MISSION STATEMENTThe mission of the New Lenox Community Park District is to provide safe recreational opportunities through diverse programs, facilities and open space, with the overall goal being improvement of the quality of life in our community.

Greetings from Your New Lenox Community Park District

Time flies by when you’re busy, and like you, your Park District can’t believe the winter months are upon us. Before I continue with my letter, I must pause and say thank you to all of the people who donated, community groups, vendors and you, the people of New Lenox that made this past summer’s Proud American Days a success. Despite the cool weather and a change of location, Proud American Days was a weekend of fun for kids and adults alike. So again, thank you to all who attended and provided their support!

Usually my letter highlights new programs and projects within your Park District, but in this letter I want to focus on the importance of our volunteers and the future of your Park District.

Without a doubt, our volunteers are the biggest asset within your Park District. For example, your Athletic Associations consist of 100% volunteers. We lost our #1 Volunteer when Ron “Papa” Schaper passed away, but he set the benchmark for which many coaches are striving for. We have church groups, Boy and Girl Scouts, homeowner’s associations, school groups and many individuals who donate their time to build shelters, put down playground mulch, build planter boxes and do general beautification projects within your parks.

At your Sanctuary Golf Course, our volunteer starters go beyond their regular “duties” by providing key labor in the construction of our new deck, painting the clubhouse and switching over the GPS in our new golf carts. Within our Recreation Department, volunteers are essential! A prime example is with our Children’s Basketball Program; currently we have over 100 volunteer coaches for this program alone. I have a list of other generous volunteers that could be cited, but the point is that without the support of our volunteers, your Park District would only be able to offer a fraction of the programs that we currently provide.

So, what is in the future for your Park District? Our future looks bright! We have a professional and dedicated staff that is constantly pushing the limits to offer the best programs to meet your needs, while at the same time, being mindful of working within a limited budget. Further, because your Park Board of Commissioners and Park District Staff are good watchdogs of your tax dollars, we have received the highest award in government reporting of financial accounting every year for the past five years. This is no small feat!

We currently have an opportunity to improve your Park District Capital Improvement Program without increasing your taxes. We need your support to do it. Inside the center of this catalog is a pull-out which will explain what we can do with the CURRENT tax dollars that are available. Please read it in its entirety and, if you have any questions, please call the Park District office or contact any of your elected commissioners for an explanation. We will be glad to answer all of your questions. Remember, Parks Make Life Better!

Lincoln-Way Pools and Swimming LessonsLincoln-Way District #210 High School residents are encouraged to use the swimming pool at any of the four Lincoln-Way High Schools. Registration for programs is taken at the high school of your choice. Each campus offers instructional programs for ages 4-12 years of age to all Lincoln-Way High School families and adult lap swimming for 18 yrs. or older.

Brochures are available ONLY online at www.lw210.org. Just click on the Community tab and scroll down to the listing for Swim Brochure. Brochures will no longer be mailed to district homes. Registration will be accepted and classes will be filled on a first-come, first-served basis, until classes are full. Class size is limited. AGE REQUIREMENTS: All age requirements are as of September 1, 2013 unless otherwise noted. No exceptions will be given.

Simple Ways to Register

ONLINE: Begins Saturday, December 7 at 8:00am (Residents)In order to use online registration, customers must be provided with a User Name and Password prior to using online registration. Please visit www.newlenoxparks.org or visit our main office during regular business hours for details regarding information and document requirements.

MAIL-IN Send your completed and signed registration form to New Lenox Community Park District, 1 Manor Drive, New Lenox, IL 60451. Mail-in registration is accepted as soon as you receive your catalog and will be retained until lottery registration begins Saturday, December 7, at 8:00am.

DROP-OFF Place the completed and signed registration form, and the Family Master Form (if this is a first-time registration with our park district), along with your check or credit card information in a sealed envelope, in the Drop Box located outside Entry C at 1 Manor Drive, New Lenox, IL. Drop-off registration accepted as soon as you receive your catalog.

FAX-IN Fax your completed and signed registration form, along with your Family Master Form, if needed, and your credit card information to 815.485.3589.

WALK-IN: Begins Monday, December 9 (Residents)If you did not register online, mail-in, drop-off or fax in your registration, this is your opportunity to register in person. Lottery Registration Begins December 7

RESIDENT REGISTRATION: Resident Lottery Registration and Online Registration will begin Saturday, December 7 at 8:00am. Resident Mail-In/ Drop-Off registration begins when you receive your catalog. All Registration received by December 6 will be processed beginning December 7. Resident Walk-In Registration begins on Monday, December 9.

NON-RESIDENT FEE: Out-of-district participants can register for New Lenox Community Park District programs beginning Monday, December 16. Additional fees for non-residents may apply. However, with the purchase of a Non-Resident card, out-of-district fees are waived. We do not charge an out-of-district fee for special events, bus trips, or contracted programs.

RESIDENT CARDS: All out-of-district recreation program participants have the option of purchasing a Resident Card to allow registration at resident rates and the opportunity to register at the same time as a resident. For an individual, the fee will be $100 and the family fee will be $150. All cards are valid one year from the date of purchase. Upon purchase of a Resident Card, non-residents must present a copy of a photo ID, birth certificate, library card, or school report card, for each authorized member noted on the application. Any non-resident fees paid prior to purchasing a Resident Card will not be credited toward the card. Resident Cards are non-transferable and are subject to a replacement fee of $5 if lost.

PARK POLICIES

REFUND POLICY: NO REFUNDS ARE GIVEN: (1) once a program begins unless a replacement is found; (2) on material fees unless we cancel a program; (3) on bus trips; or (4) for Special Events or one-day programs. A full refund is issued if we cancel a program or trip.

• When a participant cancels out of a program, a full refund, LESS a $5 Service Charge (per program); will be granted. A $5 service charge will also be assessed on all program transfers. These requests will only be honored if the request is submitted THREE BUSINESS DAYS prior to the start of the program or activity.

• All refunds less than $10 will be applied as a credit to the customer’s account.

• A $30 NSF fee will be added for all returned checks.• Every effort will be made to process refunds within 30 days, but in

some instances it may take longer.

CANCELLATION: Staff reserves the right to consolidate, postpone, reschedule or cancel any program due to change in day, dates, times, instructor, or insufficient enrollment. For cancellations due to unforeseen circumstances (i.e. inclement weather, facility emergencies or scheduling conflicts), which are announced by the Lincoln-Way District #210 or New Lenox School District #122 at facilities where Park District programs are scheduled, Park District programming will be cancelled as well. All attempts will be made to reschedule cancelled classes. However, the New Lenox Community Park District is sometimes unable to accommodate make-up classes and will not refund money in such instances.

PROGRAM BEHAVIOR POLICY: Participants are expected to exhibit appropriate behavior at all times. The following guidelines have been developed to help make Park District programs safe and enjoyable for all participants. Additional rules may be developed for particular programs and athletic leagues as deemed necessary by staff.

• Show respect to participants and staff; take direction from staff.• Refrain from using abusive or foul language, or from causing bodily

harm to self, other participants, or staff.• Show respect to equipment, supplies, and facilities. The New Lenox

Community Park District reserves the right to terminate a party’s participation in a Park District program due to that party’s disruptive behavior or conduct.

PROGRAM CATALOG DISTRIBUTION: Our seasonal catalogs are distributed as an insert in the New Lenox Patriot Newspaper. For customers outside of New Lenox, the Park District relies on the postal service for distribution of our program catalogs. The Park District assumes no responsibility for delivery. Please contact us at 815.485.1737, if you do not receive your catalog.

FOR YOUR SAFETY: A mandatory sign-in and sign-out procedure is required for all participants enrolled in any Park District program. Children must be accompanied by an adult when being escorted to and from class.

LIABILITY: The New Lenox Community Park District is unable to assume responsibility for injuries, accidents or loss of personal property occurring during programs or activities, in parks or facilities. Such insurance would make programs and user fees prohibitive. It is recommended that participants make provisions to provide this coverage through their family insurance program.

SCHOLARSHIP PROGRAM: If you are (1) a New Lenox resident and (2) cannot participate for financial reasons, you may be eligible for financial aid. Please contact the Park District’s Recreation Superintendent at 815.485.1737 for an interview. Please note that the maximum household scholarship benefit is $1,000 per year.

MILITARY DISCOUNT: We are pleased to offer a military discount for those who qualify. Please contact the Recreation Department for further information and details at 815.485.1737.

ACES ProgramGrades K-6 (2013-2014 School Year)

The ACES program is designed to provide a safe, structured before and after school program for children attending District #122 schools in grades Kindergarten through Sixth. The program is staffed with trained leaders and maintains a 10:1 ratio. The program hours are 6:30am until school begins and after school until 6:30pm.

We accommodate full-time, part-time and flexible schedules. Each participant is required to pay a registration fee of $30 per child. Please note that space is limited in our KinderPlus ACES Program; therefore, registration for this program will be taken on a first come, first served basis.

WEEKLY PAYMENT IS DUE BY 8:00AM ON THURSDAY OF THE PREVIOUS WEEK or a $25 late fee per child will be charged. Payment can be made through the program, faxed to 815.485.3589 or dropped off at the drop box located outside of Entry “C” at the Lions Community Center, 1 Manor Drive. Online registration will be available AFTER your initial first week’s registration has been processed with your paid registration fee.

What does Kiddie Kampus offer its participants?

Children learn many things before going to kindergarten. The New Lenox Community Park District offers preschool classes designed to develop social, emotional and physical skills to ensure school readiness. A child’s separation from parents and involvement with a non-family member is one of many major steps towards his/her development. Kiddie Kampus provides a safe and supportive environment for your child’s first school experience while increasing his/her self-esteem and confidence through age appropriate instruction. Covered during the year are color, shape and number recognition, an introduction to number concepts and letter recognition. Your child’s quest for learning will be nurtured through creative play, building friendships, working individually and cooperating as part of a group. These activities promote patience, sharing and the awareness that there is a whole world of people surrounding and supporting them. Songs, stories, activities and games are used for reinforcement and fun.

What requirements are necessary for Kiddie Kampus registration?

1. A copy of your child’s birth certificate MUST be provided at registration. A child must be four (three for the 3-year old program), on or before Sept. 1, 2014 and must be able to handle bathroom hygiene independently (potty trained, no diapers). It is very helpful if the child is able to zip/button independently.

2. A $50 non-refundable registration fee, $10 T-shirt fee and first month’s tuition will be collected, beginning Saturday, March 22 from 8:00am-11:00am, when you pre-register your child.

3. A voter’s card or tax bill is required at registration for verifi-cation of residency.

Our Kiddie Kampus follows New Lenox School District #122’s calendar year for all full days off except for our Winter break.

• Children must be the correct age by 9/1/13, unless otherwise specified. In order to provide your child with the best possible recreational and/or learning experience, all of our programs are planned according to the ages listed in our brochure.

• Classes are for child attending only, except for classes with an adult. Parents should not remain in the classroom or gymnasium after dropping off their child. This is in the child’s best interest, as continual interruptions tend to affect participant’s attention span and inhibit the establishment of peer relationships.

• All children must be potty-trained, unless they are attending a class where an adult stays with them or otherwise stated in the class description. Diapers are not permitted in independent classes unless stated in the class description.

• Please do not bring food to any class, unless previously arranged.

This program cannot run without the help of volunteer coaches and with the generous sponsorship of Burns Photography. Soccer provides your son/daughter the opportunity to have fun while learning the skills of running, kicking and teamwork. All games are one hour and a season schedule will be passed out on the first day. Teams will play one game every Friday. The first day of the session will be a practice day only. As your current President of the Park Board, I wanted to take this opportunity to keep our residents informed of the upcoming referendum. This information is crucial so that your satisfaction with the services and programs provided by YOUR Park District remain of the highest quality. We have successfully partnered with our residents and have listened to your requests and suggestions. We hope you agree that New Lenox Community Park District’s advancements and financial responsibility is one that can be judged a success by all families that utilize our amenities.

With prominent realities plagued by the current economic status of the State of Illinois, it is now more important that the partnership with our residents remains strong and vital. No longer can we rely on state grants as a single sourse of funding to continue the growth and development of recreational opportunities and amenities in our Park District. We invite you to allow us to maintain and not increase the level of property tax percentage you have entrusted with us. In 2015, The Sanctuary Golf Course debt service will be paid off. If those dollars that previously were used in payment of the Golf Course Bond are retained and dedicated to other Park District Capital Projects, our vision for the future remains bright with possibilities:

• Park development for those subdivisions that have been patiently waiting.

• Renovate parks needing updated equipment and safety measures and to further ensure ADA compliance.

On March 18, your vote will allow us to continue to provide and expand quality recreational opportunities.After 2015, the bonds issued to build The Sanctuary Golf Course will be paid off. The Park District is seeking your approval to keep approximately .06 cents ($.0620) of taxing authority otherwise it will be lost as payment is completed. It will NOT increase your tax rate. For example, with a $250,000 home value, the typical annual saving will be $48 or a family’s night out for pizza.

THE RESULT

A YES vote does not increase the Park District’s property tax rate.

A NO vote results in over a $746,000 yearly reduction in available funding to maintain and expand your parks and facilities.

THE EFFECT

The referendum will ensure that our residents continue to benefit from the services, recreational opportunities and facilities we provide. It will help us to continue to serve by offering first class services and experiences.

WHAT WILL THE FUNDS BE USED FOR?

CAPITAL PROJECTS will be the only fund that will experience the increase. It will not be used for operational costs, such as salaries, staff benefits, utilities, supplies, etc. The future vision would be to improve, as well as add additional facilities allowing for expanded programming and services, park enhancements, land acquisition to maintain open space and ADA compliance.

COMMEMORATIVE TREE AND BENCH PROGRAMAre you looking for a special way in which to honor a loved one or to commemorate a Special Event?

The New Lenox Community Park District’s Commemorative Tree and Bench Program is dedicated to the planting of a tree or placement of a bench in honor of a loved one, organization, or to celebrate your special occasion. There is a variety of trees that can be purchased and planted. Please keep in mind that trees may be purchased at any time, but are only planted in the spring and fall and benches would be installed weather permitting.

Please note that these trees and/or benches may be placed within a park site or at our Sanctuary Golf course but restrictions do apply. Each commemorative donation will be designated with a plaque honoring your request. For further information, please call 815.485.3584.

CHRISTMAS TREE DISPOSAL PROGRAMOnce again, your park district will be offering a live Christmas tree disposal program for residents. These donated trees will be used for mulch as well as fish habitats at our various ponds. Please ensure that all donated trees are free from all decorations.

Trees will be accepted from December 26 through January 10, between the hours of 7:00am and 3:00pm. Christmas trees may be dropped off at the designated area located off of Marley Road at the Sanctuary Golf Course. Please follow designated signs to the disposal location.

What is the S.T.O.P. PROGRAM?

Cash rewards will be paid for information leading to the apprehension of park vandals. Individuals providing information are not required to identify themselves. Hopefully, kids of all ages can relate to this “friendly mascot” and understand that he is trying to protect the parks. The Park District staff would be happy to introduce this program to your schools and civic groups.

When visiting local parks with your pet, please remember that the Park District and Village ordinances require dogs to be leashed at all times. Owners are responsible for cleaning up any animal excrement from public property.

The New Lenox Community Park District “Galaxy Dancers” continue to offer the finest of dance instruction through the graceful movement of ballet, synchronized sounds of tap, and with the modern beat of Hip/Hop Jazz. This year’s annual recital is titled “50 YEARS OF FAVORITES” - a special tribute to our own Ms. Chris’ Golden Anniversary of teaching dance - and will highlight musical favorites from the past fifty years. Family and friends are invited to join our students at their end-of-season dance recital at the Lincoln-Way East High School Fine Arts Center to be held on Sat., May 18. Admission is FREE! Date of performance to be announced. An additional fee of $40-$55 for costumes will be incurred for those wishing to participate. Dance is a powerful ally for developing many of the attributes of a growing child. Irish Dance helps children mature physically, emotionally, socially and cognitively. The physical benefits of Irish Dance are widely accepted, but the emotional, social and cognitive attributes have only recently begun to be appreciated. Boys and Girls ages 3½ and older will discover the basics of Irish Dance, learning the proper techniques of movement set to the rhythm of Irish Music. 4. Children may not be dropped off for open swim. Children who are dropped off will NOT be allowed into the pool area.

Kundalini Yoga uses a series of movements and breath exercises that create mental and physical endurance that are designed to help relieve stress, depression symptoms, insomnia, increase mental clarity, as well as help with weight control while improving strength and flexibility. Kriyas (set of yogic postures) can be fast and repetitive or at other times relatively still. The accompanying breaths often mirror the movements of the body. Chanting is used to help center our minds and to assist with breath exercises. Kundalini Yoga is lifelong practice that has tremendous health benefits. This class is great for people who like variety, need low impact exercises that still build strength, and are looking to reduce stress. Each class is unique, focusing on different muscle groups. THANK YOU NEW LENOX COMMUNITY PARK DISTRICT!

LWSRA has been named a recipient of a $2.5 million Park and Recreational Facility construction Grant from the Illinois Department of Natural Resources.

Applied for by the New Lenox Community Park District, on behalf of LWSRA, the grant will assist in construction of a $4.4 million facility at Heather Glen Park off of Laraway and Schoolhouse Road in New Lenox which will include a gymnasium, stage, fitness area, learning kitchen, offices, classrooms and wheelchair softball field. The new facility will be open in the spring of 2014.

The New Lenox Community Park District welcomes participation in all programs by individuals with disabilities and special needs.

The New Lenox Community Park District works cooperatively with the Lincolnway Special Recreation Association (LWSRA) to facilitate successful participation for individuals who request an inclusion aide. If you are asking for special assistance for your child to participate in a park district program, please inform the park district staff at the time of registration. You will be directed to contact LWSRA and an evaluation process will then be implemented by LWSRA. Timely registration is important. Please register and request an aide no later than two weeks before the start of the program.

LWSRA provides:

• Age based programming offered for youth, teens, and adults:

• Social events (dances, game nights, PI social club)

• Special events (trips, musicals, sporting events, etc.)

• Adapted Sports (wheelchair basketball & softball, bocce, power soccer)

• Special Olympics (basketball, volleyball, track & field, swimming and more)

• Sports, Fitness & Aquatics (swim lessons, gymnastics, t-ball to name a few)

• Adult daytime program that runs year round (TITANS)

• Summer Camps

Actively Pursued and Received a combination of 10 Open Space and Land Acquisition

Development/Land & Water Conversation Grants totaling over $2.4 million with Project Development totaling close to $6 million.

Applied for and received National and State Grants available from associations, agencies and corporations totaling over $200,000.

New Lenox Friends of the Parks provides to the Park District donations totaling over $25,000 to improve and support Kiddie Kampus Preschool and Financial Assistance Scholarships.

Intergovernmental Agreements with public entities and schools which provide recreational and programming opportunities which maximize the use of public facilities thus providing tax dollar savings.

Agreements with various athletic associations to provide our kids with top-level recreational and competitive sport opportunities through registration fees.

The Park District’s average tax rate is $.29 cents of the total $8.07 (or 3.6%) average tax rate of all local taxing bodies.

In 2015, The Sanctuary, a championship public golf course, which accounts for approximately 0.7 cents of our .29 tax rate will be accessible.
