UTILITIES AVAILABILITY SUMMARY 1.0 INTRODUCTION

Rybka have been appointed by Salters Land Limited to review utility connection availability for their development at The Steading site, Wester Cowden, Dalkeith, EH22 2QA The work undertaken as part of this initial investigation is outlined below and this report provides an overall summary of utility connection options.

• Review available information on existing utility company record plans • Liaise with each utility network operator (Gas / Electricity / Water) to

establish their network availability to meet the demands of the development and the most suitable point of connection location for the development.

• Prepare a Scottish Water Pre-Development Enquiry (PDE) • Obtain budget cost from Scottish Power for point of connection to the

development • Obtain SGN gas budget connection quote

The initial utility enquiries have been processed based on 25 residential units with gas-fired heating installations.

2.0 WATER CONNNECTION

A pre-development enquiry (PDE) was processed with Scottish Water to determine availability of water and drainage services for the development. The PDE response is included in appendix B for reference. The PDE response confirms; Water: There is sufficient capacity in the Rosebery Water Treatment Works and also the local network to service the demands from your development. Connect to the 3" CI main that runs through site. Ensure appropriate standoff distances to the main are applied by new development, otherwise consultation with our Asset Impact Team may be advised. Scottish Water's current minimum level of service for water pressure is 1.0 bar or 10m head in the public main. Any property which cannot be adequately serviced using this pressure may require private pumping arrangements installed, subject to compliance with the current water byelaws. Wastewater: There is sufficient capacity in the Edinburgh Waste Water Treatment Works and the local network to service the demands from your development. Ok for foul only, and surface water should connect via surface water system if it cannot be disposed of on site. Scottish Water supports the principal of a sustainable urban drainage system (SUDS) and the developer should consider utilising this in the surface water drainage design. It is important to note that Scottish Water will not adopt surface water drainage systems that require the flows to be pumped. The SW PDE response confirms the development, subject to processing a successful connection application, can be connected to the existing 3” cast iron main that runs through the site. The existing main may require diversion to suit the new site layout proposals and the extent of this will require to be assessed against the detailed development plans in due course.

3.0 GAS CONNECTION

SGN have provided a budget quotation for gas connections to the development and this is included in appendix C. SGN have advised that gas service to the developments is available from their infrastructure. They note that their work is within close proximity of another GT and crosses third party pipeline. On request of any firm quotation, permissions will be sought from relevant owners and operators.

They have made no allowance for servitudes or third party permissions to carry out the work, these may be required. The costs exclude any diversion allowance – the requirement for same is to be determined following review of detailed site layout proposals and receipt of record utility company plans

4.0 ELECTRICITY CONNECTION

Scottish Power have provided a quotation and outline design drawing, as appendix A, for providing a low voltage (LV) point of connection for the development. The LV point of connection is identified as being at existing LV infrastructure at Easter Langside Crescent. In addition to the PoC works, SP have identified a possible requirement for diversion of their existing HV and LV infrastructure. The potential diversion requirements are noted on the SP drawing within appendix A. The SP quote includes an allowance for the LV diversion cost, however, the exact route will require to be determined to suit the proposed site layout when this detail is available. The SP quote allows only for the non-contestable works associated with the HV diversion, the actual HV diversion work will require to be developed and priced as and when site layout details are available.

5.0 DIVERSIONS

The initial enquiries with Scottish Power / Scottish Water indicate that diversion works may be required to facilitate the development. Copies of the utility company record plans have been requested to allow the nature of the existing assets to be understood. To allow a diversion strategy for the site to be developed, details of the proposed site layout will be required.
