PREFACE

The Elections to the 12th J&K Legislative Assembly were held inNovember-December-2014 and the Assembly was constituted on 31st

December, 2014 vide Notification No. LD(PAB)2014/G.Elc dated 31-12-2014.Thereafter the Hon’ble Governor vide Notification SRO-73 dated 1st

March.2015 nominated two women members namely; Mrs. Anjum Fazili andSmt. Priya Sethi in terms of the powers conferred on him under sub-section(1) of section 47 of the Constitution of Jammu & Kashmir.

The publication contains the biographical sketches of all the membersof the 12th J&K Legislative Assembly alongwith their photographs. These havebeen prepared on the basis of the information received from the membersthemselves. The biographical sketches appearing in this publication are in theascending order of the numbers of the constituencies.

As per the practice, this publication contains the list of the Council ofMinisters, District-wise list of members, party-wise list of members, list offemale members, list of the members with more than one term and separatelya list of members elected for the first time. The publication also includesvarious informative and statistical details on various aspects of members suchas data regarding age, education, legislative experience etc. Suchinformation, it is hoped would be found useful by the readers. Moreover, the12th J&K Legislative Assembly has a diverse composition and is representedby many political parties besides 3 independents. Among them, the JKPDP isthe largest party with 29 Members followed by BJP with 26, JKNC with 15,Congress 12, JKPC 2, CPIM & PDF 1 each Member.

Moreover, every effort has been made to authenticate and update theinformation contained in this publication in consultation with the members.2 Members are in the age group of 20-30 years; 8 Members are in the agegroup of 31 to 40 years; 28 Members are in the age group of 41 to 50 years;30 Members are in the age group of 51 to 60 years and 21 Members areabove the age of 60 years.

I hope this publication would prove to be an important ready referencesource not only for the members of the J&K Legislative Assembly/ Council butalso for scholars, researchers and all others interested in the functioning ofthe Parliamentary System. I further hope that the publication will serve thepurpose for which it is brought out.

HON’BLE GOVERNOR OFJAMMU AND KASHMIR

Educated at the Punjab University; was a visiting fellow at QueenElizabeth House, Oxford University, UK (1969-70). After topping in M.A.(English) he served as Lecturer in Punjab University (1957-59); was in theIndian Administrative Service (1959-1994), borne on the Punjab cadre, heldvarious responsible positions under the State and Central Governments.

Following the Sino-Indian conflict he was inducted into the SpecialServices Bureau (under the Central Intelligence Bereau) underwent trainingwith the elite SAS of UK and served in the Western Himalayan region (1962-64). Post Operation Blue Star, he was recalled to serve as Home SecretaryPunjab (1984-85); he organized peaceful elections to the State Assembly(Sept. 1985) when the State was facing serious disturbances. With the

Government of India he worked as Joint Secretary, Ministry of Health andFamily Welfare (1977-82); as Additional Secretary Defence, SecretaryDefence Production, Defence Secretary (1985-93). Consequent to the serialbomb blasts in Mumbai he was appointed Secretary Home and JusticeDepartments (1993-94). Recalled from retirement to serve as PrincipalSecretary to the Prime Minister of India (1997-98).

Was associated with the student unions at the University andCollege level and was also the President for many years. Aftercompletion of studies, joined J&K high Court Jammu Bar startedpractice from 1997 to 2001 and remained standing counsel for

several Government departments and the financial institutions;Joined active politics in 2002 and contested 2002-Generalelections as Independent Candidate and lost with a narrowmargin; In January 2003, joined J&K PDP and became itsDistrict President of Rajouri from 2003 to 2012; In 2008 wonthe election from Darhal Constituency with a huge margin ofabout 5000 votes and elected as MLA (1st term). From 2008-2014 introduced several legislations and Resolutions on thefloor of the House including grant of Hill Development Councilstatus to Rajouri Poonch, Ban on sale, purchase and use ofliquor in the State, Promotion of Urdu language, takeingmeasures to control female foeticide which were adopted by theState Legislature unanimously, besides other matters of publicimportance were raised during the period. Also remained asChairman of Ethics Committee of J&K Legislative Assembly(2014), Member of Public Accounts Committee, EstimatesCommittee, Public Undertakings Committee, Sun-ordinatelegislation, Environment Committee, House Committee onHealth, Assurance Committee, General Purposes Committeeand also served as Chairman of Sub-Committee onEnvironment (Brick kilns).
