RECOMMENDATION

That the Windham Board of Education authorizes Superintendent

Ana V. Ortiz to sign the Summer Food Service Program Agreement and related

claims for reimbursement, and in her absence, Jeffrey I. Nelson, Director of Finance

and Management, is authorized to sign claims for reimbursement.

BACKGROUND

This agreement is approved annually for the summer food service program as

requested by the State Department of Education’s Bureau of Health and Nutrition

and as recommended by Ernie Koschmieder, Director for the Summer Food Service

Program (SFSP).

STRATEGY ONE

Implement service delivery models that will improve effectiveness of programs/services for English Language Learners.

Strategy 1: Implementation Steps 1 - 3

1. Implement student identification and parent

notification procedures as required by federal and state

laws.

2. Provide parents with three options, as required by law:

Bilingual Support; English to Speakers of Other

Languages (ESOL); all English.

3. Monitor and adjust the program and/or service delivery

models, amount of services, and staffing ratios

according to the linguistic and academic proficiency

levels of students.

1. Audit IEPs district-wide using the Educational Benefit

process annually and adjust the PPT decision-making

process.

2. Compare and analyze performance levels and amount of

growth on regular and modified state assessments to

evaluate the effectiveness of programs and staff and adjust

instruction and services.

3. Develop district administrative capacity to monitor and

adjust core instructional practice to include supplemental

instruction, accommodations to instructional delivery,

and/or curriculum modifications.

4. Reduce the over-identification of students in the special

education speech and language category by implementing

an assessment process to distinguish second-language

acquisition from disability.

picture of each student’s individual and comparative group

progress (e.g., class, demographic, grade, school, district),

and includes a calendar of assessments, procedures and

timelines for submitting data.
