechanism, and the principle of benefit sharing, established the energy efficiency benefit sharing mechanism in hotels, restaurants, commercial enterprises, and schools. Further more, gave suggestion for carrying out the mechanism.

(6) This Paper analyzed the connotation and operation procedures for the energy performance contracting mechanism and concluded that such mechanism encountered four barriers, namely technical barriers, financing barrier, policy system barrier, and credit system barrier while it is applied in hotels, restaurants, commercial companies and schools. On this basis, this Paper considered the actual situation in China, and analyzed countermeasures from four aspects, namely the technology, finance, policy, and the credit system, and proposed solutions to promoting and implementing such mechanism in hotels, restaurants, commercial companies, and schools.

(7) This paper summarized the research results, and prepared policy documents including Assessment Plan for Hotels, Restaurants, Commercial Companies and Schools- Top 10,000 Enterprise Energy-Saving and Low-Carbon Action, Assessment and Scoring Manual for Hotels, Restaurants, Commercial Companies and Schools- Top 10,000 Enterprise Energy-Saving and Low-Carbon Action, and Energy Utilization Report System for Hotels, Restaurants, Commercial Companies and Schools, and ca
