Pinal County Community Development, Code Compliance Division is responsible to our property owners and residents to ensure that our neighborhoods and properties are well-kept to enhance the overall image of our community as a whole. As a means of ensuring that property values are maintained and citizens are afforded the quality of life they desire, our Code Compliance Division works with our residents to prevent unsightly, unsafe, and unhealthy conditions by ensuring that all properties meet the code requirements and are not left to deteriorate and become unsightly. Often, violators are unaware that they are in violation of county requirements pertaining to general property maintenance and zoning. The goal of the division is to promote and encourage voluntary compliance with county codes, before enacting strict compliance. Supervisor Pete Rios is sponsoring a proactive information approach to code compliance, to better enable our citizens to improve their neighborhoods with voluntary compliance; believing better informed citizens

will lead to better communities. This article will focus on questions regarding vehicles according to county code: 2.185.050 Vehicle parking.A. The first ever regional business expo will be hosted by the Superior Chamber of Commerce on Saturday, Sept. 26, 2004. The expo will be held at their new building located at 165 Main St. The expo is set to begin at 10:30 p.m. and run through 4:30 p.m. Following the expo Random Boutique of Superior and Nadines Attic from Globe will host a live fashion show.

The expo will feature booths from local businesses and service providers that you may not realize are available within the region. There is no fee to attend the event. Often we immediately think we need to run to the valley or Tucson to find that new outfit, one of a kind furniture piece or even for our beauty supplies and personal grooming. The Superior Chamber of Commerce wanted to help educate the region about business and services you may not know exist in and around the Copper Corridor. Some of the confirmed

businesses are: satellite internet providers, landscapers, one of kind a furniture, custom clothing, venue rental locations and many others. Patsy from Be My Guest salon in Superior will be giving demonstrations on make up application. Businesses will be coming from throughout the region including: Superior, Apache Junction, Miami, Gold Canyon, Florence, Globe, and Marana. For more information on the expo to attend or set up a booth contact the Superior Chamber of Commerce at 520-689-0200.

The Power Shootout took place in 1918, a time when patriotism was at a fever pitch. The United States had entered World War I in April of 1917. The Selective Service Act of 1917 resulted in 2.8 million men being drafted into military service within a two year period. Freedom of speech and other civil rights were curtailed making it illegal to speak out against the government’s war efforts. Workers were prevented from strike activity and union organizing was seen as disloyalty to the United States. The anti union rhetoric and war propaganda would allow local law enforcement and mine owners to deport hundreds of mine workers at gunpoint who were seen as union agitators. Many of these workers were Mexican. The Industrial Workers of the World (IWW) were targeted for their anti-war stance and union activities. The Jerome and Bisbee deportations in Arizona were influenced by this. In Graham County the Power family living in the rugged Galiuro Mountains may have been a target of Graham County law enforcement officials. On the early morning of Feb. 9, 1918 four lawmen, Graham County Sheriff R.F. “Frank”

McBride, under Sheriff Kane Wootan, Deputy Martin Kempton and US Deputy Marshal Frank Haynes took up positions outside of the Power cabin. They were there to arrest brothers John and Tom Power for draft evasion a misdemeanor under the law at that time. Inside the cabin were the father Jeff Power, brothers Tom and John and hired hand Tom Sisson.

The Power Shootout

HISTORICAL PERSPECTIVEBy John Hernandez

Copper Area News

This was originally the promotional poster for the film but the name of the movie was changed to Power’s War. Image used with permission.

Shortly after sunrise, Jeff Power opened the cabin door. What happened next is a matter of conjecture and controversy. Gunfire erupted from both sides. When the firing stopped and the smoke cleared, McBride, Wootan and Kempton lay dead. Jeff Power was dying and the Power boys were injured. Deputy US Marshal Haynes had fled during the shooting Sisson and the Power boys would flee towards Mexico becoming the target of the largest manhunt in Arizona history up until that time. The story of the Power Shootout and the aftermath has been

told in at least seven different books. The controversy and conspiracy theories are still debated today. Who shot first and why? Was it murder or self defense? Did some of the lawmen have alternative motives for going up to the Power cabin? A new documentary film “Power’s War” by Director Cameron Trejo is in production. It hopes to answer many of the questions and tell the story of that fateful day. The historical consultant for the film will be speaking at the Acadia Ranch Museum in Oracle.

The seventh and eighth grade Jr. Lady Cats’ volleyball teams won their season opening matches versus the visiting Eloy Blue Devils. The seventh-graders swept Eloy, 3 – 0 (25-6, 25-16, 15-7) while the eighth grade team won, 2 – 1 (25-15, 22-25, 15-4). The seventh-grade team executed its game plan to perfection; three touches and over. Acacia Baldenegro was on top of her service game, leading the Jr. Lady Cats to victory in the first

game. Emma Cude, Shelby Yocum, and Julia Lorona earned the praise of their coach for performance and passing ability. Shaylyn Arbizo made her presence felt in the second game, picking up at the service line where Baldenegro left off. Juliann Hong and Danella Morales continued the Jr. Lady Cats domination at the service line in game three. Izzy Kimmell and Emiley Rutter “had good passes” in the game, according to Jr. Lady Cats’ head coach Stacy Johnson. “It was great to see these girls play a positive match and begin to understand

the true game of volleyball,” Johnson said after the match. The eighth-grade team split the first two games versus the Blue Devils before a convincing win in game three sealed the match. The combination of winning at the service line, good communication, and execution on the court accounted for the Jr. Lady Cats victory in game one. Julie Meza, Danella Hinojos, and Riley Cude were strong at the service line. Eloy had the upper hand at the service line in game two, making it difficult for the Jr. Lady Cats to return serve.

Jr. Lady Cats’ newcomers Corrina Martinez and Hailey Rutter did well in their debuts serving underhand. Meza and Hinojos dominated at the service line in game three, helping the Jr. Lady Cats to a season opening victory. “I enjoyed watching these girls play,” head coach Stacy Johnson said after the match. “(It was fun) just to see where they are at after coaching them last year as seventh graders.” After a road match at San Manuel on September 15, the Jr. Lady Cats return home to taken on the Hayden Lobos on September 17.

The Jr. Bearcats football team bounced back nicely after a disappointing effort in its last game versus Mountain Vista. Jaden Pace and Anthony Lopez accounted for all seven touchdowns in a 50 – 6 win over San Carlos.

“It was a big improvement from our last game,” Jr. Bearcats head coach Frank Lechuga told the Copper Basin News. “(We) started out sort of sluggish but the coaches were quick to get the players’ attention.” The Jr. Bearcats’ coaches should share their secrets on getting the attention of pre-teens and teens so quickly. It

obviously worked against San Carlos. Jaden Pace accounted for four touchdowns in the game, scoring two rushing, one on a punt return, and yet another on a pass to Daniel Ortiz. The scoring reception by Ortiz was his first touchdown of the year. Anthony Lopez rushed for three touchdowns in the game.

On defense, the Jr. Bearcats were led by Pace, Lopez, and Danny Garcia. Despite allowing only six points to San Carlos, Coach Lechuga believes there is room for improvement. The Jr. Bearcats played at San Manuel on Tuesday. According to Lechuga, the defense needed to be on top of its game to stop an explosive Miners team.

The eighth-ranked Ray Bearcats jumped out to an early lead against Duncan last Friday night and never looked back in a 33 – 20 victory. It was the ‘Cats second win in-a-row after a season opening loss versus fourth-

ranked Pima. The Bearcats play an important game this week at Superior. It’s big game for several reasons. The first is, the fifth-ranked Panthers are much improved, as their 3 – 1 record would indicate. They suffered their first loss of the season last week at Pima, falling to the fourth-ranked Roughriders,

56 – 26. The contest on Friday is certain to have playoff implications. With both teams sporting very similar records with only one loss, the winner of this game figures to get a leg up in the power point rankings that will be released by the AIA in October. Finally, the Copper Helmet Trophy is on

the line. A tradition started in the 1960’s, the Copper Helmet Trophy is awarded to the winning team in this Copper Corridor rivalry between mining town schools. The Bearcats won the Copper Helmet Trophy last year, defeating Superior, 49 – 8. The game Friday is scheduled for 7:00 p.m.

After scoring 70 points in the season opening win versus San Pasqual Valley, the Lobos have scored less than half as many in two games

since. In their most recent game last Friday, the Lobos fell behind 32 – 0 at halftime, eventually losing to Ft. Thomas, 48 – 14. Friday’s game was scoreless at the end of the first quarter before the Apaches exploded for 32 points in the second quarter. The Apaches

outscored the Lobos in the second half, 16 – 14. The loss dropped the Lobos from the rankings released each week by the Arizona Republic. It doesn’t get any easier this week as the Lobos host sixth-ranked Gilbert Christian.

The Knights should be an angry bunch after suffering their first loss of the season last week against second-ranked Mogollon, 64 – 53. The game on Friday on Friday is scheduled for 7:00 p.m.

The Pinal County Economic Development Program really needs your help. Residents of the Copper Corridor are getting their turn to take part in the Pinal County Workforce Assessment Survey. They are especially interested in hearing from Kearny, Dudleyville and Winkelman residents. The Pinal County Economic Development Program (EDP) has announced that the survey went online on Aug. 20 and invites all citizens in the area that includes Superior, Kearny, Winkelman, Dudleyville, San Manuel, Oracle and SaddleBrooke to participate. By answering the questions and telling Pinal County what jobs skills they possess, the county can better promote businesses to relocate here and create new jobs within a shorter commuting distance, said Tim Kanavel, EDP manager. Drafted and conducted by San Tan Valley-based Strategic Research Initiatives (SRI) LLC under contract with EPD, the survey has already been successfully conducted among residents in the county’s northwest pocket encompassing San Tan Valley, Apache Junction and Gold Valley. According to Tim Grainey, SRI member manager, questions asked on the survey include the level of education reached, if residents are homeowners or renters, why they moved to their current community, what they like and dislike about the community, and what their job ambitions are. Although EDP planned to conduct the Workforce Assessment Survey in five steps, each targeting a segment of the county in successive six-week periods, it decided to first assess the survey and its results to see if it was getting the data it wanted. In the period from late May to early August, EDP and SRI determined that the survey was providing the desired results and was easy for participants to complete. The survey thus wouldn’t be changed for the other four county areas. But to make up for lost time and complete surveying all county residents before Christmas, the Copper Corridor segment and the Central Pinal segment covering Florence,

Residents requested to participate in Pinal County Workforce Assessment Survey

Coolidge, Eloy and Arizona City would be conducted at the same time. In mid-October, the two remaining segments for the areas around Casa Grande and Maricopa will finally be invited to visit the survey’s website, Kanavel said. “We can keep the Copper Corridor and Central Pinal survey results separate by sorting by zip codes,” Kanavel explained. “We already did that for the Northwest Pinal segment when we weeded out respondents from Queen Creek, which is mostly located in Maricopa County.” The reason behind the survey is rather basic, he added. “When EDP reaches out to businesses that could potentially relocate or set up shop in Pinal County, one of the first questions they ask is, ‘How is your workforce? Do you have people with the skills we will need ready to recruit and hire?’” Kanavel said.

“With the survey, we have those statistics ready to share,” he concluded. Once EDP knows what job skills are possessed by residents in specific areas of the county, it can target specific types of businesses to that area. Residents of the Copper Corridor can take the Workforce Assessment Survey by going online to: http://bit.ly/1qYGIYZ. The survey also is available in Spanish at: http://bit.ly/1s4PEzL. According to Grainey, the survey can be completed in under 15 minutes. Because the growth in parts of Pinal County has been so dynamic since 2002, EDP plans to conduct additional Workforce Assessment Surveys are regular intervals in the future; perhaps as early as 2017, Kanavel said.
