We have also included a table, summarizing estimated level of effort for personnel ona task-by-task basis, in response to Faye Stocum's (of the Delaware State HistoricPreservation Office, DE-SHPO) request for a comparison of the personnel (and theirqualifications) to the tasks they will perform.

Additionally, as discussed in our November 23, 1992 meeting and as indicated in theCHS Work Plan, all personnel involved in the field investigation phases of data gatheringwill have completed the appropriate level of OSHA training that is required by theHealth and Safety Plan and OSHA 1910.128.

Mr. Bente" has provided cultural resource assessment and management services to civic andfederal agencies in addition to historical preservation groups and university-based researchfacilities. Since joining Woodward-Clyde, Mr. Benin's primary function has been manage-ment of the cultural resources aspects of multidisciplinary projects that require the long-termnegotiation and coordination of Section 106, NHPA requirements among regulators andapplicants. He is familiar with a wide range of procedures, having represented clients beforea variety of state and federal permitting agencies.

Mr. Bente* has extensive experience with the implementation of cultural resource regulationswithin the framework of NEPA/CEQA environmental permitting efforts. Among the projectshe has negotiated through the Section 106 process are the following undertakings.

• Litderock Dam restoration and stabilization project where he has been responsible forguidance of the Section 106 process from initial survey to development of mitigationprotocols; and coordination of cultural resource issues with EIS/EIR and engineeringrequirements.

• Gibraltar Dam restoration project which included successful oversight of the Section106 process and development and coordination of the construction mitigation program.

• Los Vaqueros Reservoir project which required client assistance with development ofappropriate Section 106 approaches for a very compressed schedule.

Mr. Bente*'s familiarity with the implementation of National Historic Preservation ActRequirements over a broad range of project types is exemplified by the undertaking listedbelow. On each project he served in a management or senior technical capacity.

• Williams Telecommunications Company West Coast Expansion: Regulatory reconnais-sance and permitting of a fiber optic cable project involving six states; culturalresource identification and treatment to provide federal agency compliance with theNational Environmental Policy Act and the National Historic Preservation Act.

• Thousand Springs Energy Project: Negotiation and implementation of a programmaticagreement drawn to satisfy Section 106, NHPA compliance for construction, operationand maintenance of a coal fired energy facility in northeastern Nevada.

• Presidio de Santa Barbara, Santa Barbara: Lead archaeologist (1982 to present) for theSanta Barbara Trust for Historic Presentation's project to rebuild the Presidio de SantaBarbara. A nationally honored program of archaeology and architectural restorationthat is scheduled for completion in the year 2006.

• Mojave Pipeline, California and Arizona: Negotiation and implementation of a culturalresources management plan for a 380 mile natural gas pipeline. The plan, required byFERC addresses Section 106 for construction, operation and maintenance of thepipeline, and involved negotiation among multiple participating federal and stateagencies.

Ms. Morgan is an archaeologist specializing in California prehistory and cultural resourcesmanagement. As a private contractor, she participated in archaeological projects throughoutCalifornia and assisted in the design and implementation of programs of archaeological work,including assessment of requirements for compliance with state and federal laws, site impactassessment, and mitigation plans. For Interagency Archaeological Services, Ms. Morganassisted various federal agencies by assessing NEPA, CEQA and NHPA compliance needsfor various projects in the Pacific Northwest, oversaw archaeological contracts for theseprojects, reviewed archaeological reports, and monitored agency and project compliance withthe requirements of NEPA, CEQA and NHPA Section 106 compliance. For the Bureau ofLand Management, first in the southern Sierra and later in the central Sierra, Ms. Morganperformed field assessments for BLM Section 106 compliance, wrote cultural resourcessegments of environmental impact reports, and prepared cultural resources assessment andmanagement plans. At Woodward-Clyde, Ms. Morgan has prepared cultural resourcescomponents for a variety of environmental documents, and has overseen technicalsubcontractors for this work. She also has assisted in the management of multidisciplinaryprojects.

Past Project Experience

• As archaeologist for the Bureau of Land Management, Bakersfield, as part of a landexchange program and in compliance with NHPA, she studied a Tubatulabal villagesite in the southern Sierra (Kern River drainage) and wrote and published a culturalresources management report on it.

As BLM Bakersfield archaeologist, she performed mandated archaeologicalassessments for projects including: construction of portions of the Walker Passsegment of the Pacific Crest trail; range management on the Kern Plateau; and off-roadvehicle management in the Walker Pass to Owens Valley region.

As archaeologist for the Bureau of Land Management, Folsom, Ms. Morgan designed,implemented, and reported on a program of archaeological sampling of BLM's centralSierra lands, in compliance with E.O. 11593.

For IAS, she designed a tracking system for oversight of archaeological contractsunder IAS management. She routinely filled requests from various Federal agenciesincluding the Corps of Engineers, and the Bureau of Reclamation for information onproject-specific requirements for compliance with NEPA and NHPA, and assessedproject-specific compliance needs. She also provided compliance review.

As Field Director for the archaeological survey of 64,000 acres in Stanislaus NationalForest in the central Sierra, Ms. Morgan collected, managed and edited data, and wroteportions of a comprehensive technical report for the National Forest Service.

As a consulting archaeologist for Redwood National Park, Ms. Morgan performedarchaeological survey and excavation contracts and published a paper on settlementpattern and survey methodology for Redwood Creek. In addition, she prepared apresentation of park employees on the E.O. 11593, NEPA and NHPA Section 106-mandated responsibilities of federal agencies for cultural resources.

As a private archaeologist, Ms. Morgan served as Field Director for the testexcavation of two prehistoric/protohistoric sites at Bass Lake in the southern Sierra andassisted in preparation of a technical report on these and six other sites for a publicutility company.

As an archaeologist in private practice, she participated in numerous archaeologicalsurveys, excavations, and monitoring projects throughout the state, but especially innorthern and central California and in the Sierra Nevada.

At Woodward-Clyde, for a San Diego Gas and Electric power plant Notice of Intentionfor the CEC, she designed and performed a work plan for collecting and assessingcultural resources data at five power plant sites and along 300+ miles of linearfacilities, in keeping with the requirements of pertinent federal, state and localordinances.

At Woodward-Clyde, Ms. Morgan performed archaeological survey, analyzed impacts,and designed a mitigation and monitoring plan for archaeological sites along a 70-mile-long natural gas pipeline.
