HONORS, COMMENDATIONS AND SUCCESS STORIES

Valerie Soemadi – For the past month, Bill Gelhaus, Laura Helderman, and Valerie Soemadi have been working together to create a Transition Night for parents of students on an IEP in the West Branch School District. The Transition Night was held on Thursday, November 5th in the middle school band room. This was an opportunity for parents, as well as students, to be informed of organizations who provide services to students with a disability. The following organizations attended:

• Career Connections • GWAEA PEP • Kirkwood Community College VITAL, KPACE, and TRIO • REM Iowa • Systems Unlimited • University of Iowa-Student Disabilities Center and REACH • Vocational Rehabilitation Services • West Branch Transition Center

We would like to thank Chris Copeland for allowing us to use the middle school band room. Also, we would like to thank Kelsey Strope and Jessica Taylor for supporting us with their enthusiasm and attending the Transition Night.

Mary Gates – What a fun way to start off the holiday season with two concerts presented by the students of Hoover Elementary! On November 23, Grades 3, 4 & 5 were featured in "A Blast from the Past," singing songs from the 1950's. Several Elvis "impersonators" showed up that night and our gym was transformed into a "sock hop." On November 30, the Kindergartners sang for the first time in front of an appreciative audience, followed by the 1st and 2nd Graders singing "Arf! on the Housetop." All of our singing puppies found a home for the howl-i-days! Thank you to all the students for their hard work in preparation for these concerts. Wyatt’s Story – “Wyatt was diagnosed with an aggressive form of testicular cancer at the age of 14. He discovered a lump though a self-exam he learned through his health teacher at West Branch Middle School. Wyatt encourages everyone to learn how to do a testicular self-exam. Blake Shultice – We fourth graders have been working on body systems in science. We have been focusing on the nervous system, which includes the brain, senses, spinal cord and nerves. We have been watching videos to learn more about the nervous system. Next we are going to work on the circular system, which includes the heart, veins, arteries, and blood. We love Science! By Claire Jarrett, Ashlynne Nash, and Peyton Braddock. ~ We are in fourth grade and we did a hunger banquet right before Thanksgiving. We had to draw from a bowl a piece of paper that had a colored dot on it. If you got orange you had to sit on the floor and get a little cup of rice and a little bit of water that you had to get from a water fountain. If you got a green paper you would sit on the chairs and got a bowl of beans and a cup of rice and a cup of water and you got refills unlike the orange group, and the teachers got you fresh water. If you drew a blue dot you would get to sit at the table. This group got chicken nuggets, cookies, oranges and a juice box, and they got to have as much as they wanted. The reason why we did this is to teach us that 10% of the world is like the people that got the blue dot, that 30% of the world is like the people that got the green dot, that 60% of the world is like the people that got the orange dot. So the lesson is to be as helpful as you can for people who have less than you do, and to be grateful for the things that we do have. By Cameron Gingerich, Jake Swisher, and Caleb Pedersen Kate Milster – Eighth graders are making molas (in paper) from Panama. Molas are a type of applique' blouse pattern used and made only there by the women of the Kuna tribe. It is the only place in the world where molas are made. We also completed Veterans Day pictures about two weeks ago. Also we will have another exhibit during the Winter Concert on Dec. 7 in the Commons area, featuring art grades 8-12. Barb Wargo – Thank you to Ms. Forsythe for the science fair, complete with judges, that her 8th grade classes participated in at the end of November. The students were supported by a well developed rubric and project explanation provided by her. She sparked her middle school students' interests, and they were invested in each of their projects. On Friday, December 4th, we had a Celebrations Assembly in the gym with Preschool - 4th grade. Each grade level shares a success they have been having in an academic, social, etc… and it was our turn today. One of my girls wanted to go up front and knew what to say but didn't want to talk in front of everyone (she is very shy). One of my boys wanted to talk but was having trouble remembering what to say. So, the little girl decided to hold the sign and the microphone and whisper the words in the boy's ear, and he said them loud and clear. She helped the boy all on her own, and he was very receptive to her help. They made a great team!! I am so proud of them and told them that they helped each other and it was a Win-Win for both of them.

Jacqui Hart – This Fall, our 5th graders worked on a Project Based Learning assignment with the mission to "raise awareness about the importance of veterans and why we should honor

them all year long." To accomplish their mission, they researched Veteran's Day, looked at veteran statistics, watched videos, read news reports, and created projects. Veterans were invited to come to see the students' final projects through contact with our local American Legion, our Middle School Facebook page anpersonal student invitations. Twenty Five veteravisited the 5th grade classrooms on Monday,

November 16th for our Honoring Veterans Open House." Giving the students this opportunity to present their projects to actual veterans - the subjects of their research, was amazing. Some veterans brought materials to share, while othersmade connections telling stories and sharing their experiences orally with the students. According to the students and the veterans, it

Kelsey Strope - During the week of December 7-11 all the elementary students K-4 participated in the Hour of Code, which is a worldwide event to promote computer science. All the kids enjoyed the activities and learned a lot.

Calista Hospodarsky – I wanted to share that I am so very happy that the paraprofessionals had the chance to work with the AEA this semester concerning our support of students in classrooms. We also had a book "The Paraprofessional's Handbook for Effective Support in Inclusive Classrooms" by Julie Causton-Theorharis that was given to us to read and then keep for reference. I feel I now understand my role as a paraprofessional vs. a classroom or special ed teacher much better. I was pleased to have the opportunity to learn a bit about the roles of the other paras at the Middle and High School. I wish I had this nine years ago when I started here, but I still learned a lot! A. SUMMARY:

The district had 6 students Open Enroll out this year, compared to fall, 2014 certified enrollment. The district can requests Modified Allowable Growth for “on time funding” for these students. We can request Modified Allowable Growth for On Time Funding for these students. The amount we are requesting is $38,196. The district also had 1 student served LEP instruction beyond 5 years. We can request Modified Allowable Growth for On Time Funding for this student. The amount we are requesting is $1,425.

We will go over the rest of these forms at the meeting.

As a reminder, this application gives us the spending authority of the modified allowable growth. When we certify our budget in April, we will review this figure and at the time the Board will make the decision whether or not to include the amount on the budget

ROCK & READ PROGRAM

A. SUMMARY: The elementary, in conjunction with Elder Services, Inc. would like to establish a West Branch Chapter of a Rock & Read program. The program targets senior citizens to serve as volunteers in elementary schools to assist with reading. The volunteers will be required to have a background check of the same type required of District employees before working with or around students. Names of volunteers who have completed a successful background check will be submitted to the Board for approval. The program description and Memorandum of Understanding are included in the following pages for your review.

The RSVP Director, School Media Specialist and School Counselor will conduct the orientation. Emotional needs of the children will be described as well as the mutual benefits of this program. Volunteers will be matched with students based on dates and times convenient to the classroom teacher and the school schedule Supervision: Classroom teacher Purpose:

• To develop the love of reading by modeling and mentoring. • To develop reading readiness in children • To help to develop self-esteem and emotional maturity through a nurturing relationship

• Meet with assigned students, kindergarten to second grade, one to one and read selected stories for 45 minutes to one hour weekly

 RSVP of Johnson, Iowa, Muscatine, and Des Moines Counties (sponsored by Elder Service, Inc.) will: 1. Provide your staff with orientation to RSVP policy and procedures prior to placement of volunteers, and 

at other times as needed.  2. Accept your specific volunteer requests and promote the volunteer needs of your station. 3. Interview, recruit, and refer appropriate volunteers for specific assignments. 4. Instruct RSVP volunteers and/or agency staff in proper use of monthly timesheets, reimbursement 

guidance, and program procedures. 5. Review volunteer assignments periodically to assure satisfaction of both the volunteer and your agency.  6. Furnish accident, personal liability, and excess automobile liability insurance for RSVP volunteers in 

accordance with RSVP policy. 7. Provide mileage reimbursement to RSVP volunteers who drive in connection with their volunteer 

service in accordance with RSVP policy and as project resources allow.  8. Provide your staff with RSVP timesheets, volunteer request forms, and other documents as needed.  The Volunteer Station will renew this document at least every 3 years and will:  

 1. Request and engage volunteers in accordance with the following federal guidelines: 

a. Volunteers cannot displace employed workers. b. Volunteers cannot conduct or engage in religious, sectarian, or political activities. c. Assure that it will not discriminate against RSVP volunteers or in the operation of its program on 

the basis of race; color; national origin, including individuals with limited English proficiency; sex; age; political affiliation; religion; or on the basis of disability, if the participant or member is a qualified individual with a disability.   

d. Comply with all applicable civil rights laws and regulations including reasonable accommodation for RSVP volunteers with disabilities.  

e. An RSVP volunteer shall not receive a fee for service from service recipients, their legal guardian, members of their family, or friends. No person, organization, or agency shall request or receive any compensation for services of RSVP volunteers. 

2. Request volunteers in a timely manner, providing all pertinent information regarding specific assignments, allowing adequate time for volunteer recruitment. 

3. Make the final decision on the acceptance of a volunteer. 4. Provide a detailed position description, orientation, training, and supervision for RSVP volunteers, as 

needed. 5. Provide for adequate safety of volunteers on assignment. Any RSVP volunteer injury or accident must 

be reported immediately to the RSVP office at 319‐338‐0515.  6. Provide break time and refreshments for the volunteers, when appropriate. 7. Participate in reviewing and/or reporting volunteer hours, as needed.  8. Acknowledge RSVP and recognize your RSVP volunteers through publicity (i.e. newspaper articles), 

annual reports, recognition events, and written acknowledgements. 9. When requested, provide data needed for RSVP to measure the outcomes and impact of RSVP 

volunteer activities. 10. Provide proof of license or certification of being a public, nonprofit private organization, or a 

proprietary health care agency. 11. Maintain the confidentiality of RSVP volunteers by not giving volunteers’ contact information to any 3rd 

party without the expressed written consent of said volunteers.

General Information and Policy  You may cease the service of an RSVP volunteer at any time. Similarly, a volunteer may withdraw from your volunteer station at any time. RSVP Volunteer Stations may separate an RSVP volunteer for cause, including, but not limited to, excessive or unauthorized absences, misconduct, breach in confidentiality, or inability to perform assignments. You must notify RSVP staff should you decide that a volunteer is not appropriate in your organization. RSVP will then discuss the redirection of the volunteer.   

Criminal background checks and reference checks are NOT done for all volunteers by RSVP. It is the responsibility of the Volunteer Station to determine the need for such screening and to follow through with a criminal background and/or reference check if they deem it necessary.  

When volunteers are participating in home‐based assignments, a letter of agreement will be provided by RSVP and signed by the parties involved. The document will authorize volunteer service in the home, identify volunteer activities and the conditions of service.

EMPLOYEES - Series 400 401 Employees and Internal Relations 401.09 Voluntary Retirement Purpose of Voluntary Retirement

Employees may without prejudice voluntarily opt for early retirement as provided herein. This policy provides an incentive which allows an orderly means of attrition of employees if there is a need for reduction of staff. It could provide savings on staff costs as well as maintain a mixture of experienced employees along with less experienced ones. While it should be mutually beneficial to school district and staff, it should also provide a suitable attraction to well-qualified persons to accept employment in the district.

The board has complete discretion to offer or not to offer an early retirement plan for employees. The board may discontinue the school district’s early retirement plan at any time. Eligibility The benefit will be provided for those staff who:

1. are otherwise eligible for the receipt of IPERS early retirement benefits pursuant to Chapter 97B.50 of the Iowa Code (1979), as amended;

2. wish to retire voluntarily from service in the West Branch Community School District;

3. have been actively employed during the school year in which the staff member requests early retirement benefits;

4. are at least 55 years of age by June 30; 5. have completed a minimum of 14 years continuous service to the West Branch

Community School District and are currently employed at the time the request for early retirement is made;

6. is not receiving payments from the district’s long-term disability insurance program;

7. have not been discharged for cause.

For employees employed only during the school year, the employee must have been employed for the regular contract year of 180 student days plus in-service days. A full-time, 12-month employee must have been employed 40 hours per week.

Part-time employees will be eligible for a benefit in proportion with the amount of time their position entails. If work years are a combination of full and part-time employment, the superintendent will compute the proportion of the final 14 years of service the employee has in the district. Extended contracts are excluded from years of service and proportion of service computations. An employee shall have worked a minimum of 150

Application Procedures

1. The employee must complete and submit a district provided application form to the superintendent on or before January 56, 20164 (48:00 pa.m., Central Office) of the retirement year. A letter of resignation must accompany the application.

2. An application for early retirement does not constitute a resignation of a contract. Approval of the request for early retirement by the board shall be considered a voluntary resignation and shall constitute termination of the contract at the date specified in the request. If the request is denied, the employee’s contract will continue in effect.

3. If the board places a limit on applications they wish to accept in any one year, those approved will be in the order in which the application and letter of resignation have been received and dated in the superintendent’s office. Both items must be received before considered a received request.

4. Employees’ early retirement requests should generally become effective beginning July 1. The Board of Education may consider exceptions; however, the Board of Education shall be the sole determiner of the time and date exceptions as they consider what is best to accommodate the mission of the district. Such exceptions shall consider continuity required of the position, the district’s financial condition, the number of early retirement applicants approved for one fiscal year and the discretion of the board. Any exceptions shall not constitute precedent for future applicants.

5. Any decision made by the superintendent may be appealed to the Board of Education whose decision shall be final and is considered non-grievable.

6. The superintendent, upon request, shall provide the employee information showing his/her potential retirement benefit.

Retirement Compensation Procedures and Options

1. Upon approval and the determination of the date for early retirement, the superintendent and/or business manager shall meet with the employee to review the plan benefits and amount involved as per the compensation plan.

2. Benefits: a. If the employee wishes to remain on the district’s insurance policy, the

amount of the benefit will be placed in a Health Care Savings Plan. This contribution will be made on behalf of the employee tax-free. The deposits will grow tax-free and are used at retirement tax-free for eligible medical expenses and premiums.

b. If the employee waives the district’s health insurance policy, the benefit will be placed in a special pay deferral plan (403(b)). The contribution will be made on behalf of the employee tax-deferred. The deposits grow tax-deferred

This will be paid in one lump sum payment between July 1 and July 15 of the year the retirement takes place. This cash payment is taxable and appropriate taxes will be withheld from the payment.

d.c. The benefits will be explained completely to the employee and complete details of the plan will be provided.

Computation of the Retirement Benefit

2013 – 20142015-2016 West Branch Community School District Early Retirement Plan (Option 1) 20% of Current Salary & Health Benefit until Medicare Eligible 1. For the 2013-142015-16 school year, any eligible staff member will receive cash

payment equal to 20% of their schedule A plus longevity contracted amount. The cash payments will be made on July 1, 2014 2016 and January 2, 20152017. These cash payments are taxable and the appropriate taxes will be withheld from the payments.

2. The eligible staff member will also receive an amount up to $450 per month for the insurance premium through the District until Medicare eligible. If the premium increases above $450, the employee will be responsible for that dollar increase. If the employee fails to pay the difference within 60 days of the premium due date, all future premium payments made by the District will cease.

3. Retired employees may be eligible for non-contracted substitute services for the District.

(Option 2) 50% of Current Salary 1. For the 2013-142015-16 school year, any eligible staff member will receive cash

payment equal to 50% of their schedule A plus longevity contracted amount. The cash payments will be made on July 1, 2014 2016 and January 2, 20152017. These cash payments are taxable and the appropriate taxes will be withheld from the payments.

2. Retired employees may be eligible for non-contracted substitute services for the District.

The West Branch Community School District shall offer summer school options in accordance with law and may, in its discretion offer additional programming during the summer recess. Licensed employees who are hired or who are appointed to deliver the summer education program are compensated in addition to their regular duties during the school academic year, unless such arrangements are made prior to determining the employee’s compensation for the year. Licensed employees will be given the opportunity to apply for the positions available. If the board determines a course must be offered and no licensed employee volunteers for the position, the board will make the necessary arrangement to fill the position. The board will consider applications from current licensed employees in conjunction with other applications. It is the responsibility of the superintendent to make a recommendation to the board regarding the need for and the delivery of the summer education program.

EDUCATIONAL PROGRAM - Series 600 605 Student Progress

605.03A Student Promotion–Retention-Acceleration Students will be promoted to the next grade level at the end of each school year based on the student's achievement, age, maturity, emotional stability, and social adjustment. Reading retention/promotion – grades kindergarten through three In accordance with law, students in grades kindergarten through three will be assessed for their level of reading or reading readiness. Those students who exhibit substantial deficiency skills in reading will be provided intensive reading instruction, and their parents/guardians will be provided written notice at least annually of the deficiency and the services that will be provided which are designed to remediate the deficiency. Beginning May 1, 2017, unless the school district is granted a waiver, if a student’s reading deficiency is not remedied by the end of grade three, the student’s parent/guardian will be informed that the student may enroll in an intensive summer reading program. If the student does not enroll in the intensive summer reading program, the student will be retained in grade three unless the student is exempt for good cause as provided by law. If the student is exempt from participating in an intensive summer reading program, or if the student completes the intensive summer reading program but is not reading proficiently upon completion of the program, the student may be promoted to grade four; provided, however, that the student will continue to be provided intensive reading instruction until the student is proficient in reading. In determining whether to promote a student in grade three to grade four, the school district will place significant weight on any reading deficiency identified that is not yet remediated. The school district will also weigh the student’s progress in other subject areas as well as the student’s overall intellectual, physical, emotional, and social development. A decision to retain a student in grade three will be made only after direct personal consultation with the student’s parent/guardian and after the formulation of a specific plan of action to remedy the student’s reading deficiency. Retention/Promotion other than reading retention in grades kindergarten through three: The district shall adhere to the following: • Retention/Promotion in kindergarten – eighth grade: The retention of a student

will be determined based upon the judgment of the licensed employee and the principal. When it becomes evident a student in grades kindergarten through eight may be retained in a grade level for an additional year, the parents will be informed. • Retention/Promotion in ninth – twelfth grade: Students in grades nine through twelve will be informed of the required course work necessary to be promoted each year. When it becomes evident a student in these grades will be unable to meet the minimum credit requirements for the year, the student and parents will be informed. It is within the sole discretion of the district to retain students in their current grade level and to deny promotion to a student.

• Acceleration: K-8 students will complete the prescribed grade and building level

curricula and approved course/curricular sequences before participation can begin at the high school unless the student has been identified as performing above standard through competency-based assessment(s) or accelerated through the Talented and Gifted Policy.

“West Branch CSD Talented and Gifted Acceleration Policy” o Acceleration is available to students in the forms of single-subject acceleration

and whole-grade acceleration. • For single-subject acceleration, a team will work together to ensure the

successful acceleration of a student in a single subject if deemed appropriate. The TAG educator, student’s parents, principal, and classroom teachers will meet to discuss the administration of an acceleration readiness exam. The student must demonstrate at least an 80% (or the equivalent proficiency of expected skills) on the exam to be accelerated in that subject.

• For whole-grade acceleration, the Iowa Acceleration Scale will be used to assess readiness for acceleration in combination with a team consisting of the TAG educator, student’s parents, principal, and classroom teachers.

• At the high school level, students may coordinate their own acceleration by enrolling in AP courses, PSEO courses, and other dual enrollment classes.

STUDENTS - Series 500 502 Student Behavior and Discipline

502.01 Student Conduct The board believes inappropriate student conduct causes material and substantial disruption to the school environment, interferes with the rights of others, or presents a threat to the health and safety of students, personnel and visitors on school premises. Appropriate classroom behavior allows teachers to communicate more effectively with students. Students shall conduct themselves in a manner fitting to their age level and maturity and with respect and consideration for the rights of others while on school premises,district property or on property within the jurisdiction of the school district; while on school owned and/or operated school or chartered busesvehicles,; while attending or engaged in school activities,; and while away from school grounds if misconduct will directly affect the good order, efficiency,t management and welfare of the school district. Consequences for the misconduct will be fair and developmentally appropriate in light of the circumstances. All employees of the district share the responsibility for seeing that student behavior meets standards of conduct that are conducive to learning. The goals of all school disciplinary rules and supervision are: (1) to encourage the student to take responsibility for his or her own actions; and (2) to gradually increase the student's self-discipline. All employees shall work closely with parents to meet these goals. Students who fail to abide by this policy, and the administrative: regulations supporting it, may be disciplined for conduct which disrupts or interferes with the educational program,; conduct which disrupts the orderly and efficient operation of the school district or school activity;, conduct which disrupts the rights of other students to participate in or obtain their education; or participation, or conduct that is violent or destructive; or conduct which interrupts the maintenance of a disciplined atmosphere. Disciplinary measures, include, but are not limited to, removal from the classroom, detention, suspension, probation, expulsion, community service and loss of privileges. A student who commits an assault against an employee on school district property or on property within the jurisdiction of the school district; while on school-owned or school-operated chartered vehicles; or while attending or engaged in school district activities will be suspended by the principal. Notice of the suspension is sent to the board president. The board will review the suspension and decide whether to hold a disciplinary hearing to determine whether to impose further sanctions against the student which may include expulsion. In making its decision, the board shall consider the best interests of the school district, which shall include what is best to protect and ensure the safety of the school employees and students from the student committing the assault. Assault for purposes of this section of this policy is defined as, when, without justification, a student does any of

• any act which is intended to place another in fear of immediate physical contact which will be painful, injurious, insulting or offensive, coupled with the apparent ability to execute the act; or

• intentionally points any firearm toward another or displays in a threatening manner any dangerous weapon toward another.

The act is not an assault when the person doing any of the above and the other person are voluntary participants in a sport, social or other activity, not in itself criminal, when the act is a reasonably foreseeable incident of such sport or activity, and does not create an unreasonable risk of serious injury or breach of the peace. Removal from the classroom means a student is sent to the building principal's office or an area supervised by a school employee. It shall beis within the discretion of the person in charge of the classroom to remove the student. Continual removal from class may result in permanent expulsion from that class anda loss of credit for the entire semester.

Detention means; the student's presence is required during nonschool hours disciplinary purposes. The student can be required to appear prior to the beginning of the school day, or after school has been dismissed for the day, or on a non-school day. Whether a student will serve detention, the location and length of the detention shall beis within the discretion of the school employee disciplining the student or the principal, disciplining the student. Suspension means either an in-school suspension, an out-of-school suspension, or a restriction from activities or a loss of eligibility. An in-school suspension means the student will attend school but will be temporarily isolated from one or more classes while under supervision. The student may not attend school activities or may not participate in a contest of extracurricular activities. An in-school suspension will not exceed ten consecutive school days. An out-of-school suspension means the student is removed from the school environment, which includes school classes and activities. An out-of-school suspension will not exceed ten consecutive school days. A restriction from activities means a student will attend school and classes but will not attend or participate in school activities. A restriction from activities will follow the rules outlined in the Activity Handbook. Probation means a student is given a conditional suspension of a penalty for a definite period of time in addition to being warned and/or punished for misconduct reprimanded. The conditional suspension shall will mean the student must meet the conditions and terms for the suspension of the penalty. Failure of the student to meet these conditions and terms shall invoke the penalty temporarily suspended will result in immediate

Expulsion means the removal of a student from the school environmentan action by the board to remove a student from the school environment, which includes, but is not limited to, classes and activities for a period of time set by the board. Community service means a student is required to complete a designated number of hours of uncompensated service for the school district. Service shall include but not be limited to custodial, tutoring or clerical service. Community service outside the school district is allowed providing proper supervision can be ensured. Loss of privileges shall include but not be limited to P.A.R.T. (Parent Approved Released Time), access to areas of the campus, recess and restrictions on attendance at activities. The Board believes inappropriate student appearance may cause material and substantial disruption to the school environment or present a threat to the health and safety of students, employees and visitors. The Board expects students to be clean and well-groomed and wear clothes in good repair and appropriate for the time, place and occasion. Clothing or other apparel promoting products illegal for use by minors and clothing displaying obscene material, profanity, or reference to prohibited conduct are disallowed. While the primary responsibility for students' personal appearance lies with the students and their parents, appearance disruptive to the education program will not be tolerated. When, in the judgment of a principal, a student's appearance or mode of dress disrupts the educational process or constitutes a threat to health or safety, the student may be required to make modifications. Any student who uses profanity, threatens or makes obscene gestures directly or indirectly toward a school employee or board member will be suspended from all classes and activities. This policy shall apply to physical damage intentionally done to an employee's or board member's personal or real property also. Such cases shall be brought to the Board of Education's attention for review. Make up of school work missed because of disciplinary action shall be allowed in all situations except expulsion and will be the responsibility of the student after meeting with the teacher. In cases of expulsion, the administration shall recommend to the board whether or nor make up is possible while not attending school. Disciple of special education students, including suspensions and expulsions, will comply with the provisions of applicable federal and state laws. It is the responsibility of the superintendent, in conjunction with the principal, to develop administrative regulations regarding this policy.

A restriction from activities means a student will attend school and classes but will not attend or participate in school activities. A restriction from activities will follow the rules outlined in the Activity Handbook. Probation means a student is given a conditional suspension of a penalty for a definite period of time in addition to being reprimanded. The conditional suspension will mean the student must meet the conditions and terms for the suspension of the penalty. Failure of the student to meet these conditions and terms will result in immediate reinstatement of the penalty. Expulsion means an action by the board to remove a student from the school

environment, which includes, but is not limited to, classes and activities for a period of time set by the board. Community service means a student is required to complete a designated number of hours of uncompensated service for the school district. Service shall include but not be limited to custodial, tutoring or clerical service. Community service outside the school district is allowed providing proper supervision can be ensured. Loss of privileges shall include but not be limited to P.A.R.T. (Parent Approved Released Time), access to areas of the campus, recess and restrictions on attendance at activities. The Board believes inappropriate student appearance may cause material and substantial disruption to the school environment or present a threat to the health and safety of students, employees and visitors. The Board expects students to be clean and well-groomed and wear clothes in good repair and appropriate for the time, place and occasion. Clothing or other apparel promoting products illegal for use by minors and clothing displaying obscene material, profanity, or reference to prohibited conduct are disallowed. While the primary responsibility for students' personal appearance lies with the students and their parents, appearance disruptive to the education program will not be tolerated. When, in the judgment of a principal, a student's appearance or mode of dress disrupts the educational process or constitutes a threat to health or safety, the student may be required to make modifications. Any student who uses profanity, threatens or makes obscene gestures directly or indirectly toward a school employee or board member will be suspended from all classes and activities. This policy shall apply to physical damage intentionally done to an employee's or board member's personal or real property also. Such cases shall be brought to the Board of Education's attention for review. Make up of school work missed because of disciplinary action shall be allowed in all situations except expulsion and will be the responsibility of the student after meeting with the teacher. In cases of expulsion, the administration shall recommend to the board whether or nor make up is possible while not attending school. Disciple of special education students, including suspensions and expulsions, will comply with the provisions of applicable federal and state laws. It is the responsibility of the superintendent, in conjunction with the principal, to develop administrative regulations regarding this policy.

WEST BRANCH COMMUNITY SCHOOL DISTRICT CHILDREN’S INTERNET PROTECTION ACT POLICY

The Board of Directors of the West Branch Community School District is committed to making available to students and staff members access to a wide range of electronic learning facilities, equipment, and software, including computers, computer network systems, and the internet. The goal in providing this technology and access is to support the educational objectives and mission of the West Branch Community School District and to promote resource sharing, innovation, problem solving, and communication. The District’s computers, computer network, and/or internet connection is not a public access service or a public forum. The District has a right to place reasonable restrictions on the material accessed and/or posted through the use of its computers, computer network, and/or internet connection. Access to District technology resources is a privilege, not a right. Each student and staff member must have a signed acceptable use agreement on file prior to having access to and using the District’s computers, computer network systems, and the internet. The amount of time and type of access available for each student and staff member may be limited by the District’s technology. Even if students have not been given access to and/or use of the District’s computers, computer network systems, and the internet, they may still be exposed to information from the District’s computers, computer network systems, and/or the internet in guided curricular activities at the discretion of their teachers. Every computer in the District having internet access shall not be operated unless internet access from the computer is subject to a technology protection measure (i.e. filtering software/hardware). The District will use technology protection measures to protect students from inappropriate access, including sites that include obscenity, child pornography or are harmful to minors. CIPA (Children’s Internet Protection Act) requires our District to adopt and enforce a policy to monitor and filter online activities of minors. The District will monitor the online activities of students and will educate students about appropriate online behavior, including interacting on social networking sites and chat rooms. In compliance with federal law, this policy will be maintained at least five years beyond termination of funding under the Children’s Internet Protection Act (CIPA). The use of the District’s computers, computer network systems, and internet access shall be for educational purposes only. Students and staff members shall only engage in appropriate, ethical and legal utilization of the District’s computers, computer network systems, and internet access. Students’ and staff members’ use of the District’s computers, computer network systems, and internet access shall also comply with all district policies and regulations. Inappropriate us and/or access will result in the restriction and/or termination of this privilege and may result in further disciple for students up to and including expulsion and/or other legal action and may result in further discipline for staff members up to and including termination of employment and/or other legal action. The board supports the use of video cameras recorders on school buses used for transportation to and from school as well as for field trips, curricular or extracurricular events. Video cameras recorders will be used on all school district buses. The video cameras recorders will be used to monitor student behavior and may be used as evidence in a student disciplinary proceeding. The videotapes video recordings are student records subject to school district confidentiality, board policy and administrative regulations. The contents of the videotapes video recordings may be used as evidence in a student disciplinary proceeding.

Student Records

The content of the videotapes video recordings is a student record subject to board policy and administrative regulations regarding confidential student records. Only those persons with a legitimate educational purpose may view the videotapesvideo recordings. In most instances, those individuals with a legitimate educational purpose may be the superintendent, building principal, transportation director, bus driver and special education staffing team. A videotape video recording recorded during a school-sponsored trip, such as an athletic event, may also be accessible to the sponsor or coach of the activity. If the content of the videotape video recording becomes the subject of a student disciplinary proceeding, it may be treated like other evidence in the proceeding.

ADMINISTRATIVE REPORTS Open Enrollment The following applications were received and approved to open enroll into our district for the 2015-2016 school year: Breonna Wasion, grade 9. Superintendent’s Report Standard #1: (Shared Vision) An educational leader promotes the success of all students by facilitating the development, articulation, implementation, and stewardship of a vision of learning that is shared and supported by the school community Budget Adjustments: Last year, district leaders spent the year studying grade level enrollments and cost containment ideas with the goal of reducing the burden on the General Fund by $90,000 - $100,000 after the loss of 11 students. This year, the district’s certified enrollment declined another 32 students. We had anticipated a decline of approximately 12 to 14 students based a comparison of graduating seniors to our incoming kindergarten class. So, in two years we have gone from a district of 813 students to a district of 769. This was the West Branch Community School District’s enrollment in 2007. Enrollment projections for the W.B.C.S.D. indicate that the number of pupils served will remain stable at between 765 and 780 for the next three to four years. It should be noted that the number of families open enrolling students into the district compared to number of families opening rolling students out of the district was +9 for this year! Families are enrolling into our district for our strong academics, professional, caring teaching staff and strong extra-curricular programming. Families who have left the district over the past few years have indicated they were leaving for employment reasons or opted for private or home schooling experiences. Even with the City’s incentives, (thank you) some families visiting the district have indicated that the move was dependent upon finding an affordable apartment or house in town. The Board and administrative team have a preliminary reduction target of $350,000. Like all of you, we must live in with our means, while we continue to provide great programming and learning experiences for our students. Budget Priorities:

• If needed, the district will begin budget reductions and cost containment planning “farthest away from students.”

• The district’s budget will be developed to maintain a focus of educational priorities of the district’s strategic vision.

Standard #2: (Culture of Learning) An educational leader promotes the success of all students by advocating, nurturing and sustaining a school culture and instructional program conducive to student learning and staff professional development. Leverage Leadership Work: Our principals do an amazing job of leading and running their buildings. The administrative team is vested in a “Leveraged Leadership” observation and conversation protocol. Principals make routine visits to classrooms to observe the tasks students are being asked to do, as well as, the skills and strategies teachers are demonstrating. The process leads to a strength-based conversation where staff members reflect about the teaching and learning happening in their classrooms. Instructional Rounds: The instructional rounds process is a tool utilized by principals and staff that provides a snapshot of the day in the life of a student in West Branch. The rounds process focuses on a Theory of Action and Problem of Practice framework. On Monday, December 14, 2015, West Branch teachers and administrators conducted another day of “rounds” to look at how the district is providing choice and personalized learning experiences for our students. The West Branch staff continues to reflect upon differentiated, personalized learning options for students. The goal is to drive student engagement through interest-based learning initiatives supported through facilitative, targeted, standards-based instruction that allows for authentic application and value beyond school learning experiences. Teacher Leadership and Compensation Plan (TLC): The district will be conducting an assessment, per our TLC plan, regarding the effectiveness of the process at mid-year. As the Board will see (on Monday, Dec. 14, 2015) we have three very effective, driving instructional coaches that are doing significant, highly specialized teacher instructional support work. Child Internet Protection Act, (2000): The Children's Internet Protection Act (CIPA) was enacted by Congress in 2000 to address concerns about children's access to obscene or harmful content over the Internet. CIPA imposes certain requirements on schools or libraries that receive discounts for Internet access or internal connections through the E-rate program – a program that makes certain communications services and products more affordable for eligible schools and libraries. In early 2001, the FCC issued rules implementing CIPA and provided updates to those rules in 2011. The CIPA requires Schools and libraries subject to CIPA may not receive the discounts offered by the E-rate program unless they certify that they have an Internet Safety Policy that includes technology protection measures. The protection measures must block or filter Internet access to pictures that are: (a) obscene; (b) child pornography; or (c) harmful to minors (for computers that are accessed by minors). Before adopting this Internet safety policy, schools and libraries must provide reasonable notice and hold at least one public hearing or meeting to address the proposal. Internet costs to schools are offset through the Federal E-Rate program when a district is found to be in compliance. A public hearing is required. http://transition.fcc.gov/cgb/consumerfacts/cipa.pdf New District Internet Contract Offered by Local Provider: I am happy to report that through collaborative work with Liberty Communications, the district’s long time Internet provider, a new contract has been reached that will nearly triple our current bandwidth at about half the monthly cost. It is estimated to save the district approximately $30,000 annually for the next few years. As shared, the W.B.C.S.D. is committed to providing 21st Century learning environments and opportunities for our students and staff, but we must provide it in a cost effective manner. With the above contractual agreement, we continue to be good stewards of taxpayer dollars while working to meet the 21st Century learning needs of our students.

As superintendent, I want to thank Mr. Jerry Melick, General Manager, Liberty Communications, for his efforts to restructure his company’s agreements and obligations so as to be able to offer the contract shared at this Board meeting. Master Facilities Planning Review: As part of the 15-Year Master Facilities plan, the district has developed a five-phase facilities improvement plan. Phase I (2014):

Facilities Improvement Design: The district continues to revisit and analyze the “footprint” facilities designs based on the 2013 – 2014 Facilities Advisory Committee’s recommendation to the Board of Education. The designs came from 117 community stakeholder’s input, community focus groups and board approved professional engineering and architectural input. The district continues to work with the City and Meadows development for improved planning and seasonable access and safety alignment requirements. Standard #4: (Family and Community) An educational leader promotes the success of all students by collaborating with families and community members, responding to diverse community interests and needs and mobilizing community resources. Listening Posts and Q & A for the West Branch Community School District (WB Times Article) The vision of the W.B.C.S.D. is to be a “Future Focused Community of Learners.” In support of this goal, I have established stakeholder “listening posts” to continue our work of being open, transparent and available for community input. As many of you know, the WBSF’s trustees have established a goal of raising $50,000 to support the technology needs of our students. That night, there will be a “redesigned learning environment” demonstration classroom set up in the HS Commons for fans to view as they enter the doors.

In addition, please look for the WBSF’s information postcard being mailed out to many of you in the next few weeks. In an era of limited school funding, the donations received will go to the Foundation’s “Innovative Teaching” and scaled-up technology support program. Without this help, West Branch students will not have the experiences with top end technologies and redesigned classroom spaces that other students are beginning to receive in other districts

First, the West Branch School Foundation (WBSF) is a 501(c) (3) tax-exempt charitable organization. Your donations, contributions or gifts to support the school district and our children are deductible under IRC Section 170. The purpose of the West Branch School Foundation is to develop, maintain, increase and enhance educational opportunities to benefit the future focused community of learners in the school district. The WBSF Board of Trustees are; Mr. John Hierseman, Mrs. Kathy Knoop, Mrs. Kami Poppen, Mrs. Marisa Stout and Mr. Chris Bower. Standard #5: (Ethics) An educational leader promotes the success of all students by acting with integrity, fairness and in an ethical manner. Anti-Bullying Learning: The W.B.C.S.D.’s staff will continue to focus on the implementation of new policy and support processes to continue to combat any bullying or harassment issues.

Standard #6: (Societal Context) An educational leader promotes the success of all students by understanding the profile of the community and responding to, and influencing the larger political, social, economic, legal and cultural context. SAI Executive Leaders: I was honored to be selected to be President of School Administrators of Iowa’s Executive Leaders Committee. The committee’s charge is to organize professional development and learning opportunities for Iowa’s superintendents for the year. FFA Center, DMAAC: On November 5th, school superintendents from across the state were invited to visit with Iowa’s business leaders in for a conversation about the future of Iowa education. The goal was to have meaningful dialogue between business leaders and school leaders in an effort to gain clarity on what exactly business leaders want from students who graduate from Iowa’s schools. As best as we know, this is the first time meaningful conversations of this type has been tried on this statewide scope and SAI is excited to host and facilitate the event. I was happy to be part of organizing, inviting and giving the opening remarks and welcome to this event. Crisis Management: The West Branch Administration joined Police Chief Mike Horihan and one of his officers at a November 17, Department of Education sponsored “Crisis Management Planning” conference. Violent Intruder Talks with All Students: Mr. Mike Horihan and I have completed our visits with every student in the W.B.C.S.D. I want to thank our students for being so attentive to these developmentally appropriate discussions. Families were recently sent an updated letter regarding protocols for “reunification” should the unthinkable take place. Mitigation: Mr. Tim Malott and/or Mr. Brad Smith will present on “Hazardous Mitigation Planning” and the accompanying Mitigation Resolution at the Board meeting. Legislative Invite: Sen. Robert Dvorsky (D) and Rep. Bobby Kaufmann (R) plan to attend our December Board of Education Meeting.

Building Principals’ Reports Jess Burger, Elementary Principal

1. Kelsey Strope has been working with elementary classroom teachers to implement "Hour of Code" week here at Hoover. Each classroom has spent at least an hour engaged in coding activities appropriate for their age/grade level. In conjunction, Kelsey wrote a grant for the elementary that could support the purchase of educational materials in math and science. (ISSL #2 Culture of Learning)

2. In the last couple of months, we've had a group of staff members participate in re-certification for Non-Violent Crisis Prevention Intervention (CPI), provided by Grant Wood AEA. This is an annual training that provides staff members with strategies to de-escalate situations with students in hopes to avoid acting out physically. The goal of the training is to ensure care, welfare, safety, and security for all students. (ISSL #1 Shared Vision)

3. Mr. Hatfield, Mrs. Hetrick, Mrs Becker and I were accompanied by three 4th grade students for an elementary facilities tour with Struxture Architects. We were able to visit three elementary buildings, two of which were remodels and one new construction. It was a very informative visit and gave us good insight about some of the strengths and weaknesses of our building. (ISSL #3 Management)

4. Hoover Elementary staff members again donated meal supplies and went to Ronald McDonald House to prepare dinner for families there. This effort has been spear headed by Angie Miller and occurs about 3 times each school year. It's an amazing experience for those that participate and such an important cause. I appreciate working with such caring and thoughtful people. (ISSL #6 Societal Context)

Sara Oswald, Middle School Principal

1. Fall Conference Attendance: 5th grade: 57/58 = 98% 6th grade: 48/54 = 89% 7th grade: 53/64 = 83% 8th grade: 51/65 = 78% Total: 209/241 = 87% (ISSL #4: Family and Community)

2. WBMS hosted its first full Science Fair on Monday, November 23rd. Mrs. Forsyth's 8th grade science students and Ms. Morische's 5th grade TAG students presented their projects. Our TLC coaches, Kelsey Strope and Jessica Taylor, supported the classroom teachers in planning the event. The experiments represented a wide range of interests and experimentation. One of my favorite parts was when each student told us what they would change in their experiment/project. This kind of reflection and growth mindset is reflective of how our teaching and educational expectations are changing for W.B.C.S.D. students. (ISSL #1: Shared Vision/ISSL #2: Culture of Learning)

3. Friday, December 18th will be Middle School night at the Varsity basketball games. The Social Emotional Learning coaches, Joan Donovan and Taylor Larson, have set this up

Shannon Bucknell, High School Principal

1. High School students and staff have been working hard to create a positive culture at West Branch High School. Student Government is sponsoring a Secret Snowman program that allows student to share gifts with each other. Mr. Larson and Ms. Thomas have identified WBHS students and families that need assistance by complimenting the Christmas gift program Ms. Fryauf coordinates for K-8 students. This program has been funded by donations of the WBHS staff. Our Transition Center will be hosting an open house and treats on Tuesday December 22nd for all staff. This will be a great chance for our staff to see Mr. Fortune's students progress and facility. Lastly, our National Honor Society is already working on organizing WBHS Earthday 2016. It’s a great time to be associated with WBHS. (ISSL #4:- Family and Community)

2. The Kirkwood Regional Center at the University of Iowa students had a successful 1st

semester. All of the WBHS students who are currently enrolled in multiple programs will continue to second semester. We are very proud of the hard work and perseverance that these students have displayed. (ISSL #2: Culture of Learning)

3. Congrats to Megan Tadlock and Russell Martin on being named to the Academic All-State Teams. Football Academic All-State should be released soon. We have nominated three student-athletes for this award. (ISSL #1: Shared Vision)

WEST BRANCH COMMUNITY SCHOOLS Regular Board Meeting Monday, November 9, 2015 City Offices 6:00 p.m. Those present at this meeting included:

Call to Order/Open Forum: Board President Colbert called the meeting to order at 6:04 p.m. The vision, mission and destination statements were read by the Board members. Approval of Agenda: Motion Sexton, second Yeggy to approve the agenda. Roll call vote. All ayes. Honors, Commendations and Success Stories: Several success stories were shared. Certified Enrollment: Certified enrollment is an annual report of enrolled resident students used for the Iowa School Finance Formula calculation. The certified enrollment count is taken on the first day of October every year. Mr. Hatfield and Mrs. Klinkkammer presented the final enrollment numbers that were officially certified on October 15, 2015. The District is down 32.42 students from last year. Mr. Hatfield and Mrs. Klinkkammer have been discussing some possible budget scenarios and will present information to the Board in a work session in December. Transportation Report: A report showing the transportation expenditures for FY2015 through FY2013 were presented and explained by Mrs. Klinkkammer. She pointed out and described a few of the major differences from year to year and also answered any questions the Board had. This was for informational and transparency purposes only. No board action was needed. Snow and Mowing Bids: The District ran a two-week ad requesting snow removal and mowing bids for December, 2015 through November, 2016.The Board held a brief discussion. Motion Schultes, second Sexton to approve the snow removal bid from S&S Flatwork and the mowing bid from All Seasons. Roll call vote. All ayes. Early Retirement: The Board reviews this policy on a yearly basis and may choose to change it, or not offer it, in any given year. The Board was provided information (data) regarding members of the West Branch Community School District’s staff that are qualified to apply for (voluntary) retirement. The Board received copies of the proposed early retirement plan for their review that has been offered in the past. The Board discussed early retirement options and policies and directed Mrs. Klinkkammer and Mr. Hatfield to return to the December 14, 2015 meeting with cost factors for those options and past data. The Board will formally decide whether or not to offer early retirement at the December 14, 2015 meeting. Board Policy Review: The Board reviewed their respective policies. Motion Owen, second Sexton to approve the first reading of policies 702.07-801.06 in addition to approving the second reading of policies 700-702.06 with the understanding policies 702.08 and 702.09 will be reviewed for any updates and 702.04 will also be updated when information on the insurance language is received. • Verified special education count with Grant Wood AEA and certified.

• Attended IASBO Regional Meeting. \

• Listened to IASBO monthly webinar – Calendar of Critical Dates.

• Attended IASB Annual Convention.

• Sent second quarter open enrollment bills.

• Completed and certified Annual Board Officer Report.

• Updated SINA portion of Title I.

• Continued work on early retirement options and financial costs.

• Submitted Title II Part A Budget.

• Met with Sandra Monohan from Mercer on ACA Requirements and Reporting.

• Attended Medicaid meeting with appropriate staff, GWAEA and Claimaid.

• Completed and certified School Association Reporting.

• Worked on FY17 Budget Reductions.

• Spoke with Matt Gillespie from Piper Jaffray and went over the possible facilities funding options. Updated financial information.

• Certified SBRC application for modified allowable growth for on-time funding.

• Submitted monthly nutrition reimbursement reports.

• Monthly payroll and reports.

• Monthly bills and Board Reports.
