Players using colored tape on their socks were affecting the ARs ability to properly identify players in closes situations. Whether this was an intentional act by players is undetermined, but the Federation chose to take steps to eliminate the issue.We share this information so that WNY referees know this law in a test situation. We know (I hope) that a thrown object is treated as an extension of the players hand. So if a shinguard is thrown at the ball and touches it, its considered deliberate handling that occurs at the location where the shinguard touches the ball. The same rule/application applies if the object stays in the players hand. Think about it this way a player flicks the ball up, holds out the bottom of his jersey, and catches the ball in his jersey. His hand isnt touching the ball, so no foul?
