Michigan National Guard 51st CST Exercise and Training CSTs are programmed to conduct 12 exercises annually
Only two of them are directed by National Guard Bureau:
1) Take part of a national level exercise
2) Conduct an exercise with multiple CSTs
Biggest training problem: COMPLACENCY! Partial solution: each exercise has a different condition
(examples):
night/24 hour exercise, winter training, rural, maritime, etc.
CST needed to vary locations and partner agencies, which lead to working with the MSP/EMHSD Training Center
