1. Using the Key, unlock and remove top cover on the eSCAN BALLOT BOX. After turning lock to the right, pull forward and then up on the cover to remove. (Place lid out of the way until the election is over.)

2. Remove Verification Sheet from the top of the eSCAN and carefully check: Precinct Name, Machine

3. Cut Yellow seal on Ballot Box Door. Using the Key, open Ballot Box Door to remove the Ballot Bag

containing the ballots and Power Supply. Also remove the Privacy Screen.

5. • Make sure the eSCAN power button is in the OFF position.

• Plug power supply into a working wall outlet.

• Check to see that green light is lighted on the power brick.

• Plug the small end of the power supply cord into the DC port located on the back of the eSCAN.

6. Power on the eSCAN. The red light should appear on the ON/OFF

switch. A tape will print. This process takes about one to two (1-2) minutes.

8. Press the button to the right of the word “Open Polls” (8A) Enter

your open polls password. Your password is “1-1-1-1-1-1.” To enter your password, press the top button (8B) one time. The number “1” will appear in the box. Then press the middle button (8C) one time to advance to the next box. Repeat until you have entered a “1” in each box. (Each box will show *.)

9. Press the bottom button next to “ACCEPT.” WAIT, the printer will print your Open PollsTime and Public Count numbers. Leave the tape attached.

10. Confirm the beginning PVT Number on the eSCAN screen is the

same as the beginning PVT number on the Verification Sheet. (PVT number is located in the top left corner of the eSCAN screen.) Place the Verification Sheet into the white, all BLUE print, eSCAN Tally Envelope.

11. Remove Tape from eSCAN. ALL ELECTION OFFICERS MUST SIGN

TAPE. Place Tape into eSCAN Tally Envelope.

12. Place Privacy Screen around Scanner. The troubleshooting instructions should be on the outside back of the Privacy Screen.

13. Place power supply box on top of the Ballot Box behind theprivacy

screen.

14. Relock Ballot Box door and place the sScan key into the eScan Tally envelope, DO NOT SEAL THE ENVELOPE you will need it later.

You are now ready to Scan Ballots.

eSLATE set-up instructions

1. Place eSLATE booth “leg side up”and

release Velcro strips. 2. Push metal “Button” completely thru

collar and hold down as you lift the leg. 3. Pull leg out until the arrows line up and

the “Button”pops thru the second hole.

4. Raise all four legs and connect the “back brace cross bar.”

5. Attach four long “leg tubes” over the ends of the raised legs.

6. Expand foot to full length by pressing the Button thru the collar & pulling the tube out until the Button pops thru the second hole.

7. Attach the “Feet” to the end of the legs

pointing in the downward position. 8. Stand booth on its feet and lift lid,

locking the arm. 9. Release curtains and attach “Loops” to

the small post.

10. Open door above eSLATE and remove 11. Rest headphones on the top right headphones. (close door) side of the booth lid. Be sure volume

is turned down.

1. Setup eSLATE portable booth by attaching the “legs” to the booth and the “feet” to the“legs” in the downward position

2. Open JBC box and install long gray booth cable. RED plug

should fit into RED socket on the back of JBC (Judges’ Booth Controller) and BLACK plug should fit into back of eSLATE. Screw in the thumb screws on both plug ends.

3. Remove Verification Sheet from the top of the JBC and

carefully check: Precinct Name, Machine Number, and Red Seal number located on the right side of the JBC MBB door.

4. Connect JBC to AC power by inserting the black cord into the

back of the JBC and plugging the three prong plug into a power outlet.

MUST DO!

5. Assign booth number. Go to the first eSLATE booth attached to the JBC and press the ENTER BUTTON to assign that booth as number 01. If more than one booth, repeat procedure on each booth.

When booth is assigned correctly, the number of the booth should appear with a YELLOW box behind the number.

6. On the JBC press the < next to Done when you have finished assigning all booth numbers.

7. Press the >next to Next and the JBC prints an “Opening Statement” report. Leave attached to the JBC.

8. Press the t next to Print Zero Tape. Leave the “Zero Tape” attached to the JBC.

9. Press the u next to OPEN POLLS.

To reassign the eSLATE booth, unplug the JBC from the power source for 3-5 seconds. (Be sure BATTERY KEY is not attached.) Plug the power back in and wait for the JBC to display the “Booth Assignment” screen. REPEAT assignment of booth by repeating steps 4 through 9.

NEVER PUSH CLOSE POLLS TO START OVER 14. Attach “Battery Key.”

15. Check volume on the eSLATE EARPHONES. Be sure to turn the volume all

the way down to assure privacy for voter.

adding voter from the JBC

“Adding a voter” to generate an ACCESS CODE is similar to issuing the proper ballot style for the voter’s precinct.

Follow these steps to add a voter after…

The voter has been qualified The voter’s precinct I.D. has been verified An open booth is available

1. To add a new voter to the system, on the JBC Polls Open Menu, press the u next to Add Voter.

2. Press the u next to the correct ballot for the voter.

* Note: If no precinct split is required, Press Print (Step 3).

Note that the JBC screen displays the ACCESS CODE and precinct prior to printing.

In the event that the JBC printer is disabled, simply hand- write the ACCESS CODE displayed onto any piece of paper before continuing to Step 4.

3. Press the unext to Print. The JBC prints a slip of paper with

the four digit random “ACCESS CODE.”

Only print an ACCESS CODE if there is an open booth.

4. Tear off the ACCESS CODE NUMBER and hand to the voter. Ask the voter if instruction on the eSLATE is needed. If yes, tell the voter he or she has been given a four digit random number that when correctly placed into the eSLATE, his or her correct ballot will come up. (If their ballot is incorrect, follow steps 1 through 6 on page 16 to take out the incorrect number and start over again by pressing ADD VOTER.)

2. Enter your poll worker password “1-1-1-1-1-1.” (Press the top button for a “1” and then press the middle button to advance to the next space to add another “1.” Continue until a “1” is in each box. (Each box will show *.) PRESS “ACCEPT.”

3. Press the “CLOSE POLLS” button. If you truly wish to close polls, press the “YES”button.

4. The Close Polls password is “1-1-1-1-1-1.” (Press the top button

for a “1” and then press the middle button to advance to the next space to add another “1.” Continue until a “1” is in each box. Press “ACCEPT.” WAIT until screen changes. (Same as Step 2 above)

5. To get your results push the “CONTINUE” button. WAIT until screen

changes.

6. Press the FINISHED” button. WAIT until screen changes.

7. Press the “PRINT TALLY” button. Press three (3) times to print out three (3) tallies. The Clerk needs two tallies and the third copy is to post on precinct door.

9. The first 2 tally tapes must be placed in the white, all BLUE print, eScan Tally Envelope. The 3rd copy is to be placed on the precinct door before leaving the precinct.

10. Locate the VERIFICATION SHEET inside the eSCAN Tally Envelope and record the Ending PVT Number located on the top left corner of the eSCAN display screen. (Return verification sheet to eSCAN Tally Envelope.)

11. Locate the Precinct Ballot Accountability Statement and record the ending ballot number of each ballot face. (IMPORTANT: It’s the next available ballot number you would have given out.)

12. Turn off the eSCAN using switch on the back of the eSCAN.

13. Twist and break the “red seal” on the right side of the eSCAN and place it in the eSCAN Tally

Envelope.

14. Lift FLAP covering MBB CARD (right side) and push in on the small button to the right of the MBB Card. The MBB Card will advance outof the slot about 1/4 inch.

15. Grasp the MBB CARD on each side with thumb & index finger and

pull out the MBB CARD.

16. Place MBB CARD in the eSCAN Tally Envelope.

17. Disconnect Power Supply Cord from the Scanner and the wall outlet and place the power supple, its’ cord, and the orange extension cord back into the spoiled ballot drawer.

18. With all precinct officers present open the eScan tub and place the black canvas ballot bag, the

white table top voting booths, the black eScan privacy shield and the black canvas JBC bag in the bottom of the tub.

19. Lock and place the blue seal on the tub ONLY AFTER all four election officers have verified that

everything on the check-in list IS NOT INSIDE THE eSCAN TUB!!!!

20. CAUTION: before placing the cover on top of the eSCAN Tub, put the key into the lock and turn in a clock-wise direction. This will prevent the cover from damaging the locking mechanism which will prevent the cover from locking properly.

21. Place scanner cover over eSCAN and LOCK with Key to secure unit.

troubleshooting Ballot fails to scan and the scanner screen reads there is an overvote in a particular race:

Ask voter if the CAST BALLOT sign is next to the middle or bottom button.

Bottom Button indicates one overvote on ballot

Judge should inform voter he or she has 2 choices.

Middle Button indicates multiple overvotes on ballot

(1) Voter can choose to cast the ballot as is and a vote will not be recorded in that particular race. Voter must press the cast ballot button so the remaining races can be recorded. Important: (If the instructions are aligned with the middle button, there are multiple overvoted races. If the instructions are aligned with the bottom button, there is one race that has been overvoted.)

(2) Voter can remove ballot from scanner and ask the Judge for a new ballot.

Instruct the voter to fold the old ballot and place it in a spoiled ballot envelope and then insert the envelope into the side Ballot Box slot.

Ballot fails to scan:

Judge should ask voter to rescan the ballot. Sometimes turning the ballot over will take care of the problem.

If ballot doesn’t scan after the fourth time, issue the voter a new ballot. Ask voter to fold old ballot and place it in a spoiled ballot envelope and then insert the envelope in the side slot of the scanner Ballot Box.

If the new ballot does not scan and other ballots do not scan at that time, ask voters to insert their marked ballots into the side Ballot Box slot and call the Clerk’s office to report the problem. (The ballots drop into a drawer inside the Ballot Box separated from the previously scanned ballots and will be scanned later after a tech has checked or replaced the scanner.)

helpful hints (1) The Judge manning the eSCAN should stand off to the side so the

Voter is comfortable with the privacy of his or her ballot.

(2) The Judge should be able to give instruction without moving close to the eSCAN for privacy reasons.

(3) ALL BALLOTS ISSUED MUST BE EITHER SCANNED OR SPOILED. A VOTER

MUST NOT BE ALLOWED TO CARRY A MARKED OR UNMARKED BALLOT OUT OF THE PRECINCT. An unmarked ballot (Protest Vote) can be scanned. Ask the voter to insert the unmarked ballot into the eSCAN. After the scanner rejects the ballot, instruct the voter to press the bottom button so the scanner can accept the unmarked ballot.

(4) When all ballots have been issued in a pad of 50 ballots, insert the stapled

together stubs into the side slot of the scanner box.

NOTE: AT NO TIME DOES A SCANNER JUDGE HANDLE A VOTER’S BALLOT.

eSCAN TROUBLESHOOTING

• BALLOT FAILED TO SCAN PROPERLY: Judge should ask voter to pull the ballot and turn it over and rescan. If the ballot fails to scan after the fourth try, spoil the ballot and issue a second ballot. - If the second ballot fails, call the Clerk’s office for instructions.

• BALLOT IS OVERVOTED: Ask the voter if the “Cast Ballot” sign is adjacent to the

Bottom Button or the Middle Button. - Middle Button indicates multiple overvotes. Ask voter to pull the ballot and

examine it for overvotes or errant marks in the boxes. - Bottom Button indicates one overvote.

Voter has the choice of spoiling the ballot or sending the ballot through by pressing the button to the right, which will record all races but the overvoted races.

• ALERT: Power off the eSCAN for 20 seconds. Restart the eSCAN and reenter the six

“1’s.” Scan the next ballot and call the Clerk’s office for further instructions.

• eSCAN LOSES POWER: 1) Check power plug at the wall. 2) Check power cord plug connection with the extension cord. 3) Check the connection going to the power “brick” lying behind the privacy

screen. 4) Check the power connection going into the eSCAN. 5) Check the on/off switch.

- If power resumes, reenter the six “1’s” and continue when eSCAN is ready. - If power cannot be restored, ask the voter to place the ballot into the side

slot of the eSCAN and call the Clerk’s office for further instructions.

• HELPFUL HINTS: 1) The Judge manning the eSCAN should show the voter where to place and

slide the ballot into the scanner and then stand off to the side so the voter is comfortable with the privacy of his or her ballot.

2) The Judge should be able to give instruction without moving close to the eSCAN for privacy reasons.

3) When all ballots have been issued in a pad of ballots, insert the stapled together stubs into the side slot of the eSCAN box.

2. On the JBC, press CLOSE POLLS. It is located below the JBC screen.

NOTE: This is the only time during the election day “CLOSE POLLS should be pressed.

3. The JBC confirms that you want to close the polls.

Press the unext to YES.

4. Follow the prompts onthe JBC screen toenter the Close Polls Password.Thepasswordis“1-1-1-1-1-1.”Press the unext to ACCEPT.

5. A“Polls Closed” report prints. Leave attached.

6. Press the u next to Print Tally. Press three (3) times to print out three (3) tallies. The Clerk needs two tallies. After Tallies have printed, tear off, each Election Officer signs the Tallies, fold neatly and place in the white eSLATE Tally Envelope. Post the third copy on the precinct door.

This form must be completed and returned to the COUNTY CLERK.

Setting Up the Election Day Station and Opening Polls 1. Place the JBC near an electrical outlet, and set up the eSlate booths. 2. Plug the black end of the long gray booth cable from the JBC into the back of the

first eSlate booth. Tighten the thumbscrews. 3. “Daisy chain” the eSlates together by running the first eSlate cable out of the 1st

booth and connecting it to the back of the 2nd eSlate booth. Repeat for all eSlates. The last booth is a DAU eSlate. The cable stays in the booth wrapped around the DAU eSlate.

4. Attach the JBCʼs battery key (if not connected) and plug in the black power cord. 5. Assign the booth numbers. Press ENTER on each eSlate. 6. On the JBC press the ◄ next to Done (this will not appear if you have assigned

12 booths) and press the ►next to Next. 7. Press the ◄ next to Print Zero Tape and verify all zeroes for all contests. 8. Enter the JBC Public Count in the Reconciliation Log. 9. At the correct time, press the ► next to Open Polls. If applicable, follow the

prompts on the JBC screen to enter an Open Polls Password. 10. Tear off the Open Polls reports from the JBC and file in the appropriate envelope. 11. Check JBC AC and battery power by viewing power status on bottom of JBC

screen. 12. On eSlates with battery packs, look for the Battery indicator in the lower right

corner of the language page to confirm that the backup battery pack is functioning correctly.

Point to an instruction flyer, placard, or demo eSlate and say: You will be voting on the eSlate today. (Note: If there is no language choice, skip step 1.) 1. First, turn the SELECT wheel to highlight your language and press ENTER. 2. Turn the SELECT wheel to highlight the first number of your ACCESS CODE.

Press ENTER. Do this for each number. 3. Turn the SELECT wheel to highlight your ballot choice. Press ENTER. The box

to the left of the choice changes to red. Do this for each contest. (You can skip pages with NEXT.)

4. Read the BALLOT SUMMARY PAGE carefully. Only after all of your desired choices have been made, press CAST BALLOT from the final BALLOT SUMMARY PAGE.

• You have finished voting when you see the waving American flag.

Other Features for Voters: • Press HELP once for an on-screen help message. Press HELP twice for

help from a poll worker. • Use PPRREEVV or NNEEXXTT to move between pages of the ballot. • Cancel a choice by highlighting the choice with the SELECT wheel and

press ENTER. • Change a choice by turning the SSEELLEECCTT wheel to your new choice and

press EENNTTEERR. • Change a choice from the BBAALLLLOOTT SSUUMMMMAARRYY by turning the SSEELLEECCTT

wheel to highlight the contest you wish to change then press EENNTTEERR. You will go back to that contest.

• In multi-page ballot summaries, turn the SELECT wheel, or press NEXT, to move to the final page and then press CCAASSTT BBAALLLLOOTT.

Closing Polls for Election Day and Packing Booths Entering a Write-In Choice 1. Once all voters have finished voting, press the Close Polls button on the JBC.

Press the ► next to Yes. 2. If applicable, follow the prompts on the JBC screen to enter a Close Polls

Password. Press the ►next to Accept. 3. Press the ► next to Print Tally. 4. Complete the Reconciliation Log and file the JBC reports in the appropriate

envelope. 5. Press the ► next to Print Tally again and leave this copy on the JBC. 6. Disconnect the JBC from all power sources. 7. Disconnect the JBC booth cable from the first eSlate booth. Coil the JBC booth

and power cables and set them next to the JBC. 8. Leave the JBC sealed. DO NOT remove the MBB. 9. Match the JBC serial number to the JBC box serial number, and pack the JBC

in its box. 10. Disconnect each booth cable and pack the headphones, tactile input switches,

and cable into the booth storage compartment. 11. Close booth lids and secure latches. Disassemble the booths. 12. Prepare JBC, logs, and envelopes for transfer to counting station. 13. Secure all remaining equipment in the area designated for pick up.

To vote for a write-in, if a write-in option is available: Turn the SSEELLEECCTT wheel to the Write-In

option and press EENNTTEERR. Turn the SSEELLEECCTT wheel and press

EENNTTEERR to spell out the name of the candidate you wish to write in.

Turn the SSEELLEECCTT wheel to highlight

AAcccceepptt and press EENNTTEERR. Other choices are Clear Last to go back

a space, Space to skip a space, and Cancel to return to the ballot without entering a choice.

Troubleshooting If there are system errors: 1. Wait until all voters currently on eSlates have finished voting. 2. Check all connections. 3. DO NOT CLOSE POLLS. Restart the system:

a. Unplug the JBC from all power sources (battery key and AC) b. Plug the JBC back into all power sources c. Assign booth numbers to the eSlates d. File any reports in appropriate envelope e. Print new ACCESS CODES for voters who had codes aborted.

If restarting the system does not fix the system errors, please call the County Clerk office for additional support.

To Change the Printer Paper: 1. Lift the printer cover, raise the paper feed

lever, and remove the old paper roll. 2. Put the spindle into the new roll with the

paper rolling out from the bottom. 3. Place the spindle in its slot, feed thepaper

under the rubber roller, and through the slot in the cover.

4. Lower the paper feed lever, close the printer cover, and continue.
