Mr. Chairman,While my delegation congratulates youand your bureau on your appointment,it sincerely hopes that all delegations

will work with the greatest flexibilityto achieve as much as we can in thispolicy year.

The debate during this session and thework of the preparatory committee andlast years Commission on SustainableDevelopment have all demonstratedthe strongly interconnected nature ofthe four themes chosen for this cycle,and how they may have amplerepercussions both on national andinternational security and on thecapacity of the internationalcommunity to confront seriously theproblems of poverty and theachievement of the MillenniumDevelopment Goals.

The interconnections become evenstronger when we consider that,ultimately, the earth is our commonheritage and we have a grave andfar-reaching responsibility to ourselvesand to future generations for theactions we are due to take here. Itshould be added that the need for jointaction at the international level doesnot lessen the responsibility ofindividual states.

Mr. Chairman, the question of energyis rapidly becoming one of the keyquestions of the entire internationalagenda, as all of us struggle to assemblea common, global, long-term energystrategy, capable of satisfyinglegitimate short- and medium-termenergy requirements, ensuring energysecurity, protecting human health andthe environment, and establishing

WIL L IMPACT FIRSTAND FOREMOSTTH E POORESTAND WEAKESTprecise commitments to address thequestion of climate change.

The scientific evidence for globalwarming and for humanitys role in theincrease of greenhouse gasses becomesever more unimpeachable, as theIntergovernmental Panel on ClimateChange findings are going to suggest;and such activity has a profoundrelevance, not just for the environment,

but in ethical, economic, social andpolitical terms as well. The

consequences of climate change arebeing felt not only in the environment,but in the entire socioeconomic systemand, as seen in the findings ofnumerous reports already available,they will impact first and foremost thepoorest and weakest who, even if theyare among the least responsible forglobal warming, are the most

vulnerable because they have limitedresources or live in areas at greater risk.

We need only think of the small islanddeveloping states as one exampleamong many. Many of the most

vulnerable societies, already facing

energy problems, rely upon agriculture the very sector most likely to sufferfrom climatic shifts.

Thus, in order to address the doublechallenge of climate change and theneed for ever greater energy resources,

we will have to change our presentmodel from one of the heedlesspursuit of economic growth in thename of development, toward a model

which heeds the consequences of itsactions and is more respectful towardthe creation we hold in common,coupled with an integral human

development for present and futuregenerations.

The complexity of the promotion ofsustainable development is evident toall; there are, however, certainunderlying principles which can directresearch toward adequate and lastingsolutions. Humanity must becomeincreasingly conscious of the links

between natural ecology, or respect fornature, and human ecology.Experience shows that disregard forthe environment harms humanco-existence, while at the same time it

becomes clearer that there is a positivelink to be made between peace withcreation and peace among nations.

Not so long ago, the Security Councilhad a meeting to discuss therelationship between energy, securityand climate. While not everyone agreesupon the discussion of such materialin the Security Council, the soberingfact is that we are already witnessingstruggles for the control of strategicresources such as oil and fresh water,

both of which are becoming ever

scarcer. If we refuse to buildsustainable economies now, we willcontinue to drift toward more tensionsand conflicts over resources, to saynothing of threatening the veryexistence of coastal peoples and smallisland states.

Recently, we have heard of economiesthat have managed to grow whileactually reducing their consumption ofenergy. Surely this success holds outhope that our current economic modeldoes not always oblige us to use moreand more energy in order to grow.

Economic growth does not have tomean greater consumption. From thestandpoint of a sustainable economy,it does however mean that we will needtechnology, ingenuity, determinedpolitical will and common sense.Importantly, it will also demandtechnology transfer to developingcountries, to the benefit of the entireglobal community.

But even technology, its transfer andpolitical will to collaborate at theinternational level are not enough: toall that we must add nationaleducation schemes that will lead all ofus without exception to approach ourdaily patterns of consumption andproduction in a very different way andto demand a similar changethroughout construction, transport,

businesses and other institutions.

Through such education, states canhelp their citizens grasp the urgency of

what must be done, teaching them inturn to expect and demand a verydifferent approach to their ownconsumption and that around them.

Worldwide, unprecedented ecologicalchanges are already taking place andnone of us can foresee fully theconsequences of mans industrialactivity over the recent centuries.Remedies are not beyond ouringenuity, but we should however becareful not to choose a path that willmake things worse, especially for thepoor. We cannot simply uninvent themodern world, but there is still time touse technology and education topromote universally sustainabledevelopment before it is too late.

THE MYSTERIESOF TH EROSARY

Christians as we are, as long as we livein this world, we do not belongexclusively to the Kingdom of God butwe also belong to the earthly kingdom.God has placed us in a family. He then

put our family in a society which, inturn, is a conglomeration of familiesthat comprises the earthly kingdom. Asit is the will of God that we will abideby the rule of His Kingdom, it is His willtoo that we must submit to the laws ofthis earthly society where we alsobelong.

There are times that we find ourselvesbeing pulled together as if we are in atug of war by the forces of these twoKingdoms. As a consequence, we areperplexed and confused. We are at themercy of these two conflicting forces

vying for our attention. In todaysreadings, Jesus comes to us to teach ushow to serve God and Caesar on howto live as true citizens both of HisKingdom and our own country.

Jesus was known in Palestine as a moralteacher. It was no big deal if every nowand then he was consulted on moralmatter and this includes whether theJews have to pay taxes to a foreignpower. The Jews in this case were in adilemma: Do they have to pay taxesto the foreigners or not? If they do,they are acknowledging the dominance

of a foreign power over them. Thus,denying Yahweh who alone was theirking. If they do not, they are invitingpolitical, as well as, religious problems.

Those who posed this problem to Jesuswere expecting to catch Him off guard without any escape route. It was acleverly set trap. If Jesus would answerYes, He is going against the commonsentiment of the people. If No, Hisenemies would report the matter to theRoman authority. In the final analysis,it was human naivety to think that God

would fall into the trap set by him.The response of Jesus: Repay to Cesarwhat belongs to Cesar and to God whatbelongs to God,was not a rejoinder totheir question. First, it was a euphuismthat He doesnt want to join in the fray.He had not time for useless talks. Hismission was to bring more people tosubmit to Gods kingdom which is ofcritical importance than anything else.Second, it was a manner of aphorismthat since the Jews used to their advan-tage the money that was Cesars, theyhave no reason why they should refuse

the former the taxes he asks whichafter all was for the common good.

The import of Jesus reply, however, didnot find rest on these two reasons but went deeper. Being subjected to aforeign power is inopportune, was whatJesus in effect saying to his listeners,

however, it does not obliterate mansinterior freedom. It is only sin thatmakes man in actuality a slave. TheJews by denying God His due at presentas what their forefathers did in the pastsited them in a condition of slavery. Hadthey gave God what is due to Him surelytheir present state of affairs is upturned-they would have entered GodsKingdom, way ahead of anybody.

What shall we do then? Turning toPeter and Paul, they are of great help tous as we seek Gods guidance in this

particular quandary. Through theirletters to the Christian communitiesthey have founded, these men remindedthe latter that they should have to obeylawfully constituted authorities.(Rm.13:1; 1Pt2:13-14) They have to prayfor them. (1Tim2:1-2) Finally, they haveto pay lawful taxes. (Rm. 13:7)

When Peter was standing before thequestioning Sanhedrin responded:...we must obey God rather than men,he meant that when the orders of thosein authority go against Gods law,Christians have the right to disobey.Thousands of Christians during thistime and thereafter gave up their livesrather than to offer incense to thestatues of the pagan emperors.

We live in a world of the haves andthe have nots, in a society ofwhomwe know not in what we know, in anenvironment ofLupos homo hominis,and in a social order ofmight is right.We are in a civilization where injusticeand various kinds of evil thrive andcontend for our attention. We could notignore that some of those in authority

are good yet many are wicked. We alsoknow, however, that God is wise andpowerful enough to guide parsons andevents to obtain His aim of saving us,as He used Cyrus shown in the firstreading.

As Christians, our life in a society mustbe directed in a way that people as theysee us may feel attracted to Jesus, asIsaiah tells says: so that towa rd therising and the setting of the sun, menmay know that there is none beside me(Yahweh).

REFLECTIONON TH E READINGSOF THE 28 TH SUNDAY

ORDINARY TIME YR. A_____________REV. F R. GERARDO P. ARROYO,

During biblical times, banquets,especially wedding banquets, among the

members of the Semitic tribes, meant

two things. First, they are signs of

friendship. Second, they are occasions

for rejoicing and happiness.

Todays first reading taken from the Book

of the prophet Isaiah gives us one of the

most astonishing promises God ever

made a feast truly worthy of Him. This

feast is characterized by a total happiness

and the invitees are not limited to His

Chosen People- the Jews but to the wholehumanity and of all ages. A close look at

this feast, we can sense that it is of out

the worldly nature As such, no ordinary

human person could afford to host such

kind of a banquet. Only God can afford

to host such banquet.

In the gospel reading, we have the

Parable of the Wedding Banquet told

by Jesus to his listeners. This is the third

parable told by Jesus in his ultimate

effort to persuade and win over to His

side the leaders of the Jews; thus, savingthem. Like the two preceding parables

that we heard these past two Sundays,

this third parable also contains two very

vital messages. The first one was

addressed to the Jews who were then

listening to Jesus at that time and the

second to the Christians of all

generations.

The first message Matthew had in mind

was his fresh appeal to the Jews to join

the Church as symbolized by the

banquet. At the same time remindingthem of Jesus warning that those who

refused the invitation will face grave

consequences - forever they will be

exclude from the Kingdom of God and

Jerusalem and its Temple will be

destroyed. Secondly, to Matthews own

Christian community, as well as, to the

Christians of all times and this includes

us. We who are invited into His banquet

but ungarbed in the proper dress code

will face the same consequence as that

of the Jews.

God, in bringing us into His Kingdom,

has exhibited a great and

compassionate love for all of us. This

divine gratuitous act demands from us

twofold collaboration. We must be

vigilant and we must hasten to change

the filthy rags of sin for the clean

garment of a holy life. The first

collaboration with Gods grace has

already taken place when we received theSacrament of Baptism. The second one

is done by remaining vigilant by a

constant cleansing our soul through

repentance whenever we soil our

garment by committing sin. This is done

through the Sacrament of Reconciliation.

When the man in the parable was

questioned by the King why he wasnt in

the proper dress code, he remained

silent. He cant give any valid reason as

an excuse for his soiled clothes for thecustom of the time demands that the rich

people like the King gives free of cost

wedding garments to any invitee who

could not afford such an attire. So too

with a Christian who died in the state

of grave sin has no valid excuse for the

state of his soul. In Baptism, Jesus has

not only cleansed us of our sins but has

clothed us with a garment of a new life

the LIFE in the SPIRIT. This is a

gratuitous GIFT free of charge from

Jesus a gift which He purchased forus all at the cost of His blood.

One thing is very sure for all of us

Christians of all generations the King

will come and certainly He will at the

time when we least expect Him. We will

witness how He will expel from His

banquet anybody whose dress is filthy

anyone who is found unfit to be in His

Kingdom on account of serious sin.

We should be grateful to the Church for

her repeated warnings not only Sundayafter Sunday but day after day urging and

prodding us to live as Gods loving and

obedient children at all times. Thus, the

question that we should ask ourselves is

that, Are we properly attired as we join

Him in His banquet? This includes our

attire as we attend the daily and Sunday

Masses. Masses are nothing but

foreshadowing of that Great Banquet

that awaits us in the near future.

Augustine the Doctor of Grace was right

as he said, God who made uswithout us wont save us without us.
