The preliminary mean populatiou of the ::ltate for the year ended 30th June, 1928, was 3!J2,18-±, whilst it was estimated aborigines totalled l;J,OOO.
The expenditnre during the financial disclosed by the following ligures:-

As a set-off against the expenditure, the following reimbursements were receil'ed:-

This left a net expenditure of £214,623.

The total Revenue received by the Department. amounted to £33,519, but included in this sum are the amounts mentioned immediately abol'e, with the exception of £313.
The cost of police protection per capita was las. 9.1., if the t otal expenditure is taken into account. hut the amounts collected, as shown abol'e, should be set off against such expenditure, whieh woul,] bring the cost per capita to lOs. 6d. 1 would again draw attention to the e\'erIncreasIDg demands on the Department for the control of t r affic. Parliament saw fit some years ago to place this responsible work in tIll' JUetropolitan Ar ea on the Department, but no pro\'ision was made for the local authorities eontriiJuting to the cost, which is an eyer-growing- one ill thIS area. In South Australia the lo<:al allthorities ha\-e to c-ontribute to the maintenum'p of the foot police and with the increasing expenditme of the Depart ment it is a matter for consideration \,hether SOIDe
scale of contribution shoul,1 not be arranged for the ser\"ire~ performed in the ~fetropolitan Area in ronnection ,,-ith duties that rightly belong to tbe loral authorities.
The expenditure on this Department, like otber Go\"ernment Departments, has for a number of year~ kept down to an ahsolnte minimum ronse· flL1el1t on Treasury requir!'lHPllts, which must bl' ronsiclered as paramount. CARGO PILLAGING AND STEALING ON SHIPS.
The total l1umbrr of cases reported during the ycar for the State was 49, compared with 42 in 1926 anrl 50 in 1925, showing am increase of 7 against last year's figures.
Property was not identifiable in 36 cases, or 73.47 per cent.
Property was recovered and located in 7 cases, or 14.29 per cent.

Brought to trial and otherwise accounted for, 6 eases, or 12.24 per cent.
There were only 13 cases, or 26.53 per cent., in which property was reported as identifiable, which accounts for the small percentage shown against "Brought to trial, etc."
