What is an FLRA?• A tactical weapon to counteract

the negative occurrences that affect a risk and loss prevention strategy.

• It is a hazard identification and control plan- your work plan for safety.

• An Administrative Control.• Conducted in the field and

covers your tasks for the day.• Complements the JHA.

FLRA Process (Identify)• Do I clearly understand my

task? • Am I physically and mentally

prepared to do the task? • What could go wrong? • Is there a risk to others or me? • What can change and create a

new risk? • Could other crews, workers, or

conditions pose risks to me?

FLRA Process (Control)

• What can I do to control the hazard?

• Are permits, written practices, procedures, etc. required?

• Will the control affect another part of the task?

• Do I need to tell anyone else? • Are emergency response plans

required? • Who should I contact for help?
