-Systems indicated in Appendix1 and 2: This is a firm requirement for all maintenance, project and shutdown work on insulated equipment and piping with the following two exceptions:

1. For emergent shutdown work, insulated equipment and piping should be painted if it is practical to do so. 2. Where the elevated surface temperature is considered too hot to safely apply protective coatings whilst on line. In both cases the inspection frequency shall be reviewed to reflect this lack of protection against future corrosion.

19.1 INTRODUCTION

The ETS has been introduced to cover Painting Specifications for both new and existing works. It shall be used in conjunction with the Standards specified in the Painting D.E.P. Technical Specifications as follows :-

WHERE THE DOCUMENTS ARE IN CONFLICT, ORDER OF PREFERENCE SHALL BE THE ETS FOLLOWED BY THE D.E.P's.

19.2 GENERAL

19.2.1 Scope and Extent of Painting

This ETS covers the general requirements for painting structures, plant equipment, piping (Engineering procedure and work instruction applies for on-line preparatory work), tanks and buildings for both new and existing works.

For all external paint coating specifications for new and existing works refer to Appendices 1 and 2 of this ETS.

For internal paint linings to new and existing tanks and vessels containing crude oil, motor gasoline, kerosine, gas oil, aromatics hydrocarbons, industrial water and demineralised water, refer to Appendix 3.

Specifications for any other type of cargo and variations of the above in tanks and vessels will be classified as a 'non-standard' specification. In this case a specification will be recommended by the Civil Inspection Section of EIS. The specification will be based on information data from the Unit Technologist which shall include type of cargo, chemical analysis including trace elements in parts per million, pH value, any water content and the design and operating temperatures of the tank or vessel.

All thermal and acoustic insulated surfaces of equipment and piping of carbon steel, low and intermediate alloy steel and stainless steel for both high and low temperature services shall be protected before insulation is applied with one of the paint systems indicated in Appendix 1 and 2. This is a firm requirement for all Maintenance, Projects and shutdown work on insulated equipment and piping, with the two following exceptions;

1. For Emergent shutdown work, insulated equipment and piping should be painted if it is practical to do so.

2. Where the elevated surface temperature is considered too hot to safely apply protective coating whilst on line.

In both cases the inspection frequency shall be reviewed to reflect this lack of protection against future corrosion.

The following surfaces shall not be painted unless otherwise specified by the Engineer :-

(a) Uninsulated stainless steel, non-ferrous metals such as aluminium, copper, brass and

similar weather resisting materials.

(b) Galvanised mild steel surfaces of structural steel, sheet metal, fencing and galvanised pipework.

(c) Nameplates and pushbuttons except Emergency stop buttons.

(d) Thermal insulation coverings such as galvanised mild steel, polished steel or

aluminium.

(e) Operating parts of machinery including instrument valves and valve spindles. 19.2.2 Approved Manufacturers

Paints shall be obtained from manufacturers on the Company's list of approved suppliers for the type of paint to be used. Current copies of this list are available to the Contractor upon request.

19.3 SURFACE PREPARATION 19.3.1 Hand and Power Tool Cleaning

Prior to hand and power tool cleaning any heavy layers of rust shall be removed by chipping or needle gunning. Oil, grease and dirt, all sharp points and weld spatter shall also be removed.

Manual cleaning to remove all loose scale, rust or other foreign matter by using hand wirebrush or mechanically operated cleaning tools using grinders, chippers, scrapers or wirebrushes. Care shall be taken to avoid burrs, sharp edges or cutting into the steel. Special attention shall be paid to rivet heads, welds (see specification E 25 for field weld procedure), angles etc.

In providing a clean abraded surface to the required specification it is most important that a 'polished surface' is avoided.

After hand and power tool cleaning to the specified standard, the surface shall be cleaned from loose dust and debris prior to applying the priming coat.

19.3.2 Blast Cleaning

Prior to blast cleaning any heavy layers of rust shall be removed by chipping. Visible oil, grease and dirt, all sharp points and weld spatter shall also be removed.

Blast cleaning to remove all millscale, rust and other foreign matter can be by open blast, closed blast, slurry blast and small areas by vacuum blasting. After blasting the surface shall be cleaned from loose dust and debris prior to applying the priming coat.

19.3.3 Preparation Grades

HAND CLEANING

The two preparation grades (as per International Standard ISO 8501-1) are as follows :-

ST2 - Thorough hand and power tool cleaning

The surface shall be free from visible oil, grease and dust and from poorly adhering millscale, rust, paint coatings and foreign matter. Refer to photographs CST2 and DST2 within ISO 8501-1.

ST3 - Very thorough hand and power tool cleaning

As for ST2 but the surface shall be treated much more thoroughly to give a metalic sheen arising from the metalic substrate. Refer to photographs CST3 and DST3 within ISO 8501-1.

BLAST CLEANING

The four preparation grades (as per International Standard ISO 8501-1) are as follows :-

SA 1 - Light Blast Cleaning

The surface shall be free from visible oil, grease and dirt and from poorly adhering millscale, rust, paint coatings and foreign matter. Refer to photographs BSA1, CSA1 and DSA1 within ISO 8501-1.

SA 2 - Thorough Blast Cleaning

The surface shall be free from visible oil, grease and dirt and from most of the millscale, rust paint coatings and foreign matter. Any residual contamination shall be firmly adhering. Refer to photographs BSA2, CSA2 and DSA2.

SA 2.1/2 - Very Thorough Blast Cleaning

The surface shall be free from visible oil, grease and dirt and from millscale, rust, paint coatings and foreign matter. Any remaining traces of contamination shall show only as slight stains in the form of spots or stripes. Refer to photographs ASA2.1/2, BSA 2.1/2, CSA2.1/2 and DSA2.1/2 within ISO 8501-1.

SA 3 - Blast Cleaning to Visually Clean Steel

The surface shall be free from visible oil, grease and dirt, and shall be free from millscale, rust, paint coatings and foreign matter. It shall have a uniform metallic colour. Refer to Photographs ASA3, BSA3, CSA3 and DSA3 within ISO 8501-1.

19.3.4 Rust Grades

The condition of the steel surface prior to surface preparation is defined in 4 rust grades (as per International Standard ISO 8501-1), as follows :-

A - Steel surfaces largely covered with adhering millscale but little, if any, rust.

B - Steel surface which has begun to rust and from which the millscale has begun to flake.

C - Steel surface on which the millscale has rusted away or from which it can be scraped but with slight pitting visible under normal vision.

D - Steel surfaces on which the millscale has rusted away and on which general pitting is

visible. 19.3.5 New Steelwork and Piping

The surface preparation shall be by blast cleaning. 19.3.6 Abrasives

Abrasive type and particle size shall be selected to best suit the type of priming material and to satisfy the paint manufacturers recommendation bearing in mind the surface profile required.

Suitable captive abrasives are chilled iron grit, chilled iron shot, steel grit and shot and cut wire.

Suitable expendable abrasive is copper slag and shall be in accordance with BS.7079 (Preparation of Steel Substrates before Application of Paints and Related Products - Part F3 - Specification for Copper Refinery Slag). The content of free Crystalline Silica in copper slag shall not exceed 1%. Copper slag abrasives have a predominantly angular shape.

Aluminium oxide is the abrasive recommended for blasting stainless steel.

All abrasive material shall be free from corrosive constituents and adhesion impairing contaminants.

19.3.7 Surface Profile

The required degree of surface profile on peak-to-valley height of the surface depends on the thickness of the coating to be applied.

The surface profile shall be kept within 30 to 80 microns unless specified otherwise by the paint manufacturers data sheet.

19.4 PAINT APPLICATION 19.4.1 General

The paint application shall be carried out strictly to the paint manufacturers product data sheet which will include mix ratio, method of application, whether thinners can be used, and overcoating times.

The various paints shall be applied to the dry film thicknesses as specified in the paint specifications, (see Appendices 1, 2 & 3).

Paints shall not be applied within 50mm of edges prepared for field welds subject to later field testing except when a weldable primer is specified. The prepared weld areas shall be taped for a distance of 50mm either side of the weld line. The protective tape shall be of sufficient quality to protect the surface preparation cleanliness. Coated surfaces which require further fabrication shall have all coatings completely removed 50mm either side of the line of burning or welding. The remainder of the paint shall be abraded back for a further 100mm.

19.4.2 Environmental Conditions

Paints shall not be applied under the following conditions :-

a) The surface temperature is less than 3 deg.C above the dew-point.

b) The relative humidity is higher than 85%.

c) The air temperature is less than 4 deg.C.

d) When the temperature is expected to fall to 0 deg.C before the paint has dried or when there is the likelihood of an unfavourable change in weather conditions within two hours after coating.

Generally paint shall not be applied when the surface temperature is greater than 40 deg.C. Above this temperature specification E15 shall be used.

19.4.3 Priming Coat

Irrespective of the method of cleaning, all cleaned surfaces shall receive the priming coat as soon as practical and shall never be left uncoated overnight unless agreed by the paint manufacturer. Cleaning shall be limited to areas which can be cleaned and primed comfortably within a normal working day.

19.4.4 Thinning

Thinning will not normally be permissible unless recommended in the paint manufacturers data sheet.

19.4.5 Brushing, Roller and Spraying

Application of paints by brush, roller and spraying shall be as recommended by the paint manufacturers.

In spraying application, before spraying each coat, all areas such as corners, edges, welds, small brackets, bolts, nuts etc., shall be precoated by brush to ensure that these areas have at least the minimum specified dry-film thickness.

In spraying, air pressuring, jets and nozzles shall be as recommended by the paint manufacturer. Each coat is to be applied uniformly and completely over the entire surface and without runs, sags or pin-holing. The spray gun shall be held so that the tip is 300-600mm from the surface being painted.

19.4.6 Preparation Between Paint Coats

The Contractor to ensure that there is no contamination such as dust, salt spray etc. on the surface.

19.5 INSPECTION AND TESTING 19.5.1 Surface Preparation

Prior to any preparation operations commencing the surface shall be free of oil, grease and any other foreign matter and all weld spatter and sharp edges removed.

19.5.2 Salt Contamination Test

When blast cleaning heavily rusted and rust-pitted steel, rust-spotting at points corresponding to the rust pitting can take place an hour or two after blasting. For thes types of surfaces, especially inside a tank or vessel, a salt contamination test shall be carried out in accordance with BS.5493 Appendix G. The cause is the presence of rust-producing soluble salts of iron which are practically colourless and are located at the lowest point of the rust pits.

19.5.3 Assessment of Surface Cleanliness (After Hand/Blast Cleaning)

This is a visual comparison of the hand/blast clean surface with the photographic standards included in the International Standard ISO 8501-1 : 1988 (E).

19.5.4 Surface Profile

Regular measurements of the roughness of the blasted surface shall be carried out using one of the following methods :-

a) The roughness of the blast cleaned surface can be measured with a surface profile

meter such as the Elcometer Profile Gauge 123. b) Optical method using a profile comparator in accordance with ISO Standard 8503.

c) The Elcometer 122 Testex tape is used in conjunction with the Elcometer 124 foil

thickness gauge is another method to give peak-to-valley height. This method enables a replica of the profile to be produced which can then be attached to a report for future reference.

19.5.5 Wet Film Thickness

Spot checks to be carried out during the course of the operation to ensure thickness is being maintained. The measurement is most commonly carried out using a comb gauge.

19.5.6 Dry Film Thickness

The initial inspection is visual and will reveal application defects such as overspray, misses, dirt inclusion, blisters, sags and runs.

Non-destructive measurement of film thickness shall be carried out using electro-magnetic induction instruments such as the Elcometer 256. These instruments shall be calibrated on the standard provided by the instrument manufacturer.

19.5.7 Adhesion Test

The standard test methods for measuring adhesion by tape test shall be in accordance with ASTM D3359-92a. The lattice pattern test within this Standard shall not be used for films thicker than 125 microns.

19.5.8 Pin-hole Testing The whole of internal tank linings shall be tested for continuity of coating. Battery operated equipment is available for detecting defects using the following equipment :-

a) Low Voltage Test

The wet sponge method to be used for thin coatings up to 375 microns. Method of operation is to draw the moistened sponge over the surface in accordance with the manufacturers instructions.

The wetting agent used in the sponge usually consists of a 3% NaC1 (Sodium Chloride) solution to which a suitable detergent (e.g. 1% Teepol) is added to enhance the wetting properties of the electrolyte.

If the substrate is austenitic stainless steel, Chloride containing salt solutions shall not be used. A solution of 3% Ammonium Sulphate to be substituted.

It is important that this test is not applied before the lining has cured for the recommended time.

This test will only reveal defects that go all the way through to the steel.

b) High Voltage Spark Test

For thicker coatings (greater than 375microns) a higher voltage is required to detect individual pin-holes or voids. The high voltage spark detector should be set at 100 volts per 25 micron thickness.

When a lining has a flaw consisting of reduced thickness or an air bubble the dielectric strength of the lining at the flawed area is reduced. Thus, if a specified high voltage is applied to this flawed area, a spark will penetrate this weakened area and the flaw is detected.

19.5.9 Degree of Cure

For testing degree of cure the following method shall be adopted :-

If, after holding the solvent against the surface by means of cotton wool swab and gentle rubbing for 1 to 2 minutes, no coating is removed then the cure is satisfactory.

19.5.10 Steel Temperature

Coatings have different minimum curing/drying or film forming temperatures. In each case the steel temperature shall be above the minimum at the time of application and during curing.

19.5.11 Relative Humidity and Dew-point

The dew-point is a temperature where water is spontaneously deposited on the substrate and therefore the substrate shall always be a minimum of 3 deg.C above the dew-point.

A maximum relative humidity is 85%. The instrument which gives readings of relative humidity is the whirling hygrometer.

19.6 STRUCTURAL STEELWORK, COLUMNS, VESSELS, HEAT TRANSFER EQUIPMENT,

PIPING, TANKS, LPG SPHERES AND STEEL STACKS 19.6.1 General

All new equipment and piping shall be blast cleaned as hand preparation will not remove all the adhering millscale.

Refer to section 19.3 for surface preparation.

For specifications covering a range of equipment surface temperatures for both lagged and unlagged carbon steel, low and intermediate alloy steel and stainless steel refer to Appendices 1, 2 and 3.

The external finish to all tanks containing "White Oil" products to have a total radiant heat reflectance minimum of 70%.

Austenitic stainless steel shall be painted with a zinc-free paint system.

19.6.2 Prefabricated Weldable Primers

The life of a prefabricated weldable primer is limited because of its very thin coating and the environmental conditions during storage, therefore, the following shall apply :-

a) Prefabrication weldable primers, less than three months old and still in good condition

shall be cleaned thoroughly with clean fresh water before applying the paint system.

b) Prefabricated weldable primers exposed longer than three months to the atmosphere shall require approval by the Engineer before applying the specified system.

c) Because of the life limitation of a weldable primer, the primer specified in the detailed full specifications (see Appendices), shall be the preferred primer providing that shop and site welded areas, subject to later testing, are taped for a distance of 50mm either side of the weld line.

19.6.3 New Structural Steelwork

Hot-dip galvanising is the preferred method of protecting new steelwork. The hot-dip galvanising shall be to BS.729 and give a minimum specified weight of 610 g/m2.

19.6.4 Underground Piping

For the recommended coatings to protect external surfaces of underground piping refer to ETS 603 - Pipework - External Protection of Buried or Submerged Pipework.

Tank Lining Guidance Notes

Surface Preparation · The standard of blast cleaning for tank linings is higher than that required for coatings subject to atmospheric service. The two common standards specified are to SSPC and ISO 8501-1:1988. · As a general principle, where products are recommended for immersion or aggressive atmospheric conditions the blasting standard required will be to Sa2½ (ISO 8501-1:1988) or SSPC SP10. · In some areas of very aggressive service Sa3 (SSPC SP5) may be specified. Always consult the individual data sheets for minimum surface preparation standards. · If advice on any other standard of surface preparation is required, please consult International Protective Coatings. ·Surface preparation and painting work shall be stopped under any of the following conditions. -Below 5°C of air temperature. -Steel surface temperature less than 3 °C above ambient air dew point. -Greater than 85% of the relative humidity. -In condition of strong or gusty winds or poor visibility or raining. -Above 50°C of substrate temperature. Where the substrate is heavily corroded or pitted, it may be necessary to fresh water wash after initial abrasive blasting, to ensure soluble salt contamination is below 30 mgm2 prior to re-instating the blast to standard, the inclusion of a brush applied stripe coat is recommended for the said areas. Health & Safety Some tank linings contain volatile flammable organic solvents which can form explosive mixtures with air and additionally can contain materials which may necessitate personal protection against potential health hazards. A summary of the main precautions to be taken includes:- · Attention to the dangers of explosion or fire. · Provision of adequate ventilation. · Ensure that tanks and surrounding areas are flame and spark free. · Provide painters or operatives with the correct respiratory protection. · Ensure correct protective clothing is worn to avoid skin contact. · The safety advice provided is applicable to the surface preparation, application of the lining and inspection. It is not intended to be comprehensive and is a guide based on accumulated knowledge of the hazards involved, the proposed use of safety equipment and evolved safety procedures. · Full details of the H&S requirements for each material are given on individual Product Health & Safety Data Sheets. Tank Condition Pre Contract Before the start of treatment it is essential that internal tank surfaces are clean, dry and in a condition suitable for surface preparation and application of the lining system. The following minimum requirements apply:- · Tanks must be structurally sound and gas free. · All inlet pipes must be blanked off. · Surfaces should be de-sludged and residues removed from the tank. Oil or grease must be removed from all surfaces to be lined. · Heavy scale or other debris must be removed from all surfaces, including the roof. For heavily scaled or contaminated surfaces rough cleaning by sweep blasting may be required. · Corroded steel that is heavily contaminated may require additional cleaning, e.g. steam cleaning or high pressure fresh water washing, before surface preparation starts. · Any hot work or welding must be completed before surface preparation commences. · Tanks are often subjected to hydrostatic testing and if this is carried out using salt or brackish water then this test must be followed by fresh water washing. In these conditions the maximum allowed salt contamination is 30mg/m2. Where coatings, such as Interline 359, are used for storage of aqueous media at high temperatures (e.g. distilled water up to 90ºC - 194ºF ) then a lower salt contamination level of 20mg/m2 is recommended to prevent premature failure due to osmotic blistering. International Protective Coatings will recommend a suitable test procedure.

Quality control. Application of tank linings must be in accordance with the manufacturers guidelines and product working procedures. Quality control is the responsibility of the applicator and must be recorded daily, the recorded detail must include amongst other criteria the type of equipment used, constant atmospheric monitoring results, blasting medium, attained blast profile, surface cleanliness details, soluble salt contamination level, blast standard at lining application, extent of any stripe coating including recorded wet/dry film thickness, lining application controls ie. wet/dry film thickness and final spark test results with subsequent repair procedure carried out. (Stripe coats should be applied to all welds, lap joints, plate edges, corners, sharp edges, and any other areas where spray application of the overall coating system may prove difficult resulting in low dry f ilm thickness). Coating life expectancy. Anticipated life expectancy of tank linings depend on a number of factors as a general recommendation thin film tank linings should be inspected after seven years service with thick film coatings after ten years. Previous track records suggest the life expectancy for thin film linings would typically be twelve years for thick films 20 years and laminated coatings in excess of twenty-five years. Individual tank criteria would be required to be taken into account prior to the issuing of a coating warranty.
