PARISH COUNCIL REPORT Meeting held on Tuesday 12th May 2015Election of Chairman and Vice ChairmanChairman: Councillor D. Hamilton-Hinds; Vice Chairman Councillor D. CoxChairman's remarksChairman welcomed new councillors to the council.Clerk's Report and items arising from the MinutesElections - Following the elections there remains positions for 3 casual vacancies for co-option: Colsterworth 1, Gunby & Stainby 1, North Witham. Notes have been placed on village notice boards with an application closure date of Sunday 31st May. CPRE Best Kept Village competition - Entry to the competition is based on population. Only Colsterworth with Woolsthorpe by Colsterworth qualify and have been entered into the competition. Judging rounds are in June, July with finalists in August. Police Station - The clerk with Councillors D Hamilton-Hinds and D Cox met with Lincolnshire Police Neal Rothwell (Head of Asset and Facilities Management) on the 29th April. The clerk will write to confirm the parish councils' interest in the multi-use of the building. Public footpaths - LCC Legal Services have issued an Order and Notice to modify the Definitive map. “Colsterworth Public Footpath no's14 and 1114 and Gunby and Stainby public footpath no1 Definitive Map Modification order 2015”. A notice has been placed (08.05.15) in the Grantham Journal and village notice boards. Any formal objections, representations or support to the Order should be sent to: Legal Services Lincolnshire, County Offices, Newland, Lincoln, LN1 1YS by 19th June 2015. The parish council will object to the order. Colsterworth primary school - Chairman Terl Bryant of the School Governing Body has invited the parish council to appoint a councillor to participate in GB meetings. Deferred to next meeting. Youth Club - At a meeting of the YC committee held on 22nd April 2015 it was agreed that the Colsterworth Youth Club be dissolved and its equipment and other assets should be held in Trust by the Parish Council until such time that any person/persons come forward wishing to restart it. Councillor Alan Wood has kindly agreed to continue with the administration/treasurers role. The clerk will add a memorandum section to the council's financial statement for the

YC monies. Play Areas - The annual Play Area Safety Inspections have been carried out by Wicksteed Leisure Ltd at Colster Way, Woolsthorpe Road and North Witham (Newton Grange play area is still the responsibility of Barratt Homes). Nothing urgent required but some minor work to be carried out. Community Links - Councillor E Chapman volunteered to attend a ROSPA course on “Routine Play Area Inspection Training”. Clerk to organise. Colsterworth Trust Estates have been invited to attend the June 2nd parish meeting. Vehicle Activated Sign - LCC Highways have provided a portable VAS for use by the parish. Cycle Track project - Clerk has a meeting with Community Voluntary Services (CVS) Heidi Hezeltine on 26 May to discuss funding. Old Minute Books 1894 – 1984 - These have now been copied onto DVD and the Minute Books returned to Lincolnshire Archives on 6th May for safe keeping. Projects/Priorities 2015 – 2016The list will be updated for approval at the next meeting. Neighbourhood PlanAn updated report is appended to these minutes. We are entering the ‘Best Kept Village Competition’ again

after missing quite a few years. It would be helpful if front

gardens would be made tidy for the judging which starts

shortly.

Spotlight on F.O.C.U.S (Friends Of Colsterworth United Societies)

KURLINGThe Kurling competition is well underway and already some members have fallen by the wayside. I am sad to say, dear reader that I fall into that category .I was beaten only by a tiny smidgen you understand hardly worth a mention! Anyway it's all good fun and everyone seems to be enjoying it judging by all the oohs and aaahs that can be heard in the Village Hall.

The Dog Racing was a great night out according to those who attended. Good company, food and some actually won money! I was informed by one attendee that he did overdo it slightly with the vino, three guesses who that was! John played his harmonica on the way home and everyone enjoyed a sing song and arrived home safely.

Now for some thanks. Recently Bill Walsh played his keyboard at the Sports and Social Club. Bill I have to say is a fantastic entertainer and not only with his keyboard but that's another story.

A raffle was also arranged and the Committee kindly donated the proceeds from this to our Defibrillator fund. This amounted to £150.00 so thank you to both Bill and the Committee.LUNCHEON CLUBBy the time you read this we will have been to the White Lion for our lunch so more on that next timeRIVER CRUISEThis takes place on Tuesday 23rd June. If it's half of as good as last year we will have a lovely time. The trip has been fully booked for some time which shows that it is a popular event.

Most of you out there will remember the Beetle's song Yesterday. Well some of the words come to mind when I tell you what's been going on behind the curtains on a Monday morning for quite some time. I'm not half the man I used to behave you guessed? Yes some of our gentlemen members have been on a diet and weigh in is on Monday mornings, I am not going to mention names but am delighted that all have lost weight and two in particular have done extremely well.Sorry there is no prize but you all should be proud of yourselves.Never thought Monday mornings could be such fun!

WOMEN'S INSTITUTENo introduction was necessary of our speaker at our recent meeting, local lass Hazel Taylor told us about her visit to Bangladesh to see the work of the World Vision Christian Charity. She is an ambassador of the charity having sponsored a child in the country for several years. The charity operates in many ways including the education of deprived children. Only primary school education is free, even then the children only attend classes in the morning. Afternoons see the older children being taught having been financed by their sponsors. Hazel illustrated her talk with photographs which she and her husband, Robert had taken on their trip.

The resolution for the National Annual Meeting was discussed and the result of the vote is to be sent to our delegate at Ropsley. We are entering the Great Cake Challenge for the Lincolnshire show once again. The last time we entered we came second so we are hoping that we will be first this year. We have been invited to Rippingale W.I's centenary celebrations in June, Allington W.I. have asked us to a

cosmetic demonstration in July and Barrowby with Harlaxton would like us to fill the spare seats on their coach to Hareward House also in July. We are planning to visit Heckington Mill in August following the invitation of our last month's speaker, Jim Bailey. We have declined a trip to Harrogate for the Centennial Fair; we didn't think that we should survive if we were expected to take part in all the activities which were to be laid on for us, workshops, shopping, demonstrations, shopping and more shopping.

Five of us attended the Home Economics Group meeting the night before our meeting. The speaker, Bernard Bale, journalist, television and radio presenter, ex-drummer with a pop group, author and accomplished name dropper, entertained us with his memories of his childhood and beyond! Dora won a lovely raffle prize, and yours truly won the competition for a written childhood memory. Two of our members are to attend Gonerby Hill Foot Institute's meeting the same day that two of us are to attend the garden party at

Buckingham Palace. Finally six of us are to attend the viewing of the Annual Meeting to be held at the Royal Albert Hall, at the Grantham F.C.'s MCS Centre. Our feet seem to be destined never to touch the ground in the next two or three months. Oh yes, and the work on our entry for the scarecrow festival has already begun. Our speaker said that she didn't realise that we did so much after hearing what we are about. We certainly are not "all jam and Jerusalem" despite what the media say. Competition winners were Helen Scorror with Rachel Kerry the runner-up with their pair of spectacles. With Mary Cowley still in sick quarters, Dora took on the raffle duties, and Helen Scorror will take on Mary's hostess duty for next month. So if you would like to join us on the 16th June when Mary Wright will be our guest speaker with a talk on Humble remedies with amazing results you know that there will be super cake for tea with Helen in the kitchen. (we had super cup cakes courtesy of Janet this last month) We meet in the Sports and Social Club at two o'clock and you will be most welcome.

COLSTERWORTH & DISTRICT GARDENERS & ALLOTMENT HOLDERS ASSOCIATIONMAY MEETINGIt has been customary for us to use our May meeting to fill the troughs for hanging on the church railings, but at our April meeting the club decided that it was better for the troughs to be filled at the nursery supplying the plants and compost etc. and for the troughs to be looked after by the nursery until they are ready for hanging.

David Marson took on the role of organising this, and on Sunday 10th May he spent the day at Rutland Garden Centre filling the troughs using plants supplied by the nursery. Kevin Barker from the garden centre then came and gave us a demonstration of basket filling, and organised a short quiz, won by Rachel and Loraine.

The baskets were then auctioned, the proceeds going towards club funds.

Book club review by Pamela Harrison

Last month the book group read Wendy Cope's book of poetry called 'Family Values.' This book is a collection of 29 short poems, some poignant, some funny and a good contrast to the fairly long books we have recently been reading. In the first section, the poems are in chronological order, beginning with the author speaking as a very young girl. The subjects range from those about Christmas, to quite sanguine ones about her

relationship with her Mother, her Nanny, going to boarding school at the age of seven, various stages in her youth, through to growing old and a few later ones in this section are about funerals.

The next section is more diverse, speaking of holiday places, weather, the stars, and going on to include different views on love and anniversaries.

The final third are poems which were commissioned by a particular group. The first batch was written for the members of a string quartet.

These were extremely funny, covering rehearsals, their performance, the audience ('The cougher' was excellent!) There was a lovely one, giving his and her versions of a first date, both trying to give a good impression at a

music recital. Lastly, were some commissioned by the BBC, my favourite of which was about 'The Archers'.

Considering these were compact and succinct, it was surprising how much you found out about the author herself. There were some very poignant comments about her trying so hard to please her Mother and others which were showing much more fondness for Mrs Arnold (her Nanny).

All in all, they were well received and most of us enjoyed reading them immensely. The book we are reading this month is 'Brooklyn' by Colm Toibin and we will be meeting to discuss it on Monday 15th June, 8pm at the White Lion.

NATURAL HISTORY BULLETINThere have been fewer reports and observations sent in this last month. A reminder that the bulletin is not a personal diary but a collection of things noted from a wide range of people who have an interest in the local living world. It is not just about unusual plants, animals and events. Sadly what we regard as commonplace now becomes more important as things change. The role of the writer of the bulletin is to collect in the information, report and expand on some of it and record systematically making sure that, where appropriate, information is passed on to the county or national recorders. It is hoped that the bulletin shares and stimulates interest and ultimately leads to more care of our environment.

If this sounds solemn it can also be fun. One observation this month was of an 'adolescent' blackbird still trying to beg food from an exhausted father whose nest was already occupied with a second batch of eggs. Finally losing patience with the fat and spotty youth, running gape mouthed after him, he turned and chased him off. No fear of empty nest syndrome there.

This bulletin started in 2006. The April /May weather since has typically been unsettled. May 2007 started with 10 days of rain. 2011 had extreme weather. After a long cold winter there was the warmest winter since records began in 1910, followed by drought. (Young blackbirds dying because grubs too deep in the soil.) In 2011 the wet weather was disastrous for butterflies. In 2013 driving wind and hailstorms occurred on almost the same mid-May day as this year. Last year was a good year for blossom. This year was one of the warmest Aprils but some blossom caught late frosts.

The Grizzled Skipper butterfly has re-appeared on the Woolsthorpe Roadside Nature Reserve, probably breeding on the neighbouring Woolsthorpe Line where its foodplant, the wild strawberry grows. Scarce

limestone plants are beginning to colonise the bare limestone left by roadworks. Some are from deliberate sowings, but the most interesting are those appearing from seed long dormant in the soil. The Holly Blue butterfly has had a poor year but tends to go in 5 year cycles according to the population of a parasitic wasp.

Regular contributors of records of garden birds have welcomed treecreepers, goldfinch reed buntings, blackcaps and stock doves not only feeding, but breeding. Sadly there were also losses — flights into windows and attacks by

sparrowhawks. Good news of frogs — some tadpoles have survived where it was thought that newts had eaten them all. They are now too large and developed to be favoured as a meal (see illustration).To look for in June See the first paragraph! Still no reports of turtle dove or spotted flycatcher (thank you for all the records of cuckoo, swallow, swift and house martins). Is there any evidence that we have toads still breeding in our parishes. (not heard from North Witham or Stainby lately). Lots of records of butterflies come in at the beginning of the year, but not later so some species get missed out altogether i.e. ringlets, meadow browns, gatekeepers. Moonwalk 2015Dear Editor and avid readers,Me again, the mad one who seems to think it's a perfectly reasonable thing to do to walk round a city for 26 miles in the dark with a snazzy bra on, with thousands of others doing exactly the same might I add. A massive and heartfelt thank you to those who have already sponsored me and by the time you read this there'll just be a couple of weeks to go before the big night, so this is really just a reminder about me taking part in the Moonwalk in Edinburgh on June 13th. All monies raised go to Walk the Walk, a grant making charity aimed at supporting those affected by breast cancer, via research as well as practical help. I sincerely hope I'll never know what it's like to be diagnosed but I know many who have. So if any one feels they can just donate a little bit whilst I look a bit mad and pound the streets for a few hours then it's what we can do, small price and all that!!The bra is a work in progress but it will definitely be at Colsterworth Post Office before the event. Please continue to report on strange persons, vehicles or activities.To be aware of: It appears that there is a small change in the type of crime affect the rural areas. Across rural north and south areas there are some thefts from sheds and outbuildings but less than previous months. There have however been several thefts of towed equipment and trailers, such as horse trailers, flatbed trailers that cars or vans would tow along with larger trailers and generators towed by tractors or light goods vehicles. Speed Checks As per last month's report these will continue in the area surrounding Colsterworth and further away across the rural south area. Sadly there have been accidents in the region where lives have been lost or significant injuries have resulted. Due to the rapid changes in weather conditions and the low sun please give consideration as to how driving circumstances affect the safe speed to travel at. It is often the roads we are most familiar with that can cause the greatest problems. House numbers and names Please ensure that any house numbers or names are clear from the roadside, particularly house names as they do not follow a pattern as numbers do. It can be very difficult to find an address in the dark especially for emergency personnel unfamiliar with the nuances of the rural communities. JUNIOR EYESReporting on Junior Eyes, a community project aimed at 7 – 11 year olds.

A fabulous booklet is now in circulation. In 2 parts, BE AWARE – BE SAFE & ME and MY COMMUNITY it broaches topics to keep our

youngsters safe and also guides them to have values such as respect and responsibility as community members.

The aim is to provide every KS2 child in Lincolnshire with a FREE booklet.

Working with the local Police teams so far 94% of the Primary schools in Grantham, Stamford and Spalding areas have been allocated, including

of course Colsterworth Primary.Monetary support has been vital to the schemes success, with the Police,

Neighbourhood Watch and the Parish Council funding this initiative.Although Junior Eyes is expanding the children in the local community

MORE THAN SCARECROWS!A WEEKEND OF FUN

The FOCUS Village Scarecrow Festival will be a whole weekend of fun and activities around Colsterworth and Woolsthorpe.

On Friday, 10 July, there will be a cheese and wine event in the Parish Church – read more about this elsewhere in In Touch.The

Scarecrow Trail will run on Saturday, 11 July, starting at 12.30 pm from Colster Way Green (near the children's playground). There will be trail

maps and a children's quiz. The trail will run down the Ropewalk, along Back Lane to the pub, down Houghton's Lane to the Church, returning

along the High Street to Steel's Lane and again onto Back Lane, to finish at the village fete, which is being held in the gardens of Millfield House.

You can still enter a scarecrow. Register by picking up an entry form from the Post Office, Pub or any member of the FOCUS Committee.

Closing date for entries is 12 June. If you do not live on the trail, you will be invited to display your scarecrow on the Green.

Remember, there are prizes to be won, so start getting creative!The FOCUS Group will have a stall at the village fete with lots for

children, including a bouncy castle and face painting. Don't forget the village fete will be from 2 pm to 4 pm on the Saturday which means you

have lots of time beforehand to check out your favourite scarecrow.On Sunday, 12 July, Woolsthorpe Manor will be running a scarecrow

event – watch out for more news on this from the National Trust.And it doesn't end there - The White Lion will be joining in the fun on both Saturday and Sunday. Read more about this in next month's In

The annual Buckminster Primary School Summer Fete & Dog Show is to be held at Buckminster Primary School, School Lane, Buckminster, Grantham, NG33 5RZ on Saturday, 27th June from 11.00am - 2.30pm. Registration for the Dog Show & Agility from 11am. The Dog Show will commence at noon with classes including Best Puppy, Best Bitch,

Best Dog, Best Veteran, Best Child Handler, Waggiest Tail and Sausage Run. Winners in each class go through to Best in Show. Entry is £2 per class or three classes for £5. The show is kindly sponsored by Oakham Vet Hospital and there are several prizes, rosettes and trophies up for grabs.
