The Bureau for

Management

• The Bureau for Management (M) provides a range of services

to the Agency in support of its development mission. These

include managing the operational budget, performance

monitoring, financial management, acquisition and assistance,

space planning, information technology, and business process

review services for the Agency.

Mission

To combine analytical expertise with excellent

strategic management and delivery of

a range of operational resources worldwide to

provide the best value possible for the

Agency.

Vision

Streamlined, unified management and delivery

of operational resources to support the

Agency’s critical mission needs domestically

and overseas.

Key Activities

• Centralize and integrate the management and administration of Agency

goods and services worldwide. Provide strategic analysis, policy, guidance

and compliance; oversight and evaluation of contracts and grant awards;

connectivity and mobility through information technology; management

of property, facilities, records, travel, and transportation; and accounting,

financial controls, and compliance. Direct and support reform efforts with

an emphasis on proactive strategy, policy enforcement, and systems

modernization.

Assistant to the

Administrator (AA/M)

• Through the leadership provided by the Assistant to the Administrator, the

Bureau for Management provides “Operational Excellence through the

Delivery of Mission-Critical Goods and Management Services.” It serves

as the Agency’s principal advisor for management and administration,

supporting operations worldwide. AA/M ensures the integrity of

information, financial, acquisitions, and logistical support systems that

enable the implementation of Agency programs worldwide. The office

directs reform efforts with emphasis on proactive strategy, policy

enforcement, and systems modernization.

• Supports the Assistant to the Administrator directly

by providing analysis, policy guidance, performance

monitoring and budget leadership. Responds to

Congressional inquiries and prepares senior Agency

officials to testify before Congress concerning

management issues. Ensures compliance with related

legislative directives.

• Responsible for providing stewardship of taxpayer funds

through the management, evaluation and awarding of USAID

awards, which include contracts, grants, cooperative

agreements and other tools that serve to deliver foreign

service. Priorities include creating award packages that attract

development partners, negotiating goods and services, and

efficiently secures and allows the Agency to administer

awards that meet the development mission.

• Responsible for Agency’s information resources management and

ensures connectedness and mobility for all Agency customers.

Priorities include providing advanced technology to improve day-

to-day operations as well as response to crisis, disasters and

compliance with U.S. government-mandated IT reforms.

• Worldwide oversight and management of the Agency

infrastructure, including real property and asset management,
