Introduction to the Public Access Lands AtlasThis atlas, compiled by the Department of Natural Resources (DNR), is designed to help you locate and enjoy public lands. With responsible use and management these lands will be available for many generations for a variety of uses. Activities such as berry-picking and wildlife viewing, are free and unregulated. Other activities like deer hunting and wild rice harvesting require a license or permit.

Always read the signs located at public land parking lots, trailheads and boat access sites. Because of changing property conditions, the activities listed on the property signs will be more accurate than static paper maps, including this atlas.

Knowles-Nelson Stewardship Program The Wisconsin Legislature created the Knowles-Nelson Stewardship Program in 1989 to preserve valuable natural areas and wildlife habitat, protect water quality and �sheries, and expand opportunities for outdoor recreation. The conservation and recreation goals of the Knowles-Nelson Stewardship Program are achieved through the acquisition of land and easements, development of recreational facilities and restoration of wildlife habitat.

The general land acquisition component of the Knowles-Nelson Stewardship Program is the backbone of Wisconsin’s public lands program. It provides the funds for all Wisconsin Department of Natural Resources land acquisition not funded speci�cally by other Knowles-Nelson Stewardship Program components. This mandate is extensive and includes acquisition in over 500 state park and trail, river and �owage, �shery, wildlife, and forest projects.

Part of the funds from the Knowles-Nelson Stewardship Program are available each year in the form of grants to local units of government and nonpro�t conservation organizations (NCOs). These grants help fund land acquisition and recreational development statewide. Grants are awarded to expand the State Natural Area program, for wildlife habitat protection, riverway and water quality conservation, state trails and acquisition of local parks and nature preserves. Lands purchased in part with Stewardship grants are managed for natural resource conservation and nature-based outdoor recreation. They are open to the public, but are owned by the grantees, not the State. This directory includes an index of contact information for the organizations or local governments that own or manage grant-funded Stewardship lands.

The �elds where you sighted your �rst deer or turkey. The state park where you experienced camping for the �rst time. How much do these places and memories matter to you? The Cherish Wisconsin Outdoors Fund was created so that we can start now to ensure the future enjoyment of our state’s remarkable natural wonders. When you invest and give to the Fund you help ensure the 1.5 million acres of publicly owned forests, barrens, grasslands, wetlands, streams and lakes in Wisconsin will be cared for today and for generations to come.

Welcome to the 2020 Wisconsin Public Access Lands Atlas. Wisconsin is home to a wealth of natural resources. This comprehensive guide will help you discover some of Wisconsin’s greatest state natural areas, trails and public access properties along with our forested woods, deep clean lakes and rivers. These are your public lands and your connection to Wisconsin’s great outdoors.

This Atlas not only includes State of Wisconsin public DNR lands, but also federal and county owned properties.

Whether you are looking for a public hunting area, �shing spot, hiking trail or a quiet place to simply enjoy a family outing, this guide will help you locate that unique Wisconsin property that helps make our state a destination trip for all to enjoy.

Using this Atlas

The Public Access Lands (PAL) atlas is designed to help you find publicly accessible land in Wisconsin.

The atlas consists of four sections:

1) Atlas Introduction 2) Legend and Map Index 3) 444 Maps 4) Property Index and Contact Info

If you are looking for a specific property, begin your search with the Map Index found on the back cover of the atlas or page 3. Locate the desired property in the Index and use the grid number to get the map page: Grid number = Page number.

If you don’t know the property location, use the Property Name Index to find the page number(s) on which the property is found.

Atlas Map Caveats Not displayed in the maps are publicly accessible lands which may change over time. This includes private lands enrolled in the Managed Forest Lands (MFL) and Voluntary Public Access (VPA) programs. Additionally, due to lack of spatial information, lands that are leased by the department or local school forests are not displayed in the maps. See the Contact Information to learn more about these properties.

To keep the maps from becoming cluttered and unreadable, smaller and clustered properties may not be labeled. State Natural Areas located within state or federal properties are not labeled.

Easements Fishing-related easements are typically 66 feet wide and difficult to display at the atlas map scale; therefore, the symbology for these easements are exaggerated by 400 feet to display clearly on the maps. A result of this exaggeration is that the easement will appear to extend beyond the actual easement area. Please respect on-ground postings to stay within the easement boundary and avoid trespassing on private land.

Activities will vary on easements; some may be open for hunting and fishing, some may allow fishing but restrict hunting. Always observe and obey on-ground signs posted at the property. If in doubt, contact the property manager at https://dnr.wi.gov. Keyword: Contact

Index Map of Public Access Lands MapsMap Legend

Township and Range Line In the 1840s, state surveyors created a gridwork to delineate the land of our new state; this grid is referred to as the Public Land Survey System (PLSS). First-level grid division is the Town (north to south) and Range (west to east). In Wisconsin, Range is split into East and West sectors by the 89th meridian (located in the western quarter of the state).

The crossing of the Town and Range lines creates a Township, which is an area of about 36 square miles. PAL map pages are organized by Town/ Range. Map extent is four townships.

Section Line The second-level division of the PLSS is the Section. There are 36 Sections per Township; therefore a Section is one square mile. Sections are numbered with Section One starting in the northeast corner of the township and running in a back-and-forth manner or ‘as the cow plows’. There are other methods used to divide land at this level, e.g. government lots, land grants. To simplify map display, PAL atlas will categorize land divisions at this level with the same symbology.

Cities and Villages Municipality type is distinguished by the label text case. CITY NAMES are capitalized Village Names are proper case

State Trail There are 41 designated state trails. The Ice Age Trail and North Country National Scenic Trails are federally designated but are considered under the state trail network. Portions of the Ice Age Trail which cross private land without a permanent easement are not displayed on the maps.

Federal Land Land owned and managed by a federal government agency, such as the National Park Service, U.S. Forest Service or U.S. Fish and Wildlife Service.

County Forest Land Land owned by county government and enrolled in the Wisconsin County Forest Program under s 28.10, Wis. Stats.

State-Owned Land

Land owned by DNR and purchased with money from the Knowles-Nelson Stewardship Fund.

Land owned by the state of

Wisconsin, e.g. Department of Natural Resources, Department of Transportation or Bureau of Commissioners of Public Land (BCPL). Stewardship funds were not used to purchase these lands.

DNR Easement on Private Land Private land on which the DNR holds

a permanent easement. Stewardship funds were used to purchase these easements.

Private land on which the DNR holds a permanent easement. Stewardship funds were not used to purchase these lands.

Local Park Public land owned and managed by local or county government.

Non-DNR Land Funded by Knowles-Nelson Stewardship Fund Local park and non-government conservation organization (NCO) land funded in part by the Stewardship Fund.

Stewardship Grant Land Manager Symbol identifies the property manager associated with the Knowles-Nelson Stewardship Grant. Number references the index in back of the atlas.

Shallow Shipwreck Off-shore location of shipwreck remains. More information on the shipwreck can be found at: http://www.wisconsinshipwrecks.org/

Internal DNR RoadRoad located within a DNR property. These are permanent, all-season roads however use can vary between seasons. Check conditions before use.

Outside of Map Extent Indicates that the map features are displayed on an adjacent map page or exists outside the state boundary.

Glossary of Public Access Land TypesWisconsin is home to a wide array of public access land types. An understanding of these land types will give a sense of the activities that are allowed.

FEDERAL PROPERTIES:National Forest—The Chequamegon-Nicolet National Forest is the one National Forest located in Northern Wisconsin. It is owned by the federal government and managed by the U.S. Forest Service. Land Management on the Chequamegon-Nicolet is focused on timber harvesting, water and wildlife conservation, livestock grazing and outdoor recreation. Although originally established in the 1930s as separate forests, the two were merged into the Chequamegon-Nicolet National Forest in 1998.

National Lakeshore—The Apostle Islands National Lakeshore is one of four National Lakeshores in the country. This beautiful locale, located off the southern shore of Lake Superior, was championed by Wisconsin Senator Gaylord Nelson in the 1970s. The Lakeshore is comprised of 21 islands and a strip of land along the Bayfield Peninsula. The Lakeshore contains lighthouses, sea caves, natural animal habitats as well as primitive camping. It is administered by the National Park Service.

National Scenic Riverway— The St. Croix National Scenic Riverway in northwest Wisconsin is managed by the National Park Service. It was created to conserve the scenery, historical and natural habitats located along the river corridor. The Riverway includes much of the Namekagon River as well.

National Wildlife Refuge—The mission of the U.S. Fish and Wildlife Service for the National Wildlife Refuge System is to administer a national network of land and water for the conservation, management and, when appropriate, the restoration of fish, wildlife and plant resources and habitats.

STATE PROPERTIES:State Forest—The management of state forests balances the sustainable harvest of wood products and protection of natural resources while providing a range of recreational opportunities. In addition to forest recreational activities, state forests provide opportunities along lakes, rivers and streams as many state forests were formed around watersheds in an effort to protect fragile aquatic ecosystems.

Demonstration (Demo) Forests—The purpose of Wisconsin’s demonstration forests is to present sustainable forest management and responsible land stewardship. The management concepts can be applied as educational tools for students, professional foresters and non-industrial private forest landowners.

Forest Legacy Program—These properties are funded through the Forest Legacy Program which is managed by the U.S. Department of Agriculture. The Program is a cost-share program that allows the Department to place large blocks of conservation easements on private forest land that may be threatened by subdivision to residential or commercial development. Forest legacy easements open the land to public access activities such as hiking, hunting, fishing and other low-intensity recreation. The land remains under private ownership and can be sold; however, the easement will persist and perpetually allow public access.

Wildlife Areas—State wildlife areas are managed to provide high quality habitats for game and non-game species. Although the primary purpose is to provide places for hunting and trapping, and fishing where water access is available, wildlife areas are popular destinations for wildlife watching, hiking, snow-shoeing and dog walking. Trails on these properties are usually primitive with little or no maintenance.

State Park—These properties provide areas for public recreation and instruction in conservation and outdoor skills. Wisconsin’s state parks harbor many ecological and scenic gems as well as preserve state historical and archaeological sites. Camping, hiking, boating, hiking, horseback riding and swimming are among the many activities that attract over 17 million visitors each year to the state park system.

Recreation Areas—State recreation areas provide opportunities for the public to participate in a wide range of day-use outdoor activities. These properties are similar to state parks but do not include overnight camping.

Scenic Waters Areas—There are three Scenic Waters Areas in the northern portion of the state: Chippewa Flowage, Turtle-Flambeau and Willow Flowage. The flowages were created in the 1920s to reduce flooding and generate hydroelectricity. Today they provide exceptional fishing, boating and primitive camping opportunities.

Wild Rivers—The wild river designation provides conservation and public access to the state’s most scenic and pristine rivers. Like our state parks, these wild rivers attract visitors from Wisconsin and the Midwest and are important to the economic health of the tourism industry. There are three scenic rivers in northern Wisconsin: Totogatic, Pine-Popple and Pike. Water levels can vary between seasons and caution is advised when kayaking or canoeing.

Natural Areas—State Natural Areas (SNA) provide a glimpse into how the state appeared 200 years ago and provide a baseline from which to evaluate current and future management actions. Some SNAs support rare or endangered species while others represent prime examples of remaining occurrences of native plant communities such as fen, oak savannas and boreal forests. While many of the +600 SNAs are embedded within other state, federal and local protected areas, there are 100,000 acres of ‘free-standing’ SNAs found throughout the state. While activities can vary on SNAs, most are limited to low-impact outdoor recreation such as hiking and wildlife viewing.

Fishery Areas—State fishery areas protect land along many of Wisconsin’s highest quality streams, rivers and lakes. They protect critical springs and spawning areas that help support fisheries and provide exceptional angling opportunities. Upland areas of fishery areas also provide opportunities for hunting, trapping, hiking, berry-picking, cross-country skiing and snowshoeing. In addition to state fishery areas the department has secured public fishing access through the Stream Bank Easement program.

State Trail—The department manages a system of state trails, some through cooperation with local and federal government. Each of the trails, even small segments of a trail, have multiple uses that may include hiking, biking, horseback riding, cross-country skiing, ATV use or more. Two trails, the North Country National Scenic Trail and the Ice Age Trail are also national trails that share administration with the National Park Service.

Conservation Area—Conservation areas are designed to accomplish ecological goals over very broad areas. In most cases, these landscape-scale projects are designed to meet these goals through a combination of protected lands set within a mosaic of working farmlands. The Department has established two Conservation Areas: Southwest Wisconsin Grassland & Stream Conservation Area and the Central Wisconsin Grassland Conservation Area.

Hatcheries and Rearing Station—The department operates hatcheries, egg collection facilities and rearing stations which raise millions of fish to be stocked each year in lakes and rivers where there is little or no natural reproduction. These facilities provide fishing opportunities for the many anglers that visit state lakes and streams. Hatchery tours are available by appointment for classrooms, scouts and other groups wanting to learn more about fish management. Public hunting is not allowed adjacent to the facilities.

Remnant Fishery Habitat (REM)—Remnant areas protect individual tracts of land of fish habitat for cold water species. The REMs usually occur in widely scattered areas along cold-water trout streams and include the most important spawning areas and springs.

Public Access—These are places to launch a boat or fish from shore or pier. These sites are displayed in the maps as “Boat Ramp” or “Carry-In Boat Ramp”. There are over 3,000 public boat access sites in Wisconsin, many provide vehicle and trailer parking areas, and some provide restroom facilities or cleaning stations.

Tree Nursery—The department operates three tree nurseries to ensure a consistent supply of high-quality seedling of desirable forest species, at an economical cost, to encourage reforestation in Wisconsin. The state nurseries are fenced and gated but are open to the public for customer service during regular business hours. Tours of nursery grounds are available by appointment. Public hunting is not allowed within the fenced areas.

COUNTY and LOCAL PROPERTIES:

County forest—According to s. 28.11(1), Wis. Stats., the purpose of county forests is to “...enable and encourage the planned development and management of county forests for optimum production of forest products together with recreational opportunities, wildlife, watershed protection and stabilization of stream flow, giving full recognition to the concept of multiple-use to assume maximum public benefits.” Activities on county forests may include hiking, hunting, fishing, cross-country skiing and ATV use. Respect on-ground signage for allowed activities.

Local parkland—Most Wisconsin counties and municipalities own and manage parks, green spaces and other conservation/recreation land for public use. These lands range from town/city parks to county greenways and recreation areas. The source of data representing local parks in this atlas is a compilation from an external vendor and may not contain all local parks within Wisconsin. Activities allowed on local parkland are varied, therefore respect and obey on-ground signage as dictated by the local municipality.

Non-governmental Conservation Organization (NCO)—Non-governmental conservation organizations actively work to protect natural resources by acquiring land and/or conservation easements. These organizations are run by local people who have a shared passion for preserving their communities’ natural heritage. In Wisconsin there are about 50 NCOs that own and manage conservation land and include land trusts, such as Ozaukee Washington Land Trust and Dane County Land Trust, and non-profits such as The Nature Conservancy and Audubon Society. Together NCOs have permanently protected over 280,000 acres of the state’s special places with matched funding from the Knowles-Nelson Stewardship Program. Most are open to public access however some may protect sensitive plant and animal communities and limit access and activities. Contact the NCO for access information and respect and obey on-ground signage.

Alternative DNR Mapping Resources

Public Access Lands Web Mapping ApplicationWhile the paper atlas provides maps of open public lands in Wisconsin, the data can become stale in the paper format. In order to keep up-to-date on department land acquisitions and disposals, the department provides an electronic version of the atlas.

The web map displays location of public lands, recreational trails and near-shore Great Lakes shipwrecks as well as recreational opportunities such as boat access and shore-fishing sites, and trout streams. The web map also provides the location of federal and county public land, and local community open space.

Department land is categorized in the web map by fee-simple, easement on private land and land leased from the federal government and provides information on the basic activities allowed on individual parcels.

Users can measure distance and area and add text and graphics to create custom maps to plan a vacation or the next hunting trip.

TROUT Trout Regulations and Opportunities User Tool

The Trout Regulations & Opportunities User Tool (TROUT) was designed to help trout anglers find places to fish. TROUT includes trout fishing regulations, classified trout water, public land and DNR fishing easements.

Wisconsin boasts over 13,000 miles of trout streams; deciding on just one place to fish can be daunting. TROUT will help anglers optimize their time on the water by showing where the publicly accessible land is relative to roads, bridge crossings and trout streams.
