Workforce Transformation & Mark Birnbrich, Project Manager, Ohio Department of Job and Family Services (ODJFS) and Governor’s Office of Workforce Transformation

Location: Dublin Ballroom In February 2012 Governor Kasich issued Executive Order 2012-02K, creating the Governor’s Office of Workforce Transformation (OWT) to be headed by a director reporting directly to the Governor. The Governor also established the Governor’s Executive Workforce Board, comprised of business leaders and workforce development stakeholders, to guide the OWT in its work and ensure that business needs are at the forefront of improvements made to the workforce system. This session will provide highlights of the OWT successes to date and the strategy being implemented.

Cross-State Collaboration. OH-PA-WV and the TechBelt Initiative

Presenter: Jerry Paytays, PhD., Techbelt Initiative Project Manager and Vice President, Fourth Economy

Location: Dublin Ballroom

Regional collaboration is becoming more important as a strategy to compete on a global scale or to attract public or private investment dollars. Furthermore, sustaining that collaboration over time and over an expanding territory can be extraordinarily difficult. It is also challenging to balance the contributions and expectations of different partners, with smaller partners concerned they will have to accept the scraps from their larger counterparts, while they in turn wonder whether they really need these partners.

This session will explore a cross-state regional collaboration that has demonstrated success over time and across borders. The TechBelt Initiative covers a tri-state area that include Akron, Cleveland, Warren and Youngstown OH, Erie and Pittsburgh, PA and Morgantown and Wheeling, WV. TechBelt has been operating since 2007 and recently assembled the winning team for the National Additive Manufacturing Innovation Institute (NAMII), which will be based in Youngstown. NAMII is the pilot for the National Network for Manufacturing Innovation and was selected because of the strength and commitment of its partners and their track record of working together long before the RFP was released.

Participants will gain an understanding of different approaches for successful regional collaboration and an understanding of the skills and requirements to sustain collaboration. They will also learn how to engage your community, universities and governments in high impact projects and find out how Youngstown Ohio landed a $79 million national pilot institute (it wasn’t just electoral politics).

Raising the Bar on Skill Development Presenter: Pete Carlson, Senior Associate, FutureWorks Location: Franklin BallroomThere is widespread agreement that skill development is critical to growing the economy. But there is also widespread agreement that current skill-development efforts are falling far short of what’s needed. Most of the programs currently in place are too fragmented, small-scale, and short-term to have a significant and lasting impact on either growth or opportunity. Decisions about where to focus are based on unreliable information about where the jobs are and what skills they require.

The economic future of many individuals, and of many regions, is at risk unless something is done to bring these systems up to world-class standards of performance. That will require that regional leaders come up with more comprehensive, large-scale, and systemic approaches to skill development that are closely aligned with economic development strategies.

This session will explore what’s working and what’s getting in the way of employing more strategic and systemic approaches to skill development, drawing on the experiences of ten regions, including Northeast Ohio, that are participating in a learning network funded by the Surdna Foundation.

Location: Dublin BallroomCome learn how brownfield redevelopment projects are getting done in today’s market. Topics to be discussed include the new JobsOhio revitalization program, the current status of the Clean Ohio program, how projects today are being restructured and financed, and what local economic development professionals can do to encourage brownfield redevelopment in their communities.

The Napoleon, Defiance and Western Railway: A Promising Model for Public Private Partnership Presenters: Eric T. Neff, Planner/Special Projects, Ohio Rail Development Commission; Shane Cullen, Vice President of Transportation &

Operations, Pioneer Railcorp & Jerry Hayes, Executive Director, Defiance County

Economic Development Location: Franklin BallroomThe Napoleon, Defiance and Western Railway (ND&W) was saved from bankruptcy and likely abandonment in 1997 with assistance from the Ohio Rail Development Commission. The current owners of the line inherited significant deferred maintenance problems along with the challenges of operating heavy freight on sections of track in an area formerly called the Black Swamp. The ND&W line serves a number of the region’s recent new and expanding businesses as well as available development sites.

4:00–5:00 Wilmington Air Park - Facing the Challenge and Beating the Odds

Presenters: Kevin Carver, Executive Director, Clinton County Port Authority; Carolyn Chisano, President, Chisano Marketing Group & David Lotterer, Vice President Supply Chain & Logistics Solutions, Jones Lang LaSalle Americas, Inc.

Location: Dublin BallroomIt was grim news-DHL would shut down most of its US express package delivery business and cease operations in Wilmington. After losing 8,000 jobs, could the Wilmington Air Park be recreated as an economic development engine? With help and input from community, state and federal governments, the Clinton County Port Authority, along with its team members Jones Lang LaSalle and Chisano Marketing Group, completed an extensive Redevelopment Study, created a Marketing Plan based on that study, and is changing the perception of the Air Park in the region, nation and world.

Creative Financing for Smaller Communities: Lessons Learned in Piqua

Presenters: Mark Barbash, Finance Fund, Chief Operating Officer; Bill Lutz, Development Program Manager, City of Piqua; & Della Rucker, Wise Economy Workshop

Location: Dublin BallroomThe redevelopment of the Fort Piqua Hotel in Piqua, Ohio successfully utilized a number of public, private and philanthropic programs to finance this $12 million project, including bank financing, new markets tax credits, local private contributions, grants, and historic preservation tax credits. Using the Fort Piqua Hotel as a case study, this session will identify the Lessons Learned in successfully completing a key community development project in a smaller community.

Immigrant Investor (EB-5) Program: An Additional Source of Project Funding Presenters: Keith Conroy, Vice President, & Emily Turner, Vice President - Hicks Partners Location: Franklin BallroomEB-5, also known as the “Immigrant Investor Program,” was created by Congress in 1990 to encourage job creation and foreign investment in the United States. The program has been under-utilized until the recent economic crisis, when more and more companies and developers turned to the program as a competitive financing alternative. Economic development organizations have begun to utilize the program to help bring additional funding to key development projects, especially in distressed and rural areas.
