WEEKLY MEDIA MONITORING

HEADLINES

• Minister of Villages, Development of Disadvantaged Regions and Transmigration said that

over the last three years the Village Fund program succeeded in reducing the rural poverty

rate by 4.5 percent and the rural gini ratio from 0.334 to 0.32.

• Finance Minister said that the government planned to increase Village Fund by around 30

percent – up to Rp75 trillion next year if the realization this year could reach Rp60 trillion.

• Director General of Fiscal Balance at Ministry of Finance said that as of March 5, the transfer

of the Village Fund (DD) Phase 1 from central government account to the region had

reached 49.3 percent. However, only Rp284.2 billion (4.81 percent) has been disbursed

1,680 villages.

• Health Minister, Nila F. Moeloek, said that child marriage is one of the causes of stunting

children. Based on the Ministry’s data, rate of stunting in Indonesia stands at 27.5 percent.

• This year, Ministry of Health will focus on three key issues: eliminating Tuberculosis (TB),

reducing stunting rates, and increasing the coverage as well as the quality of immunization.

• The Alliance of Indigenous Peoples of the Archipelago (AMAN) stated four articles

governing trespassing in the draft of Criminal Code (RKUHP) should be reviewed as

companies holding the land concession permit can use the articles to criminalize indigenous

peoples.

• Government of Central Kalimantan began mapping 12 customary forests covering almost

120,000 hectares in six districts as the first step regarding the recognition of indigenous

forest by the government.

1. VILLAGE DEVELOPMENT

Minister of Villages, Development of Disadvantaged Regions and Transmigration said that the Village Fund program succeeded in reducing the rural poverty rate by 4.5 percent over the past three years, higher than urban poverty reduction (4 percent). Nevertheless, the absolute number of poor people in rural areas is still high, around 16 million people. The minister also mentioned that the program succeeded in reducing the rural gini ratio from 0.334 to 0.32.

Finance Minister Sri Mulyani Indrawati said that the government planned to increase DD by around 30 percent (Rp75 trillion) next year if the realization of village fund disbursement this year reached Rp60 trillion.

The minister estimated that the Village Region Primary Product (Prukades) program would absorb investments worth Rp 47 trillion and generate 10 million jobs. As many as 147 district heads and 68 private companies signed Memorandums of Understanding (MoUs) in Jakarta on March 6 to implement the program.

2. VILLAGE FUND ALLOCATION AND DISBURSEMENT

Director General of Fiscal Balance at the Ministry of Finance Boediarso Teguh Widodo said that as of March 5, the transfer of the 2018 Village Fund Phase 1 from central government account (RKUN) to the region (RKUD) had reached 49.3 percent. However, the disbursement from regional government to the the village only reached Rp284.2 billion (4.81 percent) to 1,680 villages.

Distribution of Village Fund Phase 2 had commenced in 126 villages in Tapin Regency (South Kalimantan) with a value of Rp 35 billion (0.15%).

In Bangka Belitung Province, absorption of Village Fund in 2017 reached 85.49 percent. None of the six districts absorbed 100 percent of Village Fund last year.

In Bireuen District, Aceh, Village Fund Phase 1 had been disbursed to 57 villages in two sub-districts. Yet, 165 villages have not submitted the 2017 realization reports.

In Aceh Utara District, Aceh, Village Fund Phase 1 for 852 villages had not been disbursed as the bylaw (qanun) on the 2018 Regional Government Budget (APBD) was not yet ready.

In Wonosobo District, Central Java, Village Fund Phase 1 amounting to Rp 36.8 billion had been disbursed to 236 villages. In the neighboring Karanganyar District, 17 villages would receive smaller fund this year due to the new village fund allocation formula.

3. CORRUPTION AND ANTI-CORRUPTION MEASURES

The Corruption Eradication Commission (KPK) provided recommendations to local governments to prevent village funds corruptions, which include the strengthening the human resources, transparency in planning and budgeting, e-procurement of goods and services, one-stop integrated services, and improvement of governance.

In Aceh, Tapaktuan State Treasury Service Office (KPPN) and representatives of four districts/cities - Aceh Selatan, Aceh Singkil, Aceh Barat Daya, and Subulussalam - signed an integrity pact for the distribution of village funds and special allocation funds.

In North Sumatra, Regional House of Representatives (DPRD) of Simalungun District received reports of illegal levies by the sub-district head to village officials in relation to the disbursement of DD Phase 1.

4. VILLAGE GOVERNANCE

In Aceh Utara District, Aceh, village officials in 852 villages had not received salaries over the past nine months due to budget deficits. The amount of unpaid wages includes those of the village heads - Rp 1.2 million per month - and other officials amounting to Rp 600,000 per month.

In Lembata District, East Nusa Tenggara, Ile Ape Sub-district Head failed to mediate the border conflict involving five villages. The conflict was triggered by installation of pillars by Lewopolok villagers without the consent from customary (adat) leaders from other villages.

5. VILLAGE LEVEL ELECTIONS

In Cianjur District, West Java, 25 candidates would compete in simultaneous village head elections in five villages, after the other 12 candidates did not pass the academic test. Village head elections will also be held in Timor Tengah Selatan District, East Nusa Tenggara.

In Batubara District, North Sumatra, Tanjung Parapat villagers come to the Regional House of Representatives (DPRD) to demand re-election of the Village Council (BPD).

6. VILLAGE OWNED ENTERPRISES (BUMDes)

In Flores Timur District, East Nusa Tenggara, 11 Village-run enterprises (BUMDes) in Wulanggitang Sub-district formed an association to run a joint business in agriculture.

In Manggarai Timur District, BUMDes in Goreng Meni Village commences the transportation business to serve remote areas by operating buses owned by the district government.

7. HEALTH

Health Minister, Nila F. Moeloek, said that child marriage is one of the causes of stunting in children. Based on the Ministry’s data, rate of stunting in Indonesia stands at 27.5 percent.

This year, the Ministry of Health would focus on three key issues: eliminating Tuberculosis (TB), reducing stunting rates, and increasing the coverage as well as the quality of immunization.

In Jakarta, the Provincial Health Agency set the target to resolve malnutrition cases by May at the latest. A total of 293 children were reportedly in poor health condition and malnourished, among others 102 of whom received intensive intervention.

Asmat District Government in Papua launched additional food program for 800 pregnant and lactating women and their infants with a total budget of Rp 17 billion.

In East Java, the Health Agency of Surabaya City established 49 breastfeeding village (Kampung ASI) in a campaign to reduce the malnutrition rate.

8. EDUCATION

In Bireuen District, Aceh, only 64 out of 256 Early Childhood Education Centers (PAUD) had received the 2017 Financial Operational Assistance submitted realization reports.

9. INDIGENOUS PEOPLES

The Alliance of Indigenous Peoples of the Archipelago (AMAN) stated four articles governing trespassing in the draft of Criminal Code (RKUHP) should be reviewed. AMAN believes that land concession holder companies can use the articles to criminalize indigenous peoples living in the concession area.

The Central Kalimantan Government began mapping 12 customary forests covering almost 120,000 hectares as the first step regarding the recognition of indigenous forest by the government. The forests are spread in the districts of Barito Utara, Gunung Mas, Kotawaringin Barat, Lamandau, Pulang Pisau, and Barito Selatan.

The Central Kalimantan Government had only realized 77,570 hectares of social forest program from the target of 1.5 million hectares in 2019.
