    1. Introduction

    In support of Pathways to Arts and Cultural Employment (PACE) Work and Income hascompiled this new information resource for registered job seekers who have listed theirpreferred job choice in the arts and creative sector.

    It contains national and regional information about assistance and funding available forarts and cultural job seekers.

    The purpose of this resource is to assist Job seekers to strengthen their professionalnetworks, increase their awareness of project funding sources and help them to identifyother sources of professional development support. It will also assist cultural workers andWork and Income Case Managers to develop individual Job Seeker Agreements that arerelevant to pursuing and developing a career in the arts and cultural sector.

    3. Industry New Zealand

    Industry New Zealand is the national economic development agency, working with thegovernment, the private sector and non-profit organisations to help competitivebusinesses, industries and regions to generate sustainable economic growth.

    BIZ is the one-stop shop for New Zealands small and medium businesses to accessmanagement upskilling, information, useful referrals and funding. BIZ services areprovided at no charge.

    BIZ comprises of:

    BIZtrainingoffers a number of services, including capability assessments to help identifytraining needs and upskilling sessions in the following topics:

    business planning compliance marketing strategies finance e-commerce business systems managing resources business and operational excellence

    Follow-up coaching is also available.

    BIZtrainingalso provides opportunities for people wanting to start a new business, as wellas for Trustees and Managers of Maori incorporations of land covered by the Te TureWhenua Act 1993.

    BIZtrainingservices are available to owners, operators or managers of small and mediumbusinesses throughout New Zealand. For the purposes of BIZtraining, a small or mediumbusiness is defined as being personally owned, commercial trading (ie. for profit), with fewif any managerial staff and having no more than approximately 20 full time staff.

    People not yet commercially trading are eligible to enter Start-Up workshops. MaoriTrustee Training is available for Trustees and Managers of Maori trusts established underthe Te Ture Whenua Maori Act 1993.

    Registered unemployed or beneficiaries are not eligible for BIZ services.

    BIZenterprise awards

    BIZenterpriseawards provide financial assistance for well-defined business projects andconcepts. Small and medium businesses or entrepreneurs with marketable ideas canapply.

    Proposals must meet defined criteria and show that they are financially and commerciallyviable, committed to growth and innovation, and have the potential to benefit NewZealand.

    The scheme operated on a contestable basis. Up to $20,000 (including GST) can beawarded as a reimbursement, on a dollar-for-dollar basis, of up to 50% of a projects costs.

    Existing small and medium businesses and entrepreneurs may apply. Businesses must:

    Turnover less than or equal to $5 million per annumor

    Employ less than or equal to 20 full time equivalent staff.

    Proposals must meet criteria relating to financial and commercial viability, indicate acommitment to growth and innovation and show potential to benefit New Zealand.

    BIZinvestmentreadyis aimed at innovative businesses and entrepreneurs seeking fundsto expand, diversify or commercialise a new concept. All existing small and mediumbusinesses and entrepreneurs are eligible to apply.

    BIZinvestmentreadyhelps to develop a greater understanding of the issues aroundfunding and securing private investment. The scheme covers:

    Investment readiness training, which guides people through the steps for raisingcapital in order to grow and develop their business or idea

    Deal broking, where an appraisal process enables commercially viable businessesand ideas to raise capital.

    All existing small and medium businesses and entrepreneurs are eligible to apply forBIZinvestment readyassistance, provided they can supply evidence of a genuine need forfunding to take their idea further.     4. Creative New Zealand

    Creative New Zealand is the main arts development organisation in New Zealand andsupports artists through its funding programmes, advocacy work, special initiatives andpartnerships. It is the only national organisation able to allocate funding to projects thatspan all artforms.

    If you are interested in applying for a grant, the first thing you should do is get a copy ofthe Funding Guide: Nga Putea and application form for full details of funding priorities andwhat support material to include.     Grants are made by Creative New Zealand through its three decision making bodies. TeWaka Toi, the Arts Board and the Pacific Arts Committee. Each of these entities offersa range of funding programmes, awards and special grants. There are two project fundingrounds a year. The closing dates for applications are in February and July.

    Creative New Zealand is also responsible for the Creative Communities Scheme and theNew Zealand AuthorsFund, and for administering the Screen Innovation Production

    Fund, a partnership between Creative New Zealand and the New Zealand FilmCommission.

    Te Waka Toi

    Te Waka Toi is the Maori arts board of Creative New Zealand. Maori individuals, groups

    and organisations can apply to Te Waka Toi for funding for their arts projects.

    Te Waka Toi funds projects through five funding programmes:

    Heritage Arts (to support projects that contribute to the maintenance, promotion andprotection of the heritage of Maori arts)

    Te Reo (to support projects that promote and strengthen the use of Te Reo, oraland written, across artforms)

    New Work (to support projects that develop new work by the tangata whenuaacross artforms)

    Indigenous Links (to support projects that strengthen the links between tangatawhenua artists and the indigenous peoples of the Pacific and other nations)

    Experiencing Maori Arts (to support projects that provide opportunities toexperience Maori arts.

    Make sure your project is suitable for Creative New Zealand funding and fits within the forMaori by Maori criteria and general aims of Te Waka Toi. Always seek advice from theMaori Arts Adviser before submitting an application. The earlier you make contact, thebetter. At least 4 weeks before the closing date will mean that you have an opportunity tomake any recommended changes.

    The Arts Board

    The Arts Board is the general arts board of Creative New Zealand and acceptsapplications for a range of different artforms and projects.

    Individuals, groups and organisations may apply to the Arts Board under one of its threefunding programmes. The programmes are:

    Creative and Professional Development (to support the long-term development ofarts practice and artists),

    New Work (to support the creation of original New Zealand work), Presentation, Promotion and Audience Development (to support projects and

    activities that promote and present art to audiences).

    In terms of project funding through the Arts Board, the general priority across all art formsis to support work by artists who have a proven track record and can demonstrate theirlong-term commitment to their arts practice. A track record in music for example, maycome from having a self-funded debut CD recorded and achieving b.net airplay, or fromgigs/concerts that are building up a live following and maybe generating some CD sales.The stronger the track record and the more you can demonstrate your competence in thearea for which you are seeking funding, the greater the chances of success.

    Pacific Arts Committee

    Pacific Arts Committee offers grants under four funding programmes:

    Heritage Arts (to support the participation of Pacific Islands peoples in their arts), Pacific Islands Arts Development (to support the development of Pacific Islands arts

    and artists), Pacific Islands Arts Promotion (to develop the profile and an awareness of Pacific

    Islands arts and artists), Tangata Whenua Links (to strengthen links between Pacific Islands artists and the

    tangata whenua)

    The Pacific Arts Committee encourages those wanting to develop, present and promotePacific Arts to find out more about the Committee's funding programmes and priorities. Ifafter reading the Funding Guide: Nga Putea you have any questions please contact theArts Advisor for Pacific Islands Arts.

    Creative Communities Scheme

    Creative New Zealands funding for community-based projects is administered by localauthorities (city or district councils) through the Creative Communities Scheme. Mostgrants are for amounts ranging from $500 to $5000.

    Who can apply?Any group, organisation or individual can apply for funding. The project must take place orbenefit communities within the local authority to which the application is made.Projects should meet one or more of these criteria:

    increase participation in the arts increase the range and diversity of the arts available to communities enhance and strengthen the local arts sector.

    Each local authority may set their own priorities, along with these general criteria for theScheme.

    Examples of projects funded include: weaving wananga, murals for community facilities,arts workshops for young people, local arts marketing initiatives, Pacific Islands dancefestivals, anthologies of short stories. This list gives you an idea of the variety of activities

    that may be funded through this scheme but it is by no means exhaustive.

    Where to get help?Application forms and more information are available from the administrative officer of theCreative Communities Scheme of the city or district council where your activity will takeplace.

    When are the closing dates?Closing dates for the Creative Communities are not the same as Creative New Zealandsclosing dates. Please contact the appropriate local authority for its application forms and

    closing dates as they differ with each local authority. Most local authorities considerapplications twice a year.

    5. Te Puni Kkiri

    The Ministry of Maori Development

    The Ministry administers the following programmes (a brief summary of each is outlinedbelow). For further information on criteria, how to apply for funding and so forth you should

    approach your local Te Puni Kokiri regional office. Contact details are provided in Annex I.Alternatively information on these programmes can be sourced from the Ministry's Internetsite: www.tpk.govt.nz under the community and business headings.

    A Capacity Assessment

    This fund is to enable whanau, hapu, iwi, Maori organisations and Maori communities toundertake assessments of their current capacity and development needs.

    B Building Capacity in Mori Communities

    This fund is to enable whanau, hapu, iwi, Maori organisations and Maori communities todevelop there own capacity, and build strategies, systems, structures and skills to enablethem to control their own development.

    C Mori Business Facilitation Service

    A service to assist Maori business development by providing a comprehensive range ofbusiness mentoring services to new and existing business enterprises. The range ofservices includes pre-commercial guidance, facilitating access to grants and finance,enterprise rebuilding and growth, and post-establishment monitoring.

    To apply for funding you must meet all the criteria. Meeting all the criteria does notguarantee funding. If you don not meet the criteria or your do not receive funding, we canstill give you information, advice and other non-financial help.

    6. Community Employment Group

    Who are we?The Community Employment Group (CEG) helps communities create ways to increaseemployment or options for self-sufficiency. We have 70 fieldworkers spread throughout thecountry who work alongside communities and organisations to help them plan and carry

    out projects which increase social and economic prosperity. CEG, which is part of theDepartment of Labour, works mainly with five priority groups: Maori, Pacific peoples,woman and disadvantaged rural and urban communities.

    Why we work with communities?Communities know best the problems they face, and are good at coming up with ideas toovercome them. It is the drive, initiative and commitment of communities that can providelocal solutions to local problems.

    Communities are also good at developing innovative ways to improve their social andeconomic well being. Our fieldworkers accompany communities on this journey.

    The types of projects we have been involved with recently include:

    helping Maori communities in Tai Tokerau to develop tourism opportunities assisting communities such as Twizel to attract international film production crews working with a group developing a comprehensive arts strategy in Auckland analysing potential land development opportunities with an East Coast iwi and assisting a Tongan group develop a community business growing and selling taro

    leafs.

    What do we do?Our fieldworkers can offer support in numerous ways, such as:

    advising on how to set up your group if it doesnt have a formal or legal entity strengthening your group, especially if members need special skills or training helping you plan linking you with other groups which might have done similar work identifying resources such as office space, or people with specialist knowledge who

    may be able to assist linking your group with other agencies or organisations that might be able to help

    being a sounding board for your ideas

    FundingFunding is one of the ways we can help communities develop. The fieldworker who hasbeen working with your group can help you prepare an application for a grant. The grantapplication will generally come as a part of a development process and will not standalone.

    7. Arts Access Aotearoa

    Who Are We?

    Arts Access Aotearoa is a Charitable Trust whose objectives are to ensure that people andcommunities of New Zealand have access to the arts, and opportunities to create, perform

    and develop their own arts.

    The Trust promotes the following principles:

    that all people have a right to creative expression that all people should be encouraged to develop their creativity that people with limited access to the arts should be provided with opportunities to

    access the arts that barriers restricting access to the arts should be removed.

    Arts Access Aotearoa works with organisations in the social service sector, andcommunities of people with limited access to the arts, to stimulate them to undertake artsprojects, develop their own arts activities independently and develop partnerships withfunding organisations and art groups.

    Client groups include:

    People with physical, sensory, intellectual or psychiatric disabilities, people receivinghospital care or addiction support, people in remand or training centres, prisoners, elderlypeople in homes, and people living in isolation, whether domestic or institutional and inboth rural and urban areas.

    The Trust itself is not a funding body.

    Note:
