Concept Design • August 2020 Flagstaff Road Upgrade

Other treatments include:• Construction of new central median on Flagstaff Road for the extent of the works.• Removal of overhead gantries (between Hyland Avenue and Bonneyview Road).• New and upgraded LED road lighting for the extent of the works.• Installation of new safety barrier (where required).• Improved drainage, including new kerb and gutter.• New asphalt surfacing and line marking.• Vegetation removals.

New Shared Use Path on the eastern side of Flagstaff Road (between Hyland Avenue and Bonneyview Road) matching into the existing bicycle lane and footpath.

New northbound bicycle lane on Flagstaff Road (between Main South Road and Bonneyview Road) matching into the existing bicycle lane at the southern end.

New sheltered right turn lane for traffic travelling northbound of Flagstaff Road turning east into Hyland Avenue.

Retention of existing parking lane.

New sheltered right turn lane for traffic travelling southbound turning west into Elly Court.

Widening of Flagstaff Road on the eastern side (between Hyland Avenue and Bonneyview Road) to accommodate an additional lane providing a permanent two-way dual carriageway.

Existing northbound bicycle lane connecting to the new northbound bicycle lane on Flagstaff Road (between Main South Road and Bonneyview Road).

Off road separated bicycle and pedestrian path connecting to the new northbound bicycle lane on Flagstaff Road (between Main South Road and Bonneyview Road).

New northbound bicycle lane on Flagstaff Road (between Main South Road and Bonneyview Road) connecting to the Main South Road Intersection off road separated bicycle and pedestrian path.

Concept designAn additional lane will be constructed on Flagstaff Road as a permanent two-way dual carriageway between Hyland Avenue and Bonneyview Road.

BackgroundFlagstaff Road is a major arterial road used by approximately 21,100 motorists every day to commute to work, home or other parts of the city.

For 800 metres of its overall 3.3 kilometre length between Hyland Avenue and Bonneyview Road, Flagstaff Road consists of only three lanes.

Traffic in the centre lane is reversed daily to manage traffic flows during peak periods.

The reversable nature of the centre lane can cause confusion for motorists and remains a safety concern.

Project benefitsOnce completed, the additional lane on Flagstaff Road (between Hyland Avenue & Bonneyview Road) will:

• reduce traffic congestion;

• reduce confusion;

• improve efficiency and safety for motorists; and

• allow traffic to pass slow or stopped vehicles.

Community engagementAs part of the planning and design phase, the Department for Infrastructure and Transport (the Department) held an information session at Aberfoyle Park Hub Shopping Centre on 16 December 2019 to meet members of the community and understand the specific issues of the current road alignment.

In addition to the information session, the community were invited to provide their feedback via the Government YourSAy website and feedback forms on the project website. This consultation commenced on 7 December 2019, and concluded on 7 January 2020.

Findings from this engagement period are available on the project website.

About the concept design Community feedback received to date has been incorporated into the concept design and includes:

• Improvements to road safety.

• Increased accessibility for cyclists and pedestrians.

• Safer access into neighbouring streets.
