The Rector’s Message 21st August, 2016

We are a small church in a small country; as true as that may be it does not tell nearly half the story. Continually, we are etching an identity that is closely linked to our belief in God. We claim, proclaim and acclaim without reservation that God has revealed himself in Jesus the Christ, a Christ who existed with him before creation. Hence, our language conveys a big God who cannot be minimized. God is the one who plants and plucks up, who exiles and restores who wounds and heals.

We are created by God and find our happiness in discovering and living out his purpose for us. We have been conditioned, positioned and commissioned for his tasks. Reflect on our history, it is one littered with periods of migration- Panama, Aruba, Trinidad, England, U.S.A, Canada etc. Many have travelled in search of better opportunities for themselves and family. This calls to mind Abraham, Jacob and his sons and wandering in the wilderness after the exodus. All characterized by movement aimed at improving one’s personal situation but also that of the nation under the guidance of God.

On the surface, we can say all the right things; acknowledge that we have sinned against God, and express the traditional confession about God's role as deliverer and savior in times of trouble.

However, the tone begins to reveal the problem. There is an impatience that is thinly veiled in correct religious language. It is really a subtle accusation that God is not performing as he should be performing. We have a need, we have done the proper things, and now God should have already acted. Though what we have said has all the trappings of a humble acknowledgment of God and plea for help in a crisis, ironically becomes little more than a demand that God perform.

Although, instinctively and intellectually, we know better, we try to domesticate God to our own agenda and view of the world, and so could no longer hear any message that did not conform to what we thought it should say. And so God’s response is devastating and brings all of the accepted practices of proper religion into question. Where the people would normally expect a gracious answer from God promising a better future, or at the very least an acknowledgment from the people that God would act in their behalf, God responds with scathing rejection of their efforts at piety. They had not fooled God with pious actions or with flattering words. Sincerity is not the issue now.

This principle is one that seemed difficult for us to understand, yet was foundational in our coming to a proper relationship with God. It is insistence on proper motives rather than external religion that would prevent our faith from becoming just another religion of magic that thought God could be controlled by human effort. As a small church in a small country we must show just how free and undomesticated and uncontrolled we are from carefully developed social, economic, and religious systems. For we worship a big God- free, undomesticated and uncontrolled by human systems and expectations.

Consumer Protection- The CARICOM Model Bill 2015The CARICOM Consumer Protection Bill 2015 is a model law which codifies consumer rights and the obligations of service providers and suppliers of products. It also codifies the obligations of consumers by promoting consumer responsibility. This is an important facet of the law as it recognizes that in protecting consumers from unscrupulous practices and unfair and unethical conduct on the part of businesses, consumers must be aware that their conduct has an impact on their rights and can determine whether the level of protection they can receive under the law. In recognising consumer obligations and the obligations of businesses the law strikes a balance which should create an enabling environment for implementation and enforcement.

The model Bill is divided into 13 parts. These parts cover the establishment of the competent authority, the duties of the competent authority, the institutional arrangements, receipt of complaints from the public, investigations, rights and obligations of consumers, rights and obligations of businesses, duties of suppliers, the creation of offences, penalties which includes fines and final provisions which covers the making of regulations among other matters.

One of the most significant parts of the model Bill is the introduction of rights which consumers will enjoy and codification of rights which the consumer already has. In the absence of comprehensive legislation to enforce such rights, it has been difficult for the relevant agencies to effectively address many complaints that they would receive on a regular basis.

The rights outlined in the model Bill include: protection from unsolicited goods or services, the right to a cash refund if unsatisfied with goods or services that were purchased, the right to estimates which must be approved by the consumer and protection from being charged more than the approved estimate, a right to examine and choose goods, standards for delivery of goods and the right to cancel bookings or reservations among others.

The inclusion of standards in the Bill will ensure that businesses will have a comprehensive set of rules by which they can measure their conduct and by which consumers can measure them. Importantly the Bill provides that the court is to interpret the Bill in such a way as to promote consumer protection even in the face of ambiguity. This speaks specifically to the ultimate objective of the model law: the protection of the consumer.

Life:

When I awoke this morning I asked myself, "What is life about?" I found the answer in my room. The fan said, "Be cool." The roof said, "Aim high." The window said, "See the world." The clock said, "Every minute is precious." The mirror said, "Reflect before you act." The calendar said, “Be up to date." The door said, "Push hard for your goals." The floor said, "Kneel down and pray." God whispered I will take you to it all.
