    1.0 Introduction

1.1 About this DocumentThis document presents the Market Network Model (the MNM) that willbe used in the Philippine Wholesale Electricity Spot Market for the Luzonand Visayas Grids and provides the detailed information on itsdevelopment. This document also presents the register of market tradingnodes.

    1.2 Purpose

    This document aims to:

1.2.1 Provide for transparency in developing the WESM Market NetworkModel.

1.2.2 Comply with the requirements of the WESM Rules clauses 10.4.4and 10.4.5 in relation to clause 3.2. and of the WESM MarketNetwork Model Manual.

    1.3 Scope

This document currently covers the market network model for the LuzonGrid and the Visayas Grid. The Luzon model is being used in thecommercial operations of the WESM in Luzon while the Visayascommercial version model is being used for the WESM Trial Operations inthe Visayas.

    1.4 Intended Audience

This manual is intended for use of the Market Operator, the SystemOperator and the Trading Participants.

    1.5 Background

The WESM Rules clauses 10.4.4 require the Market Operator to developand seek approval from the Philippine Electricity Market Board (the PEMBoard) of the Market Network Model that will be used in the WESM, priorto spot market commencement date. This is implemented in the WESMMarket Network Model (MNM) Manual, which further require that the MNMto be used for market commercial operations shall be reviewed andendorsed by the WESM Technical Working Group (now the Rules Change

Committee) to the PEM Board for approval.

The Market Operator is likewise required in WESM Rules clause 10.4.5 todetermine the identity of each market trading node for trading andsettlement purposes and to publish a register of the market trading nodes.

Prior to the conduct of the factory acceptance testing (the FAT) of theMarket Management System (the MMS), the Market Operations group of

PEMC developed and prepared the market network data (the MND) filesfor the initial market network model based on the National Transmission

Corporation (the Transco) System Planning 2003 PSS/E data and wasused for the MMS FAT.

Upon completion of FAT, the market network data files were furtherdeveloped in November 2004 based on Transco System OperationsEnergy Management System (EMS) transmission model. The resultingMNM was used in the Site Acceptance Testing (the SAT) of the MMS.

Additional enhancements were made in the MNM prior to and during theTrial Operations Program (TOP) of the WESM (TOP MNM Version 1 & 2).The enhancements include the modeling of embedded generators withavailable Remote Terminal Units (RTU) and sub-transmission system.During the TOP, additional enhancements in the model were made to

accommodate pumping mode of the pump storage plant, station serviceuse, revalidation of network parameters from the latest SO PSS/E dataand block unit modeling of some plants. The results of theseenhancements are now incorporated in the Commercial Operationsversion (Version 3.0) of the MNM.

Version 3 of the Luzon MNM was endorsed for approval by the interimRules Change Committee on January 5, 2006 and was subsequentlyapproved by the PEM Board on 19 January 2006. This document waslikewise approved by the PEM Board on 19 January 2006.

Subsequently, some generators within Luzon have signified their intentionto have their generating units aggregated in their registration. On the otherhand, the load representation was disaggregated to each feeder in orderto have a more specific load or customer representation in the MarketNetwork Model. The Luzon MNM was likewise reviewed by TranscoSystem Operations, with updates on the network parameters used.

These changes are now documented in this document (Issue 2.0) andreflected in the Version 4 of the Luzon MNM.

Version 5 of the Luzon MNM reflects changes and updates in the LuzonGrid as advised by the System Operator as well as changes in themodeling of specific facilities or units requested by the TradingParticipants.

Since the Luzon WESM commercial operation, the Market Network Modelhas been continuously updated in accordance with the updates/changesin the power system grid as advised by System Operations. Appendix 4shows the details of the changes in the model up to the present.

subject to compliance with the relevant prerequisites set out in the WESMRules.

    3.0 Responsibilities

3.1 The MO shall be responsible for the development, validation, maintenance, publication and revision of this document in consultationwith Trading Participants and the SO.

3.2 The SO shall provide the necessary information and references forsubsequent revisions and validation of this document.

3.3 The Trading Participants shall provide the necessary information andreferences for subsequent revisions and validation of this document.

    4.0 EMS MMS Data Interchange

The Energy Management System (the EMS) of the System Operator provides thepower system snapshot to the MMS every five (5) minutes. The EMS snapshot is abreaker-oriented representation of the power system and provides the injections andwithdrawal of power (i.e., MW and MVAR) and the status of the individual power circuitbreakers connecting the power equipments at all the monitored points in the powersystem.

The snapshot essentially provides the latest condition and topology (up to 5 minutes) ofthe power system to the MMS. The MMS then translates the breaker-orientedinformation EMS model into the bus-oriented Market Network Model. This information isthen used by the MMS in determining the latest system condition and produceschedules and prices in the electricity market.

    5.0 Market Network Data Files

    5.1 Modeling Requirements and Information

Appendix 1 of the MNM Manual details the parameters to be used in defining thephysical power system into its mathematical representation. These values are based on the designed capabilities provided bySO and can be adjusted by SO in real-time thru submission of Security Limitoff-line data file to the MMS.

    7. Transformers are modeled based on their actual configuration either as two-winding transformer or three-winding transformers. Prefix and substation

name are also incorporated. For three winding transformer, a suffix of P forPrimary winding, S for Secondary winding and T for tertiary winding is alsoadded. Eg. 1. 1LIMAY_TR1 is two winding transformer number 1 connectedto Limay substation located at North Luzon. Eg. 2. 1KDAM5_TR1P is Primarywinding of transformer 1 of Kadampat Substation located at North Luzon.

    8. Shunt Reactors and Capacitors are modeled as shunt equipment. A suffix of

S (Shunt) or C (Capacitor) followed by equipment number is used. Eg1.1SNJOSE_C02 is capacitor 2 connected at San Jose Substation located at

North Luzon. E.g.2. 3GUMACA_S01 is shunt reactor 1 connected at GumacaSubstation located at South Luzon.

    9. Per Unit system is used based on equipment MVA and KV rating.

10.Additional coding is used to represent the number of generator unit in aparticular plant, G01 and G02 for generator 1 and generator 2, respectively.(e.g. 1ANGAT_G01 represents generator unit no. 1 at Angat HEP).

A standard coding to represent the Load Resource is based on zone prefix, station name in which the load is connected, and transformer and feedernumber or specific customer name. E.g.1. 3BATAN_T1L1 refers to a load

connected to Transformer 1 (T1), in particular feeder 1 (L1) of BatangasSubstation located at South Luzon; E.g. 2. 1CBN_CELCOR refers to loadconnected to Cabanatuan Electric Corporation at Cabanatuan Substationlocated at North Luzon.

11.Power Circuit Breakers have been named based on the Transco existingbreaker coding system and removing the BKR prefix. E.g. BKR 81BT124 ofTransco is equivalent to 81BT124 of MMS. Some dummy breakers areincorporated in the MNM to accept or pass validation process of the MMSduring uploading like some generator breakers which are not monitored bythe EMS SCADA. These breakers are always assumed as CLOSE status.

    E.g. 60ST4 generator breaker of 1T_ASIA_G01.

12.Embedded generating facilities that are not injecting or exporting energy tothe grid and no available real-time unit (RTU) monitoring facilities are notmodeled in the MNM.

Note: A complete list of resources, stations, and other parameters use in the MarketNetwork Model are listed in Appendix 3 (Market Network Model Resources, Stationsand Parameters Descriptions) of this manual.

    5.2 Summary of MNM Revisions

Every change in the Market Network Model is documented for tracking andaudit purposes. Appendix 4 (Market Network Model Revisions) summarizesthe changes and enhancements made on each revision of the MarketNetwork Model since the conduct of Site Acceptance Test (SAT) from thevendor up to the latest revisions.

  • 8/22/2019 WESM-WESMMNM-64

    50/64

    Market Network Model WESM- WESMMNM-64

    Issue 64.0 4 December 2012 Public 50 of 64

Details of MNM Revision 1.0 (November 18, 2004)

    a. Incorporation of Trans-Asia Power Generation Corporation (the Trans Asia)in the Market Network Model in response to the companys application toparticipate in the WESM Trial Operations Program.

    b. Modification of the generator resources and load resources due to someparticipant whom expressed their participation in the Trial Operation Program.

    c. Inclusion of the Meralco Interchange transformers:Duhat 2 x 300 MVA; Malolos 2 x 150 MVA; Araneta 3 x 300 MVA;Balintawak 3 x 300 MVA; Sucat 3 x 300 MVA; Zapote 3 x 300 MVA;Dolores 4 x 300 MVA; Bian 1 x 300 & 2 x 100 MVA; Sta. Rosa 1 x 300MVA; and Calauan 2 x 150 MVA

Details of MNM Revision 2.0 (March 18, 2005)

    a. This revision involved the revalidation of Market Network Model based on thelatest PSS/E model of the SO TransCo. (e.g. Generator Parameters likePmin, Pmax, Qmin, Qmax etc., Transmission Line Parameters like theResistance, Reactance, Susceptance, and MVA capacity. TransformerParameters like the MVA capacity, Reactance, etc.).

Details of MNM Revision 3.0 (August 2005)

    a. Transmission line and transformer limits are currently set at rated MVA limitindicated in the 2005 PSS/E Model of the Philippine power system.

    b. Remote telemetering points (RTU) are considered to be located at the highside of the substation transformer. As such, transformers at Load DemandSubstation are not explicitly modeled, except for the following transformers atEHV Substations and MERALCO Interchange Substations.

    c. Generators are considered on a per unit basis except for generators modeledon as per generation block basis. Ilijan Combined Cycle Power Plant hasbeen re-modeled, from six (6) generating units originally modeled on a perunit basis model to two (2) blocks encompassing the six generating units. This combination was done since the Ilijans steam turbine cannot operatewithout running the gas turbines. Also, the Subic Diesel Power Plant whichconsists of eight (8) generating units was re-modeled into two (2) blocks, inview of the current set-up where there is one (1) revenue meter for every four(4) generating units. This modeling has been implemented through therequest of the Power Sector Assets and Liabilities Management Corporation(the PSALM).

    d. Station Services have been included to the power plants which have a singlegenerating unit of not less than or equal to 250MW (including Masinloc, Ilijan,Sual, Calaca etc.). No load loss for all Extra High Voltage (EHV) stationtransformers are modeled as fixed station loads.

    e. Transshipment nodes are specified in the current model. These nodes are thesubstations wherein neither the generators nor the loads are associated.Stations considered as transshipment nodes are San Jose EHV, San ManuelEHV, Kadampat 500, Tayabas EHV, Dasmarias EHV and Kadampat 230.

    51/64

    Market Network Model WESM- WESMMNM-64

    Issue 64.0 4 December 2012 Public 51 of 64

Details of MNM Revision 4.0 (November 22, 2005)

    a. Incorporation of Transco-SO review/comments on the Luzon MNM networkparameters.

    b. Aggregation of generating units and modeling of generator stationservice/houseload. Station Service resource node has been modeled toaccount for the energy use of the generating plant. Load demand associatedwith station service is the difference between the gross generation MW andthe net MW outflow from the generating plant.

Aggregation of generators has been implemented to all generating plantswhich have officially communicated to MO their intention to be modeled asaggregated unit in the MNM.

    c. Disaggregation of loads into 69 kV levels which has a corresponding remote

    telemetering unit (RTU).

    d. Inclusion of additional embedded generators.
