OVERVIEW

This Regional Strategic Plan encompasses the nineteen counties (Brown, Callahan, Coleman, Comanche, Eastland, Fisher, Haskell, Jones, Kent, Knox, Mitchell, Nolan, Runnels, Scurry, Shackelford, Stephens, Stonewall, Taylor and Throckmorton) in the West Central Texas Council of Governments service area. This area is 17,893 square miles and contains approximately 327,390 people. (2010 US Census) The mission of the West Central Texas Council of Governments is to encourage and assist local units of governments and community partners to join and cooperate with one another to improve the health, safety, and general welfare of their citizens and to plan for the future development of the area embraced by the communities within the area; to assist member units in solving current problems and completing capital improvements; and to establish regional coordination and communication to help eliminate monetary waste from duplication and misapplication. Therefore, it seemed logical that the West Central Texas Council of Governments Criminal Justice Planner take the lead, along with the cooperation of chairpersons/members of the Community Planning Committees, to develop a strategic plan for the region. The plan was developed based on county community plans/ surveys from the region. The Criminal Justice Advisory Committee’s by-laws ensure representation from each county served by WCTCOG as well as membership from various other sectors as recommended by the Criminal Justice Division. The results of these plans/surveys were taken into consideration by the West Central Texas Council of Governments Criminal Justice Planner in cooperation of chairpersons/members of the Community Planning Committee and priorities were assigned based on the needs determined by the plans/surveys. What Is a Strategic Plan? This plan is formally known as the West Central Texas Council of Governments Regional Strategic Plan, the purpose of the Regional Strategic Plan is to help identify gaps in services regarding Criminal Justice Services, Juvenile Justice Services, Direct Victim Services, and Mental Health/Substance Abuse Treatment Services. The Office of the Governor, Criminal Justice Division (CJD) requires that Criminal Justice Strategic Plans be developed and maintained by counties and/or regions throughout Texas. The document that is represented here reflects the efforts of many in West Central Texas Council of Governments region that are concerned with assuring that any gaps in services are closed, thus making our communities safer places in which to live and work. This Strategic Plan reflects the ever-changing needs of our community and a reassessment of those needs are performed annually through planning workshops and other input sources. The Judges, community leaders, law enforcement agencies and the service providers in our region support the concept of strategic planning for development and implementation of improved services to the region.

I. Introduction Access to victim services and resources is vital and necessary to crime victims long-term prospects for regaining at least a portion of the quality of life that has been negatively impacted as a result of criminal acts. The Strategic Plan for West Central Texas Council of Governments with regards to Victim of Crimes Act (VOCA), Violence Against Women Act (VAWA), Juvenile Justice and Delinquency Prevention's Services (JJDP), Mental Health / Substance Abuse and Criminal Justice System Improvements is designed to provide a framework to guide the investment of limited public dollars currently available for direct victim services, and to provide support and direction for the development of needed new resources. Direct Victim Services include crimes classified under both the Victims of Crimes Act (VOCA) and Violence Against Women Act (VAWA). Victims of crime, including assault, child abuse, domestic violence, robbery, sexual assault, vehicular assault, vehicular homicide, property crime, and survivors of homicide confront daunting challenges. As a result of criminal acts, they are injured both physically and emotionally; deprived of property; forced to devote time and energy to restoring their identities, their homes, and businesses; and must work to rebuild their confidence and sense of security. In addition to the losses suffered directly, victims' families and friends find their lives altered as they care for and help loved ones cope with losses, injuries, and, in some cases, permanent disabilities. Families and friends of homicide victims suffer the permanent loss of loved ones. This plan will try to improve the relationship between the work done to provide direct victim services for all victims of general crimes and victims of domestic violence and sexual assault and how projects are funded. It will provide the framework through which funding recommendations are made by the Criminal Justice Advisory Committee based on gaps in services in the West Central Texas Council of Governments region. The West Central Texas Council of Governments Strategic Plan will also address recommendations for funding based on gaps in services for Juvenile Justice and Delinquency Prevention's Services (JJDP), Mental Health / Substance Abuse and the Criminal Justice System.

II. Planning Process The West Central Texas Council of Governments regional strategic plan emerged from the West Central Texas Council of Governments individual County Community Plans. As a first step in the planning process, the existing Community Plans was the framework, we then asked County/City elected officials and current providers of services in all areas to provide input into the strategic planning process. Stakeholders consisting of elected officials, committed individuals from community-based organizations, prosecutors and law enforcement organizations, system-based victim programs, and victim’s advocacy groups provided advice throughout the planning process. The input process included meetings with elected officials, focus groups, interviews, and surveys of current providers of services being administered. The survey was designed to determine needs, service priorities and provided the opportunity for stakeholders to draft Strategic Plan strategies.

Potential Response to Problem Continued funding will assist with core victim services within the region, to include sheltering, counseling, SANE nurse, financial assistance, transportation and legal services to ensure that all victims receive an appropriate level of service.

Problem Identified Data

Lack of immediate, and sustained support services for victims of crime that include information on victim rights and resources, support during and after the criminal justice process, counseling/therapy, immediate financial assistance, legal advocacy, and lack of transportation to and from services especially in the rural areas.

There is no immediate financial assistance provided to assist victim. Victim must file through Crime Victim Compensation Act and wait for compensation. There is no transportation service to assist victims to and from needed services.

Allow Direct Service providers to apply for grant assistance to have immediate financial assistance available, to include funding to assist with transportation needs. Work with Crime Victims Compensation Office to reimburse the direct service provider.

The turnover in small rural law enforcement agencies, require continuous training of Law Enforcement personnel.

Increased public/prevention awareness of crime victim needs and experiences, so that victims of crime and their family members 1) understand how to seek assistance and information about victims’ rights, and 2) understand the resources available so that family and friends of victims know how to support victims of crime.

Adequate awareness is available to agencies that refer victims for services; however, there are limited public/prevention awareness campaigns, to increase overall public/prevention awareness.

Potential Response to Problem

Provide funding for additional public/prevention awareness campaigns.

Priority #5 Problem Identified Data

Lack of collaboration among law enforcement personnel, prosecutors, system-based victim advocates and community-based victim service providers to facilitate seamless help for victims.

Communication between direct victim services providers and prosecutors continue to be challenging, there is no seamless manner in place, which enhance communication between service providers and prosecutors.

Potential Response to Problem

Work directly with DA's office to establish a protocol and identify a single contact person to assist and enhance communications between direct victim services and other agencies.

Barriers to Accessing Services • Geographic isolation can present a number of barriers to service, including lack of comprehensive services, transportation to

services, and culturally appropriate services.

• Lack of information about rights may result in preventing victims from seeking services because they do not know that it is their right, or they do not know that services are available.

• Lack of multidimensional assessment of individual need can result in service delivery that focuses on singular needs rather than providing services based on meeting the needs of a victim from the whole perspective.

• Language and cultural differences may prevent victims from seeking services or receiving culturally appropriate help.

How are these resources currently working together? The coordination of services in WCTCOG region is a work in progress and is dependent upon funding, some of the smaller counties cannot sustain victim services programs, based on funding, facilities, expertise and victims requiring the services. Agencies throughout the region share services with counties that are contiguous to each other. The larger communities have more services available and through a regional approach are now trying to expand services to others within the region, as much as funding and manpower will allow. West Central Texas Council of Governments, Criminal Justice Department continues to support the regional victim services by participating in training efforts to assist victim services organizations.

IV. Juvenile Justice Delinquency Prevention Services Vision All juveniles in the WCTCOG region have access to comprehensive services, transportation to services, and culturally appropriate services especially where language or cultural differences are diverse.

Mission To support, and facilitate the development of services to juveniles that are accessible, effective, and culturally appropriate. Major Findings Through the planning process the following needs were identified as well as barriers to accessing services, where by leaving a gap in services.

Priority #1 Problem Identified Data

Problems related to the breakdown of families, in particular, the lack of good role models.

Juvenile service providers continue to see the effects on juveniles when they come from broken families.

Potential Response to Problem Increase adult mentoring; require parenting education for incarcerated parents. Improve on providing resources to parents/guardians in family situations such as family violence, drug and alcohol abuse.

Priority #2

Problem Identified Data Lack of training for law enforcement regarding Juvenile Justice issues.

All Law Enforcement agencies could use additional training with regards to Juvenile Justice issues.

Potential Response to Problem

Funding for Juvenile Justice issues could increase awareness of the effectiveness of SRO or DARE programs, whereby increasing Law Enforcement agencies interest in participation.

Bullying, including cyber-bullying, sexting, social media and cyber crimes have become a greater concern.

How are these resources currently working together? The resources that are available within a particular county in the region may be assessable to other counties thorough mutual aid agreements. However, time and distance are variables that make these agreements unworkable. Within the region there are some organizations that address multiple Juvenile Justice Delinquency and Prevention Programs and by encouraging these organizations to expand their services to counties contiguous to them only enhance the regions efforts to solve common issues. The West Central Texas Regional Law Enforcement Academy, as well as Law Enforcement agencies within the region will continue to train their law enforcement personnel to meet the needs to address Juvenile Justice Delinquency and Prevention Programs.

V. Mental Health and Substance Abuse Services Vision To eliminate substance abuse and mental health related problems in the community by establishing model programs in partnership with other community agencies. Mission To provide a comprehensive continuum of services to all persons affected by substance abuse and mental health issues regardless of age, ethnic background, and/or financial status. Major Findings The following needs were identified as well as barriers to accessing services, where by leaving a gap in services.

Priority #1 Problem Identified Data Lack of funding for implementation of prevention programs, treatment facilities and strategies that decrease alcohol and drug abuse.

Within the rural counties there are limited resources dedicated to Alcohol/Substance Abuse.

Potential Response to Problem

Additional funding would allow service providers that currently operate in the region to expand services to region to effectively provide services in the areas of Alcohol/Substance Abuse.

Problem Identified Data

Lack of infrastructure to support communities in their efforts to provide substance abuse services and behavioral health services.

In the rural communities there is very little infrastructure in place to support Mental Health and Substance Abuse services, for both adults and children.

Potential Response to Problem In the rural communities in the region we should implement Screening, Brief Intervention, and Referral to Treatment (SBIRT). SBIRT is a comprehensive, integrated, public health approach to the delivery of early intervention and treatment services for persons with substance use disorders, as well as those who are at risk of developing these disorders. Primary care centers, hospital emergency rooms, trauma centers, and other community settings provide opportunities for early intervention with at-risk substance users before more severe consequences occur. Telehealth is the use of electronic information and telecommunications technologies to support long-distance clinical health care, patient and professional health-related education, public health and health administration. Technologies include videoconferencing, the internet, store-and-forward imaging, streaming media, and terrestrial and wireless communications.

Lack of funding for training regarding Mental Health for Law Enforcement as well as others in the Criminal Justice System.

Very limited training offered for Criminal Justice personnel in the area of Mental Health or overall awareness. Law Enforcement personnel are spending more time with persons dealing with Mental Health issues.

Additional funding would allow Mental Health providers to provide training in the area of Mental Health, as well as Mental Health Awareness training to community members.

Barriers to Accessing Services • Geographic isolation if you live in rural or isolated areas that do not offer the needed services, and transportation can be a

deterrent to seeking treatment if one does not have a vehicle or needs to spend a long time traveling to receive services can present a number of barriers to service.

• Attitudes barriers - believing that the mental illness will resolve on its own and not believing that mental health care will be beneficial.

• Cross-cultural barriers to seeking help can be classified in four categories: cognitive, affective, value orientation, and physical or

structural. Cognitive Barriers - Some cultures see no distinction between physical and psychological problems because “the psyche

and soma” are seen as a whole.

Affective Barriers - The willingness to report problems may be influenced by perceptions of stigma and shame. (loss of

face). Value Orientation Barriers - Disclosing personal problems to strangers is highly discouraged. Physical or Structural Barriers - Lack of knowledge or awareness of available services stands out as one of the major

reasons for underutilization, mental health services may be unaffordable for individuals with a low socioeconomic status. How are these resources currently working together? Within the region there is not a State Hospital. The Betty Hardwick Center in Abilene, serves most of the region for Mental Health Issues. However, the coordination of services in region is a work in progress, some of the smaller counties cannot sustain funding to effectively offer services in another county, due to lack of transportation, facilities, and/or victims requiring the services. West Central Texas Council of Governments, Criminal Justice Department continues to support the regional efforts in the area Mental Health services by participating in training efforts to assist Mental Health services organization.

VI. Criminal Justice Services Vision To ensure Law Enforcement Agencies, Courts, Detention Facilities are equipped with up-to-date equipment and training to provide the highest level of services to the communities served in the WCTCOG region. Mission To provide comprehensive Criminal Justice services to the citizens of the WCTCOG region, while maintain the highest level of professionalism and ensuring the highest level of safety for the employees. Major Findings Through the planning process the following needs were identified as well as barriers to accessing services, where by leaving a gap in services.

Priority #1 Problem Identified Data Funding for specialized training and basic training in Law Enforcement has been drastically reduced. This cut leads to fewer qualified applicants. Lack of funding for training for law enforcement with regards to Juvenile Justice, Victim Services, and Mental Health Issues.

Specialized training is not reasonable for smaller departments that already have to train their officers in the wide spectrum of law enforcement. Funding for most rural law enforcement operations in the communities is problematic.

Potential Response to Problem Increased funding would allow for more training to meet the demands of the region, and that are responsive to crime trends and new legislation, as well as create an adequate pool from which local law enforcement agencies can hire.

Priority #2 Problem Identified Data Lack of funding for law enforcement to purchase up-dated equipment/technology, to assist with the on-going tasks law enforcement personnel face every day.

With the intensity of how equipment is used on a daily basis, there is a continuing cycle of replacing the old with new. This cycle is a strain to the already limited budgets. Additionally, with advancements in technology, there are advancements in criminal opportunities.

Potential Response to Problem Additional funding for equipment/technology would enhance investigations and prosecutions. It is a necessity for law enforcement to have up to date equipment/technology available to detect, deter, and respond to criminal activity.

Currently the only location for the region with a Sexual Assault Nurse Examiner is Abilene, Taylor County. Transportation and manpower become issues.

Example: By assigning one of their regular officers to work full time on narcotic investigations means the agency may be neglectful of needs in other areas. Officers are leaving for higher paying jobs that include the oil jobs being created in the West Texas region.

Potential Response to Problem Additional funding for law enforcement agencies would create an adequate pool from which local law enforcement agencies can hire.

Problem Identified Data Funding to create specialized task forces in rural law enforcement agencies, such as drug task forces, and swat teams.

The multi-jurisdictional drug enforcement task force, known as West Central Texas Interlocal Crime Task Force is no longer in existence due to lack of funding. The loss of the agency has resulted in more efforts having to be made by the already struggling local rural law enforcement agencies.

Potential Response to Problem

Funding for specialized task forces in rural law enforcement agencies would enhance investigations, prosecutions, as well as assure public safety and be able to detect, deter, and respond to criminal activity.

Barriers to Accessing Services • Geographic isolation can present a number of barriers to training classes in the region.

• Lack of jail facilities creates problems with housing of incarcerated individuals in certain rural counties.

• Lack of funding to rural communities with regards to equipment and programs.

• Lack of sufficient funding for Law Enforcement to increase knowledge in juvenile services, or to assist with diversion programs or

crime prevention programs. How are these resources currently working together? Currently, there is no regional task force to address Law Enforcement Issues. Each individual county/city police department with the assistance of the Texas Department of Public Safety Drug Unit addresses drug related crimes within their own jurisdictions. The gaps in services are associated with no regional approach to dealing with the drug related crimes and activities associated with drug abuse. Whereby, making the region less prepared to deal with the issues using a regional approach. Some of the smaller counties are left without adequate resources. With current vehicle traffic through the region using State Highways and Farm to Market Roads the drug industry cultivates the same problems as those in large urban areas, i.e. gang related problems, major drug trafficking and interstate drug trafficking. There is however a spirit of cooperation between the local agencies and the Department of Public Safety. Through continuous coordination between all agencies and West Central Texas Council of Governments, interoperable communication issues have and are being addressed. Training issues are being addressed through the West Central Texas Regional Law Enforcement Academy. The grant West Central Texas Council of Governments through Office of the Governor, Criminal Justice Division provides Basic Peace Officer, Basic Corrections Officer, Intermediate and Advanced Certifications courses, Tele-communicators Certification, in-service, as well as mandated training for all agencies within the 19 county area. WCTLEA allow other agencies training opportunities based on space available. Law Enforcement agencies are currently seeking funding to address law enforcement equipment needs.

Gaps in services WCTCOG's Region There are gaps in many services offered in the larger communities within our region, but which are unavailable or limited in scope to the smaller communities. Some of these gaps include:

• Lack of services of all types for victims of crime (specifically in rural counties) • Need for additional School Resource Officers • Update equipment /technological upgrades for law enforcement agencies • Need for additional Sexual Assault Nurse Examiners • Lack of improved education and cooperation between law enforcement personnel and domestic violence providers • Lack of adequate training for victim assistance personnel/crisis responders, and volunteers • Shelter and transportation to services for domestic violence victims • Lack of reporting of domestic violence, sexual assault, and child abuse crimes (often due to apathy, fear,

embarrassment, or lack of knowledge) • Education (especially in schools and of youth) on child abuse, parenting, internet crimes (including cyber bullying,

texting, and sexting), and anti-victimization • Advocacy and assistance throughout the criminal justice system process for survivors of violent crime • Lack of counseling services to victims of crime • Need for batterer’s intervention program services • Lack of prevention awareness for parents, schools, and neighborhoods • Lack of legal aid for victims of domestic violence and affordable transitional housing once they leave shelter • Lack of referral services available in rural areas • Lack of drug task force agencies • Lack of domestic violence prevention training • Shortages of manpower and equipment, as well as technological upgrade needs • Problems related to law enforcement response to mentally challenged individuals

Services in the region that should be continued or enhanced.

The Regional Strategic Plan encourages cooperation between agencies, as well as coordinating new services and the continuation of services that are making an impact. While the counties and cities comprising the West Central Texas Council of Governments service area are dealing with funding issues there were two top priorities; 1) the continued need for maintenance of basic direct services to victims of all crimes and 2) continued funding regarding training for law enforcement personnel. While the larger counties have more resources for Victim services, most of the rural counties in the West Central Texas Council of Governments service delivery area are lacking victim services, such as counseling, sheltering, transportation, financial aid, advocacy and assistance throughout the criminal justice system for survivors of violent crimes. Law Enforcement agencies should continue to provide services to victims of all types of crime. The West Central Texas Regional Law Enforcement Academy will continue to train law enforcement personnel and other first responders with all state mandated, basic and advanced training, as long as funding will allow. Juvenile services in all areas should continue to be a priority in the region. Since juvenile services funding decreased dramatically, the region should look for alternative funding sources to expand all juvenile services to the rural counties of the region to include programs that offer counseling, education, residential, mental health and substance abuse treatment. Mental Health and substance abuse services are very limited within the rural counties and are primarily provided by Betty Hardwick Center. These services include all aspects of Mental Health as well as substance abuse intervention and education services. The West Central Texas Council of Governments, Criminal Justice Department is dedicated to meeting the needs and implementing the priorities as listed in this plan in collaboration with the participating service providers. The West Central Texas Council of Governments, Criminal Justice Department will continue to facilitate the regional efforts of those service providers as we strive to improve the lives of the citizens in our region.
