Conversion to PRP following map change
Use Cancellation Reason 24* to cancel and rewrite
Standard-rated policy will be canceled and rewritten as PRP
Premium from canceled policy applied to PRP with difference refunded
Refund: Full premium refund
No gap in coverage
No 30-day waiting period applies to PRP
PRP issued using standard-rated policy’s effective date
PRP coverage limits must equal standard-rated policy or next higher limit available under PRP
*Cancellation Reason 24 is used to cancel and rewrite a standard-rated policy to
a PRP within the same company as a result of a map revision, LOMA or LOMR.
54
27
Conversion to PRP following map change
Cancellation Reason 24 can be used under the following conditions:
Cancel/rewrite must be received during the policy term or within 6 months of the policy expiration date
No claim has been paid or is pending on the standard-rated policy terms being canceled
The property meets all other PRP eligibility requirements
FEMA Mapping Changes
If the property is not eligible for a PRP, a standard
rated policy with the new flood zone designation can
still be endorsed.
The endorsement effective date is the date of the
map change.
55
SFHA to non-SFHA
• “Your risk is reduced, not removed.”
• “People in moderate-and low-risk
areas file more than 20% of all NFIP
flood insurance claims and receive one
third of flood disaster assistance.”
• “You may be eligible for a lower-cost
PRP, which includes contents.”
• “Stay financially protected and get
money back once the map is effective.”
• “There will be no gaps in coverage and
no additional money up front.”

62
Grandfathering
Implementation
Allows premium benefits after
• Changes in map zones
• Changes to compliance
standards
May provide legitimate reason
for zone discrepancies on
policy declarations page
FEMA Mapping Changes
30
63
Grandfathering
Implementation
Allows a property owner to:
“Lock” in a previous Flood Zone
“Lock” in a previous Base Flood Elevation
FEMA Mapping Changes
64
Grandfathering – Continuous Coverage
Implementation
For policy in effect prior to map
change date, maintain prior
zone and BFE
Coverage must be continuous
FEMA Mapping Changes
31
65
Grandfathering – Built in Compliance
Implementation
If building was constructed in
compliance with a specific
FIRM, use that map’s zone and
BFE
Continuous coverage not
required

• Properties in B, C, X, D, AR
and A99 on the old map to an
SFHA on new map
• Must meet specific loss
eligibility requirements
Implementation Newly Mapped Procedure

Newly Mapped procedure
Newly Mapped procedure applies to:
• Properties newly mapped into an
SFHA from B, C, X, D, AR and A99
zones
• Policies previously issued under the
PRP Eligibility Extension
• Properties newly mapped into SFHA
may be eligible to receive a
“preferred risk premium” for the first
year after map revision*
Effective April 1, 2015 68
*Preferred Risk Policy premium before:
• Reserve Fund Assessment
• Federal Policy Fee
• After first year, policies begin transition to full-risk rates
33
Newly Mapped procedure
Newly Mapped into SFHA on or after
April 1, 2015
• Eligible for Newly Mapped procedure:
• If coverage effective within 12 months
of map revision
• Not eligible for Newly Mapped
procedure:
• If coverage not effective within 12
months of map change
• Post-FIRM buildings may qualify for
built-in-compliance grandfathering
• Pre-FIRM buildings may qualify for
Pre-FIRM subsidized rates
NOTE: All Properties must meet Preferred Risk Policy loss
requirements to be eligible for Newly Mapped Procedure
69
Within 12 months of map revision
Newly Mapped into SFHA
• “The area your building is in has been newly
identified as a high-risk area for flooding.”
• “Most lenders require flood insurance in
these areas.”
• “Even without a mortgage, you should still
purchase flood insurance. You are more
likely to experience a flood than a fire.”
• “Purchase and have a PRP in effect before
the new maps become effective to
maximize your savings and reduce your
financial risk now.”
• “The NFIP offers options to help you save
on flood insurance. Let’s explore all your
options.”

Case Study Facts Bill and Jill Rivers are purchasing a home in
unincorporated Palm Beach County, FL. It will be their
primary residence. Their lender tells them they need to
purchase flood insurance since their new home is in flood
zone AE.
About the home The current owner has never had flood
insurance because the house had always been
in zone X. But an October 5, 2017 map
revision for Palm Beach County mapped the
building into zone AE.
What are the rating options? The house was built in 1995 – so is it Pre-FIRM or Post-FIRM? Is it now eligible
for the Newly Mapped procedure?

Case Study Facts Tom and Tammy Torrent are in the process of refinancing
their home in Breckenridge, MN when their lender tells
them they will be required to purchase flood insurance.
About the home They have never had flood insurance before
but they are now finding out that
Breckenridge’s map was revised effective
May 18, 2015 and their home has been
mapped into zone AE.
What are the rating options? The house was built in 1984 – so is it Pre-FIRM or Post-FIRM? Is it now eligible

Case Study Facts Sam and Sara Swell have lived in their primary residence
in Brentwood, CA for years. But their lender recently
conducted a flood zone audit of all its loans and found that
the Swell’s loan will now require flood insurance.
About the home That’s because Brentwood’s map was revised
in 2017 and the Swell’s home was mapped
from zone X on the prior map to zone AE.
But the lender’s flood zone vendor never
notified the bank and so the Swells were not
informed of how it affected them until now.
What are the rating options? The house was built in 1995 – so is it Pre-FIRM or Post-FIRM? Is it now eligible
for the Newly Mapped procedure?
