Welcome and thank you for attending the 2014 NRO IT Winter Way Forward Conference!

The National Reconnaissance Office (NRO) is pleased to present the third annual Winter Way Forward

Conference and Technology Exposition. Our conference theme, “Transitioning Together: Optimizing IT Solutions for Integrated Mission Success,” exemplifies the vision and goals of the NRO IT Enterprise to

advance mission excellence as one team. This premier NRO IT event provides a response to the IT Needs

and Gaps that were presented at the NRO IT Planning Conference and provides an NRO IT Enterprise

Way Forward. The goal of the conference is to increase awareness and understanding of the strategic and

tactical direction of NRO IT through the presentations and Sub-Portfolio Roadmaps.

The Technology Exposition provides the opportunity to explore new services and products relevant to our

mission. I encourage you to network with your fellow conference attendees, presenters, and the exhibitors

at the Technology Exposition. Personnel from the Chief Information Office will be available throughout the

Ms. Betty SappDirector National Reconnaissance Office

Ms. Betty Sapp was appointed the 18th Director of the National Reconnaissance Office (DNRO) on July 6, 2012. The DNRO provides direction, guidance, and supervision over all matters pertaining to the NRO

and executes other authorities specifically delegated by the Secretary of Defense and the Director of National Intelligence.

Ms. Sapp began her government career as a United States Air Force officer in a variety of acquisition and financial management positions, including: business management positions in the NRO; Program Element Monitor at the Pentagon for the MILSTAR system; Program Manager for the FLTSATCOM program at the Space and Missile Systems Center in Los Angeles; and manager of a joint-service development effort for the A-10 engine at Wright-Patterson Air Force Base in Dayton, Ohio.

In 1997, Ms. Sapp joined the Central Intelligence Agency. She was assigned to the NRO where she served in a variety of senior management positions. In 2005, she was appointed the Deputy Director, NRO for Business Plans and Operations. As such, she was responsible for all NRO business functions, including current-year financial operations, preparation of auditable financial statements, business systems development, budget planning, cost estimating, contracting, as well as all executive and legislative liaison activities.

In May 2007, Ms. Sapp was appointed the Deputy Under Secretary of Defense (Portfolio, Programs and Resources), Office of the Under Secretary of Defense for Intelligence. In this position, she was responsible for: executive oversight of the multibillion-dollar portfolio of defense intelligence-related acquisition programs; the planning, programming, budgeting and execution of the multibillion dollar Military Intelligence Program; and the technology efforts critical to satisfying both current and future warfighter needs.

In April 2009, Ms. Sapp was appointed the Principal Deputy Director, National Reconnaissance Office (PDDNRO). As PDDNRO, she provided overall day-to-day management of the NRO, with decision responsibility as delegated by the DNRO.

Ms. Sapp holds a Bachelor of Arts, and a Master of Business & Administration, Management, both from the University of Missouri, Columbia. She is also Level III certified in Government Acquisition and was certified as a Defense Financial Manager. Ms. Sapp is a native of St. Louis, Missouri, and now resides in Alexandria, Virginia.

Ms. Donna HansenChief Information Officer National Reconnaissance Office

In March of 2013, Ms. Donna Hansen was appointed as the National Reconnaissance Office’s (NRO) Chief Information Officer, after holding the Deputy Chief Information Officer position since April of 2010.

Prior to serving at the NRO, Ms. Hansen held a variety of federal positions of increasing responsibility, providing engineering and information technology support to the foreign affairs, military, and intelligence communities.

Ms. Hansen’s recently held executive positions reflect a mix of Information Technology (IT) strategic planning, IT program management, personnel management, technology implementation, and IT Operations and Maintenance experience.

Ms. Hansen graduated with a Bachelors of Science degree in Electrical Engineering from Louisiana State University in 1988 and a Masters of Science degree in Electrical Engineering from George Washington University in 1993. Before becoming a federal employee, Ms. Hansen worked as an electrical engineer on the research and development of leading edge radar and infrared search-and-track technology at GE Aerospace in Utica, New York. A native of Baton Rouge, Louisiana, Ms. Hansen presently resides in the Washington, DC metropolitan area with her husband and daughter.

Mr. Joseph F. KlimaviczChief Information Officer National Oceanic and Atmospheric Administration (NOAA)

Mr. Joseph F. Klimavicz was named National Oceanic and Atmospheric Administration (NOAA) Chief Information Officer (CIO) and Director, High Performance Computing and Communications in January 2007. In this position, he is responsible for implementing

statutory requirements regarding the acquisition, management, and use of NOAA’s information and information technology resources, to include NOAA’s high performance computing and communications infrastructure. Mr. Klimavicz is also responsible for NOAA’s Homeland Security Program to ensure business continuity in event of a terrorist attack, major disaster, or other emergency. He also serves as the Department of Commerce Senior Agency Official for Geospatial Information (SAOGI), and as the Senior Executive responsible for the Department’s use of the radio frequency spectrum. He previously served in the Department of Defense (DOD) as the National Geospatial-Intelligence Agency Deputy CIO, and as the DOD SAOGI.

Mr. Klimavicz has served over 25 years in the federal government. He began his career with the Central Intelligence Agency (CIA) as an imagery scientist, developing photogrammetric math models in the National Photographic Interpretation Center, and subsequently served in line management positions within the CIA and the DOD leading information technology operations and acquisitions.

Mr. Klimavicz received a Bachelor of Science degree from Virginia Polytechnic Institute and State University in 1983 and a Master of Engineering degree from Virginia Polytechnic Institute and State University in 1988. Major areas of study included geodesy, photogrammetry and imaging systems. In 2012, Mr. Klimavicz received the U.S. Presidential Rank Award for Distinguished Executive Service - the highest honor attainable for federal government work.

Mr. Klimavicz lives in Virginia with his wife, Brenda and their three daughters.
