It’s an honor to be chosen as the Deputy Fire Chief and to serve the City of Winter Haven of this year.
Th is annual report, and the achievements represented within, are a testament to our abilities and dedication as well as the great organization of Winter Haven Fire Department. We are proud to present the accomplishments and supportive statistical data that explains the department, as well as provide insight into various operations and personnel that make this great organization possible. As a department we work together to diligently fulfi ll the City’s mission and vision. Our fi re department is made up of an incredibly dedicated and diverse group of people who consistently display a personal commitment to protect the life and property of the City’s citizenry and visitors. It is our duty to provide compassionate and respectful care in all of the services we off er.
Our fi re department provides multiple services, including: fi re suppression, Paramedic level Advanced Life Support medical service, fi re inspections and investigations, construction plans review, child car seat training and installation, and community outreach. Our fi re department is also very dynamic in that we have a Technical Rescue Team off ering rescue service confi ned spaces, high angle/rope rescue, and vehicle or machinery entrapment. Winter Haven fi refi ghters also maintain their own city hydrant system.
I hope you gain a greater appreciation for the quality and professionalism within our department and all that we accomplish while maintaining social and fi scal responsibility. Th e excellent service we provide is made possible by the devoted men and women of Winter Haven Fire Department and, above all else, their commitment and professionalism in carrying out their respective duties.
I sincerely thank the community we serve for the continued support and the trust repeatedly exhibited towards our fi re department. I would also like to thank the Mayor, City Commissioners and City Management for their guidance, governance, and support.
Message From the Chief
Our Mission and Vision
Th e Winter Haven Fire Department is committed to
the delivery of the most reliable, professional, and quality service to the citizens we serve through best practices, engagement, and
community services.
Th e Winter Haven Fire Department has been serving the City and its citizens since 1911. Th e earliest records found indicate it started with a group of civilians that volunteered to fi ght the fi res that happened inside the city. Th e Department’s fi rst appointed fi re chief was I.M. Johnson, per Ordinance No. 181, he was allowed to select a “fi re company” for the city. Every time there was a fi re, the volunteers would respond to the incidents to put the fi res out. Th e city provided them with coats and helmets to be used only when on duty. Th e City’s fi rst space for the fi re department was built in 1922 at City Hall, fl oorplans for the new City Hall included a room to be used as the fi re department and provide room to store the fi re apparatus. Th e Fire Chief Position remained as a volunteer position until 1937, when the City appointed Marvin A. Pfaender as the fi rst paid Fire Chief for the department. In 1951, the entire volunteer Fire Department became part of the city employees and were recognized as full time fi refi ghters, working 24-hours shift s followed by 24-hours off .
Th roughout the years, the department has evolved into what it is now. Today, Winter Haven Fire Department is comprised of the Fire Operations side of the City of Winter Haven’s Public Safety
Department. Th e department serves approximately 42,972 citizens living within the city and its surroundings. It has three stations located strategically throughout the city that provide the best care service to the people. Th e department is comprised of 71 paid employees, consisting of 1 Deputy Chief, 1 Fire Marshal, 3 Battalion Chiefs, 1 Training Captain, 1 EMS (Emergency Services) Captain, 1 Logistic Offi cer, 15 Lieutenants, 5 Fire Investigators, 42 Firefi ghters, and 1 Administrative Executive Assistant. Th e department has four engines, one tower/ladder, one heavy rescue, and one rescue boat. Th e fi refi ghters respond to a variety of calls, including but not limited to fi re suppression, medical emergencies, motor vehicle accidents, service calls, among many others. Th e fi refi ghters are also all certifi ed as Emergency Medical Technicians and/or Paramedics. Th e department has paramedics on each engine company and became an ALS (Advance Life Support) provider in 2006 to provide improved medical services to the city. In 2016, the department developed a Technical Rescue Team with 17 members, these members are certifi ed in Rope Rescue Operations, Trench Rescue, and Vehicle Machinery Rescue Operations. Many members are also trained and perform at a Technician level in these disciplines.

Th e City of Winter Haven is located in Polk County, Florida. According to the 2010 census, by 2019 approximately 45,000 people call the City home. Winter Haven is the second most populated City in Polk county. Th e City is a little over 40 square miles, including 8 square miles of lakes. Th e City has a total of 50 lakes within its borders. It is known as the Chain of Lakes because there are two chains; the Northern Chain interconnects 9 lakes and the Southern Chain interconnects 16 lakes.

Winter Haven Fire Department’s Prevention Division works under the direction of the Fire Marshal and employees Inspector/Investigators that are all triple certifi ed through the State of Florida with Fire Standards, Law Enforcement Standards, and are certifi ed as Emergency Medical Technicians. Inspector/Investigators participate in ride time with the Police Department and work as Firefi ghters to maintain profi ciencies. Besides investigating cause and origin of fi res, the Prevention Division fulfi lls many responsibilities such as conducting public education classes on fi re prevention and safety, bar occupancy checks, and responding to fi re alarms to assist fi refi ghters. Fire Prevention also performs annual inspections of businesses to ensure they remain up to date with current fi re codes and coordinates resolutions with business representatives and owners.

Our Training
Training is an essential task for our fi refi ghters. Th e Winter Haven Fire Department strives to maintain the highest level of training to best serve the community. Our Training and Safety Captain manages the training program; it involves company training, hazardous materials training, driver training, offi cer training, facility training, and external training.
Since 2019, the department off ers quarterly off -duty training to every operational employee. Th is is a great advantage as it allows fi refi ghters to learn and train in diff erent areas without the worry of running calls at the same time and going back to work aft er a strenuous day of learning.
