The 3 Shortlands Team

Romulus is a locally-based, family-run property company which owns and manages a diverse portfolio of office spaces, shops and hotels across the London Borough of Hammersmith and Fulham and central London.

We are based in the borough, and we are committed to helping the area thrive and continue to attract a diverse range of new and exciting businesses.

In total, we have delivered 22 successful projects within Hammersmith and Fulham, a large number of which we continue to maintain, own and operate.

We have brought together an experienced team to create the best possible proposals for this site, including Fletcher Priest Architects (FPA), an award-winning London-based studio established in 1978. FPA is working on a number of dynamic schemes across London and has experience in Hammersmith, working on TfL’s Wood Lane arches.

About the site – 3 Shortlands • Originally built in the 1970s

• Falls within the Hammersmith Town Centre Regeneration Area, an area which has been designated by the London Borough of Hammersmith and Fulham to provide new homes, jobs and facilities in order to help drive economic development within the borough

• Located on the corner of Shortlands and Hammersmith Road.

The surrounding context

To the west, the site is bordered by 245 Hammersmith Road where Legal & General and the Mitsubishi Estates Corporation have recently completed a 10–12 storey development which provides office space and retail elements.

Located to the south of 3 Shortlands is the Novotel Hotel which backs on to the Hammersmith flyover.

To the east of 3 Shortlands in Nazareth House, a residential care home.

Latymer Court is situated to the north-east of the site, consisting of a satellite parade of shops on the ground floor with residential homes above.

The site is also located close to the adjoining Brook Green Conservation Area.

TransportThe site is serviced by excellent public transport connections and is within a short walking distance of Hammersmith tube station which is serviced by the District, Piccadilly, Circle and Hammersmith & City lines. A number of bus stops are also located along Hammersmith Road.

Our vision

We believe that this site can do much more for the local area. Our ambition is to create a place which: • Is sympathetic to surrounding buildings

• Is visually attractive when viewed from local roads

• Delivers much-needed, high-quality office space for businesses that already operate within the area as well as new companies who want the opportunity to grow and thrive within the borough.

We want to create a mixed-use development that provides an exciting and vibrant, local destination for residents and workers to enjoy throughout the week and at all times of day.

Contributing to the future of HammersmithThe retention of leisure/gym use on the site, the inclusion of a high-end hotel and the introduction of retail elements would complete the redeveloped site’s contribution to Hammersmith as a place where people want to stay, work and spend leisure time.

Our proposals for the site would see the completion of works to the connecting piazza and podium space, opening up the site and linking it to welcoming and improved public spaces. 3 Shortlands would also provide much improved, publicly accessible spaces at ground floor level that will remain open throughout the day and into the evening.

Our plan is for 3 Shortlands to be a sustainable, low-energy and low-carbon workspace fit for modern use.

Revitalising Hammersmith Road

Our plans for 3 Shortlands have been designed to connect and complete the new Piazza and publicly accessible, landscaped Podium being delivered as part of the 245 Hammersmith Road scheme.

The completed scheme will add vitality and vibrancy to the public realm and create a new, welcoming destination East of Hammersmith Broadway.

What we’ve done already

Romulus has already undertaken an internal refurbishment of 3 Shortlands to upgrade the office space and external areas as well as the provision of a ground floor café, full cycle provision, showers, external landscaping, break-out areas and event space. As part of these works, improvements were also made to the outdoor streetscape and landscape.

We are delighted to announce that The Gentlemen Baristas have signed up to operate the ground floor café.

Huddle Flexible workspace for local businessesPart of this refurbishment included the launch of Romulus’ own flexible workspace brand, Huddle, which seeks to promote the site as a hub for small to medium sized businesses.

The provision of co-working space allows businesses to grow and accommodate according to their current and changing needs. Huddle is already working with the London Borough of Hammersmith and Fulham and a range of local businesses to support their needs and growth requirements.

These completed works are part of our phased approach to 3 Shortlands, ensuring that the site is improved today and in the future.

Supporting local businesses

As well as providing a dynamic space for local businesses to operate from, we are dedicated to supporting local businesses, particularly start-ups, with the tools and apparatus to grow and prosper.

At present we are partnering with the Mayor of London and Hammersmith & Fulham Council to deliver two initiatives aimed at supporting businesses in the borough.

London Growth HubOur Huddle space in 3 Shortlands is set to become one of nine Growth Hubs across London where small businesses can access free guidance and advice from experts.

A range of services are on offer, including:

• Post-Brexit planning

• Business resilience

• Contract and insurance

• Mentoring

• Financial advice.

Affordable Incubator SpaceHuddle has teamed up with Hammersmith & Fulham Council to offer affordable incubator space from just £5 per day for local start-ups and businesses. The offer includes:

Our proposals

The proposed new, mixed-use development is broken into four distinct elements of different sizes and heights in relation to neighbouring buildings.

Office space New flexible workspace for local businesses The podium level is conceived as affordable rented office space for start-ups and smaller businesses with a shared garden terrace to the south east corner of the site.

The proposals will deliver approximately 5,500 sq m (net area) of additional high quality office space, along with new leisure and gym facilities.

Romulus’ flexible workspace brand, Huddle, will operate in the building to create a hub for small, growing businesses. Discounts will be offered to incubator businesses in order to support the long-term sustainable growth of local business.

The upper floors of the office space will be flexible in layout and design in order to encourage a range of unit sizes and tenancies. It will be adaptable to changes in working practices in the future.

Retail and leisure New shops and arts and crafts centreAs part of our plans we will seek to create new, active uses on the ground floor of 3 Shortlands that are entirely accessible to the public during the day and night.

We plan to provide a dynamic work space and open market for local retailers, producers and makers and a local arts and crafts centre, providing a continuation of the open retail frontage east of Hammersmith Broadway.

Public Realm New Piazza and LandscapingOur intention is to create a new public heart to 3 Shortlands through the creation of better connected, open spaces.

As part of the proposals, a new, modern gym will be reprovided.

The scheme has been designed to connect, engage and complete the new Piazza and publicly accessible, landscaped Podium being delivered as part of the 245 Hammersmith Road scheme, adding vitality and vibrancy to the public realm.

Hotel New 3–4 star hotel

Our proposals include plans for a new three to four star hotel with up to 240 hotel rooms suited for business trips as well as for family stays.

The hotel will be located in the south western corner of the site, adjacent to 245 Hammersmith Road.

Romulus is delighted to announce that Adagio, the leading extended stay brand in Europe, has been selected as the preferred operator for the hotel.

Building on their experience of developing a global network of aparthotels, Adagio will deliver accommodation that provides business travellers and tourists with the freedom of an apartment twinned with the comfort of a hotel.

Visitors to Adagio Aparthotels tend to enjoy extended stays at their destination, meaning guests will stay longer than at traditional hotels and contribute more to Hammersmith Town Centre both economically and socially.

Materials and public art

Our plans for 3 Shortlands are to replace the existing monotonous sealed mirrored glass facades with high quality masonry, including openable panels for natural ventilation. This is more in-keeping with the building’s context.

The proposed new cladding is of high-quality handmade light coloured bricks inspired by the brickfields of Hammersmith. Drawing upon this connection, a variety of textures, tones and treatments will add variety and depth.

Light and air pollution from the current building will be mitigated by upgrading the glazing and introducing a greater mix of foliage around the perimeter, including the planting of new, mature trees.

Ceramic central coreCeramic, patterned materials will be used to form the core of the new standalone building inspired by the history of arts and crafts in Hammersmith.

LBHF arts and culture

Romulus has a long standing history with arts and culture in Hammersmith and Fulham, having owned and operated the Fulham Pottery.

Throughout the borough, we have commissioned local artists and installed a number of pieces of artwork within public spaces as well as within their own developments.

More recently, Huddle teamed up with HF ArtsFest to showcase 18 local and London-based artists at 3 Shortlands. Artworks are being displayed and refreshed every six months, offering the opportunity for local makers and artists to exhibit their works, free of charge.

We are currently undertaking a programme of engagement with local residents and amenity groups to commission a work of art for the public entrance of 3 Shortlands. This will seek to celebrate the stories and diversity of the area as well as its rich history.

The ‘I am Hammersmith’ commission will feature local faces and stories from the past and present, celebrating the area and all that live there. As part of today’s public exhibition we would like to invite you to participate in the creation of this piece, so please do alert a member of the project team if you would like to participate.

Environmental benefits

Our proposed design and build process will produce the following environmental benefits:

Construction Responsible neighbours

Our proposed design retains the concrete skeleton of the existing building, reducing time and disruption to neighbours during construction.

We will provide a comprehensive Outline Demolition and Construction Logistics Plan (ODCLP) which will address all transport and highway issues associated with the construction of 3 Shortlands. These documents will be submitted to the London Borough of Hammersmith and Fulham as part of the planning application and will need to be fully approved prior to the commencement of the works.

Works will only take place during hours agreed with the Council.

Regular meetings with local interested parties will be set up to ensure that the needs and concerns of the local community are addressed during construction.

The ODCLP also analyses and mitigates the impact of construction on local neighbours by identifying and implementing the least disruptive methods of construction.

The extensions to the building will be constructed sensitively using wood and other lightweight and efficient materials to reduce disturbance, noise and duration of work.

3 Shortlands will be clad in light coloured bricks inspired by the brickfields of Hammersmith. We would like to inscribe the bricks with facts celebrating the rich history of Hammersmith. In the coming months Romulus are committed to engaging thoroughly with the local community, resident and business groups and the Council, seeking feedback on the plans before submitting a formal planning application to the London Borough of Hammersmith and Fulham later on this autumn.
