Francesca Bastagli

ODI

Francesca Bastagli is Head of Social Protection and Social Policy at ODI. She specialises in

research and advisory work on the design, monitoring and evaluation of social policies, with a

focus on social protection policies and their inequality and employment outcomes. Her recent

research examines social protection and gender inequalities in the world of work; fiscal policy,

income and wealth inequality; social protection effectiveness in contexts of displacement and

the alignment of social protection and humanitarian assistance systems. Her publications include

“Cash transfers: What does the evidence say?” (ODI, 2016; team lead and co-author) and

“Wealth in the UK: Distribution, accumulation and policy” (Oxford University Press, 2013; co-

author). Prior to joining ODI, she was Research Fellow at the Centre for Analysis of Social

Exclusion (CASE) at the London School of Economics (LSE).

Jorge Avalos

World Bank

Jorge Avalos is a full-time consultant focusing on the design, delivery and evaluation of social

protection programs for the Social Protection and Jobs Global Practice at the World Bank. Since

joining the Bank in 2012, he has provided technical assistance to improve the design and

implementation arrangements of evolving social protection programs in several countries and

conducted rigorous impact evaluations of demand-side programs which aim to improve human

development outcomes. Recently, his work has focused on how social protection programs can

improve nutrition, the design of shock-responsive social protection programs, and the

measurement of social protection system performance. He has worked in various countries,

including six years of in-country field experience. He has also worked for the Asian Development

Bank and at Innovations for Poverty Action.

Veronika Wodsak

ILO

Veronika Wodsak works for the ILO Social Protection Department since 2007 in various

functions, including Health Policy Officer, Social Protection Floor Officer and Social Security

Expert amongst other responsibilities. She was part of the team that supported the

development and follow-up of the Social Protection Floors Recommendation (R.202).

Currently, she is leading the ILO work on the ISPA tools, and, jointly with the World Bank, the

ISPA Coordination Team. She participated in all the working groups developing ISPA tools and

is responsible for the work on the Social Protection Policy Options (SPPOT) tool. Veronika

Wodsak holds a B.A. in International Relations from the University of Kent at Canterbury and

an M.A. in International Relations from Queen's University (Ontario). She has worked as a

Researcher on Global Social Policy at Bielefeld University as well as a Research Assistant at the

World Bank Social Development Department.

Ana Cintrón

Independent Consultant

Ana Cintrón specialised in the design and evaluation of social projects and business plans for

small and micro-productive sector in rural areas. As part of her work, she has focused on craft

support plans for entrepreneurial women groups to integrate them into global value chains.

Previously, she took over positions in the Urban Planning Unit of the Guatemala City Municipal

Government – where she designed and implemented the Municipal Housing Program to

improve living conditions in marginal areas of the city -, and the UNDP, as a Consultant for

Social Programs attached to the Presidency of Guatemala. As a UNDP Consultant, she

designed and implemented social programs and contributed to the establishment of a broad

social safety net in Guatemala.

Ana Veronica Lopez

World Bank

Ana Veronica Lopez joined the Social Protection and Jobs Global Practice at the World Bank in

2012, where she has worked on various topics related to Social Protection including cash and

near cash transfers, payment mechanisms, social information systems, youth employment,

public works, shock-responsive social protection, etc. Currently, she is part of the working

group developing the Social Assistance Cash Transfer tool and the Social Information Systems

tool. She is also supporting the co-located ISPA coordination team. She holds an M.A. in

Development Economics from American University.
