Setting the stage…

“In the past, we have emphasized utility programs, utility funding, and utility customers. This is logical given the limits of our legal jurisdiction, but this approach has resulted in fractured energy efficiency program development and delivery. Cost-effective use of resources for maximum reductions in energy demand will require the commitment of the most influential decision-makers who can affect comprehensive change. In order to reach a goal of making energy efficiency an integral part of ‘business as usual,’ we need a pronounced commitment from business and government leaders and a more collaborative approach that involves all key stakeholders. We emphasize the need for enhanced cooperation and collaboration and commit to a leadership role in reaching out to key leaders to engage participation in this effort and direct the IOUs to do likewise.”

CLTEESP - HVAC Sector Vision

Vision:   The CLTEESP envisions that “…residential and small commercial

HVAC will be transformed to ensure that technology, equipment, installation, and maintenance are of the highest quality to promote energy efficiency and peak load reduction in California’s climate.”

CLEESP - HVAC Sector Goals

Goal 1: Consistent and effective compliance, enforcement, and verification of applicable building and appliance standards.

  Goal 2: Quality HVAC installation and maintenance becomes the

norm. The marketplace understands and values the performance benefits of quality installation and maintenance.

  Goal 3: Building industry design and construction practices that fully

integrate building performance to reduce cooling and heating loads.   Goal 4: Develop new hot/dry climate HVAC technologies (equipment

and controls, including system diagnostics) and greatly accelerate their marketplace penetration.

CLTEESP - HVAC Strategy

Strategy:

“To achieve the Commission’s adopted Programmatic Initiative of transforming the HVAC market and the four specific goals identified above, broad-based and aggressive strategies are needed that involve many stakeholders beyond the Commission and IOUs.

“An HVAC Advisory Group should be chartered to involve high-level HVAC industry stakeholders—such as manufacturers, distributors, and contractors—to coordinate industry sponsorship of and participation in HVAC strategies. Membership should also include other key players, such as the CPUC, Energy Commission utilities, building owners/managers, consumers, and the Federal government.”

CLTEESP - HVAC Strategy

The Performance Alliance Per the HVAC PIP:

The [Statewide Residential and Small Commercial HVAC] program will be active in a number of non-resource activities. One such non-resource activity is the [Western HVAC Performance Alliance] that will be initially chartered and funded by the IOUs. Mindful that HVAC industry organizations are not traditionally structured, staffed or allocate resources to contribute the level of involvement envisioned by the CLTEESP, the HVAC Convener’s Report concluded that: “The agencies and utilities should work together to ensure the working group is adequately funded to meet its responsibilities.”

Description of a transformed HVAC marketplace…

A revitalized HVAC industry [will] deliver increased energy efficiency and reduced peak usage of air‐conditioning systems for all residential and small commercial customers. Quality installation and maintenance practices [will] be easily recognized by customers, and customers [will] understand the impact of high quality installations on customer comfort, system reliability, and indoor air quality. This industry will provide high quality installation and maintenance services in response to increased customer demands for quality and through more consistent enforcement of existing building standard requirements.

To achieve this vision, the industry and state level stakeholders [will] provide increased opportunities for training and certification for installation and maintenance technicians. As the industry matures, installation and maintenance of all space conditioning systems will be certified by third‐party verifiers and/or credible remote verification technologies.

[There will be increased customer awareness] as to how quality installation practices [impact] their homes’ comfort, health, safety, and energy bills. And, manufacturing and marketing innovation [will lead to the development and proliferation of] new cooling systems tailored to the needs of the local hot dry climate and the higher costs of meeting cooling demands during electricity peak demand periods.

These changes [will] lead to sustained profitability for HVAC trade allies as the business model for installing and maintaining heating and cooling systems changes from a commodity to a value‐added service business. However, these changes cannot be achieved in one portion of the market alone. It will take complementary changes in the expectations of customers, building officials, local governments, and utilities.
