The regular monthly meeting of the Manistee Township Board was held on Wednesday, at 7:30 P.M. February 5, 2014, at the Manistee Township Hall. Board members present were Dennis R. Bjorkquist, Connie L Jankwietz, and Joy Hutchinson. Also present were Zoning Administrator Guy E Finout III, Dan Revolt, Fire Chief Chuck Barron, Mark Sohlden of the road commission, Sally Reckow road commission board chair, Glenn Haglund, Ed Seng, Dan & Mary Lou Ursum, Larry Krusniak. The meeting was called to order by Clerk Joy Hutchinson with the pledge to the United States flag. The minutes of the January 9, 2014 Manistee Township Board meeting were provided. It was moved by Jankwietz, seconded by Hutchinson to approve the minutes as provided. All voting in favor. Motion carried. Treasurer Jankwietz gave the Financial report for the month of January. The receipts were $ 69,716.06 expenditures were $ 47,934.09 leaving a balance of $40,682.80 in the General Fund as of January 31, 2014. It was moved by Hutchinson seconded by Bjorkquist to accept the Treasurers report as presented. All voting in favor. Motion carried. The approved minutes of the 2013 Manistee Township Planning Commission meeting were presented to each board member, accepted, and placed on file. Correspondence was received from various sources and given to each board member to read and initial. Guy E Finout III, Zoning Administrator stated the planning board will meet tomorrow and will work on the recreation plan. He has had no applications for permits. The Manistee Township Fire Department held four training sessions, and responded to 23 fire/medical runs during the month of January. On a motion by Bjorkquist seconded by Jankwietz the following resolution was adopted. All voting in favor. Resolution of Manistee Township Board of Trustees amending resolution No. 2012- styled “Resolution to establish the Bar Lake Improvement Board and Appoint the Representative of the Board Pursuant to MCL 324.30901, ET SEQ.” and to rescind all resolutions in conflict herewith. Whereas, The Manistee Township Board of Trustees (Board) adopted a resolution on September 5, 2012, styled a “Resolution To establish The Bar Lake Improvement Board

and Appoint The Representative Of The Board Pursuant to MCL 324.30901, Et Seq” (the “resolution”); and, Whereas, the Board desires to clarify its intent with respect to the Resolution and specifically identify the motivating cause of the Resolution: Now Therefore, on the motion of Dennis Bjorkquist, seconded by Connie Jankwietz. It is Hereby Resolved that the Resolution be and the same is hereby amended by the addition of the following recital which shall be inserted as the fourth recital in the Resolution, to wit: Whereas, the Township of Manistee has received, and the Township Clerk has certified, a petition signed by the requisite number of freeholders pursuant to MCL 324.30902, petitioning the Township to establish a lake board in accordance with Part 309. Be it further resolved that Section 2 of the Resolution is amended to read, in its entirety, as follows: 2. The Township Board, in response to the petition it has received from The requisite number of freeholders, hereby establishes a Lake Board with authority take the necessary steps to formulate a plan, fund and treat Bar Lake to eradicate invasive aquatic species no natural to the health of Bar Lake, as determined by the Lake Board. Be it further resolved that except to the extent expressly modified herein, the Board hereby ratifies and confirms the Resolution as if fully restated herein. Be it further resolved that all resolutions in conflict with this resolution are hereby rescinded to the extent of the conflict. Some of the freeholders around Bar Lake have compromise suggestion, that being to Dissolve the board after 3 years. We are consulting the lawyer to have him review the Compromise offered. Liquor Inspector Bjorkquist stated there have been no significant changes to any liquor licenses during the past month. The Little River Revenue Sharing Board will meet on Monday, February 5, 2014, at 5:00 P.M. at the Manistee Township Hall. The current bills in the amount of $30,104.60 for the month of January were presented. It was moved by Jankwietz, seconded by Bjorkquist to pay the bills as they are received for the month of January. All voting in favor. Motion carried. The Manistee County Chapter of the Michigan Townships Association will meet at the Marilla Township Hall, on Wednesday February 26, 2014, at 7:00 P.M. The next regular monthly meeting of the Manistee Township Zoning Appeals Board will be held on Tuesday, March 4, 2014 at 7:00 P.M. at the Manistee Township Hall, 410 Holden Street, if there is a scheduled meeting. The next regular monthly meeting of the Manistee Township Planning Commission will be held on Thursday, March 6, 2014 at 7:00 P.M. at the Manistee Township Hall, 410 Holden Street. The next regular monthly meeting of the Manistee Township Board will be held on the second Thursday, March 13, 2014, at 7:30 P.M. at the Manistee Township Hall, 410 Holden Street. There being no further business to come before the board, it was moved by Jankwietz seconded by Hutchinson to adjourn the meeting at P.M. All voting in favor. Motion carried.
