Welcome from the President of the International Council of theAeronautical Sciences (ICAS), Dr. Susan X. Ying

It is our great pleasure to invite you tothe 31st International Council of the

Aeronautical Sciences(ICAS) Congress, theonly internationalforum that covers theworld of aeronautics.ICAS was established60 years ago under theleadership of ProfessorTheodore von Karman.

Today ICAS continues to support thework of aerospace professional MemberSocieties from 40 countries around theworld. Through Associate Memberships,ICAS brings together industry, nationallaboratories and academia. This worldcongress is the key opportunity for theprofessionals to meet face-to-face,present, network, discuss and createopportunities that can only be done insuch an international forum. The 2018ICAS Congress will be held in BeloHorizonte, Brazil; the first time inSouth America.

The global aerospace industry is now onthe cusp of its Third Revolution. The FirstRevolution took us to the jet age. TheSecond Revolution brought us to todaywhere at any given time, there arethousands of commercial jets in the air.With the convergence of breakthroughinnovations yielding unprecedentedintegrated capabilities, we can now openthe design space beyond the traditionaltube-and-wings and fossil-fuel basedpower plant. This rapid pace oftechnological and disruptivedevelopments coupled with the diversityof business challenges facing our industrymakes the 2018 ICAS Congress anunique opportunity to learn from andinteract with the global innovatorsand leaders in the aeronauticalsciences.

The ICAS Program Committee ensuresthat congress presentations cover notonly core aeronautical disciplines but alsotopics that reflect new challenges andopportunities facing us today. Moreimportantly, areas showing rapid growingimpact have been strategicallyhighlighted in the 2018 agenda includingfor example: Additive Manufacturing (3DPrinting), Model Based SystemsEngineering, and All (or Hybrid) ElectricAircraft.

For the 2018 ICAS Congress, we areintroducing a marquee programelement, the Technology LeadershipForum (TLF). This is a new panel forumwith globally respected panelists who areinnovators and leaders of the thematictopic area. The particular TLF theme is“Intelligent and Autonomous Technology”.There is sure to be passionate discussionon unmanned air vehicles and human-machine teaming, along with theoperational challenges these technologiespresent for urban mobility and in theglobal air transport system.

Welcome from the President of Brazilian Societyof Mechanical Sciences and Engineering (ABCM)

On behalf of ABCM, the Brazilian Association of Mechanical Sciences andEngineering, we would like to welcome you to the 31st Congress of theInternational Council of the Aeronautical Sciences (ICAS 2018), to be held inBelo Horizonte, Brazil, from September 9-14, 2018.

This is the first ICAS Congress in South America, and Belo Horizonte, capital ofthe state of Minas Gerais, has the honor to host the world most important eventin aeronautical engineering and sciences. Surrounded by beautiful landscapes,this 120 year old city combines the cultural and gastronomic traditions of the‘mineiros’ with an important industrial park with a modern aeronautical industry.

ICAS 2018 is promoted by ABCM and ICAS and organized by academic,industrial and government institutions.

The ICAS 2018 Local Organizing Committee is devoting all efforts withenthusiasm to offer to all participants a memorable conference and all conditionsfor a wonderful stay in Belo Horizonte.

ICAS Organization and Committees

THE INTERNATIONAL COUNCIL OF THE AERONAUTICAL SCIENCESICAS was founded by Theodore von Karman in 1957 as a non-government not-for-profit scientific organization to encourage the free international exchange ofinformation on aeronautical research and technology.

The mission of ICAS is to provide regularly scheduled events and publicationsthat enable a better understanding of engineering science and practice and animproved level of cooperation among aeronautical engineering professionalsfrom around the world. ICAS currently serves as the only international supportorganization to representative aeronautical engineering professional societiesand their members in 30 countries.

ICAS functions under three primary bodies: Council (meets biennially), ExecutiveCommittee (meets at least twice each year) and Programme Committee (meetsannually). ICAS holds an International Congress in the fields of AeronauticalSciences on a biennial basis. The venue is chosen by the Council and changesfrom Congress to Congress. Furthermore ICAS organizes a thematic workshop inthe year between the congresses in connection with the meeting of the ProgramCommittee.

Technical ToursThe Congress participants are invited to visit a number of research centers andenterprises of the aeronautical engineering industry which are located in Brazil.We have planned tours close to the congress in the Belo Horizonte surroundingsand also in São José dos Campos (SP), an aeronautical and aerospace cluster.These tours will allow you to have a glimpse of the main aeronautical researchand industrial facilities and the people responsible for them.

The list of participants in each tour will be defined based on the registrationsequence and your preference list. You can choose the order of preferenceduring your registration. Tours in São José dos Campos will involve costs thatshall be borne by the participant during the congress at the registration desk.For every tour a minimum participation is required otherwise it may becancelled. A list of required documents may be necessary in some facilities. Theparticipants will be informed of such requirements in due time.

If receivedbefore or on 10 August 2018, registration fees will be refunded minus 20% tocover administration costs. After 10 August 2018, no refunds will be given. Thispolicy also applies to the costs of the congress banquet. As an alternative tocancellation, your registration may be transferred to another person withoutpenalty, provided a registration form with new details is submitted. Please notethat refunds will be made after the congress.

Tour Information

According to the world health organization, Belo Horizonte is not an endemicregion for the yellow fever. However, there are some touristic places around BeloHorizonte, like Inhotim where the vaccination is mandatory, and internationalcertificate of vaccination is required for visitors. Therefore, for those who want totravel to know and visit these places should get a yellow fever shot 10 daysbefore at least. A single dose of yellow fever vaccine provides long-lastingprotection and a booster dose is not necessary. In any case, September is notconsidered a season of transmission of the virus in Brazil.

TransportationThe Tancredo Neves International Airport (IATA: CNF, ICAO: SBCF), located inthe adjoining municipality of Confins, is the main airport serving Belo Horizonteand the surrounding metropolitan area. The other two major internationalairports in Brazil are São Paulo – Guarulhos (GRU) and Rio de Janeiro – Galeão(GIG). From these airports, one can easily get connecting flights to Confins (CNF)in Belo Horizonte.

Moreover, although the airport is located 38 km (24 mi) north of downtown BeloHorizonte and 44.5 km (28 mi) from Expominas, it has several companies thatoffer bus transportation, taxi and shuttle. It is strongly recommended that allvisitors use one of these licensed services at the airport. More information can befound at http://www.aeroportoconfins.net/en/.

The Local Organizing Committee recommends the three following alternatives inorder to reach Belo Horizonte from the airport in Confins:

You can take a taxi or use a mobile application service from the Tancredo NevesInternational Airport directly to your destination. There are four companiescurrently authorized to take passengers from the airport, which are listed belowand operate from Terminal 1. Most companies offer booking in advance options.

Recently, mobile phone applications for city transportation have becomeworldwide available. In Belo Horizonte, there are four options of such services.Uber, 99POP and Cabify are applications in which private drivers offer trips atreduced cost. There are advantages in using this option such as an easy to useinterface written in your language, checking the trip cost in advance and, asmentioned before, a reduced cost. Useful InformationTime Difference / Business HoursBrazilian time is 3 hours after Greenwich Mean Time (GMT-3). Business hours forbanks are generally from 10:00 to 16:00 on weekdays only. Banks are closed onSaturdays, Sundays and public holidays, however, their dedicated ATMs arewidely available especially at shopping malls.

CurrencyBrazil’s currency is the real (R$, BRL). There are 2, 5, 10, 20, 50 and 100 realbills. Fractions of the real are called centavos and circulate in the form of coins.Coins come in 5, 10, 25 and 50 centavos as well as a 1 real coin. Since the 1centavo coin was removed from circulation, if a bill with a fractioned value (e.g.,R$ 24.52) is paid using cash, the change may be rounded up/down to the nearestvalue. If, on the other hand, you pay the same bill using the credit card, you willpay the exact amount.

Currency exchange can be performed at designated establishments at airports orat shopping malls. Banks may also perform these transactions but only at specificagencies.

Credit cards are widely accepted in major cities, especially in restaurants, shopsand supermarkets. However, smaller towns, taxis or other small businesses mayonly take cash. Moreover, MasterCard and Visa flags are more widely acceptedthan American Express or Diners/Discover. In addition, certain currency exchangecompanies sell pre-paid local currency cards that can be used in Brazil. Eitherway, it is advisable to ask first if the establishment will accept your specific card.

TippingTipping is not a traditional custom in Brazil. A 10% service charge may be addedto your bill at restaurants and hotels. It is also not necessary to tip a taxi driverunless he assists you with luggage or provides an extra service.

LanguageAlthough the official language of the congress is English, Brazil’s official languageis Portuguese (more specifically, the Brazilian Portuguese). Being a Latin-derived language, Spanish, French and Italian speakers may find iteasier to understand and pronounce most of the vocabulary. In any event, havinga translation or pronunciation tool at hand may prove to be helpful.

Electricity & VoltageThe electricity supply commonly used in Brazil is the127-volt 60Hz system. However, most airports andsome cities use 220-volt wiring. As such, one isadvised to check your electronic equipment and theavailable power outlet beforehand. Moreover, Braziluses power plugs and outlets of Type N, whichconsists of three round pins; two parallel (live) anda third one (ground) in the middle and slightlyabove the centerline. However, since thisstandardization happened quite recently (2010), it ispossible to be faced with different outlets in olderestablishments. These may include Types A&B andType C.

CellphonesThe Brazilian mobile network has some peculiarities when compared to the rest ofthe world, leading to some devices not functioning. Restrictions and regulations inthis area are defined by Anatel, an acronym for National TelecommunicationsAgency. There is not a specific brand whose devices do not work in Brazil, butdevices that are not aligned to some Anatel specifications may be useless whenarriving in the country.

As a general rule, cellphones must be compatible with a GSM network, whichstands for Global System for Mobile. Countries like the United States and someAsian nations use the CDMA network, which stands for Code Division MultipleAccess. There are different frequency variations inside GSM. Each Brazilianmobile operators use a band. Simply speaking, each band is like a “road” used bydifferent services. More specifically, there are four GSM frequencies in Brazil:

850 MHz; 900 MHz; 1800 MHz; 1900 MHz.

The best way to prevent any headaches is to check if the mobile phone beingbrought to Brazil works in various frequencies — in other words, if it isquadriband. Also, cellphones that are not homologated by Anatel may sufferinterferences and other malfunctions. In these cases, the agency states that anyeventual service flaws presented by non-homologated devices are theresponsibility of the consumers.If you are willing to bring your cellphone from abroad or if you want to buy amobile phone in countries other than Brazil, make sure you follow therecommendations below:

GSM technology is crucial. Make sure that the device works with thissystem instead of CDMA;

Quadriband devices are a sure bet. This allows devices to be compatiblewith different frequency bands;

If you want to enjoy 4G network, check the compatible frequency. Thistechnology in Brazil works in a band of 2.5 GHz, which is different frommany countries;

Try buying a Brazilian SIM card. If your cellphone is unlocked, getting alocal “chip”, as known in the country, might be cheaper and more practical.The main carriers in Brazil are Claro, Oi, TIM and Vivo.

ClimateBelo Horizonte's latitude places it in the tropical zone. Yearly temperaturesaverage between 9 and 35 °C (48 and 95 °F). Even though inter-seasonaldifferences are not as pronounced as they are in temperate places, there is acontrast between spring and summer, and between fall and winter. The coldestmonth is generally July, with a lowest recorded temperature of 2 °C (36 °F). The852-meter (2,795 ft) elevation of Belo Horizonte helps a little in cooling the city,suppressing high maximum air temperatures experienced in nearby cities atlower altitudes. Belo Horizonte's climate is mild throughout the year. Usually thewinter is dry and mostly sunny while the summer is mostly rainy.
