While NYCDOE staff will help coordinate response actions, it is important to note that because NYCDOE is not identified as a Primary Agency during an emergency under CIMS, the Primary Agency will designate an Incident Commander responsible for emergency response. The Principal will support the designated Incident Commander and first responder personnel during an emergency, as necessary.

Information that may be useful for first responders during an emergency includes:

• Floor plans

• Hazardous Material (Hazmat) related information – fuel, storage of paint, etc.

• Additional keys, access passes

• Camera/intercom system information

• List of predetermined evacuation locations to expedite force protection and secondary searches

• Access to internal radio system

• List of cell phone numbers of key personnel

DISCLAIMER It should be noted that in an emergency incident involving first response agencies (NYPD, FDNY, etc), CIMS (Citywide Incident Management System) protocols become effective (see CIMS page), and the designated primary agency(ies) assume command.

GENERAL MEDICAL EMERGENCIES

IMMEDIATE ACTIONS • Check for DANGER to yourself or others.

• Does the patient look unconscious? Is s/he convulsing, bleeding severely, or not breathing?

Gloves are available at every School’s Administration Office and/or at designated locations.

• Do NOT attempt to move a person who has fallen and appears to be in pain.

• When appropriate, and if trained and willing, perform CPR and/or First Aid until emergency responders arrive to the scene.

• If the person is having a seizure:

Protect the person from injury by removing harmful objects that are nearby

Cushion their head

Do not restrain the person

• In the case of Spilled Body Fluids:

Put on latex gloves

Cordon off the area, if possible

• Call the custodian, who is trained in handling blood-born pathogens, to clean up the area.

CALL 911 • Call 911 with the following information:

Your NAME and TELEPHONE NUMBER

NUMBER of patients and their CONDITION

ENTRANCE for first responders to use

NAME of the person(s) involved, if possible

• The Principal or BRT Leader should direct, as appropriate, first responders to a BRT member for incident-specific information.

• Wait for Principal to arrive and cordon off the area by keeping all students and staff AWAY.

CIMS (Citywide Incident Management System) • Is a multi incident management doctrine for managing emergency responses by New York City agencies.

• Establishes roles and responsibilities, and designates authority for New York City agencies performing and supporting emergency response.

• Is designated to facilitate the integration of different organizations, including state and federal agencies, and private sector and non-profit organizations.

• Is largely based on the Incident Command System (ICS), as implemented in the National Incident Management System (NIMS).

• Is designed to ensure optimal interagency interoperable communications.

COMMON CIMS TERMS: Command Element: The individual(s) responsible for performing the Command function in an incident management organization (CIMS).

Incident Commander: The individual(s) responsible for all incident activities, including the development of strategies and tactics and the ordering and release of resources. The IC has overall authority and responsibility for conducting incident operations.

Primary Agency: The agency designated in CIMS to have overall responsibility of an incident, including overall management of strategic and tactical operations. The Primary Agency will coordinate with Supporting Agencies to successfully achieve Incident Objectives. Incidents managed by a Unified Command will have more than one Primary Agency. Primary Agency representatives in the Unified Operations Section are responsible for tactical direction of their agency’s resources.

Supporting Agency: A governmental agency, non-governmental organization, and/or private entity whose resources, i.e., personnel, vehicles, equipment, subject matter expertise, etc., are deployed to an incident to support incident operation, and to assist the Primary Agency(ies) to successfully resolve the incident. A Supporting Agency assists the Primary Agency(ies) to accomplish the Incident Objectives by providing resources to the incident management efforts. There are two types of Supporting Agencies:

• Assisting Agency: An agency providing personnel, services or other resources to the Agency with direct responsibility for incident management; and/or, an agency directly contributing tactical or service resources another agency, e.g., NYPD, FDNY, EMS, DSNY, DEP.

• Cooperating Agency: An agency that supports the incident management efforts by providing assistance other than tactical resources; and/or an agency that supplies assistance other than direct operational or support function or resources to the incident management efforts, e.g., Salvation Army, American Red Cross.

Supporting Agency/Agency Representative: Each Supporting Agency will designate a “Supporting Agency/ Agency Representative.” A Supporting Agency/Agency Representative is an individual who has been given authority by the Supporting Agency to make decisions on matters affecting that Agency’s efforts to assist the Command Element successfully resolve the incident. The Supporting Agency/Agency Representative must have the authority to make decisions, give direction and commit resources on behalf of their Supporting Agency. The Supporting Agency/Agency Representative is not a member of the Command Element.

EVACUATION

NOTIFICATION • The direction to evacuate the school will come

from the Principal via the PA system, the floor wardens, or the fire bell will sound.

EVACUATION • Instruct those around you to

• ASSESS safety of the primary egress routes— do NOT use elevators.

• Remind teachers to bring their ATTENDANCE ROSTERS.

For those children who are picked up from school, the parents/guardians need to be called and advised of the situation and staff should remain at the evacuated school to direct the parents/guardians to the Evacuation Location for pickup.

SHELTER-IN

NOTIFICATION

The following steps can applied to:

1. Emergency weather shelters (e.g., tornado, severe storms, hazardous materials release).

2. Lockdown-type incidents (e.g., intruder/bomb threat).

• The Principal will give the direction to SHELTER-IN and advise the shelter location (inside the building).

• Shelter Locations should be predetermined, but will vary depending on the nature of the incident.

• CONSULT with the Principal, BRT Leader, Custodial Engineer and other BRT members to coordinate efforts and approach.

• The BRT Leader should confirm that the Principal has notified the ISC and that the Custodial Engineer has notified DF/DDF.

SHELTER-IN • LIMIT cell phone use to emergency communications only and utilize silent mode (instruct others around you to do the same).

• BRT response actions will depend on the nature of the incident.

• DO NOT PLACE YOURSELF IN DANGER.

• ASSIST Principal and Custodial Engineer as necessary.

• If there is an intruder alert, refer to the INTRUDER ALERT Action Sheet.

• If there are injured people, refer to the MEDICAL EMERGENCIES Action Sheet.

• REMAIN CALM and care for medically fragile students around you.

• Follow Principal, or BRT Leader’s directions and be prepared to carry out the following actions:

INSTRUCT all individuals, to REMAIN INDOORS and DIRECT them to the shelter location (including visitors who chose to remain in building)

Instruct teachers to CLOSE all windows and doors

Do NOT allow any individuals to enter into the building

Upon arrival of NYPD follow instructions of NYPD Incident Commander

• CONFIRM that teachers have taken attendance, and follow procedures as defined in EMERGENCY ATTENDANCE Action Sheet.

• STAY ALERT and AWAIT further instructions from the Principal, Custodial Engineer, or first responders.

FOLLOW-UP • Once the building has been

properly secured, verify that:

Custodial Engineer has updated DDF

The Principal has updated CCC/EIC

After the situation has been resolved, the CIMS Incident Commander or liaison will advise the Principal when the situation is ALL-CLEAR. The Principal will relay this to the BRT Leader.

INTRUDER ALERT

EMERGENCY ATTENDANCE PROCEDURE This procedure is to be followed when taking attendance during an emergency situation.

DURING AN EVACUATION Upon arrival at the outside Assembly Location, and with the assistance of another BRT member, the APC should confirm that teachers have taken attendance.

1. Retrieve the following items:

List of students unaccounted for (missing or additional persons) from teachers

Any visitor passes

2. For missing persons:

Ask teachers to ascertain the last known location of the student (e.g., was present in classroom upon evacuation, left the classroom before evacuation, was seen evacuating the building, was seen earlier at the assembly location)

Bring the list of missing persons to Principal and BRT Leader

3. For additional persons:

Ask person which class s/he should be in

Make a note of student’s presence on teacher’s attendance sheet

Have student remain at current location

4. Confirm that Principal has notified the CCC/EIC of missing persons.

5. Assist Principal in relaying information of missing person(s) to first responders.

6. Follow instructions of Principal, BRT Leader, first responders, and CCC/EIC.

DURING A SHELTER-IN • Verify that the CIMS Incident Commander or

liaison has advised NYCDOE personnel if it is safe to move around the hallways.

• If it is safe to do so, evacuate the building, and then follow steps 1-6 as previously defined in the Evacuation procedure.

DURING AN INTRUDER ALERT • Maintain position in Shelter locations.

• Do NOT move around hallways.

• After the situation has been resolved, the CIMS Incident Commander or liaison will advise the Principal when the situation is ALL-CLEAR. The Principal will relay this to the BRT Leader.

• Afterwards begin steps 1-6 as shown above in the Evacuation procedure.

SEVERE STORM

AWAIT UPDATES • Storm warnings will be issued

by OEM via the CCC.

• Decisions on school closings will be communicated to parents or school communities by 311, radio, television, and NYCDOE website.

• The CCC/EIC update and maintain communications with the Principal.

RESPONSE

If the storm has the potential to impact the school premises:

• Instruct staff and teachers to cease outdoor activities and return to school buildings.

• For lightning storms:

Power down unnecessary electrical appliances before the storm

Do not use the telephone or disturb electrical connections during the storm

Remain inside until storm passes

• If there are high winds:

Close all windows and blinds

Move away from external windows

• Assist Custodial Engineer in monitoring Life Safety Systems (i.e., fire alarms, emergency lighting, elevators) and advise of any malfunctions.

ASSESS DAMAGE • Once the storm has passed, inspect the building

interior and assess for damage; report to Custodial Engineer.

• Instruct students, teachers and staff to remain in classrooms until given the ALL-CLEAR.

• Cordon-off any damaged or dangerous areas.

• If there are any injuries refer to MEDICAL EMERGENCIES Action Sheet.

• UPDATE Principal or BRT Leader on the damage and/or potential hazards.

FOLLOW UP • CONFIRM that the Principal has notified the CCC/EIC if there is any damage or injuries.

• Await the ALL-CLEAR from the Principal and assist with resuming normal activities.
