Report of the Commissioner of Police for the Year ended 30th June, 1928.

The HOIl. Minister JOT Police.

I have the honour to sublllit m.\' Annual Hepurt for the year elided 30th J nne. l!J:!b.

The preliminary mean populatiou of the ::ltate for the year ended 30th June, 1928, was 3!J2,18-±, whilst it was estimated aborigines totalled l;J,OOO.

The expenditnre during the financial disclosed by the following ligures:-

::lalaries and allowances Contingencies

year IS as

£ 188,goH

:n,;")-±:i

£220,511

"'hibt the sum voted by Parliament Ull the Estimates was £221,211.

As a set-off against the expenditure, the following reimbursements were receil'ed:-

Police at Beagle Bay Police at Royal :Mint Government House orderly Fremantle pillaging Shop stealing Gold stealing

This left a net expenditure of £214,623.

£ 514

1,720 31:3

1,808 41:5

1,108

The total Revenue received by the Department. amounted to £33,519, but included in this sum are the amounts mentioned immediately abol'e, with the exception of £313.

The cost of police protection per capita was las. 9.1., if the t otal expenditure is taken into account. hut the amounts collected, as shown abol'e, should be set off against such expenditure, whieh woul,] bring the cost per capita to lOs. 6d. The propOl tion of polire to population of ,1,07,] 8,1" which fig. ures include the estimated aboriginal population, i~

1 to 739.

1 would again draw attention to the e\'erIncreasIDg demands on the Department for the control of t r affic. Parliament saw fit some years ago to place this responsible work in tIll' JUetropolitan Ar ea on the Department, but no pro\'ision was made for the local authorities eontriiJuting to the cost, which is an eyer-growing- one ill thIS area. In South Australia the lo<:al allthorities ha\-e to c-ontribute to the maintenum'p of the foot police and with the increasing expenditme of the Depart ment it is a matter for consideration \,hether SOIDe

scale of contribution shoul,1 not be arranged for the ser\"ire~ performed in the ~fetropolitan Area in ronnection ,,-ith duties that rightly belong to tbe loral authorities.

The expenditure on this Department, like otber Go\"ernment Departments, has for a number of year~ kept down to an ahsolnte minimum ronse· flL1el1t on Treasury requir!'lHPllts, which must bl' ronsiclered as paramount. Tn 1 he l1nanrial ohliga· tions of the Treasury this Department cannot expert fn\"olll'ed treatment O\'er nn~' otiter. ('speriall)

\\'hE'1l it is bOrll(' ill Jllin,1 that such institution., :" hospitals are hard pressed to keep within tht' limits of expenditure laid down for them.

'l'he question of increasing the Mrcngth of the Force to llleet the en'r-insi:;tent demands made Oil the Department by r('sirients of nu1.ous loealitie., for poliee protection has been referrerl to by me in preyious annual report:;, and during the period under re\'iew a SUIll of 1:.'),000 was made anlilabll' by Parlium('nt to in some small measure meet suc·Ii demands anrl to till some of the I·aeulll·ies euuse.] through the transfer of men to th(' Tra flit' un,l ",. eight~ and :Measures Branches.

Another phase of expense that must b(' considered thi~ ('oming- finane-ial ye>lr i, the provision of !leI\' motor \·ebieles. It is most ('ssential that sonl<' of the old \"Chicles in use hy the Department should be scrapped, and if funds are available it is my intention to do so.

The e-omparative return of expenditure sinc'e 1900 has been broug'ht up to date (Appendix loB").

STR.ENGTH OF THE FORCE.

~U the :30th .June the actual strength of the Forrc was as follo\l"s :--

11 Inspectors. 64 Sergeants (Uuiform). :lB Detectiyes of all classes.
