We also learned of her story that night. “Señora Mameng,” as some call her in def- erence to her age and status, was only 11 when she was totally orphaned. She had already lost her father, paternal uncles and grandfather to World War II. Her grandmother, Casilda Martinez-Mejia, and her eldest aunt, Re- medios Teofila, raised Mameng and her sib- Carmen M. Rodriguez lings. Both strong-willed women, they taught Ma- meng and her siblings to have great faith in God. They also taught them how to cook and bake and be industrious, aside from having good busi- ness sense. “Mameng” would then marry a sugarcane planter, Vicente Rodri- guez Sr. They would have 10 children, five boys and five girls. In 1980, while in Cebu where the children were schooling and to cope with the decline in sugar industry, the couple de- cided to open up a bakery in Cebu. “Mameng” was banking on her baking skills and that bakeshop would be called “Bread and Butter”, an apt name for an endeavor which they sought to prop up their income. When the initial relief effort was done, he said that they got to thinking how they could donate “even just 100 boats to the fisher- men.” This was where Rotary helped them most, he pointed out. In an audience with the Rotary Club of Makati, they immediately got the commitment for 168 boats and that got them thinking, if they could get 168 boats in one night, why not dream for 6,200? CARMEN MEJIA-RO-DRIGUEZ or “Mameng” as she is called by family and friends, may be your epitome of a well-off matron, with a success-ful business and more importantly, success-ful children. However, little is known about the struggles she had to endure to get to where she is now.

On February 28 in the evening, during the 2016 Business Awards Night, her name catapulted into the limelight when she was named “Woman En-trepreneur of the Year.” Together with her fam-ily, they proudly shared the spotlight on stage as they received the award handed to her by Mayor Richard Gomez, trade and commerce committee chairman councilor Ben-net Pongos, and Ormoc Chamber president Jude Abenoja.

We also learned of her story that night.

“Señora Mameng,” as some call her in def-erence to her age and status, was only 11 when she was totally orphaned. She had already lost her father, paternal uncles and grandfather to World War II.

Her grandmother, Casilda Martinez-Mejia, and her eldest aunt, Re-medios Teofila, raised Mameng and her sib-

ORMOC CITY – A great believer of second chanc-es has brought home the crown as Ms. Western Leyte College (WLC) 2017 on her second try, to prove that second chances do not only work in love, but also in beauty pageants.

“I believe that second chances are worth trying for,” said eighteen-year old Sheryn Rose Ida, a hotel and restaurant management student who bested 10 can-didates each representing their departments on Friday night.

The crowd went wild when she gave her win-ning answer to Dr. Rhodette Arevalo’s question. The chairwoman of the board of judges asked for their best contribution as WLC stu-dents to the City of Ormoc.

“As a student, my con-tribution cannot be seen nor cannot be touched by the people, but can be felt by their hearts because I am optimistic to pursue my dreams in life, and encour-age other people to pursue their lives (also). As a stu-dent I have the core value of

wisdom, commitment and leadership.”

By showcasing her el-egance and confidence, Sheryn also won Best in Long Gown and Ms. 2Go Travel and Tours, and among the top three picks for Best in Talent.

Meanwhile, a future educator was awarded as the 1st runner-up, Lyka Torcende, who also won Ms. Photogenic, Ms. Rain-bow Mix and Best in Pro-duction Number; Je-Ann Obedencio, an accounting technology student won

2nd runner-up, Ms. Social Media, Ms. Talk N’ Text and Best in Swimwear; Paula Mendoza from the high school department was 3rd runner-up; and business student Irene Meilang won 4th runner up.

Special awards were given to Metchie Astrologo as Ms. Congeniality, Kral-lene Yap as Ms. Reliv, and Angel McKie as Ms. Talent.

Ormoc does Comprehensive Dev’t Plan up to 2025

ORMOC CITY – The city government here conduct-ed a three-day workshop on the formulation of Com-prehensive Development Plan (CDP), participated by city government em-ployees, department heads, city councilors, Vice-May-or Toto Locsin Jr. and May-or Richard Gomez.

The workshop allowed participants to identify pro-grams projects, activities, services, and legislative requirements for the iden-tified issues and concerns.

Also, participants iden-tified capacity develop-ment needs and interven-tions; and implementation, monitoring and evaluation schemes for the planned programs for six years.

According to Raoul Cam, CDP coordinator and city planning officer, they have mainstreamed disas-ter mitigation and climate change adaptation mea-sures as part of the new guidelines, since calamities are the ones that greatly hamper development in every locality.

He added that after preparing the CDP, they will start preparing the local development investment program (LDIP), which will be the basis for the annual slice of the budget.

“This will be our guide on how we can use our resources to address the gaps through the programs

and projects including their costs,” he said.

TACLOBAN CITY – After performing 248 successful surgeries in Ormoc City, the World Surgical Foundation has conducted a pediatric colorectal surgical mission to 30 patients from Cagayan de Oro, Masbate and other provinces in the region at the Tacloban City Hospital on Feb. 26 to March 1, 2017.

Some of the cases that they operated on are imperforate anus with colostomy, Hirchsprung’s disease with colos-tomy, rectal polyps and closure of colostomies to patients ranging from 3-19 years old with a total cost of P8 million.

Dr. Domingo Alvear, WSF founding chair shared that aside from conducting surgical missions, their aim is not just to bring their expertise in the Philippines, but also to harness the local capacity by creating partnerships with surgeon societies the country that will also work in their surgical missions.

He added that they also aim to create a colorectal clinic in eight regions in the Philippines with trained surgeons, nurses and other physicians for post-surgery care.

“The goal should be to continue to serve, but in the end we do not need to conduct missions anymore, because the If you want to take care of someone, you have to take care of them until they become normal people,” he said.

Meanwhile, they have donated 50 hospital beds for TCH’s expansion wing worth P5 million, a cautery ma-chine worth P800 thousand and pulse oximeters, aside from the post mission surgeries that will be conducted for free to WSF patients.

Tacloban City Hospital is an adopted hospital by WSF. The WSF is positioning the hospital to be the center of excellence and convergence area of twice a year surgical missions of colorectal malformations. By Tonette Marticio

ORMOC CITY – 15 basketball players from New Ormoc City National High School (NOCNHS) will represent Ormoc City in the National Championships of the SM National Basketball Training Center (NBTC) on March 12-17 at the Mall of Asia Arena in Pasay City.

NOCNHS emerged as champions against Tacloban City for Division II and three-on-three in the recently concluded Leyte Regional NBTC League, and will now be battling against 16 finalists from big universities and col-leges, in one of the most prestigious high school basketball event in the country.

Coach Benjie Inong expressed pride that they will be representing the city for the 3rd time in said event. Previ-ously, he also brought Linao High School and St. Peter’s College in said national competition.

According to him, Ormoc representatives have com-mendable performance in the past and through NBTC, they are able to learn more techniques from big universities, which they use in competitions here.

It can be recalled that Ormoc has also won back-to-back championship in high school basketball category in the Eastern Visayas Re-gional Athletic Associations (EVRAA) Meet, and some of their players in NBTC are also players for the Palarong Pambansa.

Meanwhile, Mayor Rich-ard Gomez expressed sup-port to the players by giving assistance for their travel expenses and gave some tips on how they can win their games, being a sportsman himself. By Tonette Marticio

KIDNEY DISEASES are silent killers, which will later affect the quality of life of patients. This year, March 9 is marked as World Kidney Day. We are reminded to keep our kidneys healthy.

The kidney is a pair of organs located at the lower back. They function as filters of the blood by removing waste products in the body. The pair also balances wa-ter content in the body, it maintains the proper acidity and alkalinity of the blood, it regulates salt balance in the body and it produces a hormone - erythropoietin which targets the bone marrow; in order for the bone marrow to properly function as the factory of our red blood cells.

Chronic Kidney Disease (CKD) is the slow deterioration of kidney function. CKD is the most common indication for pro-longed dialysis among patients with kidney failure. It has no symptoms during the early phase but most symptoms will manifest during the late phase of the disease.

In adults, hypertension, diabetes, high salt intake, recurrent kidney infections and kidney stones are common causes of kidney problems. Kidney stones are manifested by pain on urination, low back pain and blood in the urine. The stone may block the outflow of urine and leads to swelling of the kidney leading to kidney failure. Sandy urine and the presence of crystals on routine urinalysis are suggestive of stones. Ultrasound can initially detect the stones but CT stonogram is more sensitive in measuring and localizing the kidney stone. Patients with family history of kid-ney stones, those with high uric acid levels in the blood, are at high risk of developing kidney stones.

Both diabetes and hypertension (high blood pressure) can damage the kidney filters leading to scarring and eventually kidney failure; and worse - to dialysis. The control of blood pressure and blood sugar levels are equally important in the preven-tion of kidney function deterioration.

We Filipinos have very high salt intake. With the advent of fast food chains just around the corner and those ready to eat food items, we tend to consume beyond the daily salt intake limit. It is always best to consume freshly prepared (and not preserved) food. Such high salt intake can

predispose to the development of hyperten-sion, even kidney stones if with inadequate water intake.

Kidney problems are usually mani-fested by edema (swollen legs, abdomen even face!), palor (lus-pad), darkening and drying of the skin, tea-colored urine and even bloody urine. When left ignored, fluid may accumulate in the lungs which may lead to respiratory distress or even arrest and then death.

Kidney function is usually measured by the creatinine level in the blood. Once the blood creatinine increases beyond the upper limit, it is best to consult a physi-cian to investigate what causes the dete-rioration of kidney function. Regardless of the cause, a patient with persistently high creatinine level in the blood, accom-panied with signs of uremia needs renal replacement therapy for survival. Uremia includes signs and symptoms of shortness of breath, incoherence, disorientation and even seizures; brought about by the body’s failure to eliminate one’s wastes. Renal re-placement includes kidney transplant and hemodialysis; the latter being more easily available in our local setting. Dialysis is the main treatment in uremic patients to prolong life. In dialysis, the blood is filtered by a machine to get rid of waste products and the cleansed blood is returned to the patient. The procedure may last for more or less 4 hours per session. Is it lifetime? It depends upon the cause of kidney function deterioration. The doctor will usually order additional tests such as kidney ultrasound and other blood tests.

Once the signs and symptoms of kid-ney deterioration are observed, one should NOT self-medicate, especially with herbal products advertised to be the cure of almost every sickness. It is because at the end the advertisement, it says - NO APPROVED THERAPEUTIC CLAIM. The intake of these products may further harm the kid-neys. We also have drug-induced kidney injury caused by self-medication of drugs that can damage the kidney filters. Smok-ing slows the flow of blood to the kidneys.

HOW WOULD we know if we have a big ego? One way is to see how we react when our ego get bruised, that is, when we are insulted, mocked, ridiculed, humiliated, or when we commit mistakes, suffer fail-ures, get misunderstood, etc.

If we happen to feel very bad because of these occurrences, we already have some signs that indicate we have a big ego. When we spend a lot of time lamenting and com-plaining about them, brooding and ruing—that’s another sign we can have a big ego.

It can mean that we do not want to suffer, as if suffering has no purpose at all in this life. It can mean that our under-standing of our life and its purpose is very limited, and is almost exclusively tied to good things only and nice feelings, victories and successes.

It can mean that we are hooked to a very subtle anomaly called perfectionism or triumphalism. The disorder of perfection-ism usually afflicts some so-called “good” and “pious” people, those who are re-garded as rightists and conservatives. They are usually seen as being very strict and fastidious, but the truth is they often have a scrupulous conscience that leads them to be narrow-minded and rigid in their ways.

They are prone to make rash judgments and end up bitter and irritable. It would be no wonder that they feel isolated like an island detached from the continent, and any show of sociability is simply just that, a show, an act, a performance, devoid of the proper substance and spirit.

Another sign of a big ego is when we start calculating what we have done to oth-ers who seem not to appreciate our good deeds and in fact appear to be ungrateful and even hostile to us.

In other words, we keep some kind of scoring card, which means that our good deeds are not actually done gratuitously. They go with a price.

This is truly unfortunate because the patience and endurance, which we so far may have gone through, have broken. We did not make the full course. We did not go the distance.

Still another sign is when we find it hard to forgive and forget, and to move on. What is worse is when we have great urges to make revenge. In other words, we are keeping grudges and resentment. We wallow in bitterness and hatred.

We should do all to fight against our tendency to develop a big ego. And the way to do it is simply to identify ourselves more and more with Christ who went through all the abominations of human misdeeds and yet continues to love us, to forgive us and to be magnanimous.

It would be good if we are constantly meditating on the example of Christ, espe-cially on his passion and death, and to pray for grace so we can manage to contain our egos and be truly humble. We cannot deny that deep within us still lurks the ‘old man’ whose ego just wants to grow and grow endlessly. Email: [email protected]

LAST TUESDAY, I covered the Ormoc Chamber elections, most especially the Business Awards that followed. I was very curious to know who the awardees are considering that last one was quite contro-versial. Not that I blame the Chamber for it, but some members really disagreed about how the awardees were chosen and judged. The reason I got then was that nobody else were nominated.

This year, I found the awardees meri-torious. The nomination process was also transparent. After 15 businesses were chosen from the roster of registered businesses based on their taxes paid, the list was narrowed to 5 based on some parameters. The finalists were then interviewed for that special something in how they started, what their advocacies are, for the final picking. So far, so good.

I was happy to see that for the “home-grown” categories, the businesses that made it had a story to tell. I wish I could feature all of them here, but we just lack the space.

I was also happy to see that the Ormoc Chamber is in good hands. There were six new trustees that were elected, some of them “very young blood.” Not to mention that the top leadership who are also youthful and leaders in their own fields. This is what I had hoped to see in the Chamber, the emergence of new leaders, youthful people without “bag-gages”, so to speak.

As I looked around, I saw Daya Rizarri, our founding president. Past presidents who were present were Leming Evangelista, Rey Evangelista and Roy Fiel. I don’t recall if Atty. Nolito Quilang, now city councilor, had time to drop by. Iñigo Larrazabal, who succeeded in reviving the almost dead chamber, was also not around.

I felt old, almost sentimental, as I looked at the sea of new faces.

rrrThe feeling I got that evening is the same

feeling I get when I attend Ormoc Develop-ment Team (ODT) meetings. I marvel at the synergy. Mayor Richard Gomez is at his most relaxed mode during the meetings, with Vice Mayor Toto Locsin presiding over it. There’s laughter and camaraderie that only people who genuinely respect each other has. There’s the constant planning of what’s good for the city, and the sense of responsibility of each ODT member. I even have my own nicknames for them.

The mayor is The Planner (he would often get up and draw on a glass panel what he wants or thinks should be done); Vice Mayor Toto Locsin Jr. is “The Beet” (hehehe, his face would always turn red when he is emphasizing something, which is often because he is presiding officer); Roland Vil-lasencio is “The Engineer” (he really is and he knows his stuff); Vincent Rama is “Walang Kaba” (nothing seems to budge this guy who has a quick repartee for every situation, he’s unkabogable!); Dr. Mayong is “The Profiler” (ask him anything, he has all the data in his cellphone); Tommy Serafica is “Monsignor Farmer” (his funny commentaries are almost like sermons and he is very, very passionate about agriculture); Bennet Pongos is “The Surgeon” (he always dissects everything to fit the letter of the law); Gerry Penserga is “Devil’s Advocate” (trust him to always argue for the opposite side and dissect issues like the surgeon he is); Goito Yrastorza “The Rock” (haha, I call him that because when he sets his mind on something, he can be obstinate) and Nolitz Quilang is “Mr. Organizer” (nobody can beat this guy in being organized).

I feel privileged to see such a committed bunch of young, idealistic public servants at work. Thank you, ODT, for that privilege.

WHEN IT COMES to picking a long-term partner, are men now showing a preference for brains over beauty? An intelligent woman over a Pia W.-look-a-like?

For the research, scientists studied several cultures and found that the more gender-equal a country, the less likely men are to pick a long-term mate who is beautiful rather than smart. They also analyzed individual couples and found that the more progressive a man’s views on gender equality, the less likely he was to pick a wife based on looks alone.

What’s behind this change? Researchers say it’s probably due to the fact that while men are programmed to be attracted to women with physical attributes that suggest they’re fertile, that attraction can also be influenced by societal norms.

Since stay-at-home moms are now more the exception than the norm, scientists say men are more likely to be attracted to a smart woman who can also contribute financially. For marriage, most men realize that a two-income situation is very likely in a marriage. So why not prefer a wife who could bring in a good income?

However, research data also found that women are putting more stock in a man’s ap-pearance than they did in the past, although intelligence is still an important factor.

Now that more women have high earning potential due to increasing education rates and more women in the workforce (research has found that in 38 percent of heterosexual marriages where the wife is employed, she makes more than her husband), they’re less likely to subconsciously weigh a future mate’s earning potential as high as they might have in the past. Women have gained so much in the

areas of self-esteem and confidence, and these attributes and accomplishments also come into play strongly here.

But heterosexual men are still attracted to beautiful women and likely always will be. But the findings are only for long-term partners, not brief hookups. For short-term relationships and one-night stands, no doubt looks still win out. It’s for the long term that people think more carefully about the implications of a potential mate’s attributes.

Of course, if a woman is smart and pretty, she’s considered the total package. And it also doesn’t hurt if she’s a good person. Everyone prefers a long-term partner who is nice, consid-erate, and trustworthy. Besides, smart women are also more attractive to smart men.

Many psychological studies suggest that, for guys, attractiveness isn’t just about the way you look. From being a talented musician to walking a dog, there are plenty of traits and behaviors that can increase your sex appeal to women.

More recent research also suggests that altruism appeared to be even more appealing than physical attractiveness when it came to long-term relationships.

It’s hard to say whether these study findings apply to real-life interactions. But they do sug-gest that, if you’re a man looking for a commit-ted relationship with a woman, you shouldn’t hesitate to boast the fact that you mentor poor kids for free or that you help your elderly neigh-bor buy medicine and food supplies.

It could be an easy way to gain an edge over the more self-absorbed guys out there.

WHAT IS the present situation now for China after the UN International Court of Arbitration in Hague ruled that China does not own the South China Sea since it has no legal basis or title over the vast sea territory?

China still maintains that it does not recognize the jurisdiction of the UN Court and its ruling and China continues to claim the whole South China Sea as its sole prop-erty by reclaiming and building man-made islands over the reefs and turned the built islands into military fortifications or bases to enforce its illegal claims.

So, what happens next to the Philip-pines position over its territorial areas in the West Philippines Sea occupied by China? Will the Philippines maintain its silence and just wait for China’s benevolence and allow Filipino fishermen to fish in Panatag Shoal, one of the Philippine areas China has forcibly occupied since 2012. Filipino fishermen used to fish in the area for cen-turies since Spanish colonial administration before China’s gunboats drove them away by force.

However, in the international confer-ence of the Center for Strategic and Inter-national Studies (CSIS) this week with the theme “US-ASEAN Relations: Charting the Next 40 Years”, CSIS Southeast Asia senior

adviser Ernest Bower “pointed out the popular clamor for the Philippines to assert its claim over the South China Sea using the ruling of the international court..” He said that 82 percent of Filipinos want to see the arbitration case followed up and followed through on.” He urged President Duterte to think carefully about the July 12 decision of the international court.

Bower added that if the Philippines fails to invoke the international court ruling “could endanger its security and sovereign-ty. To squander that opportunity to use such a high-level international legal standard would seem to put the country’s national security and its sovereignty at risk.” But the country should invoke the court rul-ing before China as a decision “based on international rule of law about what the court thought about the South China Sea issue.” That is not through by force of arms nor by physical violence since our country cannot match the armed strength of China. But as the international conference pointed out, we must assert, and assert indeed the country’s right under the international court ruling and not allow China just to ignore it and say that they do not recognize the international court ruling, and wait for China’s “benevolence or kindness.”

THIS CORNER cannot understand why they continue to point their guns and pick on poor Pres. Rody. Envy? Jealousy? They keep on harping on his “misdeeds’ during his long stint as Davao City Mayor as if he is a Johnny-come-lately. Why did they not douse water on his popularity during the early part of the campaign trail for the presidency?

When the votes came in and the same was tallied, it turned out that he even beat the votes garnered by the popular Erap who ran for the same position, and at the height of his popularity as a movie star. He got 10 million votes which was then quite a feat. The votes Pres. Rody obtained eclipsed the one of Erap’s: 16 million to the latter’s 10 million. And now the do-nothings are trying a herculean effort to drag him down to the bottom and even displace him. Is it possible that the Liberal Party is behind this cload-and-dagger scene? After all, if Pres.

Rody will be gone, the Veep takes over as provided for in our Constitution. Happy days for them? Ugh!! Such a nasty thought!

If there is a truth to this move, it makes us vultures to take part in taking apart the carcass of a “dead” body. What did the LP do during the time they held the reins of gover-nance? What did then Justice Sec-retary now Senator Leila de Lima do with the Bilibid Prison that was then the center of the drug menace? Ex-Pres. P-noy must be held account-table for tolerating it. The Compound became the national center and their distribution became unmolested. Even ex-DILG Secretary, Mar Roxas was consorting with Gen. Garbo who is in the list of Pres. Mayor Richard Gomez, keynote speaker, highlighted his willingness to partner with the private sector. He also lauded the Ormoc Chamber for readily accepting his chal-lenge to make sacrifices for the city.

He said that it had been a long day for him and other city officials, as they were having a 3-day workshop train-ing to come up with Ormoc’s Comprehensive Develop-ment Plan “leading to our medium and long term plan that would last until 2015.” He noted it was important to plan even beyond his terms so that “plantsado na atong siyudad.”

“I am very grateful and happy to be working with the chamber and working with various groups,” he said, adding he does not have the monopoly of ideas. “What (changes) is happening in the city is because of you guys. “If not for the Rotary,” he said, maybe the project “6200: Mission Possible” would not have been. Now, he said, they have distributed close to 3,000 fiberglass boats, to the cheers and applause of the audience.

The mayor added that now he is mayor, his partner-ship with the Rotary Clubs continue, taking note that Or-moc has two, the Rotary Club of Ormoc and Rotary Club of Ormoc Bay. He enumerated the partnership programs that the LGU has with the two clubs, adding that it will continue “as long as you have me for mayor.”

The mayor reiterated his commitment for the LGU to work in harmony with the Rotary Clubs, and other civil society organizations and private sector groups, for that matter. He said that just like the plum blossom, he will nurture the partnerships and friendships that they have made with Rotarians.

Soon after, in partnership with her sister-in-law Lina Mejia, they opened up the Quality Bread Bakeshop in Ormoc, then in Tacloban and now has branches all over the region. From a simple offering of just a few choices, Quality Break Bakeshop became a household name here.

The bakery now offers around 50 kinds of breads. Qual-ity Bread Bakeshop, on the other hand, is the awardee for “Small Business Manufacturing Industry Sector”.

The Business Awards Night was also an affirmation of Mameng’s hard work and values.

Another awardee that night is the Rodriguez Burger and Bread Corporation, the mother corporation of May-ong’s snack house, for the “Large Business Homegrown Category”. THE ORMOC City Chamber of Commerce and Industry, Inc. or OrCham for brevity has elected six new trustees and re-elected three more, to complete the 13 trustees, four of whom are occupying their seats on a holdover capacity.

The newly elected trustees who are occupying the post for the first time are Ma. Vita “Ivi” Rodriguez, Engr. Manolo Fra-gata, Juanita Armea, Evangeline “Gigi” Chu and Western Leyte College president Emmanuel Fiel, and Emmanuel Licup. Re-elected were Maricel Ngo, Aileen Suarez-Aviles and Rey-naldo “Cholo” Franco.

The holdover trustees, on the other hand, are Jude Abeno-ja, Gemma Corbo, Cathy Abuel and Melody Yap.

In an election among the trustees, they re-elected accoun-tant Jude Abenoja as president and Maricel Ngo as chairman of the board.

The election was held dur-ing a General Assembly meet-ing on February 28, capped by the LGU 2016 Business Awards Night. Speakers were Cebu City Chamber president Melanie Ng and City councilor Bennet Pongos.

Melanie Ng said she was invited to speak about the Cebu Chamber’s best practices. One that she shared was steering the common imagery of a chamber from a “social club” to one that is relevant to the community, not just the business commu-nity. Cebu Chamber attains this through membership in special bodies, she said.

For his part, councilor Pongos said that as trade and commerce chairman, he had sponsored the amendment of the City’s Investment Code. The “Revised Ormoc City Invest-ment Code of 2016,” he said, revised the previous “because it was ineffective because no investor availed of it.”

Pongos said that under the newly revised code, the city in consultation with the private sector, has identified 40 priority areas of investment.

He added that another thrust of the city to help im-prove business is to approve a new City Land Use Plan, which was done on Monday (February 27), because the old one already expired in 2014. Among the sa-lient points of the new CLUP is the expanded areas for commer-cial and industrial purposes.

Pongos said this is in line with the mayor’s thrust to in-crease investment by creating new investment centers. To this effect, the City is thinking of land banking, reclamation, and the establishment of a special economic zone.

The 2017-2018 set of officers were inducted into office by Mayor Richard Gomez. Earlier, new members were inducted into the chamber, too.

Before the induction was held, president Jude Abenoja apprised the members present of the OrCham’s current status. He was happy to report that the Chamber was in the pink of health, financially. It also enjoyed a growing membership during his time.

Engr. John Frederick Pepito receives his certificate as awardee of the Large Homegrown Services Category. Later, he would be called back to the stage to receive the Entrepreneur of the Year Award.

THE (MALE) ENTREPRE-NEUR award of the year, on the other hand, was captured by Engr. John Frederick Pepito of JFAP Construction.

Just like its female counterpart, the award is “given to the inspiring en-trepreneur who demon-strates winning vision, de-termination and innovative mindset who inspires other Ormocano businessmen to be productive and more accomplished in their busi-ness goals and to be mind-ful of their significant role in nation building.”

This year’s awardee is Civil Engineer. After gradu-ation, he began a construc-tion business. He bags the award to build “toilets for every kilometer along the highways of the 4th dis-trict” during the time of Rep. Eufrocino M. Codilla (+).

“Little did he know that this seemingly simple and unsophisticated start would be the roots of his success,” said Maricel Ngo, emcee of the Business Awards Night.

Engr. Pepito, in an in-terview with the judges, considers his employees his greatest assets. He gives what is due to them – just wages and benefits - even in times when they have proj-ects. On rough days, he is not shy to share with them the truth. He believes that employees must allowed to empathize with their employers because they are part of the business. In return, they will give their undying loyalty.

Pepito recalls that at the beginning of his marriage, business was at its low-est. He considered himself bankrupt. The payables were beyond the collect-ibles. It was all about mak-ing ends meet. Making sure salaries were paid every Saturday, even if there was

no collection. “Live with-in your means” was their mantra.

However, love con-quers all for Pepito and his wife, Winky, and soon, they were eventually able to turn around the business. Together, they believed that with hard work, honesty and determination, they would overcome the losses. Although her wife does not have a direct hand in the business, being a full time housewife, Pepito says she is part of all the major deci-sions that they make. One of which is the decision to give the government its due.

“Unmindful of the ad-vice of his accountant and colleagues in the industry, the couple chose to declare their real income. Doing so

has made their life uncom-plicated. They have a peace of mind. This decision is something that they do not regret even up to this day. They trust that the Lord will provide,” Maricel Ngo intoned.

Because of this, they have been awarded many times as Top Taxpayer in the city. They look at it as an indulgence from God.

Since 2014 and up to now, majority of JFAP Construction’s projects are based outside Ormoc City. Their ventures are currently in Dumaguete, Lapu-lapu City, Liloan, Cebu and in Cebu City. They also started their retirement prepara-tions by going into agribusi-ness such as poultry, rice lands and fishponds. By Lalaine M. Jimenea

amendments to the by-laws that were consulted to the members. Among them was to adopt “Or-Cham” as the official acronym of the chamber. The territorial limitations were also lifted to include neighboring towns.

Registrar of Mahaplag, Leyte is hereto attached as Annex “B”, that late last year, she started to process her requirement for the Professional Reg-ulations Commission (PRC) Board Examina-tion in Civil Engineering and when she obtained her Certificate of Live Birth from the Philippine Statistics Office (PSA), she found the error in the entry of her middle name initial which is “L”. This error in her middle name initial is also reflected in her Certificate of Live Birth issued by the Local Civil Registrar of Mahap-lag, Leyte; that the cor-rect middle name of her mother is “Rusora” and not “Lusora”. This fact is supported by the entry of family name of her moth-er in her (petitioner) birth certificate issued by the Philippine Statistics Of-fice (PSA) which shows that her mother ’s last last name is “Rusora”. In addition, on page two (2) of the said documents, the affidavit of delayed registration of birh also shows that the affiant’s name reflected is “Mar-ilou R. Cano”, that with the above predicament, her application for PRC Board Examination was denied to her prejudice. She sincerely desires to take the examination this 2016; that she has no hand in the erroneous en-try on her middle name initial in her Certificate of Live Birth; that because of this predicament, she begs that the entry on her birth certificate as regards the initial of her middle name be changed from “L” to “R”. Peti-tioner most respectfully prays of this Honorable Court that, after due notice, publication and hearing, an order be is-sued directing the Civil Registrar of Mahaplag, Leyte to correct the entry in the Records of Birth of Vilma Rose L. Cano, particularly in the initial of her middle name to be changed from “L” to “R”. Petitioner likewise prays for other reliefs just and equitable under the circumstances.

4. Petitioner and MARILU ROMERO, are presently the rightful owners of the above-described parcels of land, having bought the same at public auctions held on November 23, 2011 and February 6, 2013 for the partial satisfaction of the judgment in Civil Case NO. 4213-0;

5. Petitioner and MARILU ROMERO were later issued with Sheriff’s Certificates of Final Sale for failure of respondents to redeem the property within one year from registration of the sales; Photocopies of the Sher-iff’s Certificates of Final Sale dated August 15, 2013 and May 30, 2014 are hereto attached as Annexes “D” and “E”, respectively;

6. D e s p i t e a l -ready being the new owners of the property, the registration of the property cannot be trans-ferred to the name of petitioner and Marilu Romero without the owner’s copies of Trans-fer Certificate of Title No. 32196 and Transfer Certificate of Title No. 24293. Petitioner and Marilu Romero thus filed a Motion to Compel De-fendants to Surrender the Owner’s Copies of Cer-tificates of Titles before the Regional Trial Court, Branch 12, Ormoc City in Civil Case No. 4213-0;

7. The Motion to Compel Defendants to Surrender the Owner’s Copies of Certificates of Titles was granted, but the writ for the execution of the Order granting the motion was returned unserved because defen-dants could not be lo-cated in their last known address; Copies of the Writ of Execution dated February 20, 2015 and the Return of the Writ of Execution dated June 15, 2015 are hereto attached as Annexes “F” and “G”, respectively;

8. Petitioner and Marilu Romero then filed a Motion with the same Court praying that an Order issue declaring the owner’s copies of Trans-fer Certificates of Title Nos. 32196 and 24293 as null and void and direct-ing the Registry of Deeds of Ormoc City to issue new owner’s copies of the certificates of title, but the same was denied for lack of merit in its Order dated October 16, 2015, the relevant portion of which reads;

“This court is mind-ful of the fact that issu-ance of second owner’s copy of Certificate of Title of a parcel of land can only be had pursuant to Sec. 107 of PD 1527. It provides that a petition must first be filed before the proper court and only after hearing should the remedies enumerated therein be granted. In

other words, it cannot be availed of by just filing a mere motion.”

A copy of the Order dated September 16, 2015 is hereto attached as An-nex “H”;

9. Petitioner and Marilu Romeo have ex-erted all efforts to re-trieve the owner’s copies of Transfer Certificates of Title Nos. 32196 and 24293 from the respon-dents but the same proved futile as their present whereabouts is unknown and the own-er ’s copies of Transfer Certificates of Title Nos. 32196 and 24293 could no longer be found;

10. Petitioner is thus constrained to file the instant petition, in accordance with Sec-tion 107 of P.D. No. 1529 otherwise known as the Property Registration Decree which provides:

“Section 107. Sur-render of withhold dupli-cate certificates. Where it is necessary to issue a new certificate of title pursuant to any invol-untary instrument which divests the title of the registered owner against his consent or where a voluntary instrument cannot be registered by reason of the refusal or failure of the holder to surrender the owner’s duplicate certificate of title, the party in inter-est may file a petition in court to compel sur-render of the same to the Register of Deeds. The court, after hearing, may order the registered own-er or any person with-holding the duplicate certificate to surrender the same, and direct the entry of a new certificate or memorandum upon such surrender. If the person withholding the duplicate certificate is not amenable to the process of the court, or if not any reason the outstanding owner’s duplicate certifi-cate cannot be delivered, the court may order the annulment of the same as well as the issuance of a new certificate of title in lieu thereof. Such new certificate and all duplicates thereof shall contain a memorandum of the annulment of the outstanding duplicate.”

PRAYER W H E R E F O R E ,

premises considered, it is most respectfully prayed of this Honorable Court that, after due notice and hearing.

(a) An order issue directing respondents to surrender the owner’s copies of Transfer Certifi-cates of Title Nos. 32196 and 24293;

And in the alterna-tive, should said regis-tered owners unjustly fail or refuse to comply with the said order,

Filed before this court is a petition seeking the Correction of Entry in the Birth Records of the petitioner, BENJAMIN VALLERAMOS TACMO, on the with the respon-dent which is the public office mandated by law to be the custodian and repository of records per-taining to Births Mar-riages, Deaths and other incidents of human exis-tence. The entry sought to be corrected pertains to his first name whereby BENJAMIN was errone-ously spelled as BENJA-MEN, as well as to his year of birth, from March 31, 1972 as indicated in the Register of Births instead of March 31, 1982

A perusal of the petition shows that the same appears to be suf-ficient in form and sub-stance. Set therefore the initial hearing on May 12, 2017 at 8:30 in the morning.

The petitioner is DI-RECTED to cause at his expense, the publication of this Order once a week for three (3) consecutive weeks in an accredited newspaper of general circulation in the Prov-ince of Leyte. To expedite the proceedings in this case, the petitioner is also DIRECTED to sub-mit to the court, within (15) days from notice, a Manifestation about the documents desired to be marked during the initial hearing. PALO, LEYTE – The police here are now investigating two explosions in Catbalo-gan City, Samar, injuring a teenager and a child on the early morning of March 3, 2017.

In a press release, Supt. Edwin F. Barbosa, Catbalo-gan Chief of Police, said the first explosion happened at 1:30 in the morning of March 3, 2017, hurting the two. The victims were identified as Faith Alegro Rosales, 17, single and a resident of Brgy. 10, and BJ Gacuma Bernate, 6, a resi-dent of Brgy. Canlapwas, both from Catbalogan City.

Both suffered slight inju-ries in their arms and were brought to Samar Provincial Hospital for immediate medical attention.

Twenty minutes after the first blast, another ex-plosion went off at P-1, Brgy. Silanga, Catbalogan. This time, a hand grenade with its make and model is still to be determined, was thrown inside the premises of one Lucio Bacarra Pacle, causing damage to property and to his Mitsubishi Pajero vehicle.

Witnesses of the two blasts said the perpetrators were two male suspects on

board a black single motor-cycle, clad in black jackets and bonnets.

The PNP does not dis-count the possibility that the two incidents were per-petrated by same suspects.

Further investigation revealed that a home-made explosive device was thrown inside the fence of Ma. Elfa De Jesus where vic-tim Faith Rosales was wait-ing for a ride, and the 6-year old BJ Bernate was sleeping outside their house, about several meters away from the explosion site.

Ch. Supt. Elmer C. Beltejar, PNP regional direc-

tor, has already composed a Special Investigation Task Group (SITG) to investigate the incidents. He vowed the police will bring the perpe-trators to justice.

CATBALOGAN CITY – The city government here intensifies its preparation for the United Cities and Local Governments Asia-Pacific (UCLG ASPAC) Conference and executive bureau meet-ing, a gathering of about 300 local and international participants from 19 Asia-Pacific countries, that it would be hosting on April 4-7, 2017.

UCLG, based in Jakarta, Indonesia, is the only recog-nized worldwide association of local governments by the United Nations.

The Asia and Pacific Re-gion is the biggest of the eight sections in UCLG, with link-ages to more than 7,000 local governments, and represents over 3.76 billion people.

Catbalogan, which has been an active member of the association since 2015, took the challenge to host its first international event with an aim to gather key sectors of the society and solicit their commitments through declara-tions, workable actions, policy proposals and sustainable programs and projects to attain the Sustainable Development

Only 213 gets P5,000 PFA out of 1,814 ESA complainantsTACLOBAN CITY –The De-partment of Social Welfare and Development (DSWD) on Wednesday, March 1, has started distributing P5,000 cash to 213 beneficiaries from this city who were not able to receive the emergency shelter assistance.

DSWD Reg’l Director Restituto Macuto said that they are only part of 61,916 ben-eficiaries in 13 municipalities have been listed to receive the P 5,000. The region has been allotted P 309-million for the purpose.

“This is part of the P1 bil-lion fund promised by Pres-ident Rodrigo Duterte for Yolanda hit areas during his recent visit in Tacloban,” said Macuto.

The official disclosed that out of 1,841 who have peti-tioned the President that they have not received the ESA, only 213 have qualified based from their verification since some of them are have already received housing from the

Goals (SDGs), New Urban Agenda, Local Economic De-velopment and Sustainable Development, said Mayor Stephanie Tan.

Moreover, they hope to solicit commitments of attend-ing local and city government units for the full implementa-tion of Sendai Framework on Disaster Reduction in local levels.

The Sendai Framework is a 15-year, voluntary, non-binding agreement, which recognizes the state’s primary role to reduce disaster risk with a shared responsibility with stakeholders.

The official believes that by hosting the UCLG ASPAC, they will also be able to promote not only Catbalo-gan, Samar Province, but the entire Philippines in terms of tourism, cultural and heritage preservation.

He further disclosed that they are conducting ongoing validation in Ormoc, Samar, Eastern Samar, Northern Sa-mar, Leyte, wherein some of them are beyond the 50-km radius.

Macuto shared that their next payouts will be in the form of cash cards and will be processed by Land Bank.

“For Tacloban, we dis-tributed the assistance in cash because the location is just near so it will be easy, unlike in other places, we need to process them per batch in each municipality”, Macuto explained.

Meanwhile, Macuto said that there is a possibility that there will be a second batch of distribution of assistance since many have not qualified based on their validation. By Tonette Marticio

Voters’ registration ongoingTACLOBAN CITY – The Commission on Elections (COMELEC) here continues its registration in prepa-ration for the upcoming barangay and Sangguniang Kabataan (SK) elections in October.

In a press conference, City Comelec Officer Atty. Ma. Goretti Cañas, said they en-couraging voters to register early and not for wait for the deadline since they only have two months left.

Also, in line with the cel-ebration of Women’s Month, they will be conducting a special voter’s satellite regis-tration at the city engineering gymnasium where a women’s activity will be held.

Voters qualified to register

are those 18 years old and above for regular voters, and youth aging from 15-17. This will also include applications for transfer, reactivation and correction of entries, said Cañas.

She added that women who need to change their status such as those who got married, widowed and annulled will also be accom-modated.

Meanwhile, the official clarified that men may also participate during the Wom-en’s Day registration, but they will prioritize women to give way to their busy schedules attending to their families. Voter registration will end on April 29, 2017.By Tonette Marticio
