Introduction

Over the past year I have been delighted to see more and more people engaging with, benefitting from, and shaping iNetwork as they strive to tackle the challenges of austerity and service reform. In particular:

• The expanded range of 65+ expert led, CPD accredited seminars, workshops and conferences – the full range of which is shown opposite.

• The new Summer Conference and the bigger Winter Conference, bringing senior civil servants, thought leaders, and policy experts to the North.

• The growth of the ICT Warning Advice and Reporting Point service and community, providing us with greater resilience in critical infrastructure.

• The final lean Business Improvement Techniques cohorts being completed, taking the total number of people trained to over 2,000 people.

• Increasing engagement with Government enabling better discussion and challenge in areas like mutualisation, transparency, welfare reform, individual electoral registration and digital by default.

There is much more and I would like to give my sincere thanks to 56 people who give their time to guide our Network Leadership Groups and the 150 plus speakers that shared their knowledge and experiences through iNetwork’s events in 2012-13.

2012 has been a year in which many of us have stepped outside our comfort zones and have had to make tough decisions. This has not been an easy year and opportunities to take stock and find safe spaces for reflection are vitally important, although they are becoming squeezed by time and resource constraints.

I am therefore delighted to see that iNetwork is “adding up” for its members and indeed is growing with increasing NHS engagement and councils in Yorkshire and Humberside and the West Midlands becoming more involved, adding to the richness of the communities.

Looking ahead the 2013 programme focusses on helping colleagues address difficult, persistent challenges and working with our partner agencies. I believe the 2013 programme is our strongest yet.

I look forward to seeing you during the year ahead.

Review of 2012-13

Creating Safe Spaces for Learning and SharingBetween April and December 2012 iNetwork delivered over 50 events, training courses and projects with 138 expert speakers from 76 different organisations, plus over 440 ICT security advisories and engaged and lobbied government.

There were ~1,200 colleagues at these CPD accredited events from over 120 organisations making contacts, building knowledge and skills, reusing resources, sharing innovations and enabling step changes in organisational productivity.

Innovating, Inspiring and Influencing

We believe that by acting collectively and sharing ideas, resources, successes and experiences our members can deliver better outcomes for their citizens, patients, and service users.

For 2013-14 we are building on what works to provide highly relevant activities and focussing on important, persistent challenges. We will be continuing to engage Government departments for members, strengthen peer networks, and providing vital “safe spaces” for sensitive dialogues as well as our range of iNetwork Services for members.

Support in 2013-14

By their nature, local public services are fragmented although many of the challenges are universal. iNetwork’s focus on priority areas enables organisations to come together to cooperate and collaborate at the time of resource constraint and unprecedented policy change.

iNetwork will continue to generate focussed, safe spaces for open and honest dialogue, for sharing, collaboration, inspiration and innovation which will help help colleagues address challenges in these areas.

The Events Programme is shown on pages 10-11.

The priority areas for iNetwork in 2013-14 have emerged from discussions with senior and chief officers, iNetwork’s Leadership Groups, our Executive Board, and with council, police, fire & rescue and NHS colleagues.

Community Budgets and Troubled Families

The high risk of low educational attainment, poor health and employment opportunities for young people in these families combined with the high cost of supporting makes this area a significant priority for local public services.

In this area we will focus on sharing good practice relating to service coordination and case management, multi-agency working and engagement, and good information governance.

Our key partners in this work will be Dept. of Communities and Local Government (DCLG), Local Government Association (LGA), the NHS Advancing Quality Alliance (AQUA) and leading member organisations.

Multi-agency Support for People Living with Dementia

Across the North of England dementia services cost £7bn a year and expected to increase by 30% by 2021; however many sufferers are undiagnosed and have sub-optimal care and outcomes.

In support of the national Dementia Challenge programme, iNetwork will be promoting the benefits to organisations of better multi-agency working to “keep people safe” and be creating safe spaces to share good practice to improve care and earlier diagnosis through effective referrals, better intelligence and analysis.

Our key partners in this work will be AQUA, Age UK, Alzheimer’s Society, Chief Fire Officers Association, and leading member organisations.

Reducing Costly Organisational ICT failure With the cost, in terms of productivity loss, of organisational ICT failure averaging at least £250,000 per organisation, the service provided by the ICT Warnings Advice and Reporting Point pays for itself rapidly. It is however interesting to note that many organisations do not use the service until

they experience a failure for themselves.

Membership of the ICT Warning Advice and Reporting Point (WARP), which meets four times a year and provided 440 ICT security advisories between April and December 2012, has grown to 22 organisations. WARP Members benefit from organisation specific security alerts, advice from a CLAS expert, and closely managed face to face forum where sensitive issues are surfaced.

WARP users include:

Merseyside - Sefton Council, Merseyside Fire & Rescue Service, Wirral Council.

Greater Manchester - Bolton Council, Bury Council, Greater Manchester Fire and Rescue Service, Manchester City Council, Oldham Council, Tameside Council, Trafford Council, Wigan Council, Wrightington, Wigan and Leigh NHS FT.

Lancashire - Lancashire County Council, Lancashire Police Authority, Blackburn with Darwen Council, Lancaster City, Wyre Council (pending), University Hospital Morecambe Bay NHS Trust.

Cheshire & Warrington - Warrington Council, Cheshire East Council, Cheshire West and Chester Council.

Regional - NHS North West.

iNetwork continues to work closely with colleagues at Information Commissioners Office on development of good information governance practices for the benefit of members.

Improvement Coaching

It seems that almost any service benefits from analysis of its “value adding”, “non-value adding” and “sustaining” activities, however the additional benefit of iNetwork’s lean business process improvement coaching has been the up-skilling of almost 2,000 people enabling organisations to become self-sustaining in lean skills development.

The final six lean business improvement techniques training cohorts are nearing completion, bringing the 2011-12 cohorts to a close as follows:

In total the savings from this programme are estimated to be £3-4million.

Welfare ReformWelfare reform remains an area of significant challenge with real concern amongst member councils about the impact on communities, low income workers and the poor. We will continue to provide forums to review local approaches and to engage with the DWP on behalf of members.

Universal Credit is a ongoing challenge however social fund, council tax support schemes, and various elements relating to access to intelligence are immediate concerns.

In the area of intelligence, we will continue to work with colleagues from the National Association of Financial Assessment Officers (NAFAO) to push the DWP to provide access to the information that was granted in the Act for use in determining care charges without having to visit and collect very personal information from some of the most vulnerable in society.

Our key partners in this work will be Dept. for Work and Pensions, LGA, Dept. of Health, NAFAO and leading member organisations.

Information Sharing, Management and SecurityImproving information sharing between organisations has to be considered in a different context to other underlying inhibitors of effective working, such as the lack of strategic and operational fit between health and social care services - issues that are predicated on cultural differences, organisational silos, poor performance measurement, inflexible technology or process models do not have such a strong legislative and emotive grounding as those relating to information sharing.

The 2013 programme will continue to help colleagues manage the complex minefield of effective information sharing, management and security. Activities in this area will relate to other focus areas such as troubled families, dementia and application of social media, but will also continue to provide advice on security, the changing national secure network infrastructure, “bring your own device”, mobile working, compliance regimes, and ICT resilience.

Our key partners in this work will be the Information Commissioners Office (ICO), DCLG, Cabinet Office, AQUA, LGA, SocITM, National Association of Warning Advice and Reporting Points (WARP), CESG and leading member organisations.

“As many of the AGMA networks around policy and performance have disappeared in the last couple of years due to changing personnel, job roles and national frameworks, and whilst budget limitations mean that we are no longer able to attend national seminars and conferences, regional events have become increasingly important.

Alongside the ‘virtual’ community on the Knowledge Hub, these events and workshops have been key to maintaining an external focus and being able to share views and generate ideas.” Colleague from Stockport Council

“I am convinced that the lobbying power of the network was instrumental in driving forward/raising the profile of the necessity for data sharing between the DWP and Local Authorities and led to its inclusion in the Welfare Reform Act. “The importance of looking after individual’s personal information takes on even greater importance with the proposed transfer of responsibility for public health matters from the NHS to local authorities. Channel Shift, Digital Service Delivery and Social MediaA new generation of local public service websites is drawing people in, helping them find information, and enable self-service transactions through compelling design, focus and integration. Given the pressure on local finances it is telling that eGovernment has come of age driven by necessity and not grant funding.

Our programme of activities in this area will help colleagues address the issues and opportunities for channel shift which are becoming increasingly pertinent with rationalisation of other channels.

Local public services have some way to go to understand the value of social media as shown at the recent #CllrCamp event in London and we will be working with partners to raise awareness and highlight its importance in community engagement and empowerment.

Customer / Patient Management Systems and IntegrationDespite multi-million pound investments many organisations struggle to extract the desired benefits from these systems and the most common complaint is the cost of integration.

Our programme this year will highlight alternatives to purchasing new off-the-shelf Patient Management Systems (PMS) and Customer Relationship Management (CRM) and will help colleagues maximise the value of existing PMS / CRM investments and integration tools through user groups and seminars.

Through these workshops we will help members understand integration options, identify opportunities for organisations with similar PMS/ CRM solutions to share integration efforts, and help members appreciate their options.

Our key partners in this work will be AQUA,

SOCitm and leading member organisations.

Mobile and Flexible WorkingWith digital mobile working offering 20-40% productivity improvements over paper based methods this is an important area of on-going support.

Our focus here will be helping colleagues compare good practice, see opportunities they might have missed, and overcome some of the security, process and management challenges.

Our key partners in this work will be AQUA and leading member organisations.

Open Data and Citizen / Patient IntelligenceOpen data can be used to great effect as a enabler of local public service productivity by providing intelligence to the voluntary and community sector. However some local public service organisations also currently report that FOI regulations cost over £250,000 a year to service, and this is set to rise considerably if the proposed FOI extension comes into effect on 1 April 2013.

Our activities in this area will help colleagues consider how best to address these challenges.

Our key partners in this work will be DCLG, the Local eGovernment Standards Body (LeGSB), and leading member organisations.

Effective Procurement, Commissioning and Strategic Asset Management With over 40% of local public service spend in the North West being on external procurement this clearly remains a core area of focus. As well as briefings in areas like integrated asset management, developing social value, and public health, the NW Procurement Hub will continue to govern the region procurement portal, the Chest, engage with purchasing organisations and work with the LGA on behalf of members.

Our key partners in this work will be the LGA, AQUA, Due North (the Chest), and leading member organisations.

Lean Service Redesign TrainingBuilding on the successful Business Improvement Techniques training, iNetwork has developed a Lean Tools and Techniques Masterclass with Lancaster and Blackburn with Darwen Councils for local public service organisations. Several training days will be delivered for members in 2013-14 at no additional cost. Equivalent commercial training has been benchmarked at £750 per person, thus iNetwork’s training represents significant benefit for iNetwork members.

Government EngagementiNetwork has an excellent track record of Government engagement on behalf of members;- a key element of which is bringing Government colleagues to the North to explain, discuss, and influence national initiatives.

iNetwork can broker discussions with individual organisation or groups of members on incoming policy or programmes. In the past, focus areas have included universal credit, social fund, DWP data access, mutualisation, the national blue badge programme, Tell Us Once, GCSx, PSN, and troubled families.

Tailored Support and Knowledge BrokeringBest described as “find a friend”. iNetwork receives over 2,000 requests for assistance a year. If you need help members can either contact one of the team directly or email us in confidence via [email protected].

iNetwork’s Services for Members iNetwork offers a range of support services to members at no additional cost to the core membership.

iNetwork’s ICT Warning Advice and Reporting Point (WARP)Why struggle to find a solution when someone else may already have solved the problem? The WARP helps individual public sector organisations by identifying and highlighting security alerts including virus and trojans and patch application problems. The WARP also issues approximately 50 security advisories a month to member organisations.

The WARP service runs in parallel with the information security and assurance events and helps members to manage security risks, keep up to date with national policy and infrastructure changes, and discuss issues online with peers through the secure KTAC forum.

iNetwork’s Knowledge HubiNetwork’s k-Hub site contains all our presentations, documents and updates. These are all accessible to members alongside forums and good practice blogs

iNetwork: Become part of a growing partnership

iNetwork Support for Local Public Services 2013-14

Joining iNetwork is easy. We charge public sector and VCO organisations a one off annual fee that includes unlimited attendance at any of our activities by any staff member – as long as there’s room!

In 2012-13 membership of iNetwork included over 150 individual organisations:

• almost all North West councils,

• all NHS organisations in the North of England,

• five police and fire and rescue organisations,

• Birmingham City Council in the West Midlands,

• all the Yorkshire and Humberside councils as limited members

If you are interesting in joining please let us know and we can have a chat about the options.

CostsAnnual membership fees were reduced heavily in 2010 and remain very low.

One way we keep them low is by supporting a select set of corporate partners who recognise the value of contributing to and being part of the wider dialogue on sector reform.

Importantly we commit to not sharing email or contact details with these organisations without members’ explicit consent and we do not endorse any products.

Who’s in Charge?iNetwork’s Executive Board governs the partnership with direction from the Network Leadership Groups for our core areas.
