The little boy, being one kid out of many little kids from England tries to gets even by turning not all, but some Witches into mice using their own medicine. Therefore, I think the main conflict of the story is Person vs. Supernatural as Witches are the supernatural force and Person is the little boy and kids all over the world who know about and hate Witches.
