This Workshop will discuss the Power Charge Indifference Adjustment (PCIA) Inputs and Methodologies pursuant to CPUC Decision D.15-12-022. To help make this workshop as productive and effective as possible, attendees are invited to send responses to the following prompts/questions to Will Maguire at [email protected] no later than end of day 2/16/16. The responses will be shared with the service list for A.14-05-024 ahead of the workshop and may be incorporated into the workshop agenda.

1. Please indicate your understanding of how the PCIA is calculated, identifying, in as much details as possible, each input to that calculation.

2. Do you believe the current PCIA methodology should be changed? If so, how and why? Please be as specific as possible.

3. How should the CPUC address the potential departure from bundled service of a very large load, such as the City of San Diego or County of Los Angeles? Would transferring contractual responsibility from an IOU to a CCA be an option?

4. Should Direct Access (DA) customers and Community Choice Aggregator (CCA) customers be treated differently vis-à-vis the PCIA? If so, why and how?

5. Can transparency regarding the calculation of the PCIA be increased while protecting valid interests in keeping certain information confidential?

The purpose of this Energy Division hosted workshop will be to address the questions related to Flexible RA requirements raised in the revised scoping memo issued on December 23rd, 2015, and to address party proposals for amendments to the RA program rules related to flexible capacity requirements (FCRs).

The recent scoping memo stated: “the primary focus of Track 2 (anticipated late 2016 decision) is to adopt a durable flexible capacity requirement program,” and asked parties to answer the following questions in their comments on the scoping memo:

1. What reliability need(s) must FCRs be designed to meet?2. What definition of one or more flexible capacity products should be adopted to meet this need or needs?3. How should annual FCR requirements be set to meet this need or needs with the defined product(s)?4. What, if any, related changes to the RA program should be made to best meet the reliability needs?

Parties who submitted comments on these questions are therefore invited to present their perspectives at this workshop.

Parties also submitted proposals into Track 1 of the RA proceeding that asked the CPUC to consider creating a 2 hour RA product, and “unbundling” the Net-Qualifying Capacity and Effective Flexible Capacity Requirements. Staff also invites those parties to present these proposals at the workshop.

Furthermore, Staff invites interested stakeholders who have done relevant work related to modeling and understanding near-term flexibility needs to present at the workshop, regardless of party-status in the RA proceeding.
