Utilities

Works programme 2016/17 The following project works are planned for and around the Omokoroa area.

Storm water • Te Puna West Stormwater

Wastewater • Te Puna West Wastewater

Water • CSZ Water Main Improvements • Junction Reservoir

1.2 Te Puna West Wastewater Regular updates are being posted to the Council Projects webpage to inform interested parties of the progress of project. A contract for the supply of grinder pump units has been awarded. As part of the tender, a system has been designed to include reticulation of the community. A further contract encompassing the physical works has been prepared and tenders wil l be sought.

There are three property owners who are so far refusing connection to the proposed scheme. Council are working with Bay of Plenty Regional Council to meet with the property owners to advise them of their options and try to convince them to connect to the scheme of their own free will. There are seven properties, including those mentioned above, yet to be assessed. These property owners are proving difficult to track down.

The application for the Archaeological Authority for construction has been obtained.

At this stage commencement of works is planned to begin in late January 2017.

Stormwater upgrades are planned to occur at Wallace Road and at the end of Snodgrass Road between mid-January through to March 2017.

1.3 Central Supply Zone Water Main Improvements Water mains in Te Puna Road between Te Puna Station Road and James Road, as well as the water mains in McDonnell Street, Omokoroa are to be replaced during mid-November through February 2017.

A planned water shutdown, to facilitate the installation of a new section of water main across the Highway at the Te Puna/State Highway 2 intersection, is scheduled for November 2017.

Junction Reservoir This reservoir repairs have been competed. This reservoir will be operational by the end of November.

Tebbut Tanks have been taken offline due to a significant leak. Init ial reports indicate the failure is due to a bullet hole as well as an internal seam fa ilure. A review is underway to look at either repairing or replaci ng the t imber tank.

1.5 Review of Waste Management and Minimisation Plan (WMMP) The timeline for adopting a revised WMMP still remain for early mid-2017. The milestone dates are as follows:

• Issues and Opt ions to Council in August 2016 • Draft WMMP written during the election • Consultat ion post-election; and • Hearings, deliberations and adoption early mid-2017

1.6 Christmas and Holiday period kerbside rubbish removal Normal kerbside collection dates by private contractors apply to the District during the 2016/2017 holiday period.

2 Reserves

2.1 Omokoroa to Tauranga Cycleway Land access/acquisition for the Lochhead Road - Wairoa River - Te Puna Station Road section, has been agreed in principle as part of Resource Management Act subdivision process. This includes the full esplanade and access around the property.

The gravel track sections between Lynley Park and Tinopai reserve have been largely completed. Boardwalk construction has stalled due to difficulty by the contractor in obtaining HS treated timber.

The planned cycleway route around and over Mangawhai Pa has been discussed with Pirirakau Hapu who have given their support in principle which will be included in the archaeological application to Heritage NZ.

A brief is being prepared for the design built tender for the two main bridges and a smaller bridge at Jess Road. A design competition was held for the iconic Wairoa Bridge. Four entries were received and assessed by a panel. A preferred concept has been chosen. This will be launched on 28 November.

Omokoroa - Western Ave Sports Ground - Skate Path The Omokoroa Skate Path project recently received a merit award in the 'Outstanding Project' category at the New Zealand Recreation Association Conference. Attachment B

Now that the required funding is in place, Stage 3 construction of the skate path is programmed for early in 2017 after completion of the Te Puke Skatepark currently under construction with completion planned by Christmas.

2.3 Omokoroa Ferry to Opureora/Matakana Island - Facilities Upgrade The Ferry operator is replacing his existing ferry/barge which will be in service by June 2017. The Ferry operator sought and was granted, support from Council before committing to a contract to build a new ferry because the new design is slightly larger, requiring ramp facilities at both locations to be modified to accommodate the larger vessel. Ramp widening modifications at Opureora will affect the old timber jetty that is currently planned for renewal in financial year 2017/18. The ramp widening modifications are being prioritised to ensure completion before the arrival of the new barge.

Contractors have been engaged to undertake the design and construct ion for the upgrade work and the jetty renewal. Jetty renewal concept design options have been consulted with the Matakana Community and a revised draft design will be confirmed with them before the final design is settled on.

2.4 Omokoroa Jetty and Panepane Wharf Repairs Piling repairs to both assets is programmed to co-ordinate with the contractor pil ing barge operation, the timing of which is not yet confirmed but is being programmed in with other large harbour development projects (such as the Tauranga waterfront tidal stairs and the marine precinct). Both structures will need to be closed for a few days while the work is being done and public notification of closure will be advertised.

3 Strategic Property

3.1 Omokoroa Cell Tower Staff and Spark are looking at alternative locations for this cell tower site. Any processes required in terms of consenting and notification will be followed.

4 Development Engineering and Projects

4.1 Development Engineering The number of package of plans meetings with developers is reducing. However significant interest remains with development in Omokoroa and Te Puke. The construction phase for urbanisation of Kayelene Place is planned for the new year.

Rural Fire Progress on the creation of Fire and Emergency NZ (FENZ) is continuing as planned. From 1 July 2017, Fire and Emergency will be the responsibility of the new FENZ organisation . Members of the Project Team are currently preparing an inventory of response assets together with condition rating to ensure that FENZ can operate effectively from 1 July 2017. Ownership issues for all assets are being worked through with asset owners over the next four years.

5 Emergency Management

5.1 Community Resilience Activities Staff presented the Marae Preparedness toolkit to WBOPDC Operations Committee on 7 July.

The Wright Road Rural Support District Community Guide to Emergencies have been distributed to over 300 residents, promoting preparedness and hazard awareness.

The Katikati Community Guide has been drafted for signoff before printing and distribution.

Staff have liaised with the Pongakawa Board of Trustees (BOT) to advise on approval process for the Pongakawa Action Centre to be a nominated Community Led Centre as part of the Pukehina Community Response Plan.

Staff met with Pukehina Rate Payers Association Inc. to provide key action points to implement emergency projects including: Tsunami signage, Community Response Plan (revised), Community Response Leaflets. Through regular follow up and updates the Association will achieve emergency preparedness for the community.

Two applications were submitted to the Ministry of Youth Development (MYD) for the Youth in Emergency Services (YES) programme. Applications were given on behalf of WBOPDC for the communities of MaketO and Katikati. Tsunami information boards are in development for the WaihT Beach/Bowentown and Pukehina area. These will align to the tsunami information boards recently displayed around Tauranga City.

5.2 Exercise Tangaroa Exercise Tangaroa took place over three days (31 August, 14 and 28 September 2016) and simulated the response to a tsunami threat to New Zealand. The scenario had a significant impact on the Bay of Plenty and over the three days provided a great opportunity to test our response to a tsunami threat, rapid impact assessment, welfare arrangements and the transition to recovery process. The Emergency Operations Centre was fully activated on the first two days of the exercise and all staff had the opportunity to participate in the exercise. Although the exercise was restricted to no public participation it identified areas where we can improve the service to our community.

6 Roading

6.1 District Footpaths Repairs The project of eliminating footpath defects across the District was expected to be completed by the end of October 2016 in accordance with agreed timeframes, but an extension has been granted till the end of March 2017 to allow addit ional work to be included as the work progressed. The footpaths will then meet the basic level of serviceability as specified in the One Network Maintenance Contract.

Subject to agreement with the contractor, addit ional intervention will be undertaken over the next year to eliminate less hazardous defects and bring the footpaths up to a standard that wi ll reduce the possibility of presenting t ripping hazards for our ageing population . The district wide funding allocat ion of $250,000 will also be directed to improving mobil ity crossings, local drainage and other local minor improvements in urban areas.

6.2 Community Roading Omokoroa The construct ion of t he walkway I cycleway route from Western Avenue to Hamurana Road is complete, apart from the bridge over the stream, which is subject to a resource consent with the Regional Council which is currently being processed .

6.3 SH 2 North- NZTA Te Puna intersect ion construction has commenced with off line water, drainage, ut ility relocations and new access road alignment expected to be completed by Christmas 2016. The online roundabout earthworks and pavement works are expected to follow in the new year and programmed to be completed by June 2017.

6.4 Omokoroa Road Construction- State Highway to Railway The offer of service for the project works has been received and is higher than the original estimate due to scope changes required for the accelerating development. The project will be split and delivered in two phases; the first being Prole Road to the Railway required to accommodate development timings, the second phase from SH2 to the Prole Road will now likely be delivered in the following 2017/18 earthworks season. The telecommunications and power authorities are still expected to firm up their cost estimates. The additional cost to underground the existing power overhead lines is to be considered by the Council in December 2016.

It was brought to the Board's attention that the area at the end of Western Avenue Extension had been churned up by machinery and was now in a very boggy state. This would be reported to the Transport Operations Manager to ensure remediation was undertaken as soon as the area dried out and weather conditions allowed.

Innovation and a community-led approach have la nded the Omokoroa Skate Path 'outstanding' recognition at the New Zealand Recreation Association 2016 Awards.

Western Bay of Plenty District Counci l picked up a Merit Award in the Outstanding Project category at the nationa l awards in Queenstown last night -fa ll ing second only to the multi-million dollar Margaret Mahy Family Playground.

The $230,000 project caught the judges' eyes for its unique, original design and the collaborative approach between Council and the community-led Omokoroa Community Skate Group (OCSG).

Council Reserves and Facilities Manager, Peter Watson, says the skate path did incredibly well, considering it was up against projects like the Margaret Mahy playground in Ch ri stchurch- which cost more than $3million in total.

He says the skate path is innovative because it's New Zealand's first fully custom skate path - different from traditional skate parks.

"Basic skate facilities traditionally include an area of concrete with some box tricks, but the skate path, at 140m long, is the first to be designed uniquely as a dedicated recreational path for all users and abilities.

"Its clever construction flows through the natural landscape and it's also accessible for wheelchairs and mobility scooters. No other facility in NZ is like this."

But what made the project stand out most was the community-led approach from start to finish.

A lot of interest was generated in the community around the idea of a skate path, says Peter.

"The local pri mary school children enthusiastically submitted a 100 signatu re petition to Council, seeking a skate path as opposed to a traditional skatepark."

In 2015 Council and the Omokoroa Community Board, impressed with the strong community support, agreed to fund $115,000 towards the project on the basis the community funded the balance.

This lead to a group of seven parents forming the OCSG with the clea r focus to promote and fundraise for the skate path.

"The group were great to deal with and created a connection between Council and the Community," says Peter.

"This enabled Council staff, led by Stephen Lun our Project Manager, to support the group by providing advice, guidance and support including the engagement of design consultants and engineering input.

"We genuinely believe this community/Council collaboration was key to the success of the skate path."

OCSG chairperson, Erin Cartwright, says receiving the award is a celebration of community spirit.

"I think for the Omokoroa Skate Path to win Merit in the Outstanding Project category is a fantastic confirmation that when a community pulls together we can make a positive impact in the lives of the whole community not just the children.

"The OCSG committee has worked extremely hard over the last few years to bring the community together to create this wonderful community facility.

"I am very proud of the children of Omokoroa for believing that they can participate and positively contribute to the growth and development of their very own neighbourhood."

Purpose and Summary

To allocate funds from the Omokoroa Community Reading account to the Tinopai -Lynley Park- Railway line section of the Omokoroa to Tauranga walking and cycle trail.

The Omokoroa Community Board is requested to make a decision to approve the Omokoroa Community Reading Allocation.

1. Background

The Omokoroa Community Board has for a number of years promoted the extension of the walkway from Tinopai through to Lynley Park and the railway line. The Board allocated $60,000 from its reserve account to this project.

The estimated cost of undertaking this section is in the order of $500,000. The project is part funded from the Omokoroa to Tauranga Cycleway Project but requires additional funding. It was always envisaged that the Board would make a contribution from the community reading budget to progress the walk/cycleway.

The Tinopai - Lynley Park section is currently being constructed. The majority of the gravel tracks are constructed with the bridges and boardwalk delayed by the availability of suitably treated timber. Attachment A

2. Significance and Engagement

The Local Government Act 2002 requires a formal assessment of the significance of matters and decisions in this report against Council's Significance and Engagement Policy. In making this formal assessment there is no intention to assess the importance of this item to individuals, groups, or agencies within the community and it is acknowledged that all reports have a high degree of importance to those affected by Council decisions.

The Policy requires Council and its communities to identify the degree of significance attached to particular issues, proposals, assets, decisions, and activities.

In terms of the Significance and Engagement Policy this decision is considered to be of low significance because the projects have been budgeted. Consultation will occur through the consent and design process.

The three photos above & left were taken on 14 Oct. 2016; they show: (i) Cycleway junction at existing track and boardwalk below Tinopai Reserve (ii) New cycleway below Jolly property. Since these photos were taken the top-soiled batters have been grass­seeded, and the capping surface has since been rolled a second time, and three large (140 litre) pohutukawa trees have been planted . 4. Photo 12 shows the terminus of the metalled section and the southern end of the 400m long boardwalk section.

5. Final crowning, surface dressing and minor tweaks to water-tables will follow after this new trail has been used by Fulton Hogan for boardwalk construction access.

6. Email last week from Fulton Hogan advises that their bridge and boardwalk construction has been delayed due to a current market shortage of construction timber.

1. Background

Under the role and purpose of Community Boards, subject to compliance with Council strategies, policies, plans and legislation, the Community Board has the delegated function to:

Control, expend and monitor funds as allocated by Council.

The salary component of all Community Boards has been determined by the Remuneration Authority and the Board has no control over this figure.

Under the new process used by the Remuneration Authority there is no full review in the current triennium period for elected member salaries, but rather an increment which will be assessed annually.

The Omokoroa Community Board set their 2016/17 Budget in October 2015 (Reference OM16) as outlined below. The actual totals for 2016 are shown below along with the 2016/17 Budget.
