Anna Jarvis of Philadelphia wanted to remember her own mother

along with all mothers. Annas mother had been very active in working to improve the health of

people in her community. Jarvis’s mother also organized a Mothers Friendship event in her

community to bring confederate and union soldiers together for a peaceful celebration. Many

other women such as Julia Ward Howe, Elizabeth Cady Stanton and Elizabeth Smith also

fought for peace and encouraged mothers to speak out. Anna Jarvis convinced her mother’s

church to celebrate Mother’s Day on the anniversary of her mother’s death, and campaigned for

a national day honoring mothers. Because of Jarvis’s hard work, Woodrow Wilson chose that

date for the national holiday.

Mother's Day is now celebrated with gifts, visits, and flowers. Around

the world in England, France, Sweden, Denmark, India, China, and Mexico, they celebrate

moms. Of course, if you ask your mom, she might tell you that every day is Mother's Day.

Memorial Day, originally called Decoration Day, is a day of remembrance for those who have died in service of the United States of America. Over two dozen cities and towns claim to be the birthplace of Memorial Day. While Waterloo N.Y. was officially declared the birthplace of Memorial Day by President Lyndon Johnson in May 1966, it’s difficult to prove conclusively the origins of the day. Regardless of the exact date or location of its origins, one thing is clear – Memorial Day was borne out of the Civil War and a desire to honor our dead. It was officially proclaimed on 5 May 1868 by General John Logan, national commander of the Grand Army of the Republic, in his General Order No. 11. “The 30th of May, 1868, is designated for the purpose of strewing with flowers, or otherwise decorating the graves of comrades who died in defense of their country during the late rebellion, and whose bodies now lie in almost every city, village and hamlet churchyard in the land,” he proclaimed. The date of Decoration Day, as he called it, was chosen because it wasn’t the anniversary of any particular battle.

On the first Decoration Day, General James Garfield made a speech at Arlington National Cemetery, and 5,000 participants decorated the graves of the 20,000 Union and Confederate soldiers buried there. The first state to officially recognize the holiday was New York in 1873. By 1890 it was recognized by all of the northern states. The

South refused to acknowledge the day, honoring their dead on separate days until after World War I (when the holiday changed from honoring just those who died fighting in the Civil War to honoring Americans who died fighting in any war). It is now observed in almost every state on the last Monday in May with Congressional passage of the National Holiday Act of 1971 (P.L. 90 – 363). This helped ensure a three-day weekend for Federal holidays, though several southern states have an additional separate day for honoring the Confederate war dead: January 19th in Texas; April 26th in Alabama, Florida, Georgia, and Mississippi; May 10th in South Carolina; and June 3rd (Jefferson Davis’ birthday) in Louisiana and Tennessee.

Bug bites are irritating, and some can be harmful. Learn to identify the type of bug bite and

when to seek emergency medical care.

How to Identify Common Bug Bites and Stings

Getting a bug bite can be a creepy experience, especially if you don’t know what tiny creature left you with that red, throbbing welt on your skin. Don’t panic. Most bug bites and stings from common insects are harmless and heal quickly. But some bug bites and stings, like those from fire ants, wasps, hornets, and bees, may cause intense pain or even a serious allergic reaction. Others, like poisonous spider bites, require immediate emergency medical care.

Symptoms of bug bites provide clues to the cause and severity. For example, most bug bites cause red bumps with pain, itching, or burning. Some bug bites also feature blisters or welts. Here are some common bug bite clues:

Bedbugs leave a small bite mark on the skin that is red and itchy or causes a serious allergic reaction.

Bee stings cause a red skin bump with white around it. Flea bites leave an itchy welt on the skin, often on the ankles and legs. Mosquitoes leave a raised, itchy pink skin bump or in rare cases a severe

allergic reaction. Spider bites cause minor symptoms like red skin, swelling, and pain at the site

or very serious symptoms that need emergency care. Ticks can carry Lyme disease and their bite leaves a rash that looks like an

expanding bull’s-eye.

Most bug bites are transmitted directly from the insect and occur outdoors. Two exceptions are bedbugs (tiny mites that live in and near beds) and lice, which spread through contact with an infected person, a comb, or clothing. Certain bug bites can also spread illnesses, such as the Zika virus and West Nile virus (both transmitted by mosquitoes), Lyme disease (from a black-legged tick), Rocky Mountain spotted fever (from a dog or wood tick), or Chagas disease (from kissing bugs). In fact, a recent report from the Centers for Disease Control and Prevention (CDC) cautioned Americans that diseases from mosquito, tick, and flea bites have soared in recent years. 

How can you prevent bug bites? Here are some tips:

Avoid insects. Don’t eat foods or wear fragrances that attract bugs. Know your own personal risk for having an allergic reaction to a bug bite. Use pesticide. Wear protective clothing.

No matter what type of bug bite you have, it is good to know what bit you. Learning to identify a bug bite by how it looks and feels will help you know whether to treat the bug bite at home or seek immediate medical care. If you have known allergies to bug bites, talk with your physician about emergency care. Some people with severe allergies to bug bites need to have allergy medicine, including an EpiPen, with them always.

CITY COUNCIL NEWSCITIZENS CALL FOR BUSINESS

a) Marc Waggoner request a utility extension until May 1, 2019. Mayor Crowell said that would be fine.

b) Linda Womelsdorf shared an update on what has been happening; The team in the Walk Kansas was in first place for the first 2 weeks, had a great turn out for the women’s self defense class, there will be a healthy snack class this Saturday at City Hall from 10:00-12:00, still working on our coffee social and needing a volunteer or two maybe starting in July, Iola Reads will start the program again in La Harpe, working on line dancing and weight watchers for this fall. On the reports, we have had 107 pickleball users and 104 users in the fitness center for the month of March.

c) Richard Luken, with PRIDE, April 20th at 2:00pm in the Park will be an Easter egg hunt, weather permitting. The next PRIDE meeting will be April 15, 2019. As always, the public is invited to attend, the meeting will start at 7:00pm.

NEW BUSINESS

a) City Attorney, Fred Works, shared a Malt Beverage ordinance that needed to be adopted and approved to reflect the new 6% law, that way the City is covered should someone express interest in selling. Danny Ware Jr made the motion to adopt and approve ordinance #1901. Cynthia Carr seconded. Motion carried 3-0.

b) PSI Insurance, City Clerk, Michelle Altis, asked the Council about the coverage on the old City Hall and the coverage on the concession stand in the Park. Council members decided to table this until June so that all Council could be present.

c) KMEA agreements and resolution- Danny Ware Jr made the motion to adopt resolution #2019-3. Cynthia Carr seconded. Motion carried 3-0. Danny Ware Jr made the motion to adopt both agreements with KMEA. Cynthia Carr seconded. Motion carried 3-0.

d) Mayor Crowell requested the IOBY grant be transferred to the La Harpe PRIDE. Damaris Kunkler informed us that she will no longer be with THRIVE as of this Friday and I think PRIDE could disburse these funds as needed at our City Park. Sharlyn Thompson noted there was $16,452.33 left in the fund. We have purchased a couple trail benches, Klein Lumber is refurbishing 2 of the picnic tables, dirt has been purchased for the BMX trail and the IOBY fee was $635.00. Sharlyn Thompson made the motion to transfer the $16,452.33 that Thrive has to our La Harpe PRIDE. Danny Ware Jr seconded. Motion carried 3-0.

e) Mayor Crowell asked the Council if we could hire CDL Electric to hang a secondary transformer at 807 S Jefferson. Danny Ware Jr made the motion to have CDL Electric hang a secondary transformer. Cynthia Carr seconded. Motion carried 3-0.

UNFINISHED BUSINESS

a) Building Rental Agreement – an updated rental agreement was presented to the Council with the rental fee being $50.00 and the deposit being $75.00. Council members requested the key be returned within 2 business days and the deposit be refunded within 5 business days. Danny Ware Jr made the motion to adopt the

agreement as presented but requested the effective date to be changed. Cynthia Carr seconded. Motion carried 3-0.

b) Tables – Mayor Crowell suggested we order 10 new tables and take the money out of the General Fund. Danny Ware Jr made the motion to purchase 10 tables at $68.95 a piece and take the money from the General Fund. Cynthia Carr seconded. Motion carried 3-0.

c) Floor Scrubber – The Council decided not to act on this until Fall.d) Cintas – Danny Ware Jr made the motion to go with Cintas for 3 years for our

cleaning supplies, bathroom necessities and whatever else Michelle thinks we made need. Cynthia Carr seconded. Motion carried 3-0.

e) Tires for 2011 Ford – Michelle mentioned that all tires presented last month have a 50,000-mile warranty. Danny Ware Jr made the motion to purchase tires from Ken Pratt Motors for a total of $493.00. Cynthia Carr seconded. Motion carried 3-0.

f) Alley vacate request – Michelle stated she has not heard from the homeowners. Council tabled this item.

g) KMEA Board of Directors – The City chose Sharlyn Thompson to be Director #1 and Ron Knavel as Director #2.

REPORTS OF CITY OFFICERS

a) Fred Works, City Attorney – Stated the City of Gas was interesting in renewing the agreement for the lagoons, is there anything else we need to add to the agreement. Mayor Crowell suggested the contract be 10 years and both cities have a licensed wastewater operator.

b) Chuck Richey, Water District Representative- Nothing to report.

c) Penny Miller, Code/Animal Control – shared her report for the month; she sent out 2 dog notices, 3 vehicle notices, 4 trash notices, 2 dangerous & unfit notices and 18 brush notices. Approved 1 ATV permit. There was some discussion on mowing and the Council requested this be added to the May agenda. Danny Ware requested an ad be placed in the paper for part-time help. Fire Chief Marc Waggoner, stated the fire department could burn off some of these vacant lots to help keep cost down as long as the owners were willing to sign a waiver of some sort.

d) Marc Waggoner, Fire Chief- Fire meeting minutes were shared; The LaHarpe Volunteer Fire Department met for the monthly meeting on Sunday, March 31, 2019. Present: Marc Waggoner Sr., Dennis Sidebottom, Nick Trester, Josh Sparks, Michael Waggoner, Meghan Waggoner, Marc Waggoner Jr., Craig Trester, William Gay and Ronald Splechter. Absent were Tori Danford, Jeremy Kinzer and Ronald Richardson. Had fire meeting, discussed the CPR training. Took trucks out for a run, flushed out a few more whistles and returned to barn to end meeting. Next meeting will be April 28, 2019. Marc stated they have been working on whistles and have a few more to do this weekend. Danny Ware Jr asked about the bunker gear. Marc stated they needed one more set. The fire department have been trying to get flags on all of the hydrants but needed more flags. Danny Ware Jr made the motion to purchase 30 marking flags. Sharlyn Thompson seconded. Motion carried 3-0. Marc also expressed concerns about the shape of the City of fire barn. Mayor Crowell suggested he get pricing for a new building and share at next month’s meeting.

Energy Bars

Ingredients 2 eggs 1 large ripe banana, mashed 1 cup quick-cooking rolled oats 1/2 cup unsalted raw sunflower seeds 1/2 teaspoon ground cinnamon 1/2 cup nonfat dry milk powder 1/2 cup chopped pitted dates 1/2 cup raisins 1/2 cup chopped walnuts 1/2 cup chopped dried apricots 1/2 cup toasted wheat germ 1/3 cup pure maple syrup 1/4 cup whole-wheat pastry flour

Directions1. Preheat an oven to 350 degrees F (175 degrees C). Lightly oil a 9x13-inch

baking dish.2. Mix the eggs, banana, oats, sunflower seeds, cinnamon, milk powder,

dates, raisins, walnuts, apricots, wheat germ, maple syrup, and whole-wheat pastry flour together in a large bowl until thoroughly combined; spread the mixture evenly into the prepared baking dish.

3. Bake in the preheated oven for 20 minutes; set aside to cool. Cut into 9 bars and wrap with plastic to store.

Best Bean Salad

Ingredients

1 (14.5 ounce) can green beans, drained 1 (14.5 ounce) can wax beans, drained 1 (15.5 ounce) can garbanzo beans, drained 1 (14.5 ounce) can kidney beans, drained 1 (14.5 ounce) can black beans, drained 1/2 cup chopped green pepper 1/2 cup chopped onion 1/2 cup chopped celery 1/2 cup salad oil 1/2 cup vinegar 1/2 teaspoon salt 1/2 teaspoon ground black pepper 3/4 cup white sugar

Directions1. Combine the green beans, wax beans, garbanzo beans, kidney beans,

green pepper, onion, and celery in a large bowl; toss to mix.2. Whisk together the oil, vinegar, salt, pepper, and sugar in a separate bowl

until the sugar is dissolved; pour over the bean mixture. Refrigerate 8 hours or overnight before serving.

Penne with Chicken and Asparagus

Ingredients 1 (16 ounce) package dried penne pasta 5 tablespoons olive oil, divided 2 skinless, boneless chicken breast halves - cut into cubes salt and pepper to taste garlic powder to taste 1/2 cup low-sodium chicken broth 1 bunch slender asparagus spears, trimmed, cut on diagonal into 1-inch pieces 1 clove garlic, thinly sliced 1/4 cup Parmesan cheese

Directions1. Bring a large pot of lightly salted water to boil. Add pasta, and cook until

al dente, about 8 to 10 minutes. Drain, and set aside.2. Warm 3 tablespoons olive oil in a large skillet over medium-high heat. Stir

in chicken, and season with salt, pepper, and garlic powder. Cook until chicken is cooked through and browned, about 5 minutes. Remove chicken to paper towels.

3. Pour chicken broth into the skillet. Then stir in asparagus, garlic, and a pinch more garlic powder, salt, and pepper. Cover, and steam until the asparagus is just tender, about 5 to 10 minutes. Return chicken to the skillet, and warm through.

4. Stir chicken mixture into pasta, and mix well. Let sit about 5 minutes. Drizzle with 2 tablespoons olive oil, stir again, then sprinkle with Parmesan cheese.

Healthy Peanut Butter Fruit DipA healthier, lower-fat and lower-calorie version of peanut butter fruit dip. Great with crisp apples! Use soon after prep, especially if using flax or chia seeds.

Ingredients 1 (5 ounce) container vanilla Greek-style yogurt 2 tablespoons peanut butter 2 tablespoons honey 1/8 teaspoon ground cinnamon 2 tablespoons chia seeds (optional)

Directions1. Mix yogurt, peanut butter, honey, and cinnamon in a bowl until well

blended; fold in chia seeds.
