Call to Order: Michael Ramsey called the meeting to order at 9:00 a.m. There was a quorum present with the following Workforce Solutions Committee members participating. Members in Attendance In Person: Robert Coppersmith and Michael Ramsey.

Current Application threshold criteria per the Eligible Training Provider Policy are as follows: • Limit new training providers/new training programs to a maximum of 12 enrollments until

performance is established, • Limit training programs to those with a minimum entry level wage rate of $14.63 per hour

(based on annual regionally adjusted wage rate).

Connecticut School of Broadcasting has a license from the Commission for Independent Education. Connecticut of School of Broadcasting will start reporting to the Florida Education and Training Placement Information Program (FETPIP), which is a data collection and consumer reporting system established by Florida Statutes Section 1008.39 to provide follow-up data on former students and program participants who have graduated, exited or completed public education or training. Knowledge Quest Education Solutions dba Learning Alliance Corporation has a license from the commission for Independent Education. Learning Alliance will start reporting to the FETPIP for the 2018-2019 year. Manatee Technical College is a post-secondary adult, career and technical education center located in Manatee County.

► Action Item #3 – Approval of Training Programs Director Munro presented the action item.

Current Application threshold criteria per the Eligible Training Provider Policy are as follows:

• Limit training programs to those with a minimum entry level wage rate of $14.63 per hour (based on annual regionally adjusted wage rate.

Concorde Career Institute charges $48,486 for their course. CSTB staff noted that students are presented all options to allow them to choose their preference. Current policy does not use a cost basis to restrict the training from being included as an approved training program. The current grant limit per student is $5,000, with the student responsible for the balance of the course fee. Most students will choose the higher cost training program at the private schools because it is an easier entry.

• There was a motion to split the approval of training programs, into 3 separate

motions. The three new proposed motions would be based upon: 1) The programs listed in white who meet the minimum wage and minimum

completion rate.

meet the minimum entry level wage rate, but do meet the completion rate.

o Motioned: Robert Coppersmith o There was no second. (There were three nays, Robert Coppersmith,

Michael Bach, and Michael Ramsey.)

• The motion failed.

• 3) A motion to approve all the training providers listed in salmon, they meet the completion rate of 65% or above, and they do meet the minimum wage rate.

(There was a pre-motion discussion which led to the lowering of the required completion rate from 70% to 65%).

□ The Committee recommended pulling course names by SOC code. CSTB staff will

research average wage rate data to assure the data is correct for all the training programs. CSTB will eliminate the anticipated wage rates and use actual wage rates at placement.

□ It was recommended that if after reviewing the wage rate data, that CSTB review each

program for changes that could include or exclude a program and provide an updated list of approved programs. They will be approved by the WFS Committee, to be presented to the full Board.

Currently we are redesigning our Professional Talent of Tampa Bay service delivery flow to better align with the industry.

Goal II: Develop Effective Employer Based Workforce Programs. (Refer to page 17-18 of the November 6, 2019 Workforce Solutions Committee Agenda Packet)

• Objective 1: Increase participation in the On-the-Job Training (OJT) and Paid Work Experience (PWE) Programs.

o On November 5, 2019 we had our second cohort for Paid Work Experience, we had 33 youths participate and 7 employers. We did 28 placements yesterday and for those who did not receive placement we are working with employers for placements. This event was a huge success. 29 new PWE enrollments.

• Objective 2: Encourage Employer involvement in the Local Employed Training (EWT) and Incumbent Worker Training (IWT) programs. We are finalizing our IWT procedures, online application, intake packet and IWT Agreement and launch is scheduled for mid-November. We have several employers interested in this program.

• Objective 3: Connect employers with the Florida Flex Program administered by CareerSource Florida.

Goal to serve 1,500. We expanded the Youth ages 16-24. Paid Work Experience program earing $11 per hour, working maximin 24 hours per week and working 6 weeks. January 6, 2020 Program application launches for Youth and employers. June 8-15, 2020 Youth Summit Events June 15-July 24, 2020 SCJ Career Special conduct onsite bi-weekly monitoring. July 24, 20202 participants last day of work. Information Item # 5 Training Program Updates by Anna Munro (Refer to page 23 of the November 6, 2019 Workforce Solutions committee Agenda Packet) Altierus Career College reported changes to their programs. See Information Item for specific changes. CSTB requires training vendors to submit updated performance costs and data worksheets to report changes within approved training programs. Information Item # 6 Training Vendors Outcome Report by Chad Kunerth (Refer to page 25 of the November 6, 2019 Workforce Solutions Committee Agenda Packet) This report represents Quarter 1. This report covers completers for that period. It is still early to receive all the placement numbers so this is why you see a lot of 0’s on the report. Once a person completes training, they have 180 days for placement to count as performance. There is a lot of placement data to come. 29 programs that are meeting 1 criterion, 10 Programs that are meeting 2 criteria, 6 programs meeting 3 of the criteria and 12 programs are not meeting any of the criteria’s. Criteria means 70% Placement, 70% completion rate and average wage at her above $14.63. No additional discussion occurred.

Reports – Industry Insights Education Mr. Ramsey reported that HCC and the school district is working with Leak College access network on a couple different challenges one of them being Soft Skills. We are trying to come up with a standard set of essential importability skills also called soft skills when people don't like use that term anymore. Programs come to kind of make sure that you know the students that are exiting our technical training programs have those essential skills as well because the technical skills can get them employed, they'll soft skills keep them employed, so we're really, you know, really dominant to do an inventory of what we offer at each of our perspectives institutions and trying to match that with what industry is saying is the most prevalent that they're seeing shortcomings in at this time so excited about that work we're also working with the Tampa Bay partnership. Economic Development No updates given Other Industry Sectors Paycheck for Patriots Job Fair for Veterans is scheduled for November 7, 2019. We have 35 employers signed up to attend. This event has been promoted extensively by the Marketing department so we are expecting a great turnout. USAA Cisco and Spectrum sponsored this event. CSTB is working with Big Ben Power Plant. They are going to convert their last coal powered turbine at Bib Ben to natural gas. This customer is looking to hire 1,000 people to perform this task. Information Item #1 - Workforce Solutions Strategic Goals Update for January 2020 – March 2020 updated by Juditte Dorcy (Refer to page 12 - 17 of the May 6, 2020 Workforce Solutions Committee Agenda Packet)

Juditte Dorcy provided an overview of the Workforce Strategic Goals for the period January 2020 – March 2020. Goal l: Provide Employers with a Skilled Workforce

We are anticipating employers are going to take interest in our programs as it will be a great benefit to them as they move forward in building their workforce in the coming months. We will be doing additional marketing to the business community about the programs we have to offer. Professional Talent of Tampa Bay will be providing Zoom workshops led by HR Professionals. Fox 13 did a story with Indira Chambers (CSTB) on best practices as well on what to do when you have an interview virtually. We are putting together a series of six workshops and will finalize the schedule next week. For more information contact Indira Chambers. [email protected]

Our in-house recruitments have been impacted because of COVID 19. We are working on how we are going to continue this virtually. The Business Team has been working on updating Hot Jobs and posting them on the website. July 22, 2020 Senator Janet Cruz Job Fair. This is currently scheduled as an in-person Job Fair. We will stay in contact with her office to see if this changes because of COVID and social distancing. Consortiums Life Science/Healthcare Consortium scheduled for June 6, 2020- Virtually Information Technology Consortium scheduled for June 11, 2020- Virtually

Objective 2: Identify training opportunities for targeted occupations We are going to be doing a State of the Workforce Employer Survey. We've been working with our consultant to fine-tune the questions. This should launch later this month. It'll be out for a 30-day period, so we'll be able to come back and provide a very updated real-time analysis of what employers are saying in Hillsborough County. This will allow us to develop programs to meet their needs.

Discussion occurred about what are we doing to connect or assist college graduates. We are working with Tampa Bay Tech and have expanded our virtual job fairs. We are also connecting with graduates via our PPT Program and the Summer Job Connection Program.

There's a federal restriction and it is written into our policy that for any of these companies that have had displacement furlough layoffs, we are restricted from working with them under an OJT unless there's a federal waiver, and there has been no federal waiver at this time so we've had to move in the direction of paid work experience.

Summer Job Connection 2020 Update CSTB is looking into a Career Exploration program design in lieu of the the traditional Summer Job Connection Paid Work Experience program design due to COVID 19 challenges.

Employer Survey Results We are reporting on the overall level of effectiveness in meeting employer needs, a total of 32 responses received and the we overall rating was 75%. Goal III: Effectively Market and Brand Services and Programs. (Refer to page 16 of the May 6, 2020 Workforce Solutions Committee Agenda Packet) No discussion. Information Item # 2 – PowerPoint Presentation update given by Jody Toner (Refer to page 18-37 of the May 6, 2020 Workforce Solutions Committee Agenda Packet) The COVID – 19 has impacted the local economy impacting our business community and our vital industries such as agriculture, tourism, and hospitality. Jody Toner highlighted STW and National Unemployment Trends and some of our newest recruitment materials, programs, and services. These resources can be found on our website, featured in our CSTB COVID – 19 Toolkit, and are shared with training providers, partners and key stakeholders. Information Item # 3 Performance Dashboard Report by Chad Kunerth (Refer to page 54 of the May 6, 2020 Workforce Solutions Committee Agenda Packet) The following highlights given: Individuals served has increased 46%. The majority of that increase is found in the Self-Assisted Category. The number of employed is smaller but that was expected. Wages have increased in all the categories except for adult median wage, which was down 83%.

Information Item # 4 Training Vendor Outcome Report – Update given by Chad Kurnerth (Refer to pages 55- 59 of the May 6, 2020 Workforce Solutions Committee Agenda Packet) This report is a snapshot of our performance through the third quarter. There are 112 different programs. 25 programs on the list have not met any of the metrics. 30 of them have met one metric, and 40 of them met two metrics, and 17 have met all three metrics.

Committee. There was a brief discussion on how we are going to be measuring the goals and what metrics will be used.

• The state has established measures for attaining specific goals. • There will be goals that we set within each department based on budget and

based on objectives coming with additional initiatives. • KPI indicators – recommendation was discussed to enhance the existing

dashboard so they would be very easy to understand. We agreed to establish percent of goal achievement into the metrics where appropriate.

The motion passed unanimously. Discussion about Space Florida occurred Tom Aderhold attended via zoom a meeting being held in south Florida promoting the state's resources available to support the new military command center. What really resonates with CSTB, HCC and any other of our college or university platforms was that they really made a big deal about generating a talent pipeline and having money to pump into training facilities and that could include local workforce boards. There was a gentleman down there that oversees everything that is academically related to developing work skills. Additionally, Space Florida has huge sums of money, about $358 million in their piggy bank right now. They're looking for places to put it, so this is a clarion call for everybody right now and we need to put together a think tank to determine how we can provide programmatic support to Space Florida for their targeted industries. We have five or six target industries here, one is manufacturing, and there's a huge need for research and development as it relates to manufacturing. They didn't mention workforce boards specifically, but they do talk about working with the education community to provide some of the training that will help increase knowledge, skills, and abilities. One way we could tackle this is through our manufacturing alliance. That that is kind of coordinated right now by the county, but maybe they will pass that responsibility off to us going forward. We're working with the county on that transition now, but this is certainly something that we could make a top priority of the manufacturing alliance, to try to access those funds locally. Space Florida facilitated a Tampa based informational program on April 8, which was much smaller in scope, they had about 90 people. On the meeting yesterday, the South Florida Defense Alliance had probably 300 people, but they started with the Tampa one just to see if we could do a virtual platform on this. So, we worked with them, and we got a lot of folks invited, mainly defense contractors, some manufacturers. Royce Weapon participated, and also participated in yesterday’s south Florida meeting as well. What Dan Schneckenburger can certainly do is introduce Dr. Clark and HCC to the folks that he knows in the Space Force consulting group, to further understand the local role of education, particularly in Tampa. They're very interested in stakeholders that are interested in future Space Force missions coming down the pike all across all across the state Dr. Clark can share that contact information with their Dean of Engineering, they always try to get out in front of these initiatives and anticipate future needs. There is a lot of interesting work that will come out of this new military division, and Florida as well poised to take advantage of it. The educational platform that was unveiled yesterday in South Florida

is very impressive, but we too have a lot of things to offer that they talked about, for example our cybersecurity, and advanced manufacturing. There is a significant amount of money to be dispersed at some point, and we're still in a very good position to take advantage of this. Information Items Information Item # 1 2019-2020 One-Stop Strategic Goals update given by Juditte Dorcy (Refer to Page 9-15 of the May 20, 2020 One-Stop Committee Agenda Packet)

This report covers program year 2019-20, 3rd quarter. Juditte Dorcy covered some highlights. The centers were just opened at 25% capacity and we served roughly 100 customers. We did open a contact center and expanded the hours so we could still provide services virtually. The majority of calls were related to unemployment issues and RA pin resets. We are offering virtual orientations to Veterans as well as virtual Employability Workshops. Employer Survey Results are conducted on a monthly basis. We received 32 respondents averaging a 75% overall level of effectiveness in meeting employer needs.

Information Item # 2 One Stop Operator update given by Dan McGrew (Refer to Page 16 of the May 20, 2020 One-Stop Committee Agenda Packet)

Partner Portal and Agency Connect Forum received 52 connections in the period covering February, March, and April, with a total of 3 partners utilizing the tool. We added 3 additional partners since the last meeting which are: Hearts over Habits, Hillsborough Community College, and Enterprising Latina’s. The last partner meeting was held on April 1, 2020, with 33 attendees from 23 partner agencies. Our next meeting was scheduled for June 17, 2020 via GoToMeeting.

Virtual workshops were made available to the Tampa community in April and May. 40 individuals attended in April with a total of 110 attendees recorded. Information Item # 3 – PowerPoint Presentation update given by Jody Toner (Refer to page 17-53 of the May 20, 2020 Workforce Solutions Committee Agenda Packet)

The COVID – 19 has impacted the local economy, our business community, and our vital industries such as agriculture, tourism, and hospitality. Jody Toner revised STW and National Unemployment trends and highlighted some of our newest recruitment materials, programs, and services. These resources can be found on our website, featured in our CSTB COVID – 19 Toolkit, and they were shared with training providers, partners and key stakeholders.

Information Item # 4 Performance Dashboard update given by Chad Kunerth (Refer to Page 54 of the May 20, 2020 One-Stop Committee Agenda Packet)

Chad Kunerth, Director of MIS & Data Services pointed out a couple of changes to the CSTB Performance Dashboard. One change can be found in the greenish box, the “year to date served”. We made a change that's now showing “YTD served” previously showed “active”. We made the change because we wanted to give an accurate reflection of what we've done for the whole year. We have 1,244 active cases in WIOA. That is an increase of 29% from February 19, 2020. New Employers Served goal is 750, we currently stand at 785 and have achieved this goal. The Self assisted number was 8376 in February 2020 and now it is 12,705, that is a 162% increase. There were not a lot of changes in the wages. We have a total of 579 participants that have exited the

Information Item # 5 Internal Performance Dashboard update given by Chad Kunerth (Refer to Page 55 of the May 20, 2020 One-Stop Committee Agenda Packet) Average days to employment went up 15% from February 2020 and we expect those numbers to continue to increase. We also saw an increase in WP and SNAP served. The Youth chart is a snapshot of the youth program. It is broken into three categories. Occupational Skills Training (OST), Adult Education and Work Experience. No discussion occurred. Information Item # 6 DEO Programmatic Monitoring update given by Chad Kunerth (Refer to Page 57 of the May 20, 2020 One-Stop Committee Agenda Packet) Department of Economic Opportunity (DEO) staff conducted programmatic monitoring review from 5/4/2020 to 5/14/2020. Each Program Year, DEO conducts a programmatic quality assurance review of Career Source Tampa Bay’s workforce services programs. Programs included in this review are Welfare Transition (WT), Supplemental Nutrition Assistance Program (SNAP), Trade Adjustment Act (TAA), Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser (WP), Migrant and Seasonal Farmworkers (MSFW) and any Special Projects that were operational during the review period. The review period for this DEO monitoring is January 1st, 2019 through December 31st, 2019. Concluding the monitoring visit, DEO will provide an overview of any findings and other non-compliant issues that should be addressed by CSTB. A formal monitoring report is normally received within a 15-day period following the visit. No Discussion occurred. Information Item # 7 WIOA Primary Indicators update given by Chad Kunerth (Refer to Page 58 of the May 20, 2020 One-Stop Committee Agenda Packet) This report covers the 3rd quarter PY 19-20. We met 2 goals and the other 12 measures we exceeded the established goals. This was expected with the current situation of COVID-19. We will continue to monitor the numbers closely but do expect them to go up. No discussion occurred. Information Item # 8 THA Agreement for JPI update given by Juditte Dorcy (Refer to Page 60 of the May 20, 2020 One-Stop Committee Agenda Packet) THA, as the lead agency, has been awarded funding from Housing and Urban Development (HUD) for a period of performance April 1, 2017 to March 31, 2021 to support job development, training, employment, supportive services, income incentives, and community support for residents of the Robles Park Village development. Under this initiative, THA seeks a partnership with CareerSource Tampa Bay (CSTB) to deliver employment-related services to unemployed and underemployed residents. On May 4th, the Executive Committee recommended approval to enter into a four-year agreement with THA to provide partnership services under the Robles Park Village Jobs Plus Initiative.

We have pivoted our program offering a hybrid option for the summer – Career Exploration & Fall Paid Work Experience Cohort. The four-week blended model will begin June 15th and run through July 10th. The fall internship dates are October – November. The Fall Cohort will look very similar to last year’s 2019 Summer Job Connection initiative.

Information Item # 10 WIOA Youth Program update given by Christina Witt (Refer to Page 62 of the May 20, 2020 One-Stop Committee Agenda Packet) Christina Witt, Programs Director provided an update on performance during the 3rd Quarter. We planned to serve 1,089, we've served 571 youth, we’re at 52.43% of our goal for the quarter. We have several youth still in training, so we are looking for our numbers to go up when we close out the cases.

Clark University was awarded a $12 million apprenticeship grant from the Department of Labor, Employment, and Training Administration to provide business technology and IT training nationwide to people struggling with unemployment and underemployment, and to those seeking to master relevant technology skills in an evolving workplace. The “Scaling Apprenticeships Through Sector‐Based Strategies” grant proposal was written in close partnership with Public Consulting Group, Inc. (PCG), headquartered in Boston, Mass., and will be implemented through a consortium of institutions of higher education, technology industry partners, and workforce boards across the nation. Tech Quest Apprenticeship Expansion Consortium (TQ Consortium) has been developed to promote and implement the apprenticeships.

Apprenticeships are no longer limited to the trades. Today apprenticeships are being used across high demand fields including healthcare, advanced manufacturing, biotechnology, and information technology.

Tech Quest Apprenticeship and CareerSource Tampa Bay have partnered to help businesses in communities across the country, from a variety of industry sectors, expand their workforce in high‐demand hart to fill tech related positions. On August 20th Tech Quest will be participating in our IT Consortium and engaging attending employers (25‐30) regarding apprenticeships in their industries which will include interest in new and existing apprenticeship programs. They will also begin the research with our training providers on any apprenticeship programs that exist in this region.

Tech Quest Apprenticeship program will provide IT and IT‐related apprenticeships to a minimum of 1000 apprenticeships and 4000 pre‐apprenticeships individuals over the next four years in eight states: Florida; Massachusetts; California; Nevada; Pennsylvania; Oregon; Texas; and Missouri. Eligible participants include unemployed, underemployed, and incumbent workers. Through the apprenticeship training, these workers will be matched with employers and receive on‐the‐job training and academic training, gaining employment as they improve their skills and move up the career ladder. Nationally, a minimum of five new technology‐focused apprenticeship programs will be established to help expand IT‐related apprenticeships into new service areas. These programs include traditional and high‐demand emerging IT‐related occupations.

Information Item # 2 One Stop Operator Update

CareerSource Tampa Bay defines the role of a One-Stop Operator as an entity that coordinates the service delivery of participating one-stop partners and service providers within the Career Centers.

A request for proposals was issued to solicit bids for a One Stop Operator. On June 21st, the Board of Directors approved entering into contract negotiation with Dynamic Works. Dan McGrew, Regional Director of Dynamic Works manages our One Stop Operator contract.

Below is a summary of their accomplishments in PY 19-20:

Maintain Linkages

1. A total of 232 connections were made using the CareerSource Tampa Bay Agency Quick Connection Form.

a) A total of 16 partner organizations received connections during the year. b) CSTB made 159 connections and received 14 during the year.

2. A total of 11 new partners were added to the CSTB Partner Portal during the year. Currently, there are 24 partners engaged in the Partner Portal and Agency Connection Form.

a) Partner Portal training was conducted for 56 attendees during the year (22 partner staff and 34 CSTB staff).

b) 92 individuals completed the CSTB Partner Portal Training Activity during the year.

MOU

1. Sample MOA provided to address expectations around Partner Portal, Connection Form, and quarterly Partner Meeting.

2. Draft MOU creation procedure created.

Partner Meeting

1. Four quarterly partner meetings were held during the year with strong partner engagement:

1. DWFS hosted CSTB visit to Capital Region project in October 2019 to assess different service delivery model.

2. During COVID-19, virtual workshops through Dynamic Works Institute were made available to Tampa community in April, May, and June. A total of 55 individuals attended 182 workshops during this time period.

Customer Satisfaction Initiatives

1. A total of 961 Customer Service surveys and 1,880 Employability Skills Training surveys were analyzed during the year with a combined 95.9% satisfaction rate.

2. New Net Promoter Survey designed and implemented during the year. a) 19,340 total surveys were sent out with 1,972 responses received for a

response rate of 10.1%. b) Region NPS calculated as 37% for year vs. goal of 30%. c) Quarterly analysis of comments submitted and the “Big Three” areas for

focus identified as Staff Interactions, Services Offered/Needs Addressed, and Ease of Use/Wait Times.

3. Employer Survey developed and implemented during the year. a) 892 total surveys were sent since January with 73 responses for a

response rate of 8.2%. b) 47% of employers listed CSTB as a top 3 resource for recruiting qualified

candidates. c) 64% of employers rate CSTB services as Effective, Very Effective, or

Extremely Effective.

Negotiated Federal Performance Goals Overview: Federal Performance for Workforce Investment and Opportunity Act (WIOA) and Wagner-Peyser (WP) Programs consists of eighteen performance metrics. Fourteen metrics have had established goals with four additional metrics receiving goals for PY2021. The four metrics that now have goals are Measurable Skills Gains for WIOA Adult, Dislocated Worker, and Youth and Median Wage 2nd Quarter After Exit for WIOA Youth. The U.S. Department of Labor (DOL) negotiates with all 50 states and each state has targets for each metric. USDOL negotiated performance levels for each state must be agreed upon by no later than June 30th. DEO establishes the Florida statewide goals with USDOL and then negotiates with each of the 24 LWDBs. The LWDB’s must finalize their negotiated local levels of performance no later than September 30th.

Every two years CSTB is required to negotiate our local level of performance with DEO. Under WIOA, the statistical adjustment model, established by the Secretaries, will be used to ensure that the negotiated levels of performance are based on the actual economic conditions and characteristics of participants. DEO established baselines by utilizing data pulled from the prior two Program Years. For PY 20-21 and PY 21-22, CSTB opted to accept the suggested goals provided by DEO.

Information Item # 6 R3 - Rapid Recovery Response Update

CareerSource Tampa Bay to distribute $21.5 Million to Hillsborough County Job Seekers and Businesses ~Rapid Response Recovery program (R3) Kicks Off July 1, 2020~ TAMPA, FL – CareerSource Tampa Bay (CSTB) kicked off the Rapid Response Recovery (R3) program that will help Hillsborough County job seekers with occupational skills training and find businesses skilled labor. The R3 program is funded through the Federal Cares Act with funding released by the Hillsborough Board of County Commissioners. CSTB will be signing up 2,100 Job Seekers to participate in Short-Term and On-the-Job Training. The goal of the Job Seeker program is to help give workers adversely affected by COVID-19 retraining to improve their skills and make them more marketable among key industry sectors in Hillsborough county. Up to 1,000 individuals can take advantage of the Short-Term Training program, training scholarships will provide up to $5,000 educational assistance. Another 1,100 job seekers will be provided On-the-Job Training.

Financial Stability Grant Award

Overview:

Summer Job Connection Program INFORMATION

• Performance Period: July 1, 2020 – June 30, 2021 • Award Amount: $75,000 • Number Served: 125

Summary: Building on the connection of shared goals to serve the Tampa Bay community and commitment to the development of personal economic mobility, CareerSource Tampa Bay is honored to partner with United Way Suncoast in our Summer Job Connection (SJC) program. This partnership will provide meaningful part-time paid work experience and a vital entry point into the local workforce for low-income and ALICE (Asset Limited, Income-Constrained, Employed)-eligible Hillsborough County youth ages 18-24.

Program activities include virtual youth summits, career exploration, work readiness soft skills training, financial literacy workshops, and paid work experience. Internships are offered year-round for up to eight weeks and participants are paid $11.00 per hour working up to 24 hours per week. Employers also have an opportunity to mentor and recruit potential employees with no cost to them. CSTB works directly with businesses to provide employment opportunities, conducting the initial job screening, serving as the employer of record, and funding participant wages for the program.

First-time youth employment programs like SJC create pathways to economic success, aiding young adults to overcome barriers to employment, develop workforce readiness skills and position youth to improve their financial future while building a more inclusive and diverse workforce. The collective efforts of this program are a step forward to connect youth with the resources, appropriate work-based learning, and opportunity to overcome systemic barriers to attain long-term, sustainable employment and economic self-sufficiency.
