1. GENERAL This specification covers wood poles for electrical overhead lines 9, 10, 12, 14, 16 m. length. 2. THRESHOLD CONDITIONS According to attached documents of the "supply and storage division" of I.E.C (Israel Electric Corp.).

3. DOCUMENTS FOR THE PROPOSAL The bidder shall submit together with his offer the following information and documents from the manufacturers: 3.1 Wood pole manufacturer's experience period in manufacturing scots pine wood poles. 3.2 Wood pole manufacturer's supply history: what types of wood poles were supplied, to whom, quantities and dates (during the last five years). 3.3 Preservation manufacturer's experience period in preservation of scots pine wood poles with the proposed impregnation substance. 3.4 Preservation manufacturer's supply history: what type of wood poles were supplied, impregnation substance, to whom, quantities and dates (during the last five years). 3.5 Complete filled summary of data for each proposed item (para. 11). 3.6 I.E.C drawing NCD 4725, signed by the bidder (appendix 1). 3.7 Manufacturer part number of the items. 3.8 The manufacturer trade mark. 3.9 The name of the impregnation material and it's components. 3.10 Bending test report example of one wood pole produced by the manufacturer, according to standard BS 1990. 3.11 A full description of manufacturer quality control actions. The above mentioned documents will be in English or Hebrew. Bidder which will not submit all the above will be disqualified. 4. MANUFACTURING STANDARDS The poles shall be manufactured and supplied in accordance with the requirements of the latest relevant published standards BS 1990 : part 1, BS EN 335, BS EN 351.1, BS EN 599.1. The bidder is entitled to propose industrial standard acceptable in his own country, for I.E.C approval. In addition, the poles will fulfill the requirements which are stated in this specification. If a conflict should arise between the standards and this specification, the I.E.C specification will prevail.

5. TECHNICAL REQUIREMENTS 5.1 MATERIAL 5.1.1 Species The poles shall be made from scots pine (redwood, pinus sylvestris). 5.1.2 Felling The trees shall be felled between 1 November and the following 31 March. 5.1.3 Sources Poles shall not be manufactured from trees subjected to snow breakage, frost damage, windfall or from forests damaged by fire. 5.1.4 Straightness Short crook (natural deviation of the axis of the pole occurring on a length less than 1.5 m) shall not be permitted. Double sweep or reverse sweep shall not be permitted. Single sweep (only one bend) shall be permitted to the extent that a straight line from the centre of the top to the centre of the pole 1.5 m from the butt remains within the pole. See drawing HOME 593 in appendix 2. 5.1.5 Slope of grain The slope of grain shall not exceed aslope of 1 in 6. A significant change in the slope of grain is not permitted. 5.1.6 Spiral grain (twist grain) Maximum 1 complete twist in any 5 m is permitted. 5.1.7 Rate of growth The average rate of growth measured on the butt, in the outer 5 cm of poles having a diameter of 30 cm or less at 1.5 m from butt, and in the outer 8 cm of poles having a diameter of more than 30 cm at 1.5 m from butt, shall be not less than 6 rings per 2.5 cm. 5.1.8 Decay and insects Poles shall be sound and free from decay and attack by insects. Minor insect holes are acceptable providing these are, either, not larger than 1.5 mm in diameter and do not exceed 5 in number, or not larger than 1.0 mm in diameter and do not exceed 20 in number, evenly distributed in any 100 mm length of pole. All other forms of insect damage are prohibited.

5.1.9 Knots The diameter of any single knot shall not exceed 1/6 of the circumference where the knot occurs, or the limits of table 1, whichever is smaller. At any cross section along the pole, the sum of knot diameters at the cross section shall not exceed 1/4 of the circumference. The sum of knot diameters in any 300 mm length of the pole section shall not exceed 1/3 of the circumference of the pole at the mid point of the 300 mm length. The dimension of a knot or knot cluster shall be measured as the diameter of a knot measured on the surface of the pole and perpendicular to the axis of the pole. Knot clusters shall be treated as a single knot.

5.1.10 cross cracks cracks across the pole and the grain is not permitted. 5.1.11 Fissures Seasoning fissures along the grain are expected and are not recognized as defects providing they do not have a depth greater than half the diameter at one point along the pole or does not exceed 50% of the length of the pole. 5.1.12 Ring and star shakes The tip shall be free from ring or star shakes. One complete ring or one star shake is acceptable at the butt, provided that no part extends to within 50 mm from the periphery (circumference). If they extend to the periphery, they shall not extend along the pole more than 500 mm from the butt, and shall not have an opening wider than 3 mm. 5.1.13 Dead streaks Dead streaks are not permitted.

5.1.14 Mechanical damage Mechanical damage shall not extend the maximum dimensions: a. Length: 4 X minimum diameter of pole, at the cross section where the damage occurs. b. Width: 0.5 X minimum diameter of pole, at the cross section where the damage occurs. c. Depth: 5% of the minimum diameter of pole, at the cross section where the damage occurs. The maxima shall only be permitted for one measurement, with half the value given for the other two. No more than two occurrences of mechanical damage shall be permitted and no part of these shall be less than 500 mm apart. 5.1.15 Bark pockets and ring galls No more than two Bark pockets or ring galls shall be permitted. Maximum dimensions and position shall not exceed those given for mechanical damage (see para. 5.1.14). 5.2 PREPARATION OF POLES The poles shall be trimmed using a mechanical peeling machine so that the outer and inner bark shall be removed until the outer ring. The top end of the pole shall be prepared in gable shape. The butt shall be cut perpendicular to the longitudinal axis of the pole and shall have chamfered edges. 5.3 DIMENSIONS OF POLES 5.3.1 Length: The nominal lengths of the poles are given in table 2. The tolerance of pole’s length shall not exceed ±75 mm. 5.3.2 Diameter: The dimensional tolerances of nominal diameter at the top of the pole and at 1.5 meters from the bottom are given in table 2. Nominal diameter is the minimum diameter of the pole section (in case of elliptical cross section).

5.4 ULTIMATE LOADS The wood poles (after preservation) will be able to withstand, without breaking , a ultimate load ( according to table 3) applied 0.60 meter from the top , perpendicular to the axis of the pole, while held rigid 1.5 meter from the bottom end.

DRILLING HOLES 5. 5

Holes shall be drilled in 12&14 meter wooden poles as follows: a) The first hole 21 mm + 0.5 mm / -0.0 mm diameter, with center at 150 mm ± 10 mm from the top end of the pole. b) The second hole 21 mm + 0.5 mm / -0.0 mm diameter, with center located at 400 mm ± 1 mm from the center of the first hole, directly in line. See drawing NCD 4725 in appendix 1.

5.6 PRESERVATION The wood poles shall be treated, for preservation, by pressure impregnating, with impregnation substance that is not prohibited by Israel ministry of environmental protection. The wood poles shall be treated by a waterborne wood preservative. The wood poles shall not be treated by CCA (copper, chromium, arsenic) compound. The preservative treatment shall be according to relevant BS EN standards. All dressing, notching, pre-cutting and drilling shall be completed before preservative treatment. Prior to preservative treatment, the moisture content of the poles shall be at or below their fiber saturation point (25%). 5.6.1 Penetration All sapwood shall be completely penetrated with preservative. 5.6.2 Net retention The preservation shall be suitable for Hazard class 4 in BS EN 335 standard. The net retention of the impregnation substance shall be based on BS EN 351.1 and BS EN 599.1 standards (Hazard class 4). The minimum net retention of Celcure AC 800 – 36 kg/m3. The minimum net retention of Tanalith E 3492 – 16 kg/m3. The minimum net retention of another impregnation substance shall be according the above standards, approved by I.E.C in advance.

6. MARKING The marking shall be clearly visible and readable. See drawing NCD 4725 in appendix 1. The poles shall be marked in the following manner: 6.1 STAINLESS STEEL TAGS At a distance of 4.00±0.2 meters from the bottom end and on the bottom end, 1 mm thickness and approximately 50 mm diameter stainless steel tag shall be affixed with four stainless steel nails. Each tag shall include: a. The manufacturer trade mark. b. The nominal length of pole (m). c. The year of preservation. d. The code letters denoting the impregnation material used for preservation. e. I.E.C Catalogue no. (see table 2). The above marking shall be engraved or embossed.

6.2 BOTTOM END The bottom end of the poles shall be marked as follow: a. Stainless steel tag according to para. 6.1. b The nominal length of the pole (m) shall be painted by black color. c. Each pole shall be numbered with a different serial number from 1 to 999. The pole number (1- 999) shall be painted by green paint.

TOP END .36 The top end of the poles shall be painted with green color paint. The painting shall be on the top area and on 2 cm circumference strip.

ACCEPTANCE TESTS. 7 The tests shall be made by the supplier in accordance with the wood poles standards BS 1990 : part 1, EN 335, EN 351.1, EN 599.1 and K-2545 specification.

Representatives of Israel Electric Corporation, shall be invited at least 1 month in advance, to be present in the acceptance tests. The loading tests of the poles shall be performed in the manufacturer's facility. The manufacture shall ensure that all facilities, equipment and instruments are made readily available. The instruments shall be calibrated by authoritative laboratory. The accuracy of load-monitoring device shall be +/- 1% of actual reading. The accuracy of deflection measurements shall be +/- 5 mm. The manufacturer have the right to perform the acceptance tests at a known lab, approved by I.E.C. The poles to be tested (acceptance tests) shall be preservative treated (after preservation treatment). The moisture content of the poles to be tested shall be at or above their fiber saturation point (25%). The measurement of moisture content shall be made with a resistance-type moisture meter equipped with insulated electrodes. These measurements shall be taken at middle length of the pole. The inspection and tests shall be according to standard BS 1990 and K-2545 specification. All tests, including the wood poles that were tested and destructed, and all inspection procedures, will be at no additional cost to I.E.C.

d. Pole marking (see para. 6 and drawing NCD 4725 in appendix 1).

The results of visual inspection shall be recorded by the supplier on the form of appendix 3. The results shall be presented to I.E.C representative.

The number of wood poles to be selected for the tests, from the delivery for I.E.C order (with the same length), shall be according to column 2 in Table 4. The poles shall be selected randomly, by I.E.C. representative.

If at least one pole failed the tests, another amount of wood poles, according to column 3 in table 4, shall be selected from the same delivery (with the same length) , and the poles shall be tested. If in the second testing group, at least one pole failed the tests, the all delivery (with the same length) shall be rejected. 7.2.1 Preparation Prior to bending tests, the poles shall be visual inspected according to para. 7.2.1 and the following data shall be measured and recorded: a. Moisture content at middle length of the pole. b. Length of the pole [m]. c. Weight of the pole [kg]. d. butt diameter [mm]. e. Diameter at 1.5 m from butt [mm]. f. Diameter at midpoint of the pole length [mm]. g. Diameter at point of application of the test load [mm]. h. tip diameter [mm]. 7.2.2 Procedure The bottom section of the pole under test shall be rigidly clamped up to 1.5 m from

the butt. A load shall be applied 0.6 m from the tip of the pole in a direction perpendicular to the original axis of the pole. The pole shall be gradually loaded (in steps of 100 kg) until the ultimate load is reached (see table 3).The ultimate load shall be maintained for 5 minutes. Failure shall not be permissible at load less than the ultimate load. On completion of loading the ultimate load, loading shall be continued until pole destruction. During the loading process a current record shall be made of the force and the corresponding deflection at pole tip, for each load step. After testing, the moisture content shall be measured close to the position of failure. The moisture content and the location shall be recorded. The poles that have been tested for bending (para. 7.2.2) shall not be supplied to I.E.C. 7.3 preservation inspection Preservation inspection shall be made on all destructed wood poles of bending tests, according to column 2 in table 4. Net retention and full penetration of sapwood shall be certified by a known laboratories approved by I.E.C. If the above results will not compliance with the requirements according to para. 5.6.1, 5.6.2 of this specification, the all batch shall be rejected. Poles shall be clean and dry to the touch at the time of delivery. Poles that bleed preservative at the plant or at delivery shall be rejected. Pole may be retreated only once. 7.4 Recording The acceptance tests shall be recorded on the forms of appendix 3 in this specification, for each tested pole.

PACKING. 8 The wooden poles shall be supplied properly bound to prevent the possible damages during shipment and storage. Each pole type (according to length & I.E.C. catalogue no.) shall be bounded separately. Each bounded package, of 9 m and 10 m poles length, shall contain 10 poles. Each bounded package, of 12 m and 14 m poles length, shall contain 5 poles. Each bounded package, of 16 m poles length, shall contain 4 poles.

Each package shall be bounded by two safety synthetic strips with upper loops, for lifting by fork- lift rods from the loops. The distance between the two strips shall be 2 m. The two strips shall be located symmetric to the middle length of poles.

Each delivery shall have packing list and in addition, shall be marked with the following information: a. supplier's name and address. b. Manufacturer's name and address. c. Descriptive name of the wooden poles (nominal length (m), species). d. I.E.C catalogue number. e. I.E.C order number f. Quantity. g. Gross weight. h. Gross volume. 9. QUALITY CONTROL Quality control requirements shall be according to I.E.C standard Q-APP-02. 10. DELIVERY APPROVAL CONDITIONS 10.1 The certificates of preservation inspection, according to para. 7.3, shall be attached to the documents for each delivery. 10.2 Manufacturer's declaration about poles species, period dates of felling and that the poles have been manufactured according to BS 1990 part 1: 1984 standard, shall be attached to the documents for each delivery. 10.3 Before each delivery, acceptance tests shall be made, according to para. 7. 10.4 I.E.C reserves the right to verify the compliance of the delivered wood poles with this specification. 10.5 Delivery which will not pass acceptance test according to para.7 and / or the documents according to para.10.1 and 10.2 will be missed or not satisfying, will be rejected.
