2 cent mechanical rateupgraded to 5.25 centsThe major record companies and majorCanadian publishers signed an historicagreement (March 21, 1989), upgrading the2 cent per track Mechanical Royalty to 5.25per track. The signing is historic in thatthis is the first negotiated agreement, inCanada, between the publishers and recordcompanies. Talks got underway between thetwo factions in 1982, but the intensenegotations began in June of last year.

The deal was signed by theCanadian Musical Reproduction RightsAgency (CMRRA), representing thepublishers, and the CanadianRecording Industry Association (CRIA),which represents the major recordcompanies.

There will be ongoing discussionsregarding adding additional publishers andrecord companies to the agreement. The two-year deal is effective from June 8, 1988to September 30, 1990.

Born in Quebec City and raised inWestern Canada, Sherman is a graduate ofthe University of Manitoba with a B.A. Hehas been involved in journalism,broadcasting and politics. In 1960, hewas appointed Director of News and PublicAffairs for CJAY-TV in Winnipeg.

As President of Capitol Records -EMICanada, and Chairman of CBS RecordsCanada, from 1970-1981, Gosewich helpedlaunch the careers of such artists as AnneMurray, Liona Boyd and Loverboy, and wasactive in the recognition of Canadianrecording artists through CARAS and theJuno Awards.

McKnight, currently Executive VicePresident as well as Publisher at Macmillan,and formerly President of McClelland &Stewart, has been in Canadian publishing formore than twenty years, and has workedclosely with a broad range of authors,publishers and agents, both in Canada andabroad. Included are such authors asMargaret Laurence, Pierre Berton, MargaretAtwood, Peter Newman, Robertson Davies,Farley Mowat, Neil Bissoondath, GeorgeJonas and Eddie Greenspan, and ScottYoung, to name just a few.

Information with regard to the financialarrangements in the ownership transferis not available. However, the new partnersconfirmed that the full agency staff, whichhas been operating the business in the fourweeks since the Colberts removed themselvesfrom day -to day activity, remains intact. Theagency will shortly relocate its offices andsubsequently undergo a name change.

Columbia to release USSR's Grebenshikov LPColumbia Records made a historic move withthe signing of Soviet rock artist BorisGrebenshikov, whose initial LP release,Radio Silence, is scheduled for early springrelease. Performed primarily in English (withcertain songs in Russian), the LP wasproduced by David A. Stewart (Eurythmics),at various recording studios in Montreal,London, New York and Los Angeles.Featured on the LP are members ofAquarium, Grebenshikov's band, alongwith Stewart, Annie Lennox, Chrissie Hynde(Pretenders), Siobhan Stewart (ex-Bananarama), and Ray Cooper.

Rather than translate material from hisnative Russian, Grebenshikov wrote songsdirectly in English, which he did during andafter several trips to the U.S. over the lastyear. He made these trips in order tofamiliarize himself with the country where hisrock 'n' roll originated. Interestingly enough,

these trips marked the first time an"unofficial" Soviet musician, withoutsanction by or obligation to the state, wasallowed to visit the West. The Iron Curtainwas parted by Belka International, a NewYork corporation which facilitates businessopportunities between Western corporationsand Soviet state agencies. Kenny Schaffer,Vice President of Belka, is also executiveproducer of Radio Silence.

Unbeknownst to Airey,at the time, that particular song titleforeshadowed his latest work, titled K2: TalesOf Triumph And Tragedy (see review RPMMarch 20-25/89).

WEA International Inc. and Pioneer Electronic Corporation have reached an agreement whereby their joint -venture

company in Japan, Warner -Pioneer Cor- poration will now become 100 percent owned

by WEA International. "In making the above announcement,

WEA International Chairman and CEO Ramon Lopez pointed out that "The

nineteen -year partnership enjoyed by WEA International and Pioneer has been extremely harmonious, highly efficient and very successful," continuing with, "However,

both partners have come to a juncture where our future corporate strategies will best be

served by a dissolution of our association." Warner -Pioneer Corporation will retain

its name for the foreseeable future.

Curran, an experienced mountain climber, who was present as a cameraman on the ill-

fated K2 expeditions of 1986. By August of that year, no less than 12 veteran

mountaineers had lost their lives on the treacherous contours of the summit.

A memorable feature of the album is the haunting quality of the music. One track,

Julie (If You Leave Me), is dedicated to Julie Tullis, a British climber, who perished shortly after reaching her ultimate goal; the conquest

of K2's cherished apex. Its classical pyramidic shape and fearsome reputation

have made K2 the unanimous obsession of the elite mountain climbing fraternity. With its release, Airey has not only enhanced a

legend, but also explored the phenomenon of

Government funding for Vancouver Rock meet

Vancouver's 99.3 FOX and the Georgia Straight are presenting Rock Conference, in

conjunction with FACTOR, March 28 through April 1 at the 86 Street Music Hall.

The event is being made possible through the support of the Sound Recording

Development Program of the Department of Communications.

Heather Wallace, recently appointed Acting Manager of the -Sound Recording

Development Program (DOC), will be taking an active part in the conference, sitting on the

opening seminar (Tuesday) dealing with Finance. FACTOR's Executive Director, Heather Sym, will also be sitting on this

panel. Panels on the following days will deal

with Publishing & Songwriting, Dealmakers and Management with the final day's seminar

concentrating on Promotion.

Jeff Healey Band wins Holland's Edison Award

The Jeff Healey Band, although unsuccessful in this year's Juno Awards, discovered their

popularity on the international market had reaped success. Just prior to the Juno

Healey and his band were unable to attend the Holland award show as they were

touring the U.S., a tour they interrupted to perform on the Junos. They were also seen

performing two songs on the Arsenio Hall Show, which was televised on March 15.

Judges rap knuckles of CRIA's Fox

A 2-1 ruling (Mar. 16/89) by the Ontario Court of Appeal reversed the

decision of a lower court that had ruled charges of copyright infringement were

improperly laid against jockey, Wilfred Roch and his company, Miles of

Music Ltd. There were 42 counts of violating the provisions of the Copyright Act laid

against Roch and his company. The trial judge had concluded that there had been an abuse of process, which was sustained in the

Supreme Court of Ontario. However, in granting the appeal, all

three judges expressed criticism of the behavior of CRIA's Director of

Investigation, Pat Fox. Mr. Justice Duncan Blair criticised Fox for misleading the police

during the investigation, and also for leading Roch to believe the CRIA would consider his

request to be licensed to produce material for disc jockeys. "It was Fox's purpose to

intimidate Canadian disc jockeys by the example made of Roch and, as a result, to enforce compliance with the planned

licensing system," the judge wrote, con- cluding that Roch had been unfairly treated

and abused. Roch's company, which went out of

business shortly after a raid by the RCMP, was apparently one of several producing

compilation tapes for use by disc jockeys.

McLachlan's Touch LP dressed up for U.S. date

The Vancouver -based Nettwerk Productions and Capitol Records have re-released the

Sarah McLachlan Touch LP, cassette and CD. As Nettwerk's President, Terry

McBride, points out, the re-release is "in response to the upcoming U.S. release",

(Mar. 30) by Arista Records/BMG. The re-release features a remix of Vox, a

new track of Trust, the extended mix of Vox (on cassette and CD), new full colour

packaging, inner sleeve with lyrics and graphics, plus a long box for the CD.

Canadian sales for the release have topped the 15,000 mark, 12,000 of them in

the last seven weeks.

Cancon on ice ! It was nice to see KurtBrowning win a Gold Medal at the WorldFigure Skating Championships in Paris lastweekend, but did you notice that Midori Ito,the young Japanese Ladies Gold Medalist,used the music from Frank Mills Rondo LP,for her three routines? (EC: Frank should geta medal as well . . . !)

Founders flounder at Junos! Well, it sortof got out that the two founders of the JunoAwards found themselves outside the doorsof the Junos . . . unable to get in. Whathappened was Stan Klees and I ended up withbalcony tickets that were not to be honoureduntil 6:30 pm, and we got there at 4 pm. Therest of our party were inside and we werestanding there like some kind of a receptionline. After about half an hour of trying tofind someone with influence, I said 'screwthis!' and pushed Klees past the doorman andinto the lobby . . . much to the amusement ofour friends inside, which only went to provethat security sucks if the founders can crashthe Junos. (EC: All it takes is a tux, somepanache and guts!) I do it all the time at rockconcerts.

Juno acid test ... ! There's no doubt thatthis was one of the best Junos the CBC hasever done. Sitting in the theatre, you canreally get wrapped up in all the excitement,but after it was over and some time went by, Ichecked my VCR and saw what the viewers athome saw. We still haven't perfected thatpolish and the stye of live television, nor havewe caught the idea and the philosophy of thisaward show. It was a great variety show andit looked splendid, but the loose endsdefinitely took away from the event. Theempty seats around big stars, the camerapeople walking across shots, the confusing,nearly stupid shots during the great coalminer's sequence. It was different. (EC: I wonder if he'll signan old print I have of him . . . ?)

Diamond Mine to lead Canada into next decadeAlmost a year ago, Blue Rodeo werescooping up their Big Country Awards oneafter the other, bestowed upon them byRPM's readership, and thanking the industryfor their kind votes, support and belief intheir debut LP, Outskirts. Relativelyspeaking, it took a long time for sales of thealbum to surpass double platinum, primarilyon the strength of their Try single, althoughinitially, all sectors of the Canadian musicindustry were uniform in their aversionto the band's unique sound, except countryprogrammers.

"When the first record came out, it waspretty dismal for a while," concurs GregKeelor. However, their new album, DiamondMine, will certainly be welcomed with openarms across the country, especially in thewake of last week's Juno Awards and theirperformance with Robbie Robertson and TheBand. In spite of the accolades, countlessawards and a seemingly endless tour (over250 dates last year), Blue Rodeo still managed

Bennett: folk music greatin concert at Free TimesToronto's Free Times Cafe will be the settingfor a series of live concerts by Canadian folkmusic legend, Willie P. Bennett. He will beappearing with one-piece accompaniment(guitar and harmonica) for three evenings,March 30 through April 1 and will beperforming both new and previously releasedmaterial.

Bennett, who has released three albumsand one limited edition cassette, has beenperforming since 1972. His compositionshave been recorded by such artists as ColleenPeterson, Sneezy Waters, Peter Pringleand Garnet Rogers, among others.

Bennett's last release was in 1985, andsince then he has written new material whichwill comprise his new release set for laterthis year.

3" CD Dance Classicsavailable through PowerPower Records has made available the first intheir series of 3" CD Dance Classics, withreleases from Eria Fachin, Man 2 Man andPhyliss Nelson.

The Fachin CD contains Savin' Myself(blaster mix), her 1987 door -opener tointernational recognition, along with herfollow-up, Your Love Just Came Too Late,both the blaster mix and radio edit.

With the Man 2 Man release, these U.K.dance leaders teamed with Man Parrish,resulting in what is considered a "danceclassic" of Male Stripper (dance mix). The12" single sales for Stripper makes thisrecord one of the strongest titles in Powers'Dance catalogue. The CD single also containsthe Energy Is Eurobeat track.

The Nelson 3" CD contains Don't StopThe Rain, Tapps, Runaway (originalversion), Crystal In The Pink and Back ToYou (original mix).

to record their new album, at an old, unusedcinema in Toronto's east end, all in the spaceof three weeks.

"We really didn't have time to actuallygo into a studio and start writing," Keelorcontinues, "We had lots of stuff kickingaround anyway." So, together withproducer Malcolm Burn, they set up theirequipment in the Donlands Theatre, bangedout nearly two dozen songs, and recordedthem with Comfort Sound's mobile studioparked in the back alley. "It's not on thesame scale as U2 renting a castle and movingin," he adds, "but it's close and comfortable.

"When we first went in to do it, we allthought 'Three weeks to do a record, can wepull it off'?' But it was such a comfortableway to record. We could just set up our stuffand leave it there. We didn't have to worryabout somebody coming in to do a jingle oranything like that. We're still not at the pointwhere we can block book a studio for threeweeks . . . it's too expensive. But this place, itwas just a dump, and cheap. It was a nice wayto record."

The interesting correlation that themusic industry has to take into considerationthese days, especially the Canadian "moversand shakers", is just how much money aband spends recording their new album,

PROCAN sets deadlinesfor composer awardsPROCAN, the performing rightsorganization, which licences, forperformances, the music of 23,000 Canadiancomposers, lyricists and music publishers,has set April deadlines for two sponsoredcomposing competitions. As encouragementfor the creation of new works, PROCANawards $14,000 annually in the competitions.

A $2,000 prize is awarded to a composerfor a work that is suitable for big -band jazzensemble. The deadline for this competitionis April 15.

In the Young Composers Competition,$12,000 is the prize for composers under 30years of age for works composed fororchestra; solo instrument or chamberensemble; voice(s); electronic and computermusic. An April 30th deadline has been set..

Proulx and Manx launchCesspool Of Lust MusicToronto musicians Ron Proulx and KathrynManx, the principal songwriters of PictureComes To Life, have launched a newrecord/publishing company flying the bannerof Cesspool Of Lust Music/Records. ElectricDistribution will distribute.

Initial release will be a nine -song LP byPicture Comes To Life. Cross My Heart, thefirst single form the album, is also beingreadied for release along with anaccompanying video.

Lulu's celebrates 5th yearwith collector albumTo commemorate its fifth year of operation,Lulu's Roadhouse, a major North Americanrock, pop and country showplace, will releasethe first edition of Lulu's Collector Album.The album will supply an illustrated accountof five years of Lulu's history, and will bedistributed at Lulu's and throughout theKitchener -Waterloo area. It's expected thealbum will reach well over half a millionlocal, national and international patrons peryear. The first edition will run a minimum oftwo years.

album will reach well over half a million local, national and international patrons per year. The first edition will run a minimum of two years.

Lulu's is Canada largest Roadhouse and vies, in size, for any similar club in North

Alibi gets nod from Weird Harold Alibi's latest single, To Be With You, gets its initial boost with a listing on WX 1130 Real

Country. Charting on Weird's Country Countdown this week are Roy Orbison's You

Fjellgaard wins Holland's Savannah recording artist Gary Fjellgaard

has been voted the Netherlands' Most Promising Country Artist in the 1989 poll of Holland's country music fans. The poll was conducted by the Dutch trade magazines,

Country Gazette and Nashville Tennessee. Other contenders in the category included

k.d. lang, Lyle Lovett, the McCarters and Ricky Van Shelton.

Nominations for Dutch Country Music Awards are based on artists' annual record

sales and touring activity in the Netherlands.
