The Whispering Palms Community Services District (WPCSD) is seeking to fill a vacancy on
our Board of Directors to serve until December 2020.
Please provide the following information regarding your interest in this position.

What is your interest in serving on the WPCSD board?
I am a very involved resident of Whispering Palms and well known, liked and respected by those
members and staff at Morgan Run. I am currently President of the Greens of Whispering Palms,
serving over 215 single family properties in Whispering Palms. I would like to assist in having diligent
oversight of community funds set aside for the District, proper upkeep and maintenance of District
areas for the benefit of the community and continued improvement, beautification of those areas
serviced by the District in our community.
Are you aware of anything that would keep you from completing a 20 month term on the WPCSD board
(meeting once a month, 2nd Tuesday at 4pm)? No, there is nothing that would keep me from attending
these meetings regularly.
Describe your experience with the following:
1) Landscaping: From 1990-1997, served as the partner in Hoyle & Associates, a Real Estate firm
with oversight of Property Management division for over 300 units, both residential homes
and apartments buildings. Would oversee and approve all landscape contracts, maintenance
and landscaping design.
2) Local government: None at present
3) Wastewater treatment: None at present
4) Service on boards & Other applicable professional experience: SDSU, B.S. Finance, emphasis in
Financial Planning. As Owner & CEO, run a successful Financial Planning firm with offices in
San Diego, Orange County and Monterey. Extensive service on Boards and Committees,

b. Landscaping and Proposed Landscape Design for the Road Right-of-Way in front of the Pacifica Building at the Intersection of Cancha De Golf and Via de la Valle. ACTION: Director Hanchett moved to approve the proposal for Landscape
Architectural Services by David Reed with a not-to-exceed amount of $7,000 in order to include a design of the fountain area. Director Panton seconded the motion. Motion carried 4-0.
c. Landscaping on Via Valle Verde and Via De La Valle: Additional Hedge Plantings and
Consideration of the Parkway Planting Area. JMD Landscape is still attempting to secure mature landscaping of sufficient size for screening. JMD will also repair the recent damage caused by a wayward car to the existing hedge over the holidays at the same time. GM Chuck Duffy provided costs for turf, artificial turf, and concrete. Mr. Duffy will coordinate work with Morgan Run GM Mike Walker to design a solution for the parkway area and railroad ties along Via Valle Verde.
d. Arborist for Inspection of the Palm Trees in the Cancha de Golf Median.
General Manager Chuck Duffy will verify Mark Robinson’s status as a certified arborist before engaging him to inspect the palm trees.
e. Consideration of Holiday Decorations. The board discussed ideas for decorations in the landscape right-of-way for various holidays throughout the year and requested the addition of outlets at the last two medians for future lighting options.
7. Consideration of Proposal from Hoch Consulting, APC, to provide As-Needed Consulting Services for a Potential Solar Panel Power Project at the Whispering Palms Treatment Plant. ACTION: Director Hanchett moved to approve the proposal as submitted. Director Panton
seconded the motion. Motion carried 4-0.
8. Consideration of Nominating Director Haynor to Serve as The Special District Member on the Local Agency Formation Commission (LAFCO). ACTION: Director Manatt moved to nominate Director Haynor for the position of Special
District Member for LAFCO. Director Hanchett seconded the motion. Motion carried 4-0.

3. Consideration of Board Vacancy. Director Manatt presented a draft of a Board Application Questionnaire and solicited comments from the board. Prospective board members will be encouraged to submit the application in order to be considered for the board vacancy. The board will evaluate the responses at the February board meeting and select one of the candidates for fill the vacancy. ACTION: Director Manatt moved to appoint a new board member to fill the vacancy left by
Kathy McHenry’s resignation. Director Haynor seconded the motion. Motion carried 4-0.
ACTION: Director Manatt moved to cancel the February 12, 2019 Regular Meeting due to lack of a quorum, and schedule a Special Meeting on February 19, 2019 at 4:00 p.m. Director Panton seconded the motion. Motion carried 4-0.

Consideration of ROW planting in front of Pacifica building
Dec 11 ‐ The board voted to engage landscape architect David Reed
to design a landscape plan for the front entrance to Whispering
Palms (Fountain and Pacifica building).
Jan 11 ‐ The Board approved the proposal for Landscape
Architectural Services by David Reed with a not‐to‐exceed amount
of $7,000 in order to include a design of the fountain area.
David Reed will be presenting his
conceptual design at the February 19th
board meeting.
Consideration of other Landscaping Issues
Aug 7 ‐ staff will investigate whether irrigation is installed on the golf
course side of Via Valle Verde.
Sept 11 ‐ There is no irrigation installed on the strip adjacent to Via
Valle Verde. Since our August meeting, staff has also been
contacted by a resident who lives on the golf course side of Via
Coronado requesting some type of hedge be planted to shield the
homes on Via Coronado from oncoming headlights from the street.
Dec 11 ‐ Staff met onsite with the resident concerning additional
hedge plantings. JMD Landscape has priced additional plantings.
The board voted to install additional hedges at an NTE amount of
$5000 in order to screen oncoming headlights.

replacement hedge plants, as well as
additional hedges to screen oncoming
headlights. JMD also completed
removal of dead oleanders along golf
course hole 5 South.
Dec 11 ‐ Hire Mark Robinson from MTR Horticulture to inspect and
sound the median palms.
Jan 8 ‐ Board directed staff to verify MTR's arborist credentials.
Credentials verified by staff. Mark is
scheduled to inspect the palms on
February 19th.

David will be available to present his design and receive board comments at our meeting.

WHEREAS, it is appropriate for the members of the District Board of Directors to
commend a fellow director who has diligently served the District, consistently performed her duties, and honorably distinguished herself as a passionate-public servant for twenty two years;
WHEREAS, Director McHenry has served on the District Board of Directors since the time of her election in 1997 through and until January 2019;
WHEREAS, Director McHenry is commended for her dedication to protecting public health and safety, preserving the environment, and maintaining the fiscal soundness of the District;
WHEREAS, Director McHenry is commended for her mission to provide exemplary service for wastewater and landscaping services at a low cost for the rate payers in the community;
NOW THEREFORE, Director McHenry, is hereby honored by the District Board for her outstanding and dedicated service to the citizens of the Whispering Palms Community Services District;
NOW THEREFORE, be it resolved that the Whispering Palms Community Services District hereby acknowledges and expresses its deepest appreciation and gratitude to Kathy McHenry for her service to the District; and
NOW THEREFORE, be it further resolved that the District Board extends its best wishes to Kathy McHenry for much success and happiness in all matters and activities that she shall undertake in the future.

WHISPERING PALMS LANDSCAPING MONTHLY OPERATIONS REPORT
JANUARY 2019 During the month of January 2019, the following tasks were performed in the Whispering Palms Landscape Maintenance Area:
Checked WP Fountain and Landscape areas daily for proper operation and maintenance. APL Electrical performed the bi-weekly light check and bulb replacement. JMD Landscape performed the weekly landscape maintenance. Baker and Son performed the weekly maintenance on the fountain. Completed the monthly walk-through with Director Manatt.
