AS ONTARIANS ANXIOUSLY REEL from the gloomy newsof still more healthcare funding cuts by the Ontario govern-ment budget, it seems that many of our local residentsactually have some good news coming!
At the April 2nd Board of Directors meeting of the MatthewsMemorial Hospital Association, Board Chair Arthena Heckerhappily announced that arrangements had been finalized tostreamline and improve how the St. Joseph Island MedicalClinic will be able to provide care to its patients.
Located in the BridgeLink Centre next to Matthews Memo-rial Hospital in Richards Landing, the clinic has, for manyyears, been managed by MMHA administrators while ourdoctors have provided the actual medical care. That has nowchanged.
Effective April 1st, the actual management andoperation of the clinic will be assumed by leadphysician Dr. Karen Booth.
Until taking this step, the St. Joseph IslandMedical Clinic was one of a small minority offacilities not actually managed by a physician.Although MMHA has done its best for manyyears, our clinic’s administrative arrangementshave been somewhat out of step with the restof the province. “Most offices are ‘physician-operated’” clarifies Dr. Booth. “They havein-house management and support versus‘arm’s length’ administration by an out-of-office body.”

ages physician-operated medical clinics. Since Ontario lawrequires that the medical clinic must still operate under themandate of a ‘Community Sponsor’, MMHA will continue tofill that key role. In most communities, the ‘CommunitySponsor’ is usually the municipality in which the clinic oper-ates. The St. Joseph Island Medical clinic serves patients fromseveral municipalities, so MMHA fills that need.
The new arrangement has been under discussion and plan-ning for the past six months. Aside from allowing moreefficient delivery of healthcare by a physician-led clinic, it canalso provide some financial relief to MMHA from reducedadministrative costs. It’s definitely a ‘win-win’ arrangement,with the biggest winners of all being the clinic’s patients.
Dr. Booth and MMHA have signed a lease for the clinic’soffices, which will continue to be housed in the BridgeLinkCentre.With MMHA acting as ‘landlord’ and responsible forbuilding maintenance, etc., the clinic’s staff, records andequipment will formally move over to Dr. Booth’s control.
“Outwardly, there should be no direct change to ourpatients.” Dr. Booth assures us. “We will continue to provideoptimal medical services to our patients. The new MMHAboard has also graciously offered to support us as needed,and we have a much better working relationship with thistransition process.”
For many local residents, the new arrangement also opens thedoor for perhaps the best news of all. “Patients who werepreviously rostered to the clinic are being re-rostered to Dr.MacKay and I.” announces Dr. Booth. This is a big step forwhich many of the clinic’s long time patients have beenanxiously waiting. “I didn’t want to roster only half thepatients - that would have been unfair to people and causedtoo much distress, so I waited until we had another perma-nent MD.” she explains. That has now happened, with thewelcome arrival February 1st of our second full-time physi-cian, Dr. Ian MacKay.
The clinic is now sending letters to currently-rosteredpatients, confirming their status and advising them of whotheir primary physician will be. If you’re part of this groupand haven’t already received your letter, you will soon. Besure to sign and return the letter in the stamped, self-addressed envelope provided!
So is there any hope for those of us who still have no doctorin the area or worse, no doctor at all? Perhaps! “Once this[the initial re-rostering] is completed and we have a handleon the numbers, we hope to take more local patients off ofthe waiting list.” assures Dr. Booth. That would be welcomenews indeed.

Aside from the constant financial pres-sures of a chronically underfunded healthcare system,MMHAmust also ‘compete’ with other hospitals inattracting Locums – physicians who temporarily “fill in” forour doctors from time to time. “This is quickly moving upto the top of our priority list!” Board Chair Arthenaconfides. “We need to come up with a viable, long-termsolution for providing suitable accommodations for‘visiting’ physicians, if we want to get them here.”

Although perhaps reallyonly a minor ‘backwaterskirmish’ within thecolossal worldwideconflict that began withthe French Revolutionin 1789 - over 20 yearsearlier – “our” wardefined the politicallandscape of NorthAmerica. Had that warnot been fought,perhaps Canada, as weknow it, would not evenexist today.
Like any war or great event, history tends to take note of the facts – the dates, theevents, the battles, the treaties.What can’t be captured is the simple human perspec-tive. With Fort St. Joseph a key part of our history, perhaps we can help with that.

“The Community of St. Joseph was not always thought of as the Military Siberia ofUpper Canada. During its occupancy, we cannot doubt that many happy hours werespent by the majority of the people. Looking upon the ruins which now remain, as amute reminder of those days long ago, it is difficult to realize that this spot was oncean important major fur trading centre on the Upper Great Lakes; that here, redcoated soldiers performed garrison duty; that children laughed and romped; that menand women lived and loved; trod paths now obliterated by time; planted theirvegetable gardens and flower plots; performed all the innumerable tasks of main-taining a home in the wilderness. The gleaning of information about the social life at Fort St. Joseph has produced greatinsight as to what life was like for the inhabitants of the Fort & surrounding commu-nity. Because of documentation in the form of correspondence, journals, diaries,official documents of the Military, the British Indian Department & the Fur Trade, wecan understand that there is so much more than just a pile of rocks at the southernend of St. Joseph Island.

It was the end of the defence line, which the British had built acrosstheir Canadian Colonies to protect them from American attack and to stake claim tothe territory north of the Great Lakes.

Apricot Brown Sugar Ham1 (10 pound) fully-cooked ham (spiral cut is great)
2/3 C. brown sugar
1/3 C. apricot jam
1 teaspoon dry mustard powder
Preheat the oven to 275 ° F (135 degrees C).
Place the ham cut side down onto a sheet of aluminum foil. I like to put the shiny sideup. Mix together the brown sugar, apricot jam and mustard powder in a small bowl.Brush onto the ham using a pastry or barbeque brush. Reserve any leftover glaze.Enclose the foil around the ham and place on a rimmed baking sheet. Roast for 2hours in the preheated oven, or if your ham is a different size, figure 14 minutes perpound. Apply the remaining glaze 20 minutes before the ham is done.
Leftover Ham& Bean Soup1 pound dry great northern beans (approximately 2.5 C.)
8 C. water
1/2 teaspoon salt
1 ham hock
1 C. chopped carrots
1/2 stalk celery, chopped
1 C. chopped onion
1 teaspoon minced garlic
1 teaspoon mustard powder
2 bay leaves
2 C. chopped ham
1/2 teaspoon ground white pepper
Rinse the beans, sorting out any broken or discolored ones. In a large pot over highheat, bring the water to a boil. Add the salt and the beans and remove from heat. Letbeans sit in the hot water for at least 60 minutes. After the 60 minutes of soaking,return the pot to high heat and place the ham bone, carrots, celery, onion, garlic,mustard and bay leaves in the pot. Stir well, bring to a boil, reduce heat to low andsimmer for 60 more minutes. Remove ham bone and discard. Stir in the chopped hamand simmer for 30 more minutes. Season with ground white pepper to taste.

The site was chosen because it was located at the junction of the canoe routes betweenthe NorthWest, the Mississippi and the Lower Great Lakes – St Lawrence region. Afort located here could control traffic moving southwest to the Mississippi and north-west to Lake Superior. It would protect the western extremes of Upper Canada andwould provide an ideal supply station for the fur trade. Furthermore, it was still closeenough to the Western Tribes so as to preserve British prestige and presence amongthe Indian Nations Allies.
Thus Fort St. Joseph would not only serve as the Furthest British Military Outpost inCanada, but also as the Western Headquarters of the British Indian Department and amajor Fur Trade Supply Depot for the NorthWest Co.
At this frontier outpost, life upon the fringes of civilization led to many incidents inwhich friendship between the First Nations and the people of Fort St. Joseph and theSettlement of St. Joseph – be they military or civilian, often flourished.
Gifts from the First Nations were a very important source of provisions for the Mili-tary Post and the Town surrounding it. Gifts of corn became vital in the maintenanceof the garrison and town, their cattle, horses, pigs and poultry. Often the Native Allieswould bring whitefish and this non-salted source of nutrition was a welcome additionto the diet.
Generosity between the Indian Nations & the people of the Fort & Town, were oftenreciprocal, such as the friendship between Chief Little Crow & Lieutenant GeorgeLandmann testifies, and this was not an isolated example.
The friendship & mutual esteem of Landmann & Little Crow may be consideredunusual, but the history of later events tends to prove that at Fort St. Joseph & Settle-ment, relationships were generally more friendly than otherwise. As we shall see, inthe moment of crisis the First Nation Allies stood solidly behind the British from FortSt. Joseph in their attack upon Fort Michilimackinac.
Thus the web of human relationship stretched out from Fort St. Joseph & in turnimpinged upon it involving, as it did, the Military, the British Indian Department, theTraders, French, Métis, First Nations & the European Settlers. Lines of blood, statusrace & nationality were never as sharply drawn on this frontier where all were facingthe severe challenges of the northern environment.
As a result, the human qualities & ties between individuals often influenced thecourse of events as much as traditional group loyalties.

Jocelyn Township RepealsState of Emergency
WITH WINTER NOW REPLACED by the blossoming ofspring, the risk to motoring travel posed by winter weatherconditions is steadily declining. Taking note of the now-improving conditions, Jocelyn Township Council hasmoved to formally repeal the State of Emergency itdeclared last December, in response to the Sault AreaHospital cancelling all blood testing services at itsMatthews Memorial and Thessalon hospital sites.
“With the worst of possible winter weather driving hazardsnow behind us, we have no reason to continue with ourState of Emergency per se.” says Jocelyn Reeve MarkHenderson. “That is NOT to say that we believe the under-lying problem to be solved!” he continued. “Although weapplaud the interim solution that has been reached forproviding blood work services, we still need a permanentsolution that works for everyone.”
In declaring the Emergency, which was quickly ratified byJocelyn Township Council, Reeve Henderson knew that herisked criticism, particularly from outside his township.“Yes, we did hear some negative reactions, but the vastmajority of our ratepayers seem to strongly support it [thedeclaration].” he said. “At very least, we helped to focuspublic awareness on the issue and encourage some actionto resolve it.We make no apologies for doing our best tolook out for the welfare of our citizens.” he stated.
Will the State of Emergency be resurrected next winter?“We’ll make that decision when the time is right to do so.”stated Reeve Henderson. “Personally, I’m optimistic.Working together, we can all achieve a great deal over thenext few months!” he smiled.

Algoma EMSGets a Clean Bill of Health
ALGOMA EMERGENCY MEDICAL SERVICES’ (EMS)Elliot Lake paramedic station got some unexpected companyon February 29th, in the form of a surprise inspection by theMinistry of Health and Long Term Care. A Ministry ofHealth service review can be likened to an accreditationprocess.
The inspection reviewed all aspects of the operation,including the paramedic staff, the station facilities, and theambulance vehicles.
All land ambulance services in the province are overseen bythe Ministry of Health and Long Term Care with respect toservice guidelines, equipment, patient care standards and thephysical sites. Routine inspections are performed by Ministrystaff to ensure that Land Ambulance Services in the provinceare in compliance with all Provincial regulations.
Henry Alamenciak, Chief of EMS, was notified of the resultsthis week. The inspection found Algoma EMS to be in fullcompliance in every inspection category. “We are obviouslyvery pleased with the results.” said Paul Guertin, DeputyChief of EMS. “We are proud of our paramedics and the jobthey do,”
A full service review inspection is slated for later this year.
Algoma EMS is operated by the Algoma District ServicesAdministration Board (ADSAB) and is headquartered inElliot Lake. It provides emergency pre-hospital care to theAlgoma District, covering approximately 48,000 sq kms. Its21 ambulances and emergency response vehicles and a staffof approximately 70 Paramedics handle over 7,000 calls eachyear.
