    employed therein (exclusive of the space occupied by goods, cases, furniture, and fit-tings). When gas is used as an illuminant, 350 cubic feet of air space shall be dednctedfor each light.

    In the calculation of cubic space the fllRXilflUiii height taken shall be 14 feet.

    Ventilation.(a) If a system of mechanical ventilation approved by the inspector is not

    installed and properly utilised, each workroom shall be piovided with means of vesitila-tion by openings other than windows or hours, for he inlet and outlet of air, in theproportion (except where otherwise expressly provided) of not less than 12 squareinches of inlet openings arid 12 square inches of outlet openings for each personemployed in such -workroom, such space to he calculated nxelusive of all bars, ornamenta-tion, or other obstruction thereto. Such inlet openings shall be provided at the height ofabout T feet from the floor level by tubes, shafts, or hoppers in the exteriial walls,external doors, or external windows, and shall be kept permanently open; arid such out-let openings shall be provided, either in the walls of such room by externally-shieldedopenings as close to the ceiling thereof as may be practicable, or else in the ceiling;and in the latter ease, there shall be connected with each such opening an open tubeor shaft having a transverse area equal to that required, and leading through and abovethe roof of the building, and having its upper end terminating in a cclvi or other similarcontrivance.

    (b) The 1rovisioiis of this regulation shall not, unless considered necessary by theinspector, apply to a work-room in which there is a fireplace with chinniey and a windowmade to open, and in which not more than four 1rso are employed.

    Proper means for outlet ventilation shall be provided for all stairwe1ls.

    Heating Appliances.(a) ileans and apphanes for efficiently warming the factory shall he

    vided, when such means and appliances arc considered necessary by the inspector.(h) The provisions of paragraph (a) of this regulation shall, if required in writing

    by the Chief Inspector of Factories, be complied with in the ease of any building regis-tered at any time as a factory.

    Except iii the case of an electric heater, every heating appliance in everyworkroom, whether used for the warming of such rooni or in counoction with the workcarried on therein, shall be provided lvith a flue at least four inches in diameter, andextending to the outer air to ii point at least eight feet above the appliance.

    Lavatories (Section 75).In every factory, shop, or warehouse there shall he provided proper lavatory

    accominodaton to the satisfaction of the inspector. Such accom,nodatioa shall consistof wash basins, with sufficient water supply, and fitted with trapped waste pipe or pipesconnected with a drain. The basins shall not be fewer in number than one to twentypersons employed, and shall he situated under cover and be convenient of access.

    In factories, shops or warehouses in which the majority of those employed orengaged are to lie of one sex and not more than two are to he of the other sex, separateand distinct closet accommodation for the persons of different sexes shall not berequired if in the opinion of the Chief Inspector the same is suitably provjded inadjoining or adjacent premises.

    (a) In every factory, shop or warehouse which is connected with any systemof sewerage there shall be provided sanitary conveniences for the use of tile personsemployed or engaged, in accordance with the following scale arid conditions:

    (b) Closets for different sexes shall not adjoin erli other, unless separated by awall of brick, stone, or concrete of approved thickness.

    (e) The door of every external closet shall be properly sereejieL at least 6 feethugh, and reaching to the ground, amid, if required, a screen shall be fixed to prevent thecloset being visible from overlooking windows.

    (ci) Any closet for the use of females shall have a separate entrance behind suchscreen, aud such entrance shall not be within 12 feet from the entrance of nay closetintended for the use of males.

    (e) In every factory, shop, or warehouse in which more than twelve males areemployed, urinal accommodation shall be provided in the proportion of one stall to each30 employees.

    24. (a) In every factory, shop or warehouse which is not connected with anapproved systeni of sewerage, there shall he provided sanitary conveniences for the useof the iersons employed or engaged, in accordance with the following scale andconditions:

    (b) In every factory, shop, or warehouse, subject to this regulation and iii whichmore than six males are employed, suitable and sufficient urinal accommodation shall beprovided to the satisfaction of the inspector.

    (c) The provisions of paragraphs (b), (C), and (d) of regulation No. 23 shallapply in like manner to every factory, shop or ivareliouso to which this regulationapplies

    Fire Escape (Section 80, par. (2)).25. The following requirements regarding means of escape shall be complied with

    in all factories, provided that places that have been registered and occupied as factoriesprior to the coming into operation of these regulations may continue to be so registeredand occupied while the Chief Inspector considers the nleans of escape in case of fireare sufficient to ensure the safety of the inmates:

    (a) There shall be provided for every floor of a factory above the ground floor aprimary and an alternative escape iii case of fire. These shall be so coast rueted aridsituated as to allow of each escape being readily and safely accessible to and usable byall of the persons who may be accommodated on the different parts of every floor sothat, should exit by one escape become obstructed by fire or smoke, exit by the othershall be instantly available and safely accessible and usable.

    (h) The main traffic internal stair-way for each floor above the ground floor inevery factory shall be deemed to be the primary escape iii ease of fire.

    (c) The alternative escape shall, wherever practicable, be air external stair, anywindows in close proximity to which shall have metal frames and sashes and he glazedwith wire rolled plate glass. i\rhle1.erer it is impracticable to build air external stair,it shall be an internal stair completely fire-isolated, situated as far as possible from liftsor other stairs, and having direct communication with the outer air.

    (d) Provided that, for any buildings situated withia aily mumcipalit or roaddistrict, other means of escape vhicli do riot coniply with all the requirements of theseregulations may be accepted, if the building surveyor or engineer of such municipalityor road district, or the chief officer, WA. Fire Brigades' Board, certifies iii writiag that,in Ins opinion, full compliance is impracticable, nnsnitable, or unnecessary and that theother means of escape (specified in the certificate) are at least as safe and effective.

    Stairs and Landings.26. All stairs and landings shall lie constructed of fire-resisting materials with

    (a) straight flights, with half-space or quarter-space ianclings at intervals of notShore than sixteen nor less than two risers;

    (b) a securely fixed continuous hand rail on one side at a vertical height of notless than two feet ten incIses above the nosing of the tread, and not lessthan three feet above tire landing where the stairway is three feet fourinches or less iji width, and two such continuous hianflrails (osre on eachside) wlieie the stairway is over three feet four inches in width ; bahustersor mid-rails shall be provided to every open side of every smenchosed stair;

    (c) a clear headway throughout of not less than six feet six inches;(d) steps of uniform dimensions throughout, with strongly secured treads, not-

    less than 10 inches, exclusive of nosilig, and risers of not more than 7inches;

    (e) the underside of stairs lined, except where risers are fitted;(f) a landing at each floor of the same width as the stair, with a fire resisting

    self-closing door, not less than six feet six niches high, of the same widtha-s the landing, and opening outwards, so as not to obstruct the landing.Such door shall lie fitted with such fastenings as the Chief Inspector maydirect to he provided;

    (g) a width of stair not less than two feet eight inches vhien the floor area isnot more thasi one tliousanfi square feet; three feet four inches where thefloor area is more than one thousand and not snore than two thousandsquare feet, and thereafter in accordance with the following scale:

    All exit doors shall be so arranged as to be readily visible, and no obstruc-tions in the form of partitions or other erect-ions interferisig with access orvisibility shall be permitted.

    Every fire escape staircase, whether internal or external, and whether erectedbefore or after the coming into operation of this regulation, shall bemaintained and kept iii good and substasrtial repair and fit for use to thesatisfaction of the inspector.

    All walls and partitions enclosing any stair shah be of fire-resisting material.Fire isolated stairs shall he enclosed by reinforced concrete walls, not lessthasi 4 inches thick, or by terra cotta walls slot less than 6 inches thick,or by brick, stone, or concrete walls not less than 9 inches thick.

    Fire Extinction. - -27. (1) The following or other appliances, if approved of as equally effective bythe Chief Inspector, shah be provided:

    (a) In factories in which snore than 25 persons are employediron pipes, notless than 3 isrchres in diameter, conducting- water from a street water mainto within tire building, with taps with 2. incises outlet, fitted with firebrigade standard hose cocks and hoses of the same dimensions and of suchnumbers amid in such positions as may be approved by the Chief Inspector.

    (b) in factories in which not more than 25 persons are employed, the iron pipesshall be not less than 3 inches in diameter, with taps with 21/a inches out-let fitted, with fire brigade standard hose cocks and hoses of the samedimensions and of such numbers and in such positions as may be approvedby the Chief Inspector.

    Provided that, when in respect to any such factory the Chief Officer ofWestern Australian Fire Brigades Board has certified in writing that theoccupier has provided sufficient and suitable fire-extinguishing appliancesto the satisfaction of such Chief Officer, the occupier shall not also berequired to provide iron water pipes, taps, standard hose and cocks, andhose as herein specified.

    (e) in every factory which is subject to this regulation, there shall be providedto the satisfaef ion of the Cinef Inspector a sufficient number of chemicalfire-extinguishers, each of which having a fluid capacity of two gallonsshall be provided for every 1,600 square feet of floor space in thefactory.

    (2) Arrangements satistactory to the Chief inspector shall be made for all ap-pliances to be maintained in an effective condition, Every occupier who has enteredinto an agreement or arrangement with the W.A. Fire Brigades Board for the super-vision and maintenance of fire-extinguishing appliances provided micler these regula-tions shall, so long as such agreement or arrangement is in operation, be deemed to havecomplied with this regulation.

    No person shall smoke or carry a lighted cigar, cigarette, pipe, or match lrany naked light within or into any room or enclosed space, or any cellar or basement, orany part of any premises used asaf actory in which an explosive or highly combustibleor inflammable material is manufactured or stored.

    A conspicuous notice comprising the words Snioking strictly prohibited'shall be posted in a conspicuous position in each part of the factory to which the pie-ceding paragraph applies.

    Egress Space.The amount of egress space from the ground floor which shall be provided

    for any factory occupied by mint more than twenty-five persons shall not be less thantwo feet eight inches :if occupied by more than twenty-five pe'ons, but not exceeding(lie hundred persons, it shall be not less than three feet four inches. If occupied b'a greater number of persons, the egress space shall he increased at the rate of 20 inchesfor every additional 100 or fraction of 100 personS,

    Where the amount of egress 511:1cc required on the ground floor exceeds five feet,at least two separate doorways, placed as far apart :15 iiracticable, shall be provided.No doorway Or gateway shall he less than two t'eet eight inches wide amid six feet sixi ncli es high in ti e clear.

    than two inches thick or other approved fire-resisting doors are fittedinside fire underwriters' doors, and are kept closed in accordance with therequirements of paragraphs (a) amid (hi) liem'eof, such fire underwriters'doors may he kept open hi- macails of an approved fusible link, hut nototherwise.

    Such self-closing hardwood or othei' approved door may be glazed:Provided that the glazing- substance employed is fire-resistiimg and thattile glazed area does not exceed 30 pci' cent, of the total area of suchdooi's.

    Prohibition of Employment during Structural Alterations.(Section 82.)

    First Aid Appliances.(Section 88.)

    in every factory where power-driven machinery is used iii any process what-soever, and in every factoi'v w'hem'e tea 01' more persons are employed, the occupier shall,if required by an inspector, provide and keep a suitable case or loelfer placed in a posi-tion approved by the inspector, such case or locker to be equipped amid supplied with thefollowing articles, namely : -

    1 bottle amitiseptic sohutiomi.1 dozen bandages (assorted sizes).

    39. All furniture, other than second-hand furniture, which is sold, exposed, oroffered for sale, either by wholesale or retail, shall be stamped in the manner set forthhereunder: -

    Every stamp on furniture which is made of wood, or of which wood formsthe principal part, shall he of indelible permaneist ink or stain, orimpression, and shall be of legible type, and the lettering on suds stampshall be ill bold-fared sans serif-capital letters of not less than eight pointsface measnrcuieist.

    Every article of furniture which is manufactured from metal, reeds, rattan,cane, or seagrass shall be deemed to be stamped in accordance with the Actif each such article has appended thereto a label of metal, wood, or othersubstantial material on which is stansped, embossed, or printed tile requiredwords, tile lettering of whieli shall be in bold-faced sans serif-capitalletters of not less than eight points face measurement.

    (e) Such label shall he nailed, riveted, screwed, tacked, or attached by othersuitable means, firmly secured to or let into such articles in w-orkmanhkeniuner, and, so far as seasonably possible, in a way that ivili not permitof tile label or stamp being easily rubbed off, obliterated, or detached intile handling (If such articles.

  • No transport or meal allowance shall be paid to any officer aforesaid inrespect of the day of a poll, but, if approved by time Chief Inspector ofFactories, any expense necessarily incurred by all officer for transport onthe day of time poll may be recouped to such officer.

    The Minister may in special cases approve of the abovementioned fees beingincreased to coincide with those paid under tile regulations under the Electoral Act,1907-1936, as amended, for State Parliamentary elections.

    Suspension of Section 112 and Subsection (1) of Section 113.46. An application to the Chief inspector for the Suspension of section 112 and

    subsection (1) of section ii of the Act shall he ll the Form IS in the _tppendix A tothese regulations.

    41. TIme conditions wider \V1ichi a suspension of the provisions of section 112 andsubsection (1) of section 112 may be allowed as follow:

    (a) that no goods of a description or kind that would necessitate the shop beingclosed shall be sold or exposed for sale any hour when time slop would,except for the SUSpCflS1OII, be closed;

    (h) that there has been provided and will be maintaiiled a substaiitizil partitionof the prescribed description, whir I, will be kept locked (with the keyremoved) during the hours covered by such suspeiision

    (c) that time suspension ma at any time be revoked by time Chief Inspector bynotification of such revocation being posted to the shopkeeper.

    Articles deemed to be appropriate to exempted Shops.(Sections 106 and 112).

    The following schedule of articles shall be deemed to be appropriate to theclass of business specified hereunder :-

    Substantial Partitions for Mixed Businesses.(Section 113.)

    In the case of s3ops, where two or moore descriptions of businesses are carriedon ill different parts of the same hirelmmises such parts shall he deemed to be separatedfrom each othmem' by a substantial portiticui, if any, if tile following conditions are coin-plied with, namely : -

    (1) if the several businesses arc respectively carried on in entirely distinct andseparate buildings;

    (2.) if the parts are separated from each ethics' by a permanent partition, and,when time partition is pierced by a door, if, at the closing hour the dooris closed and locked, and the key removed;

    (3) Close roller-shutters made of wood, iron, or other substantial immaterial ap-proved by the inspector may he used as a partitiolT to separate time pai'tsif at tIme closimmg hour they are securely fastened by lock or padlock, mindthe key removed;

    (Section 119.)50. Every notification by time Occupier ot a shop to the Chief Trspector that such

    occupier has availed himself of the provisions of section 118 shall be in the Form 19in the Appimrlix A to these regulations.

    Port IX.Req istration of Shops and iVarelm mixes.(Section 132.)

    An application to the Chief Inspector of Factories by the occupier of a shopor warehouse foi' registration thereof, pursuaiit to section 132 of the Act, shall he iiiaccordance with Form 20 in the Appendix A to these regulations.

    An a pplieation for renewal of registration shall be in the li'orm 21 in the Ap-pendix A to these regulations.

    Par IX .'--i7vlis'cehlan (outs.(Section 1.58.)

    (1) An person who contravenes or neglects, refnses, or fails to comply with:n provision of these regulations shall be gu
